But there are routing options.  Here's from the spartan3 spec:

Digital Clock Manager (up to four DCMs) - Clock skew elimination - Frequency synthesis - High resolution phase shifting Eight global clock lines and abundant routing


Redoing the routing with other global clock lines in different locations could 
help.
900ps -->  100ps sounds too far.
