Actually there is no reason not to accept your statements, you are totally
right! . Why I want to subproject under Geronimo is that its diverse
community(including user base) , and stable development activities.  Another
reason to be subproject is that until to now, we were not so successful to
extend our user community, for example;  a low mail traffic at OWB u...@...
list. But being subproject under Geronimo we can also get more attraction
from users.

And one more reason is that  Geronimo may support ongoing development
activities to achieve OWB's being a full spec compliant. Geronimo has a
great experienced team who could help us to make this possible.

But as you said, definitely OWB can also be TLP as its own.

What do other folks think about ?
