Thanks for the feedback, however I am logged in as a user in the
faq_admin group that has all permissions.
In an experement, I removed all permissions from the faq_admin group
from my user and tried to post another FAQ entry, and still receive the
error "Error: Need CategoryID!", indicating that the problem is not
permissions; but rather that no Category was selected.
As I described in my OP, no category was selected, because the category
dropdown box is empty, and I cannot locate within OTRS any place to add
categories.
So, my original question remains: Where do I add categories?

Indeed, the Category dropdown box is empty (no selectable options);
however I cannot locate anywhere within OTRS where I can create new
categories. Nor have I been able to locate in any OTRS documentation
where this function should even be located.
So, my main question is this: Where am I supposed to be able to go to
create categories?
