Lawyers and laws and governments.  Faxing isn't "good enough" legally.
Lobby your local government to change the laws throughout the entire world.

But let's be honest: sending one piece of paper through the mail is going
to take you, what, 5 minutes? People have spent far longer than that,
complaining about how long it takes :-)
