Just to chalk one up to the Palm side of things, the 3.3OS (not
necessarily docs or anything, but the OS itself) was available to
develoeprs quite a bit in advance of the publice release.

Granted, it was under the seeding program, and I have heard from many
non-US people how hard it is to get access... but it was available.
