Nope. Tabs are horizontal, located between the menu and window space. They only display if you have more than one tabbed window open, and then, only if tabbed display is turned on in the preferences. For the record, my initial take on them was "how dumb!" and "who cares?". I was wrong.
Why tabbed windows? Because they make organizing a browse more convenient, especially if you have a slower connection. Here's how: You find an interesting article on MacWhatever.com, but it's split into 4 parts. With all the ads along the side, it takes forever to load each page. With tabbed browsing you can open the first page, then the second, third and forth in the same window. While the others are loading in the background, you can click the tab for page 1 and read away. By the time you're finished with that, page 2 is loaded, and so on. And, I'm sure I'm not alone in having to go back a page or two to figure out what the author is talking about. With tabs, they're still there a click away without having to reload anything from the server or the cache. Similarly, tabs make following hyperlinked threads from site to site much less confusing. The whole search and subject is in a single window. And, anyone who's shopped on eBay or searched for the best flights and fares should be able to imagine how having everything a click away in the same window can be. Can you do all this by opening multiple windows? Sure, but that's a lot more confusing and more resource intensive, as you have to load multiple instances of browser controls, etc. I believe almost any PCI Mac that can run IE can run Netscape or Mozilla as well or better.
