I suspect the problem is that people have difficulty resisting the temptation to open messages that have different or interesting words and names. Or messages they don't recognize that just might contain something they just might need to see. The hard part is resisting this urge.
I get spam every day but the delete button in Eudora is large and I dispatch them to the trash in the blink of an eye and get on with other things. It's faster and more efficient than making filters, calling my ISP, and other such actions.
