And why not? Apple sees not one cent from the second-hand market. It makes no business sense to do anything that would discourage the sale of new computers.
And therein lies the catch. Some of us feel that yesterday's customers are more important than today's, because of the future business the good will generates. And some us feel yesterday is a waste of time.
Actually, I have (a variation of) this argument with my housemate quite often. Her position, as a retired investor that depends on dividend income, is that yesterday's customers don't matter. 99% of support services are a waste of $. The only thing that matters is good solid positive cash flow. Long term "infrastructure" investments are a waste of $, because they reduce the company's ability to pay her a bigger dividend.
