Not sure what dial up has to do with it? Well, apart from having the dump
the cache feature on close down (as can be had with some ram disk types),
the idea was that it is useful to operate the browser because one can
quickly access cached material (ram quick rather than HD slow). In fact, on
dial up, it is even more tempting to have this feature for this reason
alone: It is so frustrating an experience so often that anything that
happens quickly is a mod lifter.

If a machine has limited ram, how can you afford any for a strictly
unnecessary item like a ram disk then? I don't follow you. If it has "very
limited caching" space, how can it "eliminate" constant calls to the HD?

In Photoshop, you can assign primary cache, secondary etc to whatever hds
you want. In fact it is a very good idea to assign a whole HD volume (say a
1G) to such. If it runs out, PS then uses the second hd you nominate. You
can assign a Ram disk (it is just another disk to PS). I have done it. But
it has very little value *overall* and you won't believe this I am sure till
you try it in serious anger (not in playing about). For various reasons
which i won't go into here.
