Bill, you might consider a USB audio interface instead of a PCI card.

But most PCs have built-in 16-bit audio hardware. Unless it's really
atrocious noisy h/w, it'll probably do the trick for you. 1/8" stereo
plug to a pair of RCA phono plug cables are available everywhere for
peanuts.
