Of course it's Obama's war. He's promised to "win" it and he's
increased the number of troops in Afghanistan. Promises to pull out
are just that -- promises. That kind of promise isn't enforceable in
any court of law. They're "mere words," as Thomas Hobbes would say.

To say that it's not Obama's war is like saying that the Vietnam
wasn't LBJ's war, since JFK started it. Or it's like saying that a
previous war in Afghanistan wasn't Andropov's, Chernenko's, or
Gorbachev's war because Brezhnev started it.
