Actually, that is definitely related. Throwing it into airplane mode immediately kills the noise. But then, it also kills the music streaming. What I can't figure out is why I hear it with iPeng but not with other music apps. I wonder if the recent iOS somehow made the RFI/EMI a whole lot worse. I wasn't getting this at all before.
