UPDATE:
After constant buffering issues I have given up trying to use the plugin
for live BBC broadcasts and reverted to the Tunein MP3 streams, which
have not buffered at all yet.  My live listening tends only to be speech
stations or background music, so sound quality is not critical, and I
have not come up against any "copyright" issues yet.

"Play it again" content, which is my main use of the plugin, is very
inconsistent. For testing I eliminated any WiFi problems by plugging a
player straight into the modem / router setup with CAT5 cable. 
Sometimes it worked without buffering for whole programs (30-60 mins),
other times it will re-buffer about every 30 seconds.  I can only assume
it is a BBC issue, or my NAS. I have a spare Raspberry Pi and might try
running LMS on that and see if that helps. 

HLS suffers less than DASH, and I can stream over WiFi using HLS with
only a couple of rebuffers every 30 minutes or so.  Just to reiterate, I
have 30 mb/s fibre internet and this problem only affects the iPlayer
Radio plugin.  I have no problems with either Spotify (at 320 kb/s) or
other non-BBC radio stations via LMS and streaming video on other
devices (Sky NowTV films and BBC iPlayer TV) is also no problem.

As a result of all my investigations round this problem I am hoping to
have solved another issue. VPN connections would drop randomly two or
three times a day (my wife and I both work from home a lot), which we
did not have with our previous standard ADSL broadband (at 7 mb/s).
Looking at the logs in my router and NAS it became apparent that our
external IP address was changing at least two or three times a day - the
line is dropping and renegotiating regularly with a change in IP
address.  This would definitely be a cause of these VPN failures.  There
are no obvious phone line issues and EE cannot see any faults or noise
on the line and have no explanation for the line drops. I get the
maximum speeds I have contracted for and there is plenty of S/N
headroom, so I suspect an intermittent hardware or power supply fault
somewhere in the Openreach or EE equipment.

A fixed IP address might help here, but EE do not offer this to domestic
users.  I had a special low price offer from EE which has now come to an
end so I am migrating over to PlusNet who offer a fixed IP address for a
one-off £5 fee. This goes live on the 30th September so I will report
back if it helps with either my iPlayer or VPN problems.
