While this would work in most instances, it is possible that the
executable in question will not create any windows, or there will be a
brief moment between the first window being closed and the second
window being opened, which would trigger continuation of the script.

That's an interesting idea that will work well, although requiring
slightly more CPU and memory than it ideally would. Thanks very much
for sharing the idea.
If people are interested in adding labels to their scripts as
continuation points, and computing the full path to PowerPro in their
scripts, then the use of 2PPVAR can be superseded with something like
this:

Of course, you could generate a random name for the batch file to
ensure that a file with the same name doesn't already exist, but for
the sake of simplicity I have left that out.
