If an elevated program launches another program, that program inherits
the elevation.

Note that your problem (ppro's toolbar not appearing in taskbar)
likely happens because Explorer is a 64bit process, while PowerPro is
32bit (if PowerPro creates the toolbar the way I imagine - I never
used this feature). You might be able to test if this is the case by
killing all instances of Explorer.exe, then running
C:\Windows\SysWOW64\explorer.exe (this is the 32bit Explorer
executable).
