Did the prints include ovals and diagonals? If not, try adding some in
Photoshop and see if it highlights the difference.

I don't think resolution plays a part in the capture, my understanding is
the cameras just capture X pixels across by X pixels down. If shooting in
JPEG mode, the file has a resolution appended (not all cameras append the
same figure!) but as I have been shooting mostly RAW, I specify the
resolution in Camera Raw when I process the file.

Resizing, as opposed to changing the output resolution without resampling,
is an art that some people have mastered (it involves black magic figures
like 66% or 66.67% and throwing salt over your shoulder). You can probably
find the fruits of their knowledge in the Archives. Talking of resizing, I
know you have retired Photoshop CS but, unfortunately, it does have better
algorithms for resizing images.
The usual thing to do is to resize the image, sharpen it, set its end points
and then send it to the printer. Slightly more work than simply dropping the
resolution to 180 dpi (I suspect you were using shorthand but thought I
would mention the steps anyway).
