I think that it is all a need for greed. Take Katrina as an event where the government "came to the aid of the people" How much money was thrown around and for how many years will really stupid things continue to happen. Case in point, we had ice left over from the relief effort that was destroyed this summer. There were multiple trailers (18 wheeler) all refrigerated for containing ice. They were emptied, and had bull doozers push it around while it melted in the 100+ degree heat wave that we were experiencing. They didn't tell us why the ice was unusable but the would not allow ANYONE access to it. To have allowed pools to drop it in their water and bring the temp down, or for some places to pile it up and let the cool air make a better workplace if you could deal with the melting water?
