To let that ice be handled/given to the public would inevitably lead to 
lawsuits...I agree that they didn't turn it over on that point.

Agreed....another example of the fleecing of America.  I saw a show on 
TV (perhaps NBC News?) that showed us wasting tons of taxpayer dollars 
for bullshit causes.
