no, it doesn't run the fuel pump? I am hoping this is not going to end up 
expensive!!

Those voltages mean both coils are being turned on  continuously, this is not 
good.
I expect it gets rather warm as  well.
 
When you turn the ignition on does the fuel pump  run for a few seconds ?
