Those voltages mean both coils are being turned on continuously, this is not
good.
I expect it gets rather warm as well.

When you turn the ignition on does the fuel pump run for a few seconds ?

I now have the following information.

pin 58 on the ecu - green w red stripe. left hand terminal on coilpack
connector. 1.37 ign on cranking goes up to 1.77
pin 59 on the ecu - green w yellow stripe rh term on coilpack connector. 1.39
ign on cranking goes up to 1.79
pin 57 (or 37) on the ecu - black wire 12.2v with ignition on. centre term on
coilpack remains constant.

These low voltages would explain why there is no spark but I can't understand
why they would be so low.

The wire from the old coil loom to the ecu runs through a black box which
does contain at least one relay which can be heard latching upon switching the
ignition on.

All Zetecs have an electronic road speed sensor for the ecu fitted onto the
speedo drive on the gearbox.
On cars with a mechanical speedo the cable attaches to the speed sensor which
in turn attaches to the gearbox.
On cars with a electronic speedo there is no outlet for the speedo cable and
the electronic speedo uses the same signal as the ecu.

Without it fitted you will have idle speed issues though nothing major and
it's certainly not causing your current problem.

The old coil connection should have power on the black wire, the green wire
just goes back to the rev counter.
I hope this loom adaptor has several relays in it and it isn't trying to run
the Zetec power straight from the old coil feed.
The black wire on the old ignition coil should just be feeding a relay, this
is turn should switch battery power to the ecu.

I don't believe it was from an auto. The road speed sensor is a mechanical
cable so not that. I will let Peter know what those voltages should be. What
voltages should there be on the old coil wires, there are wires on the loom
adapter that connect to those as well, I assume that that is the ignition
switched supply to the new ecu.

What car is the engine and wiring from ?
Are you sure it's not the road speed sensor connector (fitted onto gearbox
speedo drive), a 3 pin connector.

The coil should have 12v ignition on the centre pin.
The outer 2 pins will also be 12v but will drop while the engine is running.

The engine wasn't from an automatic was it ?
