Yes, but downloading 30MB, or even 100MB of packages is different than
over half of GB.

Slightly unrelated thoughts about what should be on default
installation:

1. It is important to keep "basic stuff for average user"
installed by default. So new users, not yet fully understanding how
templates works, do not need to learn this as the first thing.

Yes, I think Qubes needs the basic stuff on install. Its a PC-laptop system. And you're right about very large downloads, this can be a real burden for some depending on their network situation.



2. IMO we should have Debian easily accessible, because a lot of people
say "I prefer Debian instead of Fedora, so Qubes is not for me". Finding
what other templates are available and how to install them is not so
easy when you see Qubes for the first time... Which is another problem,
but we won't solve it in time for 4.0-rc4.

The configuration changes I'd make are:

 * Include fedora-26-minimal for 'dnf' support

 * Configure a desktop-oriented debian-9 template and include this

* (Also rename the current debian template as debian-9-minimal, but don't include it)

OTOH, stating that a dual-layer DVD is required is much simpler, and DL burners are pretty common.
