I'm afraid that you SERIOUSLY underestimate the power of peer group pressure.
Boys who actively WANT to be in Rangers pull out or drop out because their
friends are 'hanging out' with the girls and older boys.  They sneak over for
water balloon day or super soaker day or rocket day, but retreat as soon as
their 'friends' see them.  I agree that some of the problem may be the 
Commanders.
But when young, insecure, hormonal kids are faced with a decision of 'hanging'
with their friends and being cool or going to an on-fire, active RR program,
the choice is not that easy or obvious...
