I would be more comfortable if I knew just what community is agreeing. I 
would be more comfortable if I thought that anyone who is not one of the 
proposers would actually implement the proposal. ;-}

Regretfully, the rng-users list isn't a very large community sample. We 
have an XML editor that has supported RELAX NG (and XML Schema) for over 
18 months. We provide a way to configure which schemas are used based on 
namespaces, root elements or on a per-document basis, outside of 
documents. We have never had a user request for a processing instruction 
for this purpose. Conversely, XML Schema already provides a way to 
designate schema locations in documents, but had numerous requests to 
provide the means so that people do _not_ have to specify locations in 
their documents.
