Dear Sidharth 1) If you apply (completing all the other formalities like Rs.10 etc) without attaching the proof demanded, and PIO *refuses* to process the application without said proof it forms grounds for complaint u/s 18 for which the PIO is liable.
2) The proper course in such circumstance for the PIO is to process the application in the normal course and to specify that information will only be given on payment of further fee AND proof of citizenship. 3) If however, the PIO returns the application, or takes no action, he is liable for penalty for not supplying the information in the period prescribed. 4) I have said "proof", I entered this world in an Army Hospital, and my birth certificate (of said Army Hospital) is signed by the Brigadier who delivered me. I wonder if they will accept it though. Must try it out, does anyone have any larger public issues involving our Army?
