An applicant is not to be asked to provide his citizenship details
*with* his application. However, if a prudent PIO *subsequently*
wishes to confirm (from the applicant or otherwise) that the applicant
is indeed a citizen of India before releasing the information, he is
acting within his authority and the mandate of the RTI Act.

Details of applicant's citizenship cannot be construed as "Personal
details / information". Citizenship is conferred by the State upon
executive action. Any authorised officer of State may demand proof of
citizenship in the process of execution of India's laws.

The converse is that a citizen can certainly ask in RTI for inspection
of records all foreigners who were granted Indian Citizenship between
2 dates. BUT, if one were to ask if Ms. Sonia Gandhi is a naturalised
citizen, then it falls within the scope of section 8 exemptions being
"private details" invading the privacy of an individual unconnected
with public purpose etc.

A passport is sufficient (but not conclusive) evidence of Indian
citizenship.
