Dear Art,
   One thing I do is remove all of the numbers.  It is much easier to 
match characters if they all come from the same decal sheet as far as 
font, height, weight, width, etc.  There are all different types of inks 
used to print on freight cars.  Some will come off with a little alcohol 
on a q-tip.  Others will require a bit more of a solvent to be removed. 
 And your fear of removing the paint underneath is a real fear.  I have 
always had great luck with Floquil "Lift Off" on a moistened Q-tip.  If 
you rub too much, you will remove the base coat of paint.  I check the 
q-tip and if it starts to turn the color of the car, I know I am rubbing 
too hard or put too much solvent on the q-tip.  Once the lettering is 
removed, I put a light coat of gloss over the area if I am going to 
decal.  Once numbered with decal or dry transfers, I spray a light coat 
of dull coat over the area, unless I am going to heavily weather, then I 
hold off until after the weathering.
