After trying several methods, my favorite product for removing 
numbers is Joe's Model Trains Decal & Detail Remover.

I have been successful in removing the numbers without the 
underlying paint and finish.  I just did an HO engine for a friend 
this weekend and have done some PRS cars.

As for matching decals, try asking on the list.  For example, after 
a post, Lee Johnson told me about Clover House transfers and 
Microscale decals for renumbering PRS PFE reefers.
