Ed: Check out NYC Lot 679-B in your "Dimensions & Classification of Freight Car Equipment of the NYC System". Photos of the car have also been published in the NYCSHS "Central Headlight" magazine. The Society can provide copies of the photos, that is where I got mine. The NYC had ten cars in Lot 679-B, NYC 100990 - 100999. They were USRA rebuilds so the basic car body exists as an S Helper Service stock item. They went into service in 1940 but I do not know how long they lasted.
Trucks are a different issue - the high speed Symington-Gould truck used by the NYC does not exist in S Scale. The trucks on the GPEX Pfaudler Milk Cars are very close, but they are scarce as hen's teeth too. I built three cars, one for Chuck West, one for Sam McCoy and one for me. I still only have the GPEX trucks to outfit two of them. BTW, the cars are a dark Pullman Green, not black. That seems to have been the standard color used by the NYC on head end and M&E (Mail & Express) equipment. A great resource on M&E trains in general is Edward DeRouin's book "Moving Mail and Express by Rail". Unfortunately, Mr. DeRouin passed away unexpectedly earlier this year.
