In using the white glue/water I had no problems taking up ballast and re-using it.

Not so. All one has to do is mist the area to be removed with "wet water" (water with a few drops of liquid detergent) and let it soak in. A second application an hour or so later may be necessary. This process softens/dissolves the glue bond so all you have to do is scoop up the old ballast.
