Presumably someone will only use these packages via sage-upgrade, and then
the whole library rebuilds (because sage-x.y.z is new), right? Or is that
not how sage-upgrade works?
The Sage library is "new" in every Sage version (even if there were no
real changes to it), but does '''not''' get rebuilt ''from scratch''
(since there's no reason to do so if the dependencies are correct [or at
least close to complete].)
