The issue is licensing Fusion. Some kind of license is required, and
this is arranged during the web-based back and forth that leads to
package and license file downloads. The free license simply isn't
offered as an option. Only paid options are offered.

This bug affected both Intel and Apple Silicon Macs in the same way. Fusion
does indeed work on Apple Silicon, when not affected by this bug. The latest
Sonoma has fixed it; when I upgrade to the next minor point release, I'll see
