Friends after the stand of the Uttar Pradesh government that they are
denying blind persons in appearing in PCS judiciary exam, we are going to
the high court to file the writ petition in this regard. But the view of
government is that a visually challanged person can not act as a judge.
How much do you agree with this stand, can any body tell me is there any
such judge in India so far? It will help us in making our case more strong.

++Section One: News.

+01: UK's First Inbuilt Text-To-Speech TVs Hit The Shelves.

Electronics manufacturer Panasonic has built text-to-speech
functionality into 30 of its television models, designed
specifically to help blind and visually impaired users, making
them the first such TVs to become available on the UK general
market.

After switching on the function during installation, text-to-
speech will be present over a wide range of tasks in the
televisions, including speaking the channel number and name
of a programme when switching channels; the time that a
programme begins and ends; and whether other accessibility
features such as audio description are available for a
programme.

Text-to-speech assistance is provided on connecting to a Wi-Fi
network through the TV, and users can also to scroll through a
TV's electronic programme guide and listen to the list of
programmes, timing information and a synopsis of each
programme.

Speaking to E-Access Bulletin, Nigel Prankard, IPTV and
digital TV solutions centre manager at Panasonic, said a lower
implementation cost of text-to-speech in recent times had
enabled the company to offer the functionality.

If you asked us to introduce text-to-speech [into our
televisions] two years ago, the extra cost would have been
significant, but with the onset of activity in the IT world, the
implementation costs of text-to-speech have come down,
enabling us to put it into the TVs without passing on the cost to
customers, Prankard said.

Panasonic worked with the Royal National Institute of Blind
People to build the text-to-speech function, undertaking user-
testing with a prototype before gathering feedback and making
improvements to the final design.

Prankard said he hopes to further improve the functionality
and add more features if there is positive feedback from the
initial models, possibly looking at how text-to-speech could
work for internet-connected TVs. The W3C [World Wide
Web Consortium] are trying to make more regulatory
requirements for web accessibility, so we may have to think
how TVs could handle [web accessibility requirements] if we
give them the full ability to go to websites, he said.

And you can comment on this story now, on EAB Live:

+02: Call For Global Body To Boost Accessibility
Professionalism.

The accessibility field needs a new international community of
experts to help it become a recognised profession, Microsoft's
Chief Accessibility Officer told a recent conference.

Speaking at the sixth European Forum on e-Accessibility in
Paris ( http://www.headstar.com/eablive/?p=693 http://bit.ly/wHNjGf ), Rob
Sinclair said: The time has
come for accessibility to transcend its origin and become an
internationally recognised profession.

Specialist expertise groups have helped the security and
privacy

 For Immediate Release:

Freedom Scientific Releases New and Improved OCR Recognition Software
 for JAWS and OpenBook

Today, Freedom Scientific, one of the world’s leading screen reading
and blindness product makers, has just recently developed and released
a new breakthrough in its line of products of assistive technology for
blind and visually impaired computer users.

Have you ever wanted to take OpenBook® with you at all times anywhere
you can possibly go with it? Or even better, have you always wanted to
be able to pick up a handwritten note on a piece of paper and be able
to read it instantly just like anybody else? Or maybe you are one of
those frustrated students that are inundated with printed or
handwritten material that you can’t read in or out of a classroom
setting and you have to wait even hours or days for somebody to read
to you. Maybe you are at a conference, you are given a business card
or a simple handout that is important, and you need to fill out or
 read along?

Well, wish and wonder no more! Freedom Scientific now has the solution!

Due to popular demand, and numerous emails and feedback requests from
our users, Freedom Scientific has decided to step forward.

We have released a new, updated, and improved OCR recognition engine
for both, our Openbook® and JAWS® products. This bran new release
includes many new features, which include, but not limited to:

 * The ability to recognize smaller type font and better recognition of
columns in sophisticated tables, which can easily be confusing to
 read.
 * The ability to recognize print on smaller pieces of print paper,
such as note slips or contact cards on the spot, with better print
focus and not the scanner bed or camera.
 * Finally, the ability to recognize handwriting with about 85-90%
 accuracy!

Yes, that’s right! Our new OCR engine has built-in support for
handwriting recognition. That means that you can either scan or place
a handwritten note from a co-worker, a spouse, or from a door, into
your camera or scanner of your choice, and Openbook® will
automatically recognize it and be able to read it with speech and / or
Braille output from your preferred synthesizer or Braille display! Not
only this. You can open a .pdf, .jpg, or .png image that someone sent
you with handwriting over the email on your computer, perform the OCR
recognition command (JAWS 13 and later only), and bingo! You will hear
the handwriting being spoken out to you or sent to your Braille
display. Please note that these new features offered by this improved
version of the OCR engine for JAWS® or OpenBook® software are only
compatible with Openbook versions later than 8.0 and JAWS version 13.0
or later. Please note users of JAWS earlier than 13.0, we will release
a version of the new OCR engine that we released with JAWS 13.0 later
this month, with the same features as the ones offered now, so you
aren’t left out on these new features! This update to the OCR engine
can work with both 32- and 64-bit operating systems.

Want some even more awesome news from our OpenBook® development team?
We have released OpenBook Mobile®, a scanning and reading solution app
for your iOS device! This means that you can use our popular scanning
and reading solution right from your iPhone, iPad or iPod Touch, using
VoiceOver and the camera of your device! Yes, that’s right, OpenBook®
 is going mobile, and you

Fen,
Choose the automatic radio button option, there are no extra settings that you
need to do after installing dropbox on your computer. If you already have an
account with dropbox, you can sign in to this account and it will replicate the
same folders on your new computer where you installed dropbox. It should be as
easy as that, if you are still facing issues, kindly revert with more specific
details.

@swrita: I would like to suggest you to request to all your friends to
call you andha and andha only!!!

If you're a Visually-impaired, implement it without any delay, if
you're not, try to become a VI. in your words, Andha very soon!!!

Dear Phen,
he or she whatever is, is saying Andha. it is an extremely
derogatory remark for visually-impaired in hindi.

Altech Lancing OR Creative is my recommendation for computer speakers. iBall
Tarang, no clue on their performance and market standing, I take them as a good
computer accessories manufacture for products like mouse, keyboard, pen drives

Subject: [AI] Notification of backlog vacancey

Hi friends, Since from two years Our District
selection
commission is filling up the backlog posts by giving
news
paper advertisment. But the posts are reservedd to VI
women. Before two years the posts are opened to men
and women. last two years the posts i.e. all posts are
reserved to women, is it correct rule to appoint only
women. Whereas for OH and HH all the posts are for
open i.e men and women can apply.
Please guide me regarding this. What should we do
to make the posts for open category. When I asked the
Assistant director she told me that due to government
 guidelines we are doing this.

  Thanks and regards,

Friends,

I am going to buy a new speaker set with subwoofer for Computer.
There are two different brands and moddles to my mind: one is Altech
Lancing VS2621 2.1 and another one is Iball Tarang 2.1.

Is anyone using either of the moddles?

I would like to hear the users feedback specially in terms of sound
quality and base sound of Woofer.

Re: [AI] PH is not eligible to appear in judiciary exam!

2012-04-03 Thread SC Vashishth
Shona,
I have had quite a few cases where the Hon'ble High Court asked the
petitioners to withdraw the writs since they did not explore the
institution created under the Disability Law i.e. the CCPD/ State
Commissioner- Disabilities.

Also it is advisable to have the order from the CCPD/State Commissioner. If
that doesn't work, then you have a stronger case in the High Court since
you are armed with a judicial order that has been passed by a court of
competent jurisdiction.

This is not to discourage you as many courts have accepted the petitions
too in absence of any opposition from the respondents. Also if the matter
requires urgent order then it is advisable to go to High Court and state
the urgency.

Friends after the stand of the Uttar Pradesh government that they are
denying blind persons in appearing in PCS judiciary exam, we are
going to the high court to file the writ petition in this regard. But
the view of government is that a visually challanged person can not
 act as a judge.
How much do you agree with this stand, can any body tell me is there
any such judge in India so far? It will help us in making our case
 more strong.

 Subject: [AI] Rounding up percentage.

Dear list members, I have a queery related to excel regarding rounding
 up percentage.
I am not sure whether I will be able to explain it well. I therefore
will explain it giving an example. For instance if we give the formula
 1. =25*15% we get 3.75.
 2. =25*13% we get  3.25.

In the first example, after the decimal point, if the value is greater
than or equal to 5, I want it to be rounded up to the next digit that
 is 4.

If the value is less than 5 after the decimal point, I want it to be
rounded to the previous digit that is 3 in the second example.
How do I do this? I will be grateful if some one can help me out.

2012-04-03 Thread Shona Man
yes sir the matter is urgent, the prilimnary exam is to be held on 13
May 2012, and they are not allowing me to appear in this exam. I have
left with no choice, but your suggestion is very valid, before going
to high court next week I will be sending the complaint copy to the
CCPD and commissioner of U.P.

The word Andha is the literal translation of the world blind, so if
we're ready to accept the same in English, why not in Hindi! Kindly broaden
your intellectual faculty! Actually the term Blind caries a very wider
connotation, you could be blind by your eyes, you could be blind by mind, or
even understanding. Whereas, the terms like visually handicapped, visually
impaired denote a specific meaning. So we are not objecting the same in
English and it is widely used in the above mentioned language, what's wrong
then with the Hindi term? We should be objective enough.

* Finally, the ability to recognize handwriting with about 85-90% accuracy!

You will hear
the handwriting being spoken out to you or sent to your Braille
display. Please note that these new features offered by this improved
version of the OCR engine for JAWS® or OpenBook® software are only
compatible with Openbook versions later than 8.0 and JAWS version 13.0
or later. Please note users of JAWS earlier than 13.0, we will release
a version of the new OCR engine that we released with JAWS 13.0 later
this month, with the same

[AI] Device for identifying currency notes

2012-04-03 Thread Rahul Bajaj
Hi all,

Are there any devices out there that can identify Indian currency
notes and coins?
I remember that Mr. Prashant Ranjan Verma had made a device for this purpose.
How accurate is it, and where is it available?

Which device/method do you use for identifying notes and coins?

I look forward to hearing from you all about this.

Cheers,
Rahul

 Hello all,

I have tried many iOs apps on my iPod, and they're all absolutely superb.
There are really some great apps for the visually impaired as well.

So, I was thinking of purchasing an iPhone, as you don't have
continuous access to the Internet on an iPod, so most of the apps
 don't work all the time.
However, the only major problem, I believe, would be that texting on
an iPhone might take a lot of time.
I am a big time texter, so I send a lot of messages everyday.
So, how do you manage to text quickly and effectively on your iPhone?

Also, if anyone here is using Siri, then please answer the following 2
 questions.
 1. How well does it work with an Indian accent?
 2. Do Siri and VoiceOver work well together?

Please do answer as many of these questions as you can.

[AI] Café in Kotturpuram has menu in Braille

2012-04-03 Thread avinash shahi
I remember, few days before, some of Access Indians
were deliberating on accessible Cafe's and shopping mauls. So here,
this innitiative is of great significance for upcoming days in the
country.
To see where this article originally posted: go to
http://timesofindia.indiatimes.com/city/chennai/Caf-in-Kotturpuram-has-menu-in-Braille/articleshow/12476007.cms?intenttarget=no
CHENNAI: Kalakkal Cafe's menu has just about a dozen items but it's
written three ways - in Braille, large block letters, and in pictures.
The cafe, which will open in Kotturpuram on Saturday, will cater to
disabled and non-disabled people over 18, and has ramps, eating aids
and tactile walls.

The physiotherapy room at Vidya Sagar, an organisation working on
disability issues, will be converted into the cafe on the second and
fourth Saturdays of every month. After work, disabled people just
have to go home and watch TV. There aren't too many affordable and
accessible places where youngsters can hang out with people their
age, says Anu Shankar, who runs the youth programme at Vidya Sagar.

Kalakkal is probably the only inclusive cafe in India. It's an
experiment in diversi-tea, she laughs.

They've tied up with Winners Bakery for the food and the most
expensive item is a sandwich for 25. Disabled people spend a lot on
private transport so we wanted them to be able to relax and have fun
for under 50. We chose food that they can eat on their own without
help from a caregiver, she says.

The colours, fonts and pictures on the menu have been designed keeping
in mind the needs of people with low vision or those who cannot read.
Two disabled people will help serve customers.

There will be a live band with local musicians and space for dancing.
Running a cafe is not our area of expertise. We're hoping this
experiment will put the idea of an inclusive, affordable space into
the minds of entrepreneurs who want to open restaurants, says Rajul
Padmanabhan, director of Vidya Sagar.

They've been putting up posters and calling friends to get the word
out. For the past few days, 26-year-old Dheepakh has been going to
colleges to put up posters. It's open to all. I'm hoping everyone can
hang out together, says Dheepakh, a wheelchair user who has finished
college.

They are available from Saksham Delhi. You can call them and order for it.
It will be delivered to you by post. As of now the cost is Rs. 30 for both

Detailed information on their usage is available on my website at

However, sometimes, the thing which I'm attempting to have doesn't
stick in the fork, so my fork remains empty.
So, this can be a bit awkward in social situations.

My question is, is there a more definitive way of getting more success
  with using a fork?
Is there a better way to ensure that the piece which does actually
stick to the fork is not too big?

Please do answer this question ASAP.

  Controversially yours,
  Mohit

Re: [AI] Device for identifying currency notes

2012-04-03 Thread Mujtaba Merchant
The soiled notes specially the 10's and 20's are a pain to identify. We can
manage the 100's, 500's and 1000's easily one is by the size and the other is
that they smell better. The coins are next to impossible at times, I goof up
with the 1's and the 2's always! Thank God that there are some honest people on
this planet that tell me that you are givving a 2 instead of a 1. From NAB
Karnataka I was told about Notex, a plastic card like holder that has
demarcations on the side helping one to identify the amount of the currency in
hand. But it was really tedeous to do as first you got to put the note on the
device, make sure it is aligned correctly on it and then take a deep breath to
confirm the amount. If you have to pay in change of 10's you can mostly use
logic of the size and get by otherwise the notex is an hand and mind exercise
in it's own...

Being a late blind, I take my own sweet time in paying for what ever I buy on
the go. People see me fumble with the notes and sometimes call out the currency
in my hand to make things easier. Not fool proof but hey, that is as good as it
gets.

Please explain its working if you can.
  And where is it available?

Again, thanks a ton for your help!

  * Finally, the ability to recognize handwriting with about 85-90% accuracy!

Not

I lost my vision. I am not able to see the words.
So, can any one of you guide me to do it?
Awaiting for your response

I have one doubt with regard to referring of dictionary.

Earlier, I used to refer dictionaries like a sighted person. But, now

Re: [AI] Device for identifying currency notes

2012-04-03 Thread Ekinath Khedekar
@Prashant,

I am getting increasingly worried as new coins being produced are
confusing in size and shapes. Some list members discussed about 2
rupees coin which resembles earlier athana.

Now a days i am coming across a rupee coing which almost thick like 5
rupees only savior is that it is plain like steel 50 paise unlike
actual 5 rupee coin.

We got to do something before majority coins become inaccessible so to say.

Can we do something?

@Mujtaba  Rahul,

That is street smart Mujtaba, very good.
I always prompt higher value than what i know i am giving. Hahah so
the opposite person confirms what i think. Not very good with 100
500 notes i must compare their lengths and bredth so got to have all
types of notes in my wallet.

Best thing then most of the time use cards when possible.

 Hi all,

I remember that Mr. Prashant Ranjan Verma had made a device for this
 purpose.
How accurate is it, and where is it available?

Which device/method do you use for identifying notes and coins?

I look forward to hearing from you all about this.

 Cheers,
 Rahul

Re: [AI] Device for identifying currency notes

2012-04-03 Thread Ekinath Khedekar
Forgot to mention very potent trick of mine,

I compare notes length and bredth with that of my wallet it self it
has touchable lines on it helping me to confirm the lengths.

SO look for similar wallets and design your own tricks.
