I seek your valuable assistance in using Google Talk. In this matter, I have 
the following queries.


1. Is there any particular version of Google Talk that is most JAWS-friendly 
or can I download the latest version?
2. Does JAWS work with Google Talk out of the box or do I have to adjust 
some settings to make it work with JAWS?

3. From where can I get the latest scrips for Google Talk?
4. Are there any guides/ list of keystrokes available for using Google Talk 
with JAWS?
5. Will Google Talk work with JAWS 7 or do I need to install a higher 
version of JAWS?

As per my knowledge, blind candidates are exempted from answering questions 
containing graphs, histograms, pie-charts etc. The scores of blind 
candidates are normalised to avoid any disadvantage.

Dear Amar,

All messages  user folders created in Outlook Express are saved in a single 
folder as dbx files. Taking a backup of this folder should enable you to 
restore the messages after formatting your hard disk.


In order to find the location of this folder, go to Options under Tools menu 
in Outlook Express. Press CTRL + Tab till you land on the Maintenance tab. 
Navigate through this page till you come to the Store Folder option. 
Pressing Enter on this option will land you in an edit field displaying the 
default storage location of your mails. Take a backup of the folder at this 
location  restore it after formatting the hard disk.


Please note that the above procedure will not save your message rules or 
your address book. These will have to be backed up separately.

[AI] Notification granting exemption to disabled from payment of road tax

Dear Friends,

Several years ago, the Maharashtra Government had issued a notification 
granting exemption to the disabled from payment of road tax for cars owned 
by them for personal (non-commercial) use. One of my friends is planning to 
purchase a car for her personal use  requires a copy of this notification.


Neither the car dealer nor the RTO are aware of such a notification  I was 
unable to find the notification number online. But this exemption is 
mentioned on several websites including Punarbabba, Ali Yavar Jung Institute 
etc.

Check the zoom settings in Word. They might have been accidentally set at 
more than 100%, making the letters appear larger even though they are still

Deduction in respect of maintenance of a disabled dependant

71.  (1) A person, being an individual or a Hindu undivided family, shall be 
allowed a


deduction in respect of -

(a) any expenditure incurred during the financial year for the medical 
treatment, nursing or training and rehabilitation of a disabled dependant; 
or


(b) any amount actually paid or deposited during the financial year 
under a scheme framed by any insurer and approved by the Board in this 
behalf, for the maintenance of a disabled dependant.


(2) The amount of deduction under sub-section (1) shall not exceed in the 
aggregate -


(a)   one hundred thousand rupees, if the dependant is a person with severe
disability; and

(b)   fifty thousand rupees, in any other case.
(3) The deduction in respect of the amount referred to in clause (b) of 
sub-section (1)


shall be allowed, if the scheme referred to therein provides for payment of 
annuity or lump sum amount for the benefit of the disabled dependant in the 
event of the death of the individual.


(4) The person, claiming a deduction under this section, shall obtain a 
certificate issued by the medical authority in the prescribed form and 
manner.


(5) The deduction under this section shall be allowed during the period 
of validity of the certificate referred to in sub-section (4).


(6) The amount received by the person under the scheme referred to in 
clause (b) of sub-section (1) upon the disabled dependant predeceasing him 
shall be deemed to be the income of the person for the financial year in 
which the amount is received by him.


(7) For the purposes of this section,-(a)  dependant means the spouse, 
any child or any parent of the individual, or


any member of the Hindu undivided family, if,-(i)   he is mainly dependant 
on such individual, or Hindu undivided family,


for his support and maintenance; and (ii) his annual income is less than 
twenty-four thousand rupees; (b) disabled dependant means a dependant who 
is referred to as person in,-(i)   clause (t) of section 2 of the Persons 
with Disabilities (Equal Opportunities,


Protection of Rights and Full Participation) Act, 1995; or (ii) clause (j) 
of section 2 of the National Trust for Welfare of persons with


Autism, Cerebral Palsy, Mental Retardation and Multiple Disabilities Act,

1999;

dear access indians
i would like to share my very bad experience of opening a current
account with axis bank.
it all started when i approached axis bank to open an account.
they refused to do so. when in asked them the reason for their refusal
they said that they dont open an account for visually impaird people.
then i showed them RBI and IBA circulars which says that all the banks
should accept a visually impaird person by taking their finger prints.
thanks to rohit patel for forwording me those circulars. after taking
a week's time the axis bank officials told me that it is not possible
to open an account in their bank.
1st of all they were not believing that i am visually impaird. i felt
very humiliating by the way they were asking questions. i would like
to clarify that i am totally blind due to bilateral retinal
deteachmant.
so my friends i would like to take suggesions and advise from you guys
in what best can be done.

Section 79 of the proposed Code is similar to the present section 80U. I am 
pasting Section 79 below.


Deduction in case of a person with disability

79.  (1) A person shall be allowed a deduction of an amount specified in 
sub-section (2)


subject to the conditions specified in sub-section (3).

(2)   The amount of deduction under sub-section (1) shall be -

(a) one hundred thousand rupees, if he is a person with severe 
disability; and


(b) fifty thousand rupees, if he is a person with disability.

(3)   The deduction under sub-section (1) shall be allowed, if the person -

(a) is a resident individual; and

(b) obtains a certificate from a medical authority in the prescribed 
form and manner.


(4)   The deduction under this section shall be allowed during the period of 
validity of

the certificate referred to in sub-section (3).

Dear Friend,

Try the following process  see if it can solve your problem.

1. Select the page break along with one blank space to the right  left of 
the page break.

2. Copy the selected area  paste it into the Word Replace dialog box.
3. In the Replace with box, press space bar once.
4. Tab over to the Replace All option  press Enter.

The above procedure should delete all the page breaks  also reduce the 
total number of pages in the Word file.

Actually, I saved a PDF file in Word and there are inordinate number of

I have been using Victor Stream Reader for more than six months
 have found it to be quite useful.

I use the Victor Reader mainly for two purposes - recording
meetings  conference calls  for listening to audio books 
songs. Recording meetings  conference calls allows me to
concentrate fully on the meeting/ conference call  I can listen
to the recording later to prepare the minutes or follow-up
points.  Since I have to spend nearly three hours daily in
travelling by bus to  from my workplace, the Victor Reader
allows time to pass quickly in listening to audio books  songs.

 then do what everyone should be doing-voting. 
  5. We are educated and the part of the educated middle class that should 
 rule but with our own apathy we lose our clout. Therefore we get the 
 government we deserve.
 There may be several other reasons which I cant seem to remember this early 
 in the morning. 
 This year I hope not to hear from anybody on accessindia that they have not 
 voted. Whats the point in being cynical about others including the government 
 isnt it time we face ourselves and tried to push ourselves on this front as 
 well.

hours recording capacity. It should be capable of being operated

In case you want to rename an existing file without
creating another file, 
do the following.

1. Locate the file which is to be renamed in Windows
Explorer.
2. Press F2. This will put you in the Edit mode and
let you change the name 
of the file.
3. Rename the file as per your requirements and press
Enter to accept the 
change. In case you feel that the renaming is not
proper, press Escape 
instead of Enter and the file will revert to the
original name.

Note that after renaming the file, you will need to
add the file extension, 
doc to the file name. Also, ensure that the file is
not open when renaming 
it.

[AI] Problems in transferring SMS messages

Dear Friends,



A couple of days ago, a friend accidentally changed
the SMS settings on my 
mobile phone. Instead of the received SMS being saved
in the Memory Card, 
they were now saved in Phone Memory. Before I
rectified the error, I had 
received a couple of SMS messages. These messages are
saved in the Phone 
Memory.



I now want to transfer the messages from Phone Memory
to the Memory Card. My 
Memory Card already contains several SMS messages.



I tried to find the messages in Phone Memory through
File Manager and also 
through F Explorer but was unable to locate the same.
But whenever I change 
the Save SMS settings to Phone Memory, I can see them.



Please suggest a means by which I can transfer the SMS
messages from Phone 
Memory to Memory Card.

Dear Sir,

I would advise you to have an antivirus installed on
your computer. BSNL's 
own security system may be good at blocking viruses,
trojans and other 
nasties, but no single security system can block all
the threats.

Personally, I have used Norton, Nod 32, McAfee and AVG
at various times and 
I have found Norton and Nod32 to be the best. McAfee
used to cause my 
computer to hang every time it started a system scan.
AVG was also fairly 
good and is available free.

The need for making easily identifiable markings on
currency notes is a need 
of the day and I appreciate your efforts in that
direction. You and the 
other members involved in making currency notes easily
accessible to VH are 
doing a yeoman's job and deserve the praise of every
member of this group.



Moving to the question of which identifiable markings
to use on currency 
notes, I wish to make the following points.



1. The solution proposed has to be feasible. By
feasible, I mean that it 
should be practicable and lasting. It is for this
reason that I am not in 
favour of Braille markings. These markings are likely
to become disfigured 
due to constant use. Further, sometimes we receive
notes in a very soiled 
condition and in such motes, the Braille markings
would not be detectable.

2. I am in favour of the proposal of having various
types of cuts on 
currency notes in order to enable easy detection by
the blind. The blind can 
feel around the edges of the currency notes and easily
identify the value.

3. We could have the following system of cuts on
currency notes.

A single cut on both sides lengthwise on one side of a
Rs. 1,000 note, a 
single cut breadth wise on one side of a Rs. 500 note,
a single cut on all 
four sides of a Rs. 10 note and so on. This system of
cuts will be hard to 
duplicate and will offer a level of security to VH.



The opinion expressed above are my own and I am
interested to know the

[AI] Problems with JAWS key + J keystroke

JAWS Context menu. 
However in the Laptop keyboard layout, this keystroke
has been assigned to 
Read Prior Word.

Is there any other keystroke under the Laptop Keyboard

JAWS Context menu?

Also, I do not have a separate Insert key on my laptop
and the JAWS key is 
the Caps Lock key.

I am not very sure regarding editing the Windows
Registry, but fortunately 
the problem with Internet Explorer has corrected
itself. I had turned the 
computer off for a couple of hours and when I
restarted the computer, 
Internet Explorer was back to it's normal obedient
self.

Nikita,

Are you facing the problem of each line being read
twice during typing or 
while checking what messages have come in? If the
problem of double reading 
is when reviewing messages, use the Alt key in
conjunction with the number 
row keys to review the conversations. For example,
Alt+1 will read the 
latest message, Alt+2 will read the secondlast message
and so on.

Dear Rishi Sir,

When enabling the POP option in GMail through the
Settings option, the 
program presents the user with a combo box containing
three options. These 
options are
1. Leave a copy of downloaded mails in Inbox
2. Archive downloaded messages
3. Delete the downloaded messages.

The first option of leaving a copy of the message
being downloaded in the 
Inbox online is the default option and appears to have
been left as it is.

In order to change the options and choose one of the
other two ones,

1. Open your GMail account online.
2. Click the Settings option. Please note that you
need to be in Standard 
mode to make changes in Settings.
3. Select the POP and Forwarding option from the
available settings.
4. In the combo box choose the relevant option as
required by you.
5. Choose Save and you should be done.

[AI] Query regarding admissions

Dear Friends,

I have been following the thread about admission of a
VH girl in IIM,
Banglore and want the opinion of the members on the
following hypothetical
situation.

Suppose that a Management Institute has only a single
seat reserved for the
VH and more than one VH candidate is successful in
clearing the entrance
exam of the Institute. Also, two of the successful VH
candidates have
secured high enough marks that if they had not been
blind, they could have
secured admission in through the General List.

Now, as only one seat is reserved for the VH, the VH
candidate obtaining the
highest marks gets the seat. But the second candidate
with high enough marks
to qualify through the General list also, what will
happen to him? Can he be
considered while giving admissions through the General
category?

Also, is there any legal precedent or CCPD order in
this matter?

Did you configure your Hotmail account with Outlook
Express before 2005?
Configuration in Outlook Express was possible for
Hotmail accounts opened
prior to 2005. If your account was opened/ configured
after 2005, you had to
have a Premium account.

The steps for configuring Gmail account with Outlook
Express are pasted
below.

To configure your client manually:

1. Enable POP in your Gmail account.

2. Open Outlook or Outlook Express.

3. Click the 'Tools' menu, and select 'Accounts...'



4. Click 'Add,' and then click 'Mail...'



5. Enter your name in the 'Display name:' field, and

It is possible to configure both Hotmail and Gmail in
the same identity.
However, the Hotmail account can now be configured in
Outlook Express only

Dear Friends,

There is no doubt that the differing shapes and sizes
of the currency coins and notes has made it easier for
VH people to identify them. It has greatly contributed
to our self configence and ability to conduct monetary
transactions independently.

This move to make the Rupee 2 coins similar to the 1
Rupee coins will make it difficult, if not impossible
for VH to distinguish between the two. So, I agree
with the people who have posted on this topic that we
should make the Government aware of this issue at the
initial stages. 

But the question I want answered is how do we go about
making our protest heard. Doubtless, our friends in
NAB and RBI are in a position to oppose these new
coins and will do so. But how can the other members
participate in opposing these new coins? Is theere an
email Id or postal address where we can send our
complaints? Or is there any other means by which we
can participate and help our NAB friends in opposing
these new coins?

 The battle is won but the war still goes on. There
are many issues that
these guidelines will throw up which will need to go

passed and also the Chief Commissioner needs to do
some work on his original
guidelines.

 Those of you in Maharashtra can photo copy the Order
and use it during all
exam.
 Here is the final set of guidelines.
 Guidelines for Appointment and Availing facility of
Scribe



 1. The scribe/writer should either be provided by
the examining authority
or be arranged by the candidate himself/herself at the
discretion of the
candidate.



 2. Any attempt at cheating can be curbed by ensuring
proper supervision
and vigilance by the invigilators.



 3. Considering the practical problems, it is
necessary that if the scribe
is provided by the examination conducting authorities,
such authorities must
ensure the competence of the scribe/writer.



 4. The examining authority should make it very clear
in the advertisement
it self regarding availability of scribe/writers.



 5. The Candidate should furnish in the application
form it self that
he/she would like to avail the facility of writer from
the examining body or
he himself would arrange for the scribe/writer.



 6. The examining body should identify the
scribes/writers and make the
panels at district/Division or state level as per
requirement of
examination.



 7. The Panels of scribe should be as per requirement
of the
stream/discipline eg. Arts, Commerce, Science 
Mathematics, Engineering,
Medical etc. and only eligible scribes should be
included in the panel.



 8. It is desirable that the candidate and the scribe
are from the same
stream.



 9. In case the candidate avails the services of
his/her own scribe/writer,
the scribe/writer   should be one grade junior in
academic qualification
than the candidate if from the same stream.  However,
this condition shall
not apply if the scribe/writer is from a different
stream.



 10. No other restriction should be imposed on the
selection of a
scribe/writer.



 11. The Chief invigilator of the examination center
should have
discretionary powers to accept last minute change of
scribes under
exigencies.



 12. More than 1 scribe may not be permitted to write
different papers.
However, subject to clause (11) above such change be
permitted.



 13. The letter approving the scribe should contain
the following
information in writing:

 i.  the extra time given to the candidate

 ii.  He shall be seated separately

 iii.  Beside the date and subject name, scribe name
should be printed for
every paper.

 iv. Contact address and phone number of competent
authority should also
be printed for last minute change of scribe.



 14. Refreshments, if any to scribes/writers should
either be served before
or after the examination





 15. Candidate and scribe should be provided with
full information about
the duration of the examination.





 16.  Additional time

 i. for a written test of
duration of 1 hour at least
20 minutes extra time should be allotted.

 ii.   Similarly for written tests
involving more than one
or less than one hour extra time should be worked out
on the basis of 20
minutes per one hour criteria.



 17. Proper sitting arrangement should be made before
commencement of the
examination so as to avoid confusion and distraction.



 18. Sitting arrangements for the disabled candidates
should be made on the
ground floor, as far as possible.



 19. Alternative questions must be provided in cases
where the original
question contains visual elements and/or require the
candidate to interpret
or produce such visual elements. However the candidate
may elect to answer
the original question.



 20. Blind candidates have the facility to write
answers in Braille or on a
computer or a typewriter. The answer paper in Braille
should be evaluated by
the expert/examiners in Braille script. If possible
the question paper may
be provided in Braille or in digital text.



 21.  The SSC/HSC Boards, Universities, all
educational institutions and
all recruiting authorities should follow these
instructions.

Braille outdated, city institute out with device that
scans, reads text

Chandigarh, December 17: IN an effort to provide
reading material and help
visually impaired persons from depending on Braille,
city-based Central
Scientific

Instruments Organisation (CSIO) has developed a new
Hand Held Reading
Machine that can scan and read out texts.



Developed over three years, the Ministry of
Communications-funded project
has been built in collaboration with C-DAC, Noida.



According to CSIO scientists, two pre-fitted cameras
in the device scan the
text matter, which is then read out by a special
software.



The CSIO has already filed a patent for it, and
scientists there said it is
likely to cost less than Rs 50,000.



The machine's inventor, Dr H K Sardana, told Newsline:
The device can be
held with ease by a visually impaired person as the
text is scanned by the
two

cameras. And even as the text is being scanned, one
can listen to it at the
same time.



According to the CSIO scientist, one does not need to
learn Braille to use
the device.



Sardana said the device weighs less than 500 grams,
and a visually impaired
person just needs to hold the machine vertically,
place it on a book and
move

it as per the text. The cameras scan the text as the
device moves on paper.



According to scientists, the device can at present
read English and Hindi,
though work is on to make it adaptable to regional
languages, too, in
collaboration

with C-DAC. Interestingly, the scientists are also
developing a version to
read Indian accent English, as the feedback received
says pure English
accent

is a little difficult to understand.



We have conducted first-phase trials at the Institute
of Blind in Sector 26
here, and the results were satisfactory, Sardana
said. We are at present

conducting second-phase trials at the National
Institute of Visual Handicap,
Dehradun.



Sardana said CSIO is also working on enlarging the
device's scope so that it
can scan and read newspapers as well. The current
version cannot read
columns,

as found in newspapers.



Concept already a big hit



The invention is yet to move out of CSIO's laboratory,
but that does not
stop the target group from sending in requests. K
Ramkrishna, a general
manager

with IDBI Bank in Mumbai, told Newsline over telephone
that he has written
to CSIO, inquiring about the device since it is more
advanced and
user-friendly

than anything we have in the country at present.



A visually impaired person, Ramkrishna said he got his
professional
qualifications - an MBA and MA Economics and
Statistics - without learning
Braille.



Visually challenged people would want to own this
machine, Sardana said,
reacting to the plethora of requests, now we only
need a suitable marketing

agency to take the machine from our laboratory.
Sardana said CSIO is
receiving a majority of the requests from teachers,
advocates and trainers
from across

India.

[AI] Does JAWS work with these softwares?

Dear Friends,

I want to know the accessibility of the following
softwares with JAWS. I am using JAWS version 7.0 with
Windows XP Pro as the OS.

1. Dream Weaver
2. Pagemaker
3. Flash MX

In case any of the above softwares need scrips to
become accessible with JAWS, kindly give the location
of these scrips if available.

In case Pagemaker is not directly accessible with
JAWS, can it's files be converted into a JAWS
accessible format for viewing the text in such files?
The preferred format would be rtf or doc.

 money on useless causes such as sending SMSes for TV
 shows, on firecrackers etc. Why not spend some
 money for a noble and genuine cause and help such
men
 by providing them jobs.

A lit file can be read by Microsoft Reader. However,
it is inaccessible with
JAWS.

I have a program called ABC Amber Lit converter. This
program converts the
lit files into RTF files which can be read with JAWS.
I am not sure about
whether it will convert to txt or not.

If you want the converter program, I can send it to
you off list.

something no agent offers
 you straight away, because the commission on such a
policy is less. You
 will have to really work hard with him to get
details and only an agent

 several normal persons as well.

refused to give him
 a policy citing his blindness and even writing to
the Chairman didn't
 prove effective. As far me, I have just taken a
policy with my wife and
 may be that's why there aren't any problems so far.

Since 2004, Free hotmail accounts cannot be configured
in Outlook Express.
Only free Hotmail accounts set up before 2004 and
configured before that
date can use Outlook Express. After 2004, in order to

[AI] Assistance Required in finding a Writer

Dear Friends,

One of my friends is facing a problem in obtaining a
suitable writer and
seeks urgent help.

She is a Second year college student and her mid year
exams begin on
28/09/06. In the past, she was able to get a writer at
least one year junior
to her academically to write her exam papers. But this
year, all the college
and school exams are commencing more or less at the
same time. As a result,
she has not been able to get a academically junior
person as a writer.
Moreover, the principal of her college is very
uncooperative.

Please suggest a solution to this problem. This is an
urgent matter since
the exams are only a week away and she is unable to
concentrate on her
studies because of this problem.

A special request for assistance is made to Mumbai
(Bombay) based members as
she is also Mumbai based.

 2. If u r not in the mail tab, press control tab till
u reach it.

 3. press tab to reach add button and press space to
select..

4. select mail from the 3 items and press enter.

5. A internet connection wizard will open up. in the
first step it will ask
your display name as u want it to appear to others
when they receive your
mail.

 6. in the second screen it asks your full email
address.

 7. in third screen, give the incoming server as
pop.mail.yahoo.com and the
outgoing server name as smtp.mail.yahoo.com.

 8. in the 4th step, it asks your account name which
is already there
written in the edit box. you need not change it. press
tab and it asks for
passward. press tab and it reaches a check box where
if u check it u do not
need to type your password every time when u download
mails.

9. in the next and final screen just press the finish
button.

 10. You again need to go to the properties of your
account. for this press
Alt P or tab till u reach the properties button and
press it.

11. press control tab to reach the servers page. here
press tab till u reach
a check box which says my server requires
authentication. press space to
check this check box. this is required to enable u to
send emails from
outlook express. press enter to do ok. tab to reach
the close button and
press enter.

Rahul,

The reason for the failure to log in to your
Yahoo.co.in account from Outlook Express is that the
Enable POP Access feature has been disabled in your
account. Generally, this feature is enabled by
default, but lately I have come across some cases
where this feature was disabled.

In order to enable this feature, do the following
steps.

1. Log into your Yahoo.co.in account on the web.
2. Select Options 
3. One of the available choices under this category
will be POP Access
4. Enable it and save the changes.

Now, you should be able to download your Yahoo mails
in Outlook Express and also send messages.

 Even when I unload JAWS 5.0 by PRESSING ENTER, after
PRESSING INSERT + F4,
jaws keeps on telling aall the keys ( for eg if I
press the SPACE KEY or any

 alphabet or number or even the ESC KEY, JAWS 5.0
will inform me about it,
even after I've UNLOADED JAWS 5.0 by that time )except
the WINDOWS KEY.

 Now, I request u to Pls guide me as to What should I
Do?  Is there any
solution for my problem ?

 I also want to inform u that I also have the DEMO
VERSION of JAWS 4.5
installed on my PC since last 3 years  it is working
fine without causing
me any

 problem what so ever except that I've to RESTART my

[AI] Help required for a friend

Dear Members,

I am asking this query on behalf of a friend.

She was previously using JAWS version 5.0 Standard and
has upgraded to version 7.0 Standard. She was using
JAWS on a computer running Windows 98 and now wants to
upgrade to Windows XP Home edition. In this
connection, she has the following queries.

1. Will the authorised version of JAWS 7.0 Standard
running on Windows 98 also run on Windows XP Home? She
has seen the different download versions for 98 and XP
on the FS website.
2. How can she retrieve the authorisation key from her
Windows 98 computer for use on her Windows XP
computer. She has used the JAWS authorisation CD to
authorise JAWS 7.0 on the Windows 98 computer.

Any help in this regard will be appreciated.

Delegates discussed the treaty's provisions for 10
days
An international treaty that will give greater rights
and freedoms to disabled people around the world has
been agreed at the United Nations.

The UN Convention on the Rights of Persons with
Disabilities was adopted in New York.

This is the first human rights treaty of the 21st
Century, and the UN hopes it will mark a significant
improvement in the treatment of disabled people.

The world's disabled population is estimated to be 650
million.

Don MacKay
 [The convention] will force states to develop a
different way of thinking about disability issues

Negotiations went past the deadline set by the
chairman of the ad-hoc committee, ambassador Don
MacKay of New Zealand.

Welcoming the agreement, he said I want to thank
colleagues from the disability community for starting
off the process and staying with it all along the
way.

As disabled colleagues say, nothing about us without
us.

''It [the convention] will force states to develop a
different way of thinking about disability issues he
said.

Once you get the paradigm shift... and people adopt a
'can do' rather than a 'can't do' approach, a whole
lot of other things flow from there.

New rights and freedoms

The treaty is expected to be adopted by the UN General
Assembly during its next session, which starts in
September.

Those countries that sign up to it will have to enact
laws and other measures to improve disability rights
and also agree to get rid of legislation, customs
and practices that discriminate against disabled
people.

The thinking behind the convention is that welfare and
charity should be replaced by new rights and freedoms.

Access to public spaces and transport will have to be
improved

Currently only 45 countries have specific legislation
that protects disabled people.

The convention recognises that a change of attitude is
vital if disabled people are to achieve equal status -
countries that ratify it will be obliged to
combat negative stereotypes and prejudices and to
promote an awareness of people's abilities and
contribution to society.

Countries will also have to guarantee that disabled
people will have a right to life on an equal basis
with others.

Access to public spaces and buildings as well as
transport, information and communications will also
have to be improved.

US abstention

Most notable among the countries that will not be
signing the convention is the United States.

It says that it already has comprehensive laws on
disability rights.

But this is not something that concerns Maria Raina,
co-ordinator of the international disability caucus
which has been part of the negotiations.

I think the USA is going to sign the convention as it
did with other conventions, she told the BBC News
website.

When you sign the convention you are agreeing to the
principles even if you don't have the obligation to
apply them.

'Welcome step'

The treaty has been welcomed by the UK's statutory
body, the Disability Rights Commission (DRC).

The greatest significance will be a 'levelling up' of
provision across the world, and the creation of civil
and human rights for disabled people, said
DRC chairman Bert Massie.

Not every country has that now. Following the
convention and when it's ratified by the UN, we will
have approval for this enhancement of the rights of
disabled people across the world.

Conflicts and unrest hit the disabled especially hard

Although current estimates are that about 10% of the
world's population has a disability, the World Health
Organization estimates that this is likely to
increase as a result of medical advances and the
ageing process.

Negotiations had been delayed because of two issues:
the situation of disabled people in situations of
risk, and access to sexual and reproductive health
services.

Although the treaty refers to situations of risk,
these were not specified; the wording had been taken
to refer to war zones and natural disasters but
some people wanted this to include occupation by a
foreign power - a clear reference to the situation in
the Middle East.

Cultural differences on matters like abortion,
contraception, aids prevention and sex education mean
that reaching an agreed position was particularly
difficult.

Given the economic, social and cultural differences
across the world, it will be some years before the
minimum standards set out in the convention will
be universally applied.

But for campaigners who say that for too long the
world's largest minority has been pushed to the
margins of society, it will certainly be seen as a
welcome
first step.

If these attachments are certification messages from
AVG, they can be stopped by changing the preferences
in AVG. In settings, there is an option to send a
certification message with Sent mails. It is turned on
by default. Turning it off will avoid that attachment.


AVG will still continue to scan your mail for viruses
but will not add a certification message at the end of
the mail.

Since I created my last system restore point, I have
created some new files and altered many. 

How would a system restore affect these files? 
Will they remain unaffected if I transfer them in
advance to another drive? Also, please advise as to
the possible effect of System restore on Outlook
Express settings and mails saved in Outlook Express
since the last system restore point was created.

Are you facing this problem in Yahoo Mail?  In Yahoo,
clicking on the Reply button opens a list containing
reply options like Reply to Sender and Reply to
Everyone. This list can be accessed by routing the
JAWS cursor to the PC cursor. Click on the relevant
option and the reply page should open.

 smell, 1 ½% through touch and 1% through taste.
 
 A glance at the above statistics can tell you what
 the visually challenged people lose.
 
  
 
 How do they study?
 
  
 
 For their studies or at work, the visually
 challenged use computers extensively. So how do they
 use the computers when they cant see the screen?
 They use a simple screen reading software like JAWS
 (Job Access with Speech). This software reads out
 everything displayed on the monitor. Instead of the
 mouse, they use keyboard commands. This software
 enables them to work with almost all windows based
 applications. 
 
  
 
 In a similar fashion, the printed books are scanned,
 edited and converted to a word document. Then they
 can be read like any other document by JAWS. Editing
 plays an important role here as the recognition of
 some text may not be 100% accurate. Handwritten
 notes, however has to be typed.  Books in languages
 other than English are recorded on cassettes or CDs.
 
 These are all the evolved methods of learning for
 the visually challenged. But Braille (a script that
 requires punching paper to read the dots created) is
 also extensively used.
 
  
 
  
 
 How do the visually challenged students give their
 examinations?
 
  
 
 Examinations are generally given with the help of a
 scribe. A scribe is a person who reads the questions
 and writes the answers dictated to him by the
 student. The qualification of a scribe must be lower
 than that of the student or else he should be of a
 separate stream. There are several communication
 problems encountered by the scribe and the student,
 especially at the time of calculations, diagrams,
 spellings etc.
 
  
 
  
 
 Achievements of the visually challenged:
 
  
 
 A lay man would often dismiss the thought of a
 visually challenged person having a prestigious
 degree or a high level of qualification. It's quite
 incredible that many blind people are into most
 walks of life such as Martial Arts, Mechanics where
 vision generally plays a prominent role.
 
 They have also accomplished several degrees like CA,
 MBBS, MBA, PhD, IAS and computer engineering to name
 a few. 
 
  
 
 Job oriented people are certainly not behind. They
 work in several companies like Infosys, IBM, GE,
 SBI, Canara Bank, Microsoft, Google etc. they work
 in various sectors such as software engineers,
 Research analysts, Human resource recruiters,
 Doctors, Lecturers, Journalists, Advocates, Front
 office executives.
 
  
 
  
 
 Do you have any uncertainties in communicating with
 a visually challenged person?
 
  
 
 Firstly, no matter how shy you may be, you mustn't
 wait for the visually challenged to make the first
 move. Identifying yourself will prove to be very
 helpful as they have the knack of recognizing your
 voice if you talk to them for a while. For example:
 you could say hi!  This is Vinay thereafter they
 will know your voice and recognize you later.
 
 One important thing to be noted is that you must
 always let them know when you enter or leave their
 room. If you see someone else entering, then you can
 always take the initiative and announce their name. 
 
 The visually challenged are quite self sufficient in
 mobility. But it always helps if you describe the
 surrounding things clearly. You can also read points
 written on signboards and trace diagrams on their

 Talk directly to the visually challenged person.
 (Not the person who is with the visually
 challenged)! 
 
  
 
 They are quite intelligent, have good hearing and
 speaking skills. They just can't see very well!
 Often people talk to the person the Visually
 Challenged is with, rather than to the person
 directly! They do not need an interpreter! He or she
 is quite capable of communicating directly with
 others. Allow them to be independent and
 self-sufficient.
 
  
 
 Don't ignore them!
 
  
 
 Many people see a visually challenged person needing
 assistance but they choose to ignore them. Mostly
 because they don't know what to do. There are two

1. Only those blind individuals who are earning enough
to have to pay tax can take advantage of the tax
concessions like Section 80U.
2. Most of the blind individuals are residing in the
rural areas and do not earn enough to pay taxes.
3. It is these people who require concessions and
therefore concessions are required.
4. I agree that we must not demand concessions as a
matter of right but as a tool to even the playing
field.
5. At the same time, we must be vigilant to ensure
that the concessions granted are implemented and not
merely paper proposals.

Skype calls are free if made from one PC to another
PC. If you want to make calls to landlines/ mobiles,
you can purchase Skype credits.

As far as I know, it is not possible to record Skype
calls. Additional software is required for recording.
I am also looking out for any suitable software for
recording Skype to Skype calls.

Dear List members,

I would like to narrate an incident which happened
with me today. Please inform if there is any recourse
possible.

I had received a call for an interview from an
Andheri, Mumbai based infrastructure equipment leasing
company for an interview. The interview was to be
conducted by the Vice President of the company. I had
spoken with him before hand and he had casked me to
come today for the interview. I had informed him
regarding my blindness and he had said that only my
ability mattered to him and thad my disability was not
an issue.

Today, I went for the interview and the Vice President
was absent due to ill health. The watchman telephoned
inside the office to find out if I had been called for
an interview. The Managing Director informed me on the
watchman's telephone that he would not give a blind
person a job and refused to let me appear for the
interview.

I called the Vice President and he said that the
Managing Director's word was final and he could do
nothing.

Unfortunately, as all these conversations happened on
the telephone, there is no written proof of the
discussion between me and the MD.
