-Caveat Lector- President Clinton launched the attack to cripple Saddam's WMD capability. Saddam had placed so many restrictions on UNSCOM that UNSCOM left Iraq. Therefore, there was no longer any surveillance of Saddam's WMD development status. However, the final UNSCOM report stated that Iraq was proceeding as fast as it could given the presence of UNSCOM. The UNSCOM inspectors were mapping out the target areas that are now being hit in Iraq--that's why Saddam wanted them out of there. Since Iraq could develop a serious arsenal in just a few months, President Clinton had to move fairly fast.Then why didn't he move before? Since it would be awkward to start the bombing during Ramadan, the JCS advised him to act now. How is going to be able to call off this massive attack in less than a week and for the entire month of Ramadan? The brouhaha about the timing is just more Republican hysteria. Anyway, it is not a big deal to put off the impeachment (coup d'etat) vote for another few weeks. As with the African embassy bombings, the domestic issue actually detracts from the foreign policy issue. Who believes for a minute that this spin about the "WMD" has anything to do with this? It's about oil and keeping a US military presence in the region. The WMDs of the rest of the world don't bother the US. And what better for it to be a Crisis that affects the whole globe. I'm not sure anyone really intended for this to happen or is ready for the results, outcome, or conclusion. I liken it to a distilling process where all the ingredients -- including impurities -- are being precipitated out of the mass. I have never seen the government in so much chaos -- it's as if the ship of state has been caught in a typhoon and we're hoping someone knows how to steer it to calmer waters. From Associated press (via Sydney {Australia} Morning Herald) Friday, December 18, 1998 IOC bribes: Hodler mistrusts 25 Zurich: The Olympic executive whose accusations of bribery and blackmail rocked the International Olympic Committee said yesterday that as many as 25 members of the IOC's 114 voting members might have received favours or cash for votes in four recent elections to choose sites for the Games. "That's the absolute maximum because I trust all the others," Mr Marc Hodler was quoted as saying in yesterday's edition of USA Today. Mr Hodler, an 80-year-old lawyer and senior member of the IOC executive board, has not identified any IOC members who might have taken bribes. The IOC began investigating Salt Lake City's successful 2002 winter Olympics bid after organisers disclosed they had made payments of about $650,000 in scholarship funds to 13 people, including six relatives of IOC members. Mr Hodler said Salt Lake City had turned over 25 pages listing payments in its "humanitarian assistance" program. "They've got a lot of information. They're not limited to the scholarships," Mr Hodler was reported as saying. He said the new summary detailed more than $1million in payments, some of it unrelated to IOC members. Mr Hodler said he went public on Saturday with allegations of corruption in the Olympic bidding process because he feared a cover-up of the Salt Lake City scandal. Licio Gelli, 79, is a former grandmaster of the P2 (Propaganda-Due) Masonic lodge, which was linked to extreme right-wing groups in the late 1970s and early 1980s. Gelli was found guilty of fraud arising from the 1982 collapse of the Banco Ambrosiano, which had close ties to the Vatican. He fled six months ago while on parole at his home in Tuscany but Italian police tracked him down to Cannes on the French Riviera. In poor health Gelli suffered a mild heart attack shortly after his arrest and is then said to have tried to commit suicide while in hospital in Marseille. On Friday Gelli flew into Rome's Ciampino airport amid tight security and was whisked off to the city's Regina Coeli jail. Gelli has been periodically on the run since 1981 when he fled to Switzerland after P2 was unearthed during an inquiry into Roberto Calvi, a freemason who was found hanged from London's Blackfriars Bridge. He was arrested while trying to withdraw tens of millions of dollars from a special bank account in Geneva but escaped from a Swiss prison. Billions of missing dollars Gelli fled to South America but gave himself up in 1987 and was extradited to Italy. Banco Ambrosiano was Italy's largest private bank but collapsed with $1bn of debts. He is also facing a three year sentence in connection with the workings of P2. [CTRL] A Fresh Look At Clinton
-Caveat Lector- WARNING: What follows is a personal opinion piece that does NOT go into detail about perjury under oath, dishonesty, political scandal, cigars, or anything else that has been gracing the headlines for the past months. Do not simply delete this, thinking that it is nothing but more of the same old Republican Moralistic Posturing, or outraged cries of Its not about sex! The following is something I consider to be fresh stomping ground, and should cause those who are capable of thinking to do so. With Bill Clintons impeachment trials just around the corner, and public opinion on the fairness and legitimacy of the crusade against Clinton being espoused and dictated by more polls and editorials than the average human can normally stomach in a single sitting, I have decided to finally throw my own conscience grenades into the philosophical battlegrounds. I fully realise that anybody and everybody has their own beliefs on the subject of Clintons High Crimes Misdemeanours as of late, and be they political or moral justifications, most of them tend to echo and repeat one another with similar (if not identical) arguments. It is with this knowledge that I am offering my own thoughts on the matter for public consumption, for I feel that I have taken a standpoint on this whole Circus Politicus that has not been touched upon by anybody. Some may have hinted in this direction, and others may have poorly summed it up in a snappy catch-phrase of some kind, but I am positive that what follows has not yet been properly preached by anyone. Allow me to be the first. Simply put, I say nail the bastard, and for no other reason than getting even. What do I mean? Well, many of Clintons defenders are quit fond of stating that the only thing that The President is guilty of is cheating on his wife and lying about it, and while Adultery is a bad and naughty thing, it is by no means reason for impeachment, and should only be of concern to him, his wife, and his priest. Not a bad argument, especially for anyone like myself, who feels that the personal life of one individual is no business of anybody but himself, as long as his personal life is in no way harming or victimising another individual. Since most people tend to be (or merely think of themselves as) rational on this level, this argument tends to hold its own. After all, this is a free country. Or is it? Arent we free to consume what we please, as long as we do not harm or victimise anybody else? Yes, we are. But then, what about the countless Americans that are arrested and imprisoned for using recreational drugs that are not deemed legal by our government? Does the pot smoker who lives in the apartment next to me pose any direct threat to me or anybody else, merely because he is smoking pot? Is he any more of a threat to you or me then the millions of people who consume legal drugs like nicotine and caffeine and alcohol. People are harassed and imprisoned, their possessions confiscated and sold, their lives torn apart, not because they have used a mind altering substance for recreational purposes, but because they have used a mind altering substance that our government does not approve of for recreational purposes. Arent we free to pursue personal and intimate relationships with whomever we want to, as long as we do not harm or victimise anybody else in the process? Yes, we are. But then, what about the countless men and women who are arrested and imprisoned for sleeping with one another, because one of them has paid the other for the privilege? Does the prostitute standing on the street corner or sitting in the brothel pose any direct threat to me or anybody else, simply because she is offering to have sex with someone in exchange for money? Or the john that of his own free will offers to pay her for her services, does he pose any direct threat to me or anybody else, merely because he is willing to take her up on her offer? Going beyond that, what about all of the gay and lesbian couples who are unable to legally enjoy a mutual existence the way any heterosexual couple can, because our government has seen fit to judge them as unworthy of vowing themselves to one another? What about the gays and lesbians who have been told that they are not worthy of fighting and possibly dying for their country because of their sexual preference, but that they may still join as long as they keep their homosexuality a deep, dark secret? Yes, we are free. As long as the government approves of what we do to amuse ourselves. Or what we consume, and why we consume it. Or who we sleep with, and why we sleep with them. Because if the government does not approve of our choices in these matters, then they will harass us, vilify us, arrest us, imprison us (around 70% of the inmate population of most city prisons consists solely of people who have committed Consensual Crimes harming no

Their consultants told them this would be suicide. The polls told them they were risking everything. The Democrats offered them censure, an unconstitutional, horrible precedent-setting, but nevertheless politically-popular way out. They assessed their lives, decided who they were, and cast their votes. They are heroes. By contrast, with his political efforts failing, his personal threats against individual "swing" members such as Arkansas's Jay Dickey backfiring, and an almost certain impeachment vote by the whole House looming on the morrow, Bill Clinton showed tonight a craven cowardice unlike any in the history of the Republic. He again "wags the dog." He again bombs Iraq. He again takes the lives of thousands of innocent civilians, carefully calculating that the political price will be small since, by using cruise missiles, no American lives will be lost. And he does it while straight-facedly telling us the reason is Saddam's "lies," his years of "intentional obstruction." It is an irony worthy of the devils in Hell. Does this seem too harsh a judgement? Then let us look at the year that has been 1998, and see how regularly trod has been this ground. 1. January. The Monica Lewinsky story breaks. Within two weeks, Clinton has America on full alert for war in Iraq. The Lewinsky crisis, initially said by even the liberal media (including Cokie and Sam) to require his resignation "before the State of the Union", recedes. 2. June. Linda Tripp is slated to testify before the grand jury. On the morning of her testimony, Clinton fires cruise missiles at two Iraqi radar stations, resulting in almost no coverage of Tripp. 3. August. Clinton makes his "apology" speech, which backfires. Three days later, US forces bomb Afghanistan and Sudan, again averting an almost certain swift impeachment. Cokie Roberts calls this "wagging the dog" on national television, but it accomplishes Clinton's purpose nevertheless. The chairman of the Joint Chiefs of Staff admits on live national television, thirty minutes after the bombing, that the attack was neither in response to any imminent threat, nor targeted any particular person, much less a "conference of terrorists" as Clinton later (implausibly) claimed. Two of the four camps bombed in Afghanistan are later shown to have no connection to bogeyman-of-the-week Osama Bin Laden, while the Sudanese target proves to have been a civilian facility with no production of any substance remotely useful for chemical weapons. 4. Today. Some may suggest we should give Clinton the benefit of the doubt, and perhaps in January they might have had a point; but the reality is clear. Every time Clinton gets in a fix, he uses our armed forces to commit mass murder to cover his crimes. This is nothing less, and a great deal more, than David's dealings with Uriah the Hittite. It is time we say so. Some may also suggest that, regardless of the motivation, Clinton's actions against Iraq, whatever they are, are justified, and that we need to slow down the impeachment process to allow him to act "in the interests of the American people." Yet whatever truth there is to the evils of Saddam - and there is much truth indeed - this precisely misses the point. The fact that Clinton, shown plainly on national television to be a serial-felon, is in office while so much danger exists in the world is the most compelling reason why he must be removed with all haste. His willingness to misuse our armed forces in this way is itself impeachable, and the fact that we cannot trust him with power, or with anything else, requires that we replace him immediately. We simply cannot entrust our war-making power to a criminal. For some crazy reason, modern Americans have a hard time grasping this last point. They should look to the history of one of their closest allies for the reason why. Today, Bill Clinton uses the military to create a crisis, stopping the House from impeaching him, at least for a time. It has only been a scant six decades since another wildly-popular elected leader, of equal willingness to take lives for political ends and of equal willingness to tell lies both in speeches and under oath, found his political needs so great that he had the Reichstag burned. More Kids Becoming Homeless BOSTON (AP) -- Volunteers have been wrapping thousands of sweaters, stuffed animals and Barbie dolls to give to 1,600 children during a holiday bash at the Bayside Expo Center on Sunday. The kids will sing carols, eat goodies and ride ponies. The cheer will be short-lived, however, because after the party, more than half of the children will go back to homeless shelters. Every year, children are homeless, but advocates for the poor say the situation looks especially grim now, with the effects of the national overhaul of welfare just beginning to be felt. The U.S. Conference of Mayors reported Wednesday that 15 percent more homeless families requested shelter this year than last. The mayors cited cuts in public assistance and the lack of affordable housing as two reasons for the increase. In Massachusetts, many welfare recipients stand to lose their cash benefits on Monday as they come up against the two-year time limit imposed by the state's strict welfare reform law. ``The wolf may be approaching the door, but it's not there yet,'' said Philip Mangano, executive director of the Massachusetts Housing and Shelter Alliance. ``It'll be bad enough soon enough.'' Benefit cutoffs and reductions are beginning to kick in at different times all across the country. When they do, the result seems to be the same: more homeless families. Almost half of welfare recipients in 10 cities became homeless between September 1997 and September 1998 after their benefits were reduced or eliminated, according to a survey conducted by Homes for the Homeless, a research center affiliated with Columbia University in New York City. In Newark, N.J., shelters flooded with the working poor are closing because they are financed in large part by programs that don't subsidize people who work. ``If that's happening now in this great economy, what's going to happen when welfare reform kicks in?'' said Cybelle Fox, a research associate for Homes for the Homeless. A November 1998 study by the National Coalition for the Homeless found half of homeless families in Atlanta had recently lost welfare benefits. In Los Angeles, 12 percent of homeless families surveyed said they lost their place to live because of benefit cuts. In one Wisconsin county, homelessness increased by 50 percent for children, but only 1 percent for adult men, a group largely unaffected by welfare reform. ``Almost all of our transitional facilities for women and children are full, have waiting lists and are turning people away,'' said Robert Hess, president of the Center for Poverty Solutions in Baltimore. ``All our emergency shelters for women and children are full and turning people away.'' Hess is keeping a worried eye on Jan. 1, when Maryland imposes its two-year welfare cutoff. In Michigan, mothers who have had their benefits reduced or eliminated can't find jobs that pay enough for rent, health insurance, food and transportation, said Richard Anderson, program director for the Traveler's Aid Society of Detroit. He thinks the Homes for the Homeless study actually underreports the number of families who lost their homes because of welfare reform. Last week, Anderson's group hosted a party similar to the bash scheduled in Boston. About 1,500 homeless children showed up. ``The party was a success inasmuch as the kids had a place to go,'' Anderson said. ``Now what are we going to do with these kids the other 364 days?''

Connie Morella, a Maryland Republican who is among the ranks of uncommitted. ``I want to hear the debate,'' said Rep. Jon Fox of Pennsylvania, who lost his seat in the November election. Rep. Paul McHale, D-Pa., told reporters he had made up his mind but wouldn't disclose his decision because of the ongoing military campaign in Iraq. Republicans grudgingly agreed on Wednesday night to a brief delay in impeachment proceedings that had been set for Thursday. They did so after Clinton went on television to announce the air campaign against Iraq. At the same time, numerous lawmakers said they were deeply suspicious of Clinton's timing, and promised to go ahead as soon as possible. By midday Thursday, they had proposed a schedule for 16 hours of debate, running past midnight Friday, to be followed by votes on Saturday on the four articles of impeachment and a Democratic attempt to force a vote on censure. Democrats scuttled that, citing the troops overseas. Republicans then announced they would bring the issue to the floor under rules that could provide for as little as one hour of debate on what many lawmakers have cited as the most important issue of their careers. House Majority Leader Dick Armey announced that talks with Democrats would continue in hopes of finding agreement on a longer debate time. At the White House, Clinton told reporters he didn't think proceedings on the floor would undercut his ability to carry out the military mission. ``No, I think that, first of all, I'm going to complete this mission,'' he replied -- in words that Armey later read on the House floor in response to Gephardt's comments. Lawmakers of both parties cited men and women in uniform to buttress their points of view -- in unusually strong language. Speaking of the Republicans' stance, Rep. Charles Rangel, D-N.Y., cited his own service in Korea. ``In times of war, anyone who conspires against the commander in chief, that comes a lost closer to high crimes and misdemeanors than where the president's hands were at any given time in the Oval Office,'' he said. The $1.5-billion General Motors plant in Shanghai is the largest foreign investment ever made in China. It is a sprawling, 2.4-million-square-foot, state-of-the-art assembly line that employs an estimated 1,700 workers at about $1.40 an hour. When full production begins in April, about 40 percent of the Buicks manufactured in China will consist of locally produced parts, as part of a joint venture between GM and the Shanghai Automotive Industry Corp., a government-owned enterprise. The Buick will carry a price tag of about $40,000 in China -- about 100 times the annual wages of an average Chinese worker. But building cars isn't the same as selling them, and legions of skeptics believe it will be years before GM ever sees a significant profit from its investment. "It's a miserable time to be opening a car plant," said one former executive involved in GM's operation in Shanghai who requested anonymity. "The auto market in China is really hurting right now, and there is really no sign of improvement. GM has to be looking 10 years out to imagine they will make any money." The economic crisis that stormed across Southeast Asia this year has begun buffeting the Chinese economy, which remains under tight government control. Government ministries have cut spending, reduced new investments in joint venture projects, and delayed efforts to privatize failing government-owned industries. The government also has issued orders to curtail car purchases. But government-owned businesses and joint ventures, along with government agencies, are the main buyers of luxury cars. Experts say only one in 10 passenger cars in China is purchased by individuals. Philip Murtagh, general manager of GM's Shanghai factory, said he is confident that GM can meet its conservative sales plan after the factory finishes its test run and begins full production of cars next April. "We have nearly 5,000 firm orders for the vehicle right now," he said. "We think we're going to compete very favorably" with Mercedes-Benz and other luxury imported vehicles as a Chinese-made car. Outside analysts are not so sure. "The customer base GM is trying to serve is shrinking," said Len Shapiro, director of China operations for Automotive Resources Asia, a market analysis firm. "It was a great idea when GM started planning this factory in 1995, but in 1999 it's not going to work." Even before the Asian crisis started in mid-1997, international car makers were expressing doubts about the prospects for profits in China. Foreign manufacturers often are confronted with an ever-changing array of government regulations and find it difficult to distribute or service their vehicles. -Caveat Lector- The Family Leave Act was an excellent idea. Also, the Clinton administration attempt to get a national health insurance program going. We're the only industrialized nation without a national health insurance program for its citizens.. Those businesses which do provide coverage for their employees have to pick up the tab for the businesses which don't...look at the fast food service industry...and the retail sector. But, of course, that idea was squelched by the usual special interests who control our political process.. But perhaps President Clinton's greatest contribution during the past eight years has been his willingness to insure that some of the more draconian social measures of the Republican party were not signed into law. His policies have been moderate, for the most part... certainly, not liberal by any stretch of the imagination. Mark Jimenez is considered a fugitive..not much hope that he is coming back... Jimenez, 52, a Philippine national, was indicted in September on 17 counts alleging he made nearly $40,000 in illegal contributions to Democratic campaigns in 1994 and 1996. In 1996 he was Florida's largest donor to the National Democratic Party. The Miami executive and others in his company ...(used a method known as)...conduit contributions or money laundering .. (to) evade contribution limits. Jimenez came to the United States in the early 1980's. He built Future Tech, a distributer of computer components and peripherals in Miami, from a small company to one that does more than $250 million a year in business." The United States and Britain launched joint airstrikes against Iraq early Thursday morning following a report by chief U.N. weapons inspector Richard Butler that Iraq had failed to live up to its promise to cooperate fully with the inspectors. At least two people were killed and 30 were injured in Iraq, a doctor said. An Iranian Foreign Ministry spokesman warned Thursday that airstrikes against Iraq would bring ``pain and misery'' to Iraq's people and urged Baghdad to keep its promise to the United Nations. Relations between Iran and Iraq are still tense after their 1980-88 war, which killed or injured an estimated 1 million people. But Iran has always been against military strikes against Iraq.

A November 1945 report by two U.S. investigators, six months after the Nazi defeat in World War II, says ``only the lack of plutonium'' kept Adolf Hitler from building an atomic bomb, Fuessl said. U.S. forces seized the files at the war's end. They were returned to a research center in Karlsruhe, Germany, in the 1970s, but access there was largely restricted to academics, Fuessl said. No exhibit is planned for now at the Munich museum, but Fuessl said the files will be open to the public.

Thousands of Iraqi lives are to be sacrificed, for the short-term goal of preserving Clinton's presidency, and for the long-term goal of maintaining US dominance in the oil-rich Middle East. The timing of the attack, on the eve of the impeachment debate and vote in the House of Representatives, is clearly bound up with the political crisis of the Clinton White House. As he has throughout this political crisis, at every point when his presidency has been threatened, Clinton has sought to appease his right-wing opponents with the threat or use of military force. In February, after the eruption of the Lewinsky affair, amid a media barrage aimed at forcing his resignation, Clinton seized on a conflict with Iraq over the activity of United Nations weapons inspectors to go to the brink of military action. In August, only three days after his testimony before the grand jury convened by Independent Counsel Kenneth Starr, Clinton launched cruise missile strikes on Sudan and Afghanistan. After going to the brink with Iraq again on November 15, Clinton was widely denounced by congressional Republicans when he called off planned air strikes, with B-52s already in the air headed for Baghdad. Republican senators openly called for the US government to set as its goal the overthrow and murder of Saddam Hussein. Only a few days ago, House Majority Whip Tom DeLay, who is spearheading the impeachment drive, baited the White House over its failure to oust the Iraqi leader. If the timing of the attack is based on political expediency, however, the military action flows directly and inexorably from American policy in the region. For nearly eight years, since the end of the Persian Gulf war, the United States has maintained a death grip over this largely devastated and militarily defenseless country. The sanctions regime imposed through the United Nations has killed an estimated half a million children, depriving them of food, medicine and other basic necessities. The official pretext for the economic embargo, the claim that a country largely without electric power and running water was nonetheless stockpiling nuclear, chemical and biological weapons, is an utter fraud. No evidence that Iraq currently possesses weapons of mass destruction has ever been presented by the US or the US-controlled UNSCOM inspectors. Instead, Iraq has been required to do the impossible--prove the nonexistence of such weapons in a territory the size of Texas with a population of 20 million people. There have even been demands that Iraq rid itself of the "capability" of producing such weapons, which would mean, given the flexibility of modern technology, that Iraq must revert to pre-industrial conditions. It is a measure of the cynicism of the American political establishment and the corporate-controlled media that Clinton's lies about a trivial matter, his affair with Monica Lewinsky, have been declared an impeachable offense, while his repetition of gross, obvious and, in the full sense of the word, criminal lies about Iraq is accepted and endorsed. Indeed, if any of Clinton's Republican opponents were the occupant of the White House, the lies would be just as brazen and the military aggression just as flagrant. In the propaganda of 1998, "weapons of mass destruction" occupies the same place that the "domino theory" and the Gulf of Tonkin resolution occupied during the Vietnam War. And the former antiwar protester of the 1960s seeks to save himself through the slaughter of innocent Iraqi people. The latest confrontation with Iraq was deliberately instigated by UNSCOM, which functions quite openly as an instrument of the US government, regularly reporting on its spying activities to the American CIA. Its most provocative action, taken last week, was an attempt to invade the Baghdad headquarters of the ruling Ba'ath Party. -Caveat Lector- From Irish Times NEWS UPDATEThursday, December 17, 1998Picture British Lords allow Pinochet Petition 11.45 a.m.: General Augusto Pinochet was this morning given new hope that he could escape extradition from Britain to Spain when the British House of Lords allowed a petition to set aside an earlier Law Lords' ruling denying him immunity from arrest and extradition. In an unprecedented move, a panel of five senior past and present Law Lords decided unanimously to accept an application to rescind the Lords' November 25 decision on immunity, over concerns about possible bias. The panel spent two days listening to arguments that links between Lord Hoffmann, one of the Law Lords who made the original decision, and the human rights group Amnesty International gave rise to "a real danger of bias." Lord Hoffmann, a longtime director and chairman of Amnesty's charity arm Amnesty International Charity Ltd whose wife also works for Amnesty, cast the deciding vote in the original Lords ruling, which was passed by a 3-2 majority. The decision by fellow Law Lords to set aside that judgement will come as a severe embarrassment to Lord Hoffmann, a South African-born liberal, particularly if in the full ruling there is significant criticism of his apparent failure to appreciate the need to disclose his Amnesty links ahead of the original, costly six-day hearing. That historic judgment cleared the way for Mr Straw's decision to authorise the lengthy extradition process, as Spanish authorities seek to get Pinochet sent to Madrid to face a long list of alleged human rights crimes relating to his 1973-90 rule. By finding in the 83-year-old general's favour, the Lords opened the way for a complete rehearing of the whole immunity issue, possibly sometime next month. That could take even longer than the original six-day hearing as, in addition to Amnesty, the Chilean government could also seek to make representations, as might the governments of European countries other than Spain which have expressed an interest in extraditing Pinochet. The Lords' landmark ruling left human rights campaigners disappointed while General Augusto's Pinochet's supporters were celebrating. Carlos Reyes, spokesman for Chile Democratico and Chileans in Exile, said he feared the decision would lead eventually to the collapse of the case against the former dictator. Mr Reyes said: "I am in total shock at this decision. It appears that the Law Lords have ruled that anyone who is concerned with human rights could be biased in this case. Many of the lawyers who are working for Pinochet are concerned with human rights. It is completely wrong. "It seems to me that this could be a way out for Pinochet. From the very beginning I believed justice would be done and would be seen to be done. Now I am not so sure." The policies it contains further restrict the right to asylum. "Fairer, firmer and faster", was Home Secretary Jack Straw's sound bite when the measures were outlined. The first is a reference to the decision to grant "leave to remain" to some 30,000 refugees whose claims are pending from before 1995. This is a largely administrative device to reduce the backlog of 84,000 cases. It will be applied to cases where no initial decision was taken on asylum applications. By taking into account family ties rather than the asylum issue alone, the government claims to be acting compassionately. However, this gesture was made whilst announcing proposals that will ride roughshod over such considerations in the future and strengthen laws which already deny asylum to the majority of applicants. The measures are drawn from a White Paper published in July. Most likely to become legislation are those proposals withdrawing legal rights and welfare payments to asylum seekers. At their centre are moves to strip away present legal recourse refugees have to appeal against an "initial refusal" by immigration officers. The ability to seek a Judicial Review is to be eliminated, as is the right to appeal against a deportation order made following an earlier lost appeal. Applicants will only have the ability to appeal to the same authority that turned down their initial asylum request. Its decision will be final in all but name, as the time period for making an appeal will be reduced from 28 to 5 days--effectively preventing fresh evidence being gathered in time to support their case. The White Paper proposes an increase in the number of places where asylum seekers can be detained prior to their "removal", i.e., deportation. It calls for detention to be the norm "where removal is imminent". More refugees will be effectively imprisoned, under conditions where Britain has already been singled out for criticism due to the numbers it incarcerates. Labour's plans go further than the legislation introduced three years ago by the Conservative government that curtailed benefit and housing provisions for asylum seekers. In 1996 the Tories withdrew these provisions from those who applied "in-country", as opposed to those who applied "at port". Many asylum seekers apply for residence "in country" in order to avoid immediate incarceration at the port of entry and transfer to prison or one of Britain's notorious Detention Centres. Labour will extend this legislation to cover all refugees. In place of cash benefits, a voucher system will be introduced to cover basic items such as food and clothing. Under the "designated" housing system, asylum seekers will be dispersed around the country. Rather than being housed in permanent accommodation, refugees will be forced to lead a transitory existence in bed and breakfast lodgings, without any disposable income. This measure is also aimed at preventing the type of broad-based campaigns mounted in the past to protest against the repatriation of immigrants who established close ties in their workplace or local community. With this type of segregation, refugees will be reduced to the status of pariahs. Immigration officers are to be given powers normally reserved for the police, including fingerprinting and the right to enter property on the pretext of suspected "immigration offences". Aspects of the White Paper that could also become law will have wider ramifications for ethnic minorities with a long history of settlement in the UK. Labour was previously committed to repealing part of the 1996 Act that threatens companies with fines for employing illegal immigrants. However, the White Paper recommends that checks on status at work by immigration officers be retained. This place ethnic minorities under a constant state of siege and stands on its head the legal axiom of "innocent until proven guilty". Settled immigrants will also be affected by the plan to reintroduce a financial bond before a visitor's visa will be processed. The family of any visitor will be obliged to tender what could be a prohibitive sum of money, which will only be reimbursed once the visitor has left the country. As an attorney I am still flabbergasted that Clinton did not simply take a default on the Paula Jones case. Once the Supreme Court ruled that the litigation could go forward while he was Pres. all he had to say was that it was too intrusive and demeaning on the Presidency to have to spend time defending the case and he would accept a default as to liabilitiy. When that happened the Court would then have merely ruled on the amount of damages, which under the facts of the case would have probably been less the $100,000.Once again, Arrogance trumps Common Sense.FLW

There is one section missing from the report and as I am unable to locate the author I can not include the omitted section. = Hilary FORENSIC RESEARCH DOCUMENT TO61-7R10/10-77F05 RELEASE PRIORITY: CLASS I ROO1a RESEARCH HISTORY: The microwave radiomissor cooking ovens were originally researched and developed by the Nazis for use by the mobile support operations for the invasion of the Soviet Union. By being able to utilize electronic equipment for preparation of meals on a mass-scale, the logistical problem of cooking fuels would have been eliminated, as well as the convenience of producing edible products in a greatly reduced time-factor. After the close of World War II, the Allies discovered the medical research and documentation concerning these apparatuses. These documents and the experimental microwave equipment was transferred to the U. S. War Department, and classified for reference and scientific investigation. The Soviet Union also retrieved some of the devices, and proceeded to undertake experimentation on a separate basis. The Russians have been the most diligent in their research on the biological effects of microwave ovens, and have outlawed their use, and have also issued an international warning concerning the possible biological and environmental damage that can be caused by the use of this and similar-frequency electronic apparatus. FORENSIC RESEARCH ACTIVITIES SUMMARY The following are the most significant German and Russian research operations facilities concerning the biological effects of microwaves: the initial research conducted by the Germans during the Barbarossa military campaign, at the Humbolot-Uviversitat zu Berlin (1942-1943): then, beginning in 1957 and up to the present, the Russian research operations are being conducted at the Institute of Radio Technology at Kinsk, Byelorussian Autonomous Region; also at the Institute of Radio Technology at Rajasthan in the Rossiskaja Autonomous Region, both in the Union of the Soviet Socialist Republics. In most cases, the foods used for research analysis were exposed to microwave propagation at an energy-potential of 100 kilowatts/cm3/second, to the point considered acceptable for sanitary, normal ingestion. The effects noted by the German and Russian researchers will be presented in three categories: Category I, Cancer-Causing Effects; Category II, Nutritive Destruction of Foods; and Category III, Biological Effects of Exposure. [The first two points of Category I are missing. The remainder of the report is intact] 3. Creation of a binding effect to radioactivity in the atmosphere, thus causing a marked increase in the amount of alpha-and-beta-particle saturation in foods; 4. Creation of cancer-causing agents within protein-hydrolysate compounds in milk and cereal grains; 5. Alteration of elemental food-substances, causing disorders in the digestive system by unstable catabolism (breakdown) of foods subjected to microwaves; 6. Due to chemical alternations within food-substances, malfunctions were observed within the lymphatic systems, causing a degeneration of the immune- potentials of the body to protect against certain forms of neoplastics (cancerous growths); 7. Ingestion of microwaved foods caused a higher percentage of cancerous cells within the blood serum (cytomas); 8. Microwave emissions caused alteration in the catabolic (breakdown) behavior of glucoside-and galactoside-elements within frozen fruits when thawed in this manner; 9. Microwave emission caused alteration of the catabolic (breakdown) behavior of plant-alkaloids (elemental substances) when raw, cooked, or frozen vegetables were exposed for even extremely short durations; 10. Cancer-causing free-radicals were formed within certain trace-mineral molecular formations in plant substances, and in particular, raw root-vegetables; and 11. In a statistically high percentage of persons, microwaved foods caused stomach and intestinal cancerous growths, as well as a general degeneration of peripheral cellular tissues, with a gradual breakdown of the function of the digestive and excretive systems. CATEGORY II: DECREASE IN FOOD VALUE: Microwave exposure caused significant decreases in the nutritive value of all foods researched. The following are the most important findings: 1. A decrease in the bioavailability (capability of the body to utilize the nutriment) of B-complex vitamins, Vitamin C, Vitamin E, essential minerals and lipotropics in all foods; 2. It's the oldest trick in the political book. Distract the public from a political crisis at home with a phony one abroad. Even after "Wag the Dog," the popular movie ridiculing the White House penchant for drumming up foreign bogeymen, the Clinton administration has pulled the caper again. The peacenik generation again uses war to try to save its skin. It makes no sense for Congress to trust Clinton on war and peace as it prepares to impeach him for pathological lying. Tragically and stupidly, some Republicans are ready to believe every word. Of course, the White House might have calculated that some of its opponents are suckers for killing foreigners. No one said the Clinton administration lacks a survival instinct. Two days before the administration settled on Iraq, the usual suspects -- identified only as "U.S. intelligence sources" in the media -- floated another trial balloon. We were told that terrorists allied with the shadowy Osama Bin Laden were planning to bomb a U.S. city. Recall that this was the same trump card Clinton used to justify a hit on a Sudanese pharmaceutical factory, an action that violated the Constitution but took Monica off the front pages for a few days. Perhaps this time, the administration found the Bin Laden excuse too lame, too spent, too uninteresting. Or perhaps their internal polling showed more public fear of the demon Saddam Hussein. In any case, the Bin threat was quickly dropped for the more tried-and-true excuse that Saddam was not cooperating with the friendly U.N. inspectors crawling all over that once-sovereign country. Even amidst the killing, isn't it time we ask why Iraq wouldn't cooperate with U.N. inspectors? Might there be another reason besides its desire to hide chemical and biological weapons? Iraq has been subject to U.S.-U.N. sanctions since 1991. More than 90,000 Iraqi children die every year due to disease and malnutrition because of these sanctions, an instrument of war deemed unjust since the time of St. Augustine. Meanwhile, Clinton spends his time in Palestine worrying about children whose fathers have been casualties in a conflict he can do nothing about. Clinton could have ended these murderous sanctions long ago. Instead, he has presided over that country's further demolition and impoverishment. But that hasn't been enough. The U.S. has called for the overthrow of Saddam and made clear its intention to keep sanctions in place until the end of time, not a policy Big Oil has seen fit to oppose. After all, Iraq could be selling vast quantities of the sweetest crude on earth, to the great benefit of American consumers. Meanwhile, after seven years of searching, not one "weapon of mass destruction" -- or any evidence of one -- has been found. Most recently, the U.S.-U.N. inspection squad sought to search, and to make copies of documents from, the ruling party's political headquarters. And we know that the U.S. is funding various front groups to overthrow the government, even as Clinton's lackeys complain about an attempted coup d'etat against him at home. Would the CIA and its front groups find internal political information from Iraq useful? Certainly. And is the Iraqi government likely -- even at the cost of bombings -- to turn such information over to its sworn enemies? Doubtful. This fact remains: there are no chemical weapons in the file drawers of the downtown, two-story headquarters of the Ba'ath Party. The demand to inspect this building was a provocation, and Saddam responded predictably. So, allegedly because the Iraqis refuse to allow an office building to be searched -- and actually because it will derail the impeachment process and generally advance the warfare state -- Clinton is sacrificing the lives of foreigners who have never done anything to us, and risking U.S. troops. It's important, after all, not to go down in history as William the Impeached. It should be clear that Saddam and Bill need each other. Saddam needs a foreign enemy on which to blame all his domestic troubles. And the U.S. embargo and periodic bombings allow him to keep a tighter grip over his own people. Bill needs a foreign enemy too, particularly one who heads a far-away country few Americans care a whit about. Can Clinton count on the patriotism reflex to cover up for his misrule? -Caveat Lector- Some thoughts on Iraq: 1) Because Saddam has a tendency to lop off weapons at anyone including his own citizens his "toys" need to be taken away from him. He's been a very bad boy. Therefore, intervention is needed. However, bombing installations is probably not the best approach. If containment of these weapons is truly the goal then bombing them is not very wise. "Clean up" of biological and chemical weapons and their components is a painstaking procedure and one where certain control mechanisms need to be in place for safety. Unless the dropped bombs and resulting fires completely incinerate these items there could be contamination problems galore - not to mention digging through tons of debris to get to the components. 2) During Desert Storm there was little or no talk about "eliminating" Saddam. There is an international agreement that one leader does not design plans, at least overtly, to assassinate another leader. Yet, in the CNN coverage last night there was amble chatting about doing preciously this. I found this turn-about rather interesting. Saddam has been such a pain in the butt over the past years that somehow it is now acceptable for world leaders to opening discuss "taking him out" and dismantling his "evil regime." 3) The peoples of Iraq face the same dilemma that Americans do - removing a unfit leader (some believe his is unfit) from office. Each of our peoples are presented with problems in doing just that. Though considering the growing number of corpses surrounding the Clinton Administration I suspect that these problems that one could encounter are very similar indeed. Since Iraq could develop a serious arsenal in just a few months, President Clinton had to move fairly fast.
