-Caveat Lector- India Launches Kashmir Airstrikes .c The Associated Press NEW DELHI, India (AP) -- Indian Air force jets launched airstrikes Wednesday in the disputed mountains of Kashmir, where the army has been exchanging mortar and heavy artillery fire with Pakistani forces, a domestic news agency reported. It was not immediately clear which side of the poorly-defined border was under attack. India and Pakistan have fought two of their three wars over Kashmir, which is divided between them by a U.N-monitored cease-fire line. More than 15,000 people have been killed in fighting between rebels and security forces in Kashmir in the last 10 years. The use of Indian air force jets was the most serious escalation of the conflict since both countries tested nuclear weapons in May 1998, prompting fears of a nuclear arms race in the subcontinent. India says some 600 Pakistani infiltrators -- it won't say if they are soldiers or guerrillas -- have seized positions in the mountains at Kargil and Drass regions of Kashmir. Both nations claim the entire province. Earlier Tuesday, Prime Minister Atal Bihari Vajpayee said India will take all steps necessary -- including airstrikes -- to flush out the infiltrators. Vajpayee's top aide, Brijesh Mishra, told a television interviewer recently that infiltrators had seized areas along the disputed border, hoping to eventually cut off a key road. Pakistan's armed forces were put on ``high alert'' Tuesday following a meeting of senior government and military officials, said the independent daily newspaper, The News, on Wednesday. Quoting an unidentified participant at Tuesday's meeting, The News said Pakistan was particularly concerned about air incursions by Indian jet fighters. Pakistan's Army Chief Pervaz Musharraf currently is on a visit to China, but before leaving he warned India against provoking Pakistan and against air incursions across the disputed border. -Caveat Lector- Censoring Sought for China Report By PETE YOST .c The Associated Press WASHINGTON (AP) -- Claiming a need for national secrecy, law enforcement and intelligence agencies in the Clinton administration initially sought to censor almost all of the first seven pages of a congressional report on Chinese espionage. Republicans on Capitol Hill blamed the proposal to obliterate pages of material on the Clinton White House. They circulated page after blacked-out page and a cover sheet titled: ``What the White House would let America know.'' The Republicans said a draft of the report's overview was sent two months ago to the White House, which sent it back with the blackouts. National Security Council spokesman David Leavy said the criticism was unfair. ``We worked in a bipartisan fashion with the committee on all declassification,'' he said. Among the few points that remained in the draft after the proposed deletions: ''A counterintelligence and security plan subsequently devised'' by the Energy Department ``in response to'' a presidential directive signed by Clinton ``is a step toward establishing sound counterintelligence practices.'' ''The Select Committee is concerned that the appropriate committees of the Congress were not adequately briefed on the extent of'' China's ``espionage program.'' The White House's role is ``to facilitate communication between'' the Cox committee, which released the report Tuesday, and the intelligence services, said the NSC's Leavy. Law enforcement and intelligence agencies are responsible for deciding what to reveal, he said. ``The White House's view was always that the appropriate law enforcement and intelligence agencies should work with the committee to properly identify the areas that need to be protected because of national security interests,'' said Leavy. ``It was a process that was completed in record time, performed to provide the public with the most information possible. Any attempts to score political points over the declassification process undermines the bipartisan spirit with which the issue is being dealt with by the administration and the Congress.'' ``It is unnecessary partisanship on an issue that both parties should agree it is in the national interest to work together to address,'' added Leavy. If the censored draft of the report had been allowed to stand, there would have been no language stating that China ``has stolen design information on the United States' most advanced thermonuclear weapons.'' Among the other language that would have been excised from the report: ''The stolen information includes classified information on seven U.S. thermonuclear warheads, including every currently deployed thermonuclear warhead in the U.S. ballistic missile arsenal.'' ''The stolen information also includes classified design information for an enhanced radiation weapon commonly known as the `neutron bomb' which neither the United States, nor any other nation, has yet deployed.'' "Tokyo Rose" and "Axis Sally" were both convicted of treason, and imprisoned. Treason trials have been rare in the US since Aaron Burr, 1805. Interesting, but because treason has been a rare occurance does not mean that we should not prosecute traitors. IIRC a state of war usually must exist for treason can be committed - or a state of international hysteria, like The Cold War. So if the media whip up a popular frenzy, and/or Congress declares war on China, THEN charges of treason can be brought, against... somebody? The Constitution implies, but does not restrict treason to only wartime situations, it also mentions enemies, which I think would apply here. Clinton just survived an impeachment attempt - will Congress go after him for treason this year? As long as the economy looks to be thriving, will there be any popular support for treason trials? Ya sure... I believe he was impeached, just not removed from office? That impeachment was fixed from the beginning with Starr having ties to Mrs. Clinton in business dealings. It also showed that this was merely a dog and pony show for the uninformed and dumbed-down masses to make them think we still have a two party system. Notice how they put a spin (lies) on the whole affair ... treating it like it was just about sex, infidelity and being extremely stupid. Additionally, Dale has laid text out, added graphics, and indexed the entire work -- Masters of DeCeit has something in excess of 260 pages. He set the page layout program up so text runs on 2/3 of the 8 1/2 x 11 pages, then used the outside third of each page for key conceptual statements to help with reader orientation. The arrangement leaves plenty of room for notes and comments, which is always important for me as I make liberal use of highlighters and column notes when I read material of this nature. Thanks to Dale and several other people who provided editing assistance, Masters of DeCeit is one of the more comprehensive efforts to address a broad range of subjects relating to Federal law, courts, etc., as they adversely affect the nation. Editing assistance by Dale and others made the darned thing about half way readable -- the reader doesn't have to be a legal scholar. The work is also somewhat unique in that I put five essential elements of authority in place to provide a solid platform before addressing individual subjects such as the character of Federal courts, the Federal law enforcement community, Federal tax and drug laws, etc. An 1825 decision written by former Chief Justice John Marshall (Wayman vs. Southard) significantly influenced the approach I took to writing the work. Marshall was confronted with two questions: (1) What does the Constitution authorize Congress to do, relative to Federal courts, and (2) what has Congress done? In a manner of speaking, I attempted to move from constructive to objective proofs. In other words, I focused on the second question: "What has Congress done?" That was the motive behind establishing the five key authorities, beginning with the Constitution. As I subsequently addressed each subject, I used these five key authorities to test conclusions based on the question, "What has Congress done?" Consequently, conclusions are consistent. The effort provides a reasonably good working model of Cooperative Federalism on the Federal side. The original offering is being reproduced by a professional photocopy service. It's nicely bound with a plastic cover sheet over the front cover. It's my understanding that investors have pledged funds for general publication, but Dale wants feedback with editing suggestions and the like before going to press with final copy. This is a somewhat unique situation as people who have Internet access can download the basic text without charge, so there can be an objective value test prior to purchase. -Caveat Lector- Published on May 24, 1999 Student arrested, threatened with expulsion for essay about bomb By Alice Warchol And Matthew Bowers VIRGINIAN-PILOT VIRGINIA BEACH, Va. -- A high school junior is fighting expulsion for writing about a bomb on a Standards of Learning essay test in March. Chris Bullock, 16, said he was merely following instructions to be creative when he penned a dark tale of a student presenting a nuclear bomb as a gift to an unnamed school. But test readers in Richmond, Va., raised concerns when they saw Bullock's test. They alerted Virginia Beach school officials. Bullock was arrested May 14 and charged with threatening to bomb a school -- two months after writing the essay. He was immediately released. "I think it is utter nonsense and hysteria to charge someone for answering an essay question using their imagination," said Moody E. "Sonny" Stallings Jr., an attorney representing Bullock. "This is pre-Columbine," Stallings said, referring to the April shooting in Colorado that left 15 people dead. "This would have never been brought to anyone's attention except for Columbine. How far back are we going to go?" Tallwood High School officials said they could not comment on the essay because they haven't seen it. A rash of school bomb threats has led fire officials to arrest 22 students since the April shooting. "Yes, we are taking a strict stand," said school spokesman Joe Lowenthal. He said that Bullock, a track athlete, has a disciplinary hearing scheduled for Thursday. Bullock said he hopes to be allowed back into school. He also wants to compete in a regional meet on Friday. "This is going to affect him getting into college, getting a scholarship," said Stallings, a former state senator. A fan of authors Stephen King and Dean Koontz, Bullock said he appreciates stories that mix fantasy with reality. For his essay, he was asked to describe a gift he would give the school. Bullock wrote about a fictional student giving a speech. The student describes his gift in hints to the school audience. In the last paragraph of the essay, the student reveals that he has a nuclear bomb strapped to his chest. Bullock said the reader is left wondering whether the bomb goes off. "If they're going to charge me with a felony, then they need to charge the movie directors and authors who mix reality with imagination," he said. Bullock's mother, Beverly Bullock, is a teacher in Portsmouth, Va. She said she believes fire authorities overreacted. "As a teacher myself, we have to instill in the children to be creative, as well as to have the mechanics together," she said. "He's always been very creative. He's always loved to write." Cameron M. Harris, assistant state superintendent for assessment and reporting, said test readers report anything questionable to the local division testing director. "If a reader encounters a paper that would indicate what we call an alerting situation -- if there something in the paper indicative of a student doing harm to themselves or some type of abuse -- if that occurs, we have a procedure where they go directly to the school division with this information," Harris said. Bullock is at least the second student in the greater Hampton Roads area to be charged based on answers to the writing portion of the Standards of Learning test. A 17-year-old Gloucester High School student was arrested this month for threatening to bomb a school. "It's what I call 'subzero tolerance,"' said Kent Willis, executive director of the ACLU of Virginia. "'Subzero tolerance' is where punishment is given for behavior not even violating any rules." Willis said that the American Civil Liberties Union, which defends free speech and other Constitutional rights, has fielded dozens of telephone calls and e-mail messages from across Virginia in the month since the shooting at Columbine High School near Littleton, Colo. The inquiries are coming from students suspended from schools for their words, writings or dress, such as trenchcoats and black makeup. Schools are given greater latitude than the rest of society in controlling students' behavior when it comes to protecting safety, Willis said. But a "genuine threat to school safety" should be shown, he said. Willis said there has been an overreaction from schools since Littleton. "These are the musings of young students," Willis said. "They do not always use appropriate language. It is the schools' obligation to differentiate between that which is a serious threat and that which is merely inappropriate language." Taking the "easy route" and kicking out all students who use certain words without determining whether true threats exist erodes students' confidence in government and authority, Willis said. Past few days, troubles with the black outs were the things that most of the people here were talking about. After the use of special , brand new bombs with carbon filaments, NATO has been day after day destroying the basic infrastructure (with "old fashioned" bombs) used in the production and distribution of power in Serbia - power plants, transformer stations, etc. As many of you probably never experienced major black outs, maybe it's good to describe how does it look like, actually... First of all, most of the people do not have a water during the black outs, as the pumps can not distribute the water. And even when the aggregates are being used, the people living in the upper floors of the apartment buildings (like Gordana and I do) are left without water. Also, freezer food supplies are being spoiled, and have to be thrown in the dump, in the midst of the crisis. Many people in Belgrade are donating the food which is not edible any more ( for the humans, at least) to the local zoo. Not to mention the problem of hospitals, bakeries, factories, or plain families with new born babies, being cut off from power . Can you imagine what is it alike when somebody who's living in a tall building DIES during the black outs? (Yes, it happens). Spending many hours in dark, every night, while the aircrafts are bombing your town, it's a kind of creepy experience. They don't even have to switch out Serbia from the internet, as the internet connections in this situation are becoming more and more disrupted. ( By the way, if you E-mailed me and the message bounced, please be patient, and send it again !!!) The funny thing is that if you leave almost entire country in the dark, it simply does not sound as awful, as killing people with the bombs, so that destruction of the power network will never cause the big sensation in the Western media, even though it is a measure which hurts millions of people. NONE DARE CALL IT TREASON It was calm morning in June of 1953 when the executioner at Sing Sing prison in New York State pulled the lever that released the lethal jolt of electricity that killed Julius and Ethel Rosenberg. Convicted of treason because they had passed information concerning the Manhattan Project (first atomic bomb), they paid with their lives. Prosecutors argued that they were responsible for the 50,000 American deaths in the Korean War and that their crime was worse than murder. It was the first execution for treason in this country since Mary Surrat was hanged for complicity in the assassination of Abraham Lincoln. Will we have another trial and execution? The big news this week was the release of the Cox report (http://www.washingtontimes.com.), a seven-hundred page detailed analysis of just how China has stolen, and in the some cases was given, top U.S. secrets. Portions of the report have been omitted from the version the public will see because the White House bargained with Cox to delete some parts. The reason cited is national security, and some security may be involved, but the main White House effort was to try and salvage the Clinton presidency. Clinton is clinging to the office in spite of the fact that he is a self-confessed liar; despite overwhelming evidence that he is a criminal, and despite the bi-partisan Cox report that accuses him of treason. (He signed the export documents that gave away some of the sensitive information. He removed license requirements for others.) Let's ask just a few questions: Why didn't Congress impeach Clinton when the criminal evidence was overwhelming? Why is blame for Chinese espionage being put on Janet Reno rather than squarely on Clinton where it belongs? Why did the San Jose Mercury News retract the series of articles, "Dark Alliance", (which established a link between the CIA and the cartels) when it was true? Why is there a news blackout on stories relating to large scale drug importations? Why is there a news blackout on some news unfavorable to the current government? Perhaps this testimony from a defendant on trial in Federal Court in Los Angeles has a bearing on the answers to our many questions: "A 28-year-old stockbroker from Mexico City testified Wednesday that she was tricked into joining a scheme to launder money for the Cali drug cartel and feared she would be killed if she backed out. When I heard they were Cali cartel, I knew I had no way out. I had to do what they said,' Katy Kissel Belfer told jurors." (Los Angeles Times, May 13, 1999 by David Rosenzweig, Times Staff Writer). We have heard this story before from both Monica Levinsky and Linda Tripp. The Clinton scandal stories contain numerous mentions of threats, intimidations, and even murders. What will happen now? Probably very little right away, but long term effects could be catastrophic. Some of the minor players will be indicted, leaving the kingpin in office. Illegal drugs will continue to pour into this country. If there is no successful effort to remove him it looks as if Clinton will contrive some emergency, attempt to seize additional powers and cancel the coming elections. He has no intention of leaving office when his term expires. Our best hope of avoiding either dictatorship or armed insurrection now lies with Judge Starr. Beer was the historian of the British colonial system before 1765.(1) The chief expert on colonial questions on Colonel House's Inquiry, which was studying plans for the peace settlements. Regional Specialist for Colonial Problems. U.S. Round Table Member from about 1912 (the first member who was not a British subject).(2) When the British Round Table Group, about 1911, began to study the causes of the American Revolution, they wrote to Beer, and thus began a close and sympathetic relationship. The Group's attention was first attracted to Beer by a series of Anglophile studies on the British Empire in the eighteenth century which he published in the period after 1893. A Germanophobe as well as an Anglophile, he intended by writing, if we are to believe The Round Table, to counteract the falsehoods about British Colonial policy to be found in the manuals used in American primary schools. He wrote the reports on the United States in The Round Table for many years, and his influence was clearly evident in Curtis's The Commonwealth of Nations. Beer served from 1915-18 as American correspondent for The Round Table. He gave a hint of the existence of the Milner Group in an article which he wrote for the Political Science Quarterly of June 1915 on Milner. Berr wrote: He stands forth as the intellectual leader of the most progressive school of imperial thought throughout the Empire. Beer was one of the chief supporters of American intervention in the war against Germany in the period 1914-1917. In 1916, Lionel Curtis, a traveling delegate for The Round Table, met Beer in New York and proposed setting up an American group to participate in Round Table discussions. Despite his own hope of English-speaking union, Beer turned down the idea on the grounds that Americans had no business belonging to a movement to federate the British Empire. The secret-society used Beer to establish a mandate system for the territories taken from enemy powers as a result of the First World War. In The Anglo-American Establishment, Carroll Quigley wrote that the mandate was first suggested by George Louis Beer in a report submitted to the United States Government on January 1, 1918, and by Lionel Curtis in an article called Windows of Freedom in The Round Table for December 1918. Beer was the American expert on colonial questions at the Peace Conference in Paris. With Lord Eustace Percy, he drew up the plan for the History of the Peace Conference which was carried out by Harold Temperley. The British Round Table group served at the conference as advisers to Prime Minister David Lloyd George. [The real behind- the-scene experts at the Paris conference included M. (Georges) Mandel (real name Jereboam Rothschild) (France), Phillip Sassoon (1888-1939) (England) and Bernard Baruch (U.S.).] Beer was named head of the Mandate Department of the League of Nations as soon as it was established. Federal officials deny the accusation, and provide statistics. The lawyers say that the ex-convicts are offered rides, money, trips, jobs and drinks by an agent for the Bureau of Alcohol, Tobacco and Firearms, and this means the agent initiates a crime. "For the federal government to be using taxpayer money to actively encourage parolees to return to crime rather than to train or educate these individuals is shocking," wrote Jonathan Epstein of the Federal Defender's Office in Detroit. The ATF and U.S. Attorney Saul Green strongly disagree, citing statistics and judicial rulings on the issue. The bureau does not target blacks or any other groups, said Philip Horbert, assistant special agent in charge of the ATF in Detroit. Agents pursue parolees based on tips they have about them, Horbert said. Agents may offer a fee to the parolee who gets drugs or guns from a dealer, he said. The lawyers making the accusations "have cast a cloud over the agent as well as the agency by making these allegations," Horbert said. "We follow the law here." The sting operation is known as the parolee project. It was slightly modified several years ago to avoid any appearance of a problem. The U.S. attorney says he required all cases to be funneled to one prosecutor to ensure consistent prosecution. The program has taken dangerous criminals off the streets, and the courts have upheld the undercover investigative techniques, said Green and the ATF. Courts have upheld the undercover investigations, but some judges raised concerns. And a recent federal appeals court decision -- believed to be the first of its kind in the nation -- could mean less prison time for anyone who is convicted of selling crack cocaine and who has evidence of improper government conduct. In March, a three-judge panel of the U.S. 6th Circuit Court of Appeals in Cincinnati said U.S. District Judge Nancy Edmunds in Detroit could consider the government's investigative techniques and the sentencing disparity between crack and powder cocaine at sentencing. Some federal lawmakers have unsuccessfully argued that the disparity between sentences for crack and powder is unfair and racist. Someone charged with selling five grams of crack faces a mandatory minimum federal sentence of five years. Five hundred grams of powder cocaine warrant the same sentence. Lawyers have asked judges to give less than the mandatory sentence, and the 6th Circuit decision appears to be the first to allow a departure if it is coupled with another reason, said Peter Henning, Wayne State University law professor. "They are struggling for some way to say the crack guidelines are unfair," Henning said. "They're looking for some way to get around the crack-powder distinction." The appeals court did not decide the merits of Reginald Coleman's claim that he was unfairly singled out. And, in a dissenting opinion, one of the justices said the ruling would open a Pandora's box as others raise issues to get less prison time. The U.S. Attorney's Office in Detroit has asked the full appeals court to reconsider the case. "To paint China as an evil demon, the United States has made up all kinds of stories from the Arabian Nights," the People's Daily said in a commentary. That was the same phrase Premier Zhu Rongji used in March to describe allegations that China had stolen U.S. nuclear weapons secrets. The newspaper did not address the spying charge central to a special Congressional report which has further damaged relations already strained by disputes over human rights and trade -- and the NATO bombing of Beijing's embassy in Belgrade. The People's Daily focused its scorn on a charge in a report by a select House panel headed by Representative Christopher Cox, a California Republican, that China donated to the Democratic campaign in 1996 to gain influence. It said there was no evidence to back up the allegation, which "makes one laugh his head off". The Cox report said a network of "princelings" -- sons and daughters of China's political elite -- exploited commercial and political connections to obtain new military technology for China and funneled campaign donations to the U.S. Two of the most notable "princelings", Liu Chaoying and Wang Jun, became directly involved in illegal activities in the United States, including the 1996 Democratic fund-raising scandal, the report said. A $300,000 donation funneled by Liu from Chinese military officials to Democratic fund-raiser Johnny Chung in 1996 was meant to help position them to acquire U.S. computer, missile and satellite technologies, the report said. Liu, the daughter of a retired senior military officer, funneled the donation to Chung from the chief of Chinese military intelligence, Ji Shengde, in August 1996. Chung testified to another House panel earlier this month that he eventually gave only $35,000 of the amount from Ji and Liu to the Democrats. Liu is also a vice president of the Hong Kong subsidiary of China Aerospace Corporation, the organization that manages China's missile and space industry. The People's Daily commentary argued that donating just $300,000 to a U.S. election which costs billions of dollars would be "too cheap". "If China believed the United States is a country where money could move the ghosts to do anything, it is unlikely that China will just give $300,000 no matter how poor it is," its said. Chinese Foreign Ministry spokesman Zhu Bangzao dismissed the espionage allegations on Tuesday as "groundless" rumors spread by people "with ulterior motives" and a Cold War mentality that needed an enemy now that the Soviet Union was gone. The People's Daily also slammed the U.S. defense that it mistakenly bombed the Chinese embassy in Belgrade because outdated maps were used. "This is too disgraceful to the United States -- the wealthiest, militarily strongest, technologically top-notch and the most efficient country in the world," the commentary said. The May 7 bombing, which killed three Chinese journalists, incensed China and set off three days of government approved protests, mainly directed at the U.S. embassy in Beijing, which turned violent. Webb had talked with Wisher himself prior to my conversation--described below--with Chris's mother on 5/19/99. Of particular concern in what Mike Webb relayed on the air was the following statement: that Chris had told Webb during their talk that subsequent to the publication of my original interview with Chris on 5/7/99, he was questioned again by investigators, who found it desirable to "help" Chris "understand that it may have been ONLY HARRIS AND KLEBOLD" he witnessed, and that he could have been confused and disoriented by the situation! How INTERESTING investigators made such a pointed effort to rearrange, distort and otherwise tamper with Chris's recollections AFTER publication of the interview with him! It should be noted as well that Chris's own mother stated that a GREAT NUMBER of Columbine students are aware that a MANY other perpetrators were involved in the mayhem at the school. I can prove through phone records and my recordings that I have talked with occupants of the Wisher household on 6 different occasions. Two of these times I talked with Chris, the first time for abut 40 minutes. What Chris said is what he said. He's the witness, not me. On 5/19/99 I talked to Chris Wisher's mother. Although a bit upset that my Internet article has generated a lot of phone inquiries to their house, she did spend about 15 minutes talking. She told me MANY of the kids from Columbine saw other people with weapons. She also told me that some of these kids just can't and won't go back to school because some of the people who were shooting are indeed there, back in school. She confirmed every major point Chris told me. She told me that many, probably a HUNDRED or more, Columbine students witnessed other gunmen in the assault and that MANY of these will not go back to class because some of these assailants are back in school. Unlike myself, she feels that with so many eyewitnesses to other assailants there is no way the police would be able to pull off a coverup, regardless of the reasons for doing so (we didn't really get into that). I hope she's right. I myself am not so sure, based on the most recent statements from investigators. Mrs. Wisher also said she had personal knowledge that a female student was pressured into changing her testimony by Sheriff's Dep't. investigators. Unfortunately I was NOT aware at the time of our conversation that HER SON had been re-contacted by investigators and subjected to THE SAME TACTICS! I doubt if she was aware of this either. Why are the cops trying to get students to change what they're saying about what happened? She didn't have an answer to that, but I do. Because if you put together the fact that there undeniably WERE so many other people involved, plus things like how other perpetrators GET AWAY; and get AWAY WITH IT?!, you can only come up with one logical conclusion. On the same day that a congressional report accused Beijing of extensive espionage at U.S. nuclear weapons laboratories, the House approved a non-binding resolution seeking an official Chinese inquiry into the army's June 4, 1989 crackdown on pro-democracy demonstrators in Tiananmen and a reevaluation of its official verdict in the case. "We call on the Chinese government to show respect for human rights," said Representative Frank Wolf, a Virginia Republican and co-sponsor of the resolution. "I am convinced the Chinese government cannot last much longer." The 418-0 vote came as the release of a lengthy report on China's alleged efforts to steal U.S. nuclear and technological secrets cast a pall over U.S.-China relations, already strained by the NATO bombing of the Chinese Embassy in Belgrade this month and the resulting anti-American protests in Beijing. Lawmakers said the incidents provided a perfect opportunity for Congress and the Clinton administration to reevaluate the U.S. relationship with Beijing, particularly with the annual debate on renewing China's trade status looming this summer. But it conceals the extent of espionage during the Clinton years. So barring leaks that further breach U.S. security, the public won't learn exactly what China recently purloined and precisely how huge and damaging the security breaches might be. The administration says that's still secret. In fact, a third of the final report is secret. For example, the first section of the report states: "In the mid-1990s the PRC [People's Republic of China] stole, possibly from a U.S. national weapons laboratory, classified thermonuclear weapons information that cannot be identified in this unclassified report. Because this recent espionage case is currently under investigation and involves sensitive intelligence sources and methods, the Clinton administration has determined that further information cannot be made public without affecting national security or ongoing criminal investigations." On 24 different occasions, the report declares: "The Clinton administration has determined further information cannot be made public." Nonetheless, the report makes clear that information losses in the last seven years have been massive. The special House investigating committee that prepared the report found that "in the late 1990s" the People's Republic of China illegally obtained research and development "technology" that if properly deployed "could be used to attack" U.S. submarines and satellites. Also in the "late 1990s" China obtained basic research material and data on development regarding "electromagnetic weapons," a phrase that refers to neutron bombs and other atomic weapons. The enormously effective neutron bomb destroys mainly by radiation instead of blast. A one kilatron neutron warhead can, for instance, penetrate armor and kill tank crews while causing slight damage to the tanks. It will kill all within 1,310 yards in all directions of the explosion point. The committee concludes, "Such technology, once developed, can be used for space-based weapons to attack satellites and missiles." In 1997, China reportedly stole data telling how to develop "sensitive detection techniques that could be used to threaten U.S. submarines." The principal means of detecting submerged subs is via sonar, a system for hearing and identifying sound underwater. During the Cold War, when U.S. and Soviet submarines were constantly facing off in the depths, the United States made a serious effort to perfect its supersecret listening ability to thwart Russia's "silent running" subs. Carefully avoiding specifics, the report explains that in 1994, a company directly controlled by China's People's Liberation Army was unhindered in buying sophisticated "advanced machine tools" from McDonnell-Douglas. Presumably these tools were used for weapons production. But additionally the committee obtained evidence that "during the 1990s," China stole "technology data from U.S. industry valued at millions of dollars." The committee found that "the PRC used Chinese nationals hired by U.S. firms for that purpose." However, the report adds, "The Clinton administration has determined that no details of this evidence may be made public." In just one 1996-97 operation, the U.S. Customs Service seized $36 million in "excess military property" that was being shipped to China illegally. Included were: Thirty-seven inertial navigation systems for the U.S. F-117 and FB-111 aircraft. Thousands of computers and computer disks containing classified "top secret" information. Patriot missile parts. Five hundred electron tubes used in the U.S. F-14 fighter. Tank and howitzer parts. Twenty-six thousand encryption devices. The report states that Chinese representatives using American-sounding company names "have been the biggest buyers of sensitive electronic surplus material." The implication is that the seized shipment really indicates there were other equally sensitive shipments that escaped detection. For as the committee found, "The PRC has been able to purchase these goods because, in its rush to dispose of excess property, the Defense Department failed to code properly or to disable large amounts of advanced military equipment, allowing PRC buyers to pay for and take immediate possession of functional high-tech equipment.

It's abuse of power used to muzzle witnesses and Interested Parties simply to promote the Administrations agenda proves that it has become so politicized that the Board itself has become an Aviation hazard. The solution would be to recast the Aviation duties of the NTSB as a completely independent body, like the Federal Reserve, staffed with aviation professionals from every military and civilian career field, overseen by a joint committee of congress. At a minimum, the current leadership should be replaced and the portions of Title 49 and Title 18 that have been used by the Chairman to muzzle and abuse the Interested Parties must be reformed. Under the current law, the NTSB leadership has basically mislead the American people since July 17, 1996. They did this through unfettered access to the media, unending pursuit of nonsense junk science theories without budgetary constraint, common sense or air crash investigation protocol. They have used aerodynamically impossible CIA cartoons, fraudulent videos of hydrogen filled fuel tanks exploding on television, and fear mongering appearances by Administration officials pitching a non-existent 747 flight hazard. All of this goes unanswered by Parties already cautious and severely constrained because of the nature of their highly regulated industries. Their bottom line depends first on government bureaucracy's good will. The severity of current sanctions invites political abuse by barring far more competent independent investigations or even public statements by the Parties until after the NTSB Final Report. Silence by the parties is woefully misinterpreted by the media and the public and easily exploited by partisan politicians. In this incident, 15 weeks before the 1996 election, where Mr. Clinton had motive to cover-up a successful missile attack, that he had clear forewarning of as early as October 11, 1994, the abuses are unprecedented. An author of three books and his wife, James and Liz Sanders are now Felons, tried and convicted last month in federal court for receiving worthless passenger seat fabric. Environmentalists were joined by 230 United Steelworkers, most of them holding a single share of Maxxam stock apiece, who travelled from Spokane and other cities to attempt to change the Maxxam board that controls Kaiser Aluminum. Word is that when Houston hotels heard about the planned rally, they blackballed the shareholders. Maxxam was forced to move the meeting two hours north to a country club in a Texas town aptly known as Point Blank. Although none of the dissidents were able to secure a room at the exclusive resort, hundreds showed up for the shareholders meeting, including prominent members of the Democratic Party, environmentalists, attorneys, national labor leaders, noted environmentalist David Brower, and the mother of fallen Earth First! activist David "Gypsy" Chain. In a blizzard of statements reacting to the Cox report's disclosures that China has obtained valuable nuclear-missile information, the candidates blamed Mr. Clinton for the administration's lax security at the Energy Department's Los Alamos, N.M., nuclear labs. They also made it clear by their responses that the security issues raised in the report of the bipartisan panel headed by Rep. Chris Cox, California Republican, will be at the top of their agendas in the 2000 presidential campaign. "It is very alarming that these serious allegations of spying activities were known for some time and compromised our national security, yet the Justice Department refused to investigate them," said Sen. John McCain, Arizona Republican. He said "too little action was taken too late by the administration, resulting in the fact that the Chinese may have been able to build nuclear weapons comparable to ours." Mr. McCain said the administration was to blame for a "complete failure to effectively bring these breaches of security to a halt." "Questions will be asked why, in the face of overwhelming evidence that these operations were taking place, didn't the Justice Department and this administration do more to stop it?" he said. "The public deserves a swift and honest response." "Every American should be outraged by the security lapses at our national laboratories and the subsequent failure of the Clinton-Gore administration to deal with this breach," said Elizabeth Dole, another GOP contender for the White House. Texas Gov. George W. Bush, the front-runner for the GOP presidential nomination, likewise attacked Mr. Clinton for not taking action to halt the theft of information even after the administration was aware of the problem. "Presented with detailed information about China's espionage, this administration apparently did not take it seriously, did not react properly and it is still trying to minimize the scope and extent of the damage done," Mr. Bush said as he called for a full-scale congressional investigation. Mr. Bush acknowledged that China's espionage has been going on for years, including during the administration of his father, former President George Bush, but he said that did not excuse Mr. Clinton from his responsibility to keep strategic military secrets out of the hands of America's adversaries. "It's unfortunate that China has been stealing secrets during Carter, Reagan, Bush and Clinton. But there is only one administration that has been given the news. Only one administration knew -- and that's the Clinton administration. The interesting question is, when did they know?" Mr. Bush also called for "a full and serious review of export controls" to prevent further U.S. technology from helping China militarily. -Caveat Lector- Wednesday May 26 4:28 PM ET Scientists Say Dolly Has Slight DNA Damage By Patricia Reaney LONDON (Reuters) - Scientists who created Dolly the sheep, the world's first cloned mammal, said Wednesday she has slight DNA damage that could have an impact on how cloning technology is used in the future. Dolly and two other cloned sheep have shorter telomeres -- the tiny strands of DNA at the end of chromosomes that scientists believe may hold the secrets to youth and aging. Telomeres shorten each time a cell divides and are progressively eroded as an animal ages. As the telomeres shorten the chromosomes can become unstable and prone to damage. Researchers from Edinburgh's Roslin Institute and PPL Therapeutics said Dolly, who was cloned from a cell taken from a six-year-old sheep, had telomeres that were about 20 percent shorter than those of other sheep of a similar age. ``We don't see any signs of any problem in Dolly and the other animals but perhaps it is too early to note such a problem. We just don't know,'' PPL's Alan Colman said in an interview. The finding, reported in a letter to the science journal Nature, is not unexpected. Scientists know that cell culture leads to a shortening of telomeres and cells used for Dolly and the other sheep were cultured in the laboratory. In Dolly's case the shortening was compounded because she was derived from a cell from a middle-aged animal. ``This telomere erosion is just one form of DNA damage. People have speculated for years that as we get older our cells accumulate mutations individually. When you make an animal from one of those cells it is possible that you are transferring that,'' Colman said. Although the research does not appear to have any consequences for cloning livestock it could have implications in other uses of the technology. ``It reminds people this is an issue that should be called into account in any of the proposals for, not so much agricultural cloning, but some of the uses in human therapeutic cloning where extensive time periods of culture in vitro would be necessary. This is the first time a president has violated the resolution since its enactment. "President Clinton has nothing left to claim: he is in complete violation of the Wars Powers Resolution, there is simply no other interpretation," said US Rep. Ron Paul (R, TX). Rep. Paul is one of 26 Members of Congress who have filed a lawsuit in federal court against President Clinton in regards to his violation of the War Powers Resolution and the US Constitution. "No one can argue that a president must, when there is a direct, clear and present danger to American lives, take defensive actions to protect our national interest. However, 60 days ago this president decided to take agg ressive action against a sovereign nation; and has since had congressional authorization rejected by a vote of 427 to 2," said Rep. Paul. Under the War Powers Resolution, a president may engage in hostilities for 60 days without congressional approval. At the end of the 60-day period, however, the president must have either received a Declaration of War, re ceived authorization to continue the action for another set period of time, or begin withdrawing the troops. Since the bombing of Yugoslavia began, the president has been denied a declaration of war and authorization. "Once again, though, President Clinton is demonstrating his utter disregard for the Constitution and laws of this nation. He apparently views himself as a king, rather than the president of a constitutional republic; he m ust believe that his will is the law, rather than the Constitution and acts of Congress," said Rep. When that time draws nigh, he's s upposed to do what the Constitution says and get Congress' permission to shoot those people. Should Congress refuse to grant such permission, the commander in chief is suppose to call the troops home and turn his attentio n to more domestic matters -- like milking Littleton, saving Social Security, and salvaging his legacy. Now, theoretically, Clinton faces an interesting dilemma: either he calls the troops home before they've finished whatever it is they're doing in Yugos lavia, or pleads with Congress to give him a formal declaration of war so he can go on molesting the Serbs and any unfortunate Albanian bystanders. Of course, constitutionally this is good and proper, and it's truly heartening to see Congress actually remember that it's supposed to read and follow that old document every now and then, but I've got to say, this doesn' t necessarily bode well for any of us. Let's say that Clinton chooses to impale himself on the first horn of the dilemma and calls the troops home. It might look like he lost -- but maybe not. Let's just say that he declares a victory -- we don't actually have to win for Clinton to claim we did. Besides, lying and making it look good is how this guy survives. After the cogs of the Clinton spin machine start cranking and the talking heads have bumped gums on the Sunday morning yammer shows, Republicans might well look like genocide fans for forcing Clinton bring home the guys in cammie pants. Even if Clinton pulls the troops and somehow manages to look like a winner, the other choice is bleaker still. Congressmen are saying that we need to force the president to abide by the Constitution. I'm all for it. But i s anyone worried about what a formal declaration of war would look like -- provided Congress decides to grant it? All he had to do was ask; and as soon as he did, he would no longer be crazy and would have to fly more missions If he flew them he was crazy and didn't have to; but if he didn't want to he was sane and had to" --Joseph Heller, _Catch-22_ As the NATO rampage continues in Yugoslavia, Western military and political leaders seem to be drifting slowly away from what can be fully explained by institutional analysis. While it's relatively clear why NATO got itself into the current mess, inflating the crisis exponentially to establish a new post-Cold War role for the "alliance" (TM, LucasArts), the logic employed by NATO strategists in their day-to-day rhetoric and actions grows increasingly murky. All told, many hundreds of civilians of all regional ethnicities have been killed in the nightly raids. Meanwhile, I have counted more than 40 mornings in nine weeks when NATO officials or affiliates have announced or "called for" an "increase" in the quantity and strength of the aerial attacks -- even and especially right after accidental catastrophes like refugee bombardments and the Chinese Embassy missile mishap. These demonstrations of Western resolve are used to counter what should be shameful humiliation over vicious blunders. The latest example of such arrogance was the "accidental" bombing of a KLA barracks, immediately followed by an announcement of intensification. Of course, referring to collateral damage as accidental is like telling Gramma you "mistakenly" dropped her favourite vase while tossing it about. NATO's latest attempt at half-assed diplomacy has been to invoke the ultimate Catch-22. They told Milosevic, if he wants "peace," he must extract his troops from Kosovo. But he must do so visibly. However, NATO has admitted that all Serbian forces spotted moving in any direction will be attacked from above with extreme prejudice. "That's some catch, that Catch-22," a reporter reportedly commented. "It's the best there is," replied a Pentagon official speaking on conditions of anonymity. Still hoping to bomb into submission the same population which defeated eight divisions of Third Reich infantry during World War II, NATO's pipe dreams are regurgitated in the corporate media, the latter by now almost fanatical in its willingness to sugar-coat even the most absurd among the military's stances, in ostensible support of forces to which reporters regularly refer as "our troops." A few days after Germany announced, in one of the most refreshing turns of events in more than two months of unchecked aggression, that it would definitely not allow NATO to stage a ground invasion of Kosovo, the BBC web site ran a headline "Allies United on Kosovo Troops." The headline was misleading, to say the least. In reality, the UK and US, at least according to their respective foreign ministers Cook and Alrbight, are gung-ho to invade, even under "non-permissive" conditions. (You may recall such "non-permissive" environments as Japan and Vietnam). In reality, NATO is a schitzophrenic headcase over the issue of a ground war, not least as a result of popular pressure in Italy, Greece and now Germany, where the divided Green Party finally took a stance in favor of de-escalation. In an almost unique display of momentary bias against NATO practice, CNN reported last week on a UN Security Council document claiming Western forces have dropped more than 15,000 cluster "bomblets" (4 out of 5 kids agree they're cuter than their name!) on Yugoslav soil. This saturation has resulted so far in the deaths of over 200 people and wounded 450 more in Kosova/Metohija alone, leaving countless more bomblets waiting to explode. CNN itself referred to the employment of cluster bombs, in addition to depleted uranium ammunition, as the "use of banned weaponry." According to my own research, DU and cluster bombs,

The Kilden joins the Limen, which has been monitoring the NATO electronic traffic in the Adriatic since early April (see Day 8, Update 2, Item 4, Mar. 31). "The Kilden's presence there will mark the first time since 1991 that two Russian intelligence ships have operated in the same area," one Pentagon intelligence official told the Washington Times. The Limen is expected to sail to the Syrian port of Tartas in the next few days for refueling and resupply and probably will return to the Ionian, the officials said. Serbia's military also provided wreckage of a crashed U.S. F-117 stealth fighter to Moscow, the Times said.. A classified report by the National Counterintelligence Center, an interagency group within CIA headquarters, stated in March that Russia was recruiting spies, collecting technology and sabotaging international peacekeeping activities in the Balkans. The report, made available to the Times, said current and former Russian intelligence officials were cooperating with the Serbs. The increase in Russian spying on NATO follows an earlier intelligence report from Moscow indicating the Russian government has ordered all military officers to sever ties to U.S. and Western defense attaches. 2. German Foreign Minister: Russia Might Abandon Serbia; Next Two Weeks Crucial WASHINGTON, May 25 - Despite the reports about the alleged intelligence sharing between the Serbs and the Russians, such as that implied in the previous story, the German foreign minister thinks that when the push comes to shove, Russia will abandon Serbia. Speaking in a joint news conference with Madeleine Albright, the secretary of state, during his official visit to Washington, Germany's Joschka Fischer (yes, the one who got red paint in his ear from his Greens - see S99-77, Day 51, Update 2, Item 1, May 13), said the Russian government "might abandon Milosevic and side with the West." The lab tests were carried out in Bulgaria, the Channel 4 said, also citing opinions by scientists, such as Dr. Klaus Dodds of the London University. After four years of Jimmy Carter's human rights nagging, the region's anticommunist hard-liners were thrilled that they had someone in the White House who understood their problems. The oligarchs and the generals had good reason for the optimism. For years, Reagan had been a staunch defender of right-wing regimes that engaged in bloody counterinsurgency campaigns against leftist enemies. In the late 1970s, when Carter's human rights coordinator, Pat Derian, criticized the Argentine military for its "dirty war" -- tens of thousands of "disappearances," tortures and murders -- then-political commentator Reagan joshed that she should "walk a mile in the moccasins of the Argentine generals before criticizing them. Despite his aw shucks style, Reagan found virtually every anticommunist action justified, no matter how brutal. From his eight years in the White House, there is no historical indication that he was troubled by the bloodbath and even genocide that occurred in Central America during his presidency, while he was shipping hundreds of millions of dollars in military aid to the implicated forces. The death toll was staggering -- an estimated 70,000 or more political killings in El Salvador, possibly 20,000 slain from the contra war in Nicaragua, about 200 political "disappearances" in Honduras and some 100,000 people eliminated during a resurgence of political violence in Guatemala. The one consistent element in these slaughters was the overarching Cold War rationalization, emanating in large part from Ronald Reagan's White House. Yet, as the world community moves to punish war crimes in the former Yugoslavia and Rwanda, no substantive discussion has occurred in the United States about facing up to this horrendous record of the 1980s. Rather than a debate about Reagan as a potential war criminal, the ailing ex-president is honored as a conservative icon with his name attached to Washington National Airport and with an active legislative push to have his face carved into Mount Rushmore. When the national news media does briefly acknowledge the barbarities of the 1980s in Central America, it is in the context of one-day stories about the little countries bravely facing up to their violent pasts. At times, the CIA is fingered abstractly as a bad supporting actor in the violent dramas. But never does the national press lay blame on individual American officials. The grisly reality of Central America was most recently revisited on Feb. 25 when a Guatemalan truth commission issued a report on the staggering human rights crimes that occurred during a 34-year civil war. The Historical Clarification Commission, an independent human rights body, estimated that the conflict claimed the lives of some 200,000 people with the most savage bloodletting occurring in the 1980s. Based on a review of about 20 percent of the dead, the panel blamed the army for 93 percent of the killings and leftist guerrillas for three percent. Four percent were listed as unresolved. The report documented that in the 1980s, the army committed 626 massacres against Mayan villages. "The massacres that eliminated entire Mayan villages are neither perfidious allegations nor figments of the imagination, but an authentic chapter in Guatemala's history," the commission concluded. The army "completely exterminated Mayan communities, destroyed their livestock and crops," the report said. In the north, the report termed the slaughter a "genocide." [WP, Feb. 26, 1999] Besides carrying out murder and disappearances, the army routinely engaged in torture and rape. "The rape of women, during torture or before being murdered, was a common practice" by the military and paramilitary forces, the report found. The report added that the "government of the United States, through various agencies including the CIA, provided direct and indirect support for some [of these] state operations." The report concluded that the U.S. government also gave money and training to a Guatemalan military that committed "acts of genocide" against the Mayans. "Believing that the ends justified everything, the military and the state security forces blindly pursued the anticommunist struggle, without respect for any legal principles or the most elemental ethical and religious values, and in this way, completely lost any semblance of human morals," said the commission chairman, Christian Tomuschat, a German jurist. "Within the framework of the counterinsurgency operations carried out between 1981 and 1983, in certain regions of the country agents of the Guatemalan state committed acts of genocide against groups of the Mayan people, he added. -Caveat Lector- from: http://www.consortiumnews.com/ A HREF="http://www.consortiumnews.com/"The Consortium/A - May 26, 1999 The US-Guatemala File By Robert Parry The modern Guatemalan tragedy traces back to 1954 and a CIA-engineered coup against the reform-minded government of Jacobo Arbenz. But other lesser-known chapters in the blood-soaked saga -- spanning 40 years -- also feature American officials in important supporting roles. Newly released U.S. government documents describe in chilling detail, often in cold bureaucratic language, how American advisers and their Cold War obsession spurred on the killings and hid the horrible secrets. In the mid-1960s, for instance, the Guatemalan security forces were disorganized, suffering from internal divisions, and possibly infiltrated by leftist opponents. So, the U.S. government dispatched U.S. public safety adviser John Longon from his base in Venezuela. Arriving in late 1965, Longon sized up the problem and began reorganizing the Guatemalan security forces into a more efficient - and ultimately, more lethal - organization. In a Jan. 4, 1966, report on his activities, Longon said he recommended both overt and covert components to the military's battle against "terrorism." One of Longon's strategies was to seal off sections of Guatemala City and begin house-to-house searches. "The idea behind this was to force some of the wanted communists out of hiding and into police hands, as well as to convince the Guatemalan public that the authorities were doing something to control the situation." Longon also arranged for U.S. advisers to begin giving "day-to-day operational advice" to Guatemalan police. On the covert side, Longon pressed for "a safe house [to] be immediately set up" for coordination of security intelligence. "A room was immediately prepared in the [Presidential] Palace for this purpose and Guatemalans were immediately designated to put this operation into effect." Longon's operation within the presidential compound was the starting point for the infamous "Archivos" intelligence unit that became the clearinghouse for political assassinations. Longon's final recommendations sought assignment of special U.S. advisers to assist in the covert operations and delivery of special intelligence equipment, presumably for spying on Guatemalan citizens. With the American input, the Guatemalan security forces soon became one of the most feared counterinsurgency operations in Latin America. Just two months after Longon's report, a secret CIA cable noted the clandestine execution of several Guatemalan "communists and terrorists" on the night of March 6, 1966. By the end of the year, the Guatemalan government was bold enough to request U.S. help in establishing special kidnapping squads, according to a cable from the U.S. Southern Command that was forwarded to Washington on Dec. 3. By 1967, the Guatemalan counterinsurgency terror had gained a fierce momentum. On Oct. 23, 1967, the State Department's Bureau of Intelligence and Research noted the "accumulating evidence that the [Guatemalan] counter-insurgency machine is out of control." The report noted that Guatemalan "counter-terror" units were carrying out abductions, bombings, torture and summary executions "of real and alleged communists." The mounting death toll in Guatemala disturbed some of the American officials assigned to the country. One official, the embassy's deputy chief of mission Viron Vaky, expressed his concerns in a remarkably candid report that he submitted on March 29, 1968, after returning to Washington. Vaky framed his arguments in pragmatic, rather than moral, terms, but his personal anguish broke through. The official squads are guilty of atrocities. Interrogations are brutal, torture is used and bodies are mutilated, Vaky wrote. In the minds of many in Latin America, and, tragically, especially in the sensitive, articulate youth, we are believed to have condoned these tactics, if not actually encouraged them. Therefore our image is being tarnished and the credibility of our claims to want a better and more just world are increasingly placed in doubt. I need hardly add the aspect of domestic U.S. reactions. This leads to an aspect I personally find the most disturbing of all -- that we have not been honest with ourselves. We have condoned counter-terror; we may even in effect have encouraged or blessed it. We have been so obsessed with the fear of insurgency that we have rationalized away our qualms and uneasiness. This is not only because we have concluded we cannot do anything about it, for we never really tried. Rather we suspected that maybe it is a good tactic, and that as long as Communists are being killed it is alright. Murder, torture and mutilation are alright if our side is doing it and the victims are Communists. Stepashin and the new crisis confronting Russia's democracy. But the reporters didnt mention Stepashin's role in a troubling chapter of American "lost history," an omission suggesting that Russia's is not the only democracy in trouble. In 1992-93, as chairman of the Supreme Soviet's Committee on Defense and Security Issues, Stepashin oversaw an official investigation into what Moscow's intelligence files revealed about Republican secret activities in 1980 aimed at undercutting President Carter's desperate efforts to free 52 American hostages held in Iran. The long-simmering allegations of Republican sabotage were known as the "October Surprise" controversy, named after GOP suspicions that Carter was hoping to free the hostages right before the November elections. Instead, according to a variety of Iranian officials and foreign intelligence operatives, Republican emissaries, led by Ronald Reagans campaign director William J. Casey, negotiated a secret deal to delay the hostages' freedom. The hostages were freed on Jan. 20, 1981, minutes after Reagan was sworn in. Stepashin undertook the review of Russia's intelligence files at the request of Rep. Lee Hamilton, D-Ind., who was head of a congressional task force assigned to examine the controversy in 1992. Hamilton sent Stepashin the request on Oct. 21, 1992, presumably because some members of the bipartisan House task force suspected that the October Surprise story might have originated as Soviet "disinformation." By fall 1992, under pressure from then-President George Bush and other Republicans, Hamilton already had settled on a finding that there was "no credible evidence" to support the charges that the Reagan-Bush campaign had sabotaged Carter's hostage negotiations. But on Jan. 11, 1993 -- just two days before Hamilton was scheduled to announce his conclusions -- Stepashin reported back with the results of his internal Russian investigation. Translated by the U.S. Embassy in Moscow and forwarded to Congress, Stepashin's six-page report stated that Moscow possessed detailed information about secret initiatives undertaken by the Reagan-Bush campaign to negotiate a delay in the hostages freedom. Stepashins findings implicated George Bush, Ronald Reagan, William Casey and Robert Gates in the pre-election machinations. "William Casey, in 1980, met three times with representatives of the Iranian leadership," Stepashin's report read. "The meetings took place in Madrid and Paris." At the Paris meeting in October 1980, "R[obert] Gates, at that time a staffer of the National Security Council in the administration of Jimmy Carter, and former CIA director George Bush also took part. In Madrid and Paris, the representatives of Ronald Reagan and the Iranian leadership discussed the question of possibly delaying the release of 52 hostages from the staff of the U.S. Embassy in Teheran." Stepashin's report also described President Carter's secret offers to Iran. One key meeting occurred in Athens in July 1980 with Pentagon representatives agreeing "in principle" to deliver "a significant quantity of spare parts for F-4 and F-5 aircraft and also M-60 tanks via Turkey," according to Stepashin's report. In return, Iranians "discussed a possible step-by-step normalization of Iranian-American relations [and] the provision of support for President Carter in the election campaign via the release of American hostages." Stepashin wrote matter of factly about this geopolitical bartering. He observed that both the Reagan campaign and the Carter administration "started with the proposition that [Iran's leader] Imam [Ruhollah] Khomeini, having announced a policy of 'neither the West nor the East,' and cursing the 'American devil,' imperialism and Zionism, was forced to acquire American weapons, spares and military supplies by any and all possible means." The Republicans just won the bidding war. Nevertheless, President Carter had the constitutional authority to conduct negotiations with foreign powers. The Republican campaign did not. Stepashin also described how the Reagan administration fulfilled its debt to Iran. "After the victory of R. Reagan in the election, in early 1981, a secret agreement was reached in London in accord with which Iran released the American hostages, and the U.S. continued to supply arms, spares and military supplies for the Iranian army," Stepashin wrote. The deliveries were carried out by Israel, often through private arms dealers, his report said. Spares for F-14 fighters and other military equipment went to Iran from Israel in March-April 1981 and the arms pipeline stayed open into the mid-1980s. "Through the Israeli conduit, Iran in 1983

"It's like I wasn't president at all," Reagan said in response to one inquiry. Iran-contra special prosecutor Lawrence Walsh accepted that Reagan's memory loss was a consequence of the ex-president's Alzheimer's disease. But the deposition also reveals that Reagan answered in rich detail when questioned about coincidental events not connected to alleged Iran-contra crimes. Despite Reagan's unresponsive answers, the deposition offered a look at unreleased Reagan diary entries that were read into the record. The diary demonstrated that Reagan was intimately involved with the Iran-contra operations and fully aware that some of his actions violated the law. Yet, when Walsh and his prosecutors questioned Reagan about even basic facts that connected to the scandal, the ex-president asserted a near-total lack of memory. Asked if George Shultz was secretary of state in Reagan's second term, Reagan answered, "I think so, but I can't swear anymore." "During your second term was Bud McFarlane the national security adviser?" asked a prosecutor. "I can't tell you or remember when Bud left that job," Reagan responded. Robert "Bud" McFarlane resigned on Dec. 5, 1985, nearly a year into Reagan's second term. On more substantive questions, Walsh's team read entries from Reagan's diary to refresh his memory about the Iran-contra arms-for-hostage deals, but that didn't help. Walsh asked about a Feb. 26, 1985, entry in which Reagan wrote, "Assad seems to be making effort to get four kidnap victims back from Hezbollah." Reagan answered, "You know something? I'm trying to remember now who was Assad." Hafez Assad, of course, was the president of Syria. At another point, Reagan was reminded that "you had a task force on counter-terrorism. Do you remember? I think Vice President Bush headed it." Reagan answered, "I had forgotten about that." When asked a question about a late July 1985 diary entry about "P.M. Nakasone sending emissary, very hush hush," Reagan needed to be reminded that Yasuhiro Nakasone was then prime minister of Japan. "I don't know what that would have been about," Reagan said. "All right, sir," Walsh said. "I'm very embarrassed," responded Reagan. "I'm sorry. It's like I wasn't president at all." Reagan, however, did acknowledge that he approved a plan to have Israel ship U.S. weapons to Iran and then have Israel restocked by the United States, a key question in the legal issue of whether Reagan violated the Arms Export Control Act in 1985. "I have a dim memory of, through Israel, they would make available the weapons to the Iranians, but we would replace the weapons to Israel," Reagan said. "I do remember that we did something of that kind and we replaced with Israel what they had sent the Iranian people." But Reagan's memory was clearer about non-Iran-contra events that occurred in the same time period. When Walsh tried to question Reagan about a key Iran-contra discussion in Geneva in mid-November 1985, Walsh set the stage by mentioning the summit there with Soviet leader Mikhail Gorbachev. The ex-president suddenly launched into a detailed account of the Gorbachev meeting. Gorbachev "replied to our people in the invitation that no, he wanted it in a neutral country. ... He didn't say no to a summit meeting, but he wanted it neutral. We said yes and he was the one that then said by virtue of that, in Switzerland we have the meeting and so we agreed on that. "We had quite a meeting there with him and his people. I can remember a few things about that because of the oddity of it. We decided that the subject of the summit meeting would be mutual reduction of armaments and he agreed on that Then the first meeting with him, real meeting, it was going to be the first meeting in a big home along Lake Geneva and at a table like this only a little longer he and his team on one side and me and my team on the other to deal with the weapons. "I told my people what I was going to do so they wouldn't be surprised. As everybody started to sit down, I looked across the table at him and I said, 'Why don't we let our two teams start this discussion about the reduction of the weaponry and all, and why don't you and I get some fresh air? Echelon is a global communications surveillance system that allows our government to listen in on international phone calls and intercept e-mail and faxes, all without a warrant or court order. In addition to spying on criminal and espionage activities, Echelon also has been known to eavesdrop on Princess Diana and Amnesty International. And stealing proprietary secrets from European corporations is one of its stocks in trade. This may all sound like a bad movie by Albert Broccoli -- American spy agency run amok -- but the nightmare scenario is true. According to two recent reports made to the European Parliament, Echelon tries to intercept all international cellular, fiber-optic, microwave and satellite traffic from around the world, including North America. The voice and data communications are then sent through a filtering system that is programmed to look for certain code words and phrases, like names of individuals and organizations. The filters also search for particular people using voice recognition technology. Anything flagged by the filters is then sent to the intelligence agency that requested it. Echelon is a joint operation between the U.S. National Security Agency and the intelligence agencies of England, Canada, New Zealand and Australia. If the reports about the extent of spying are accurate, then American overseas conversations and data transmissions are being intercepted without any form of judicial or legislative oversight. With Echelon, the NSA may have the largest domestic surveillance system of any spy agency in the United States, including the FBI, yet it's subject to none of the legal constraints. So far, Echelon has been operating under the radar screen of the American public. Internationally, though, government watchdogs and the media have been on to it for years. As early as the 1970s, British researchers uncovered information on a burgeoning international surveillance network. They discovered this by simply connecting the dots -- visually connecting the posted microwave towers in the United Kingdom, which were situated on hilltops always in line of sight to each other. After mapping this transmission path, they were arrested and charged with violating Britain's Official Secrets Act. In 1996, Echelon was further revealed in a book by New Zealand author Nicky Hager. Secret Power exposed the massive reach of Echelon and the fact that, as opposed to Cold War spy networks, it was designed to eavesdrop primarily on non- military targets: businesses, political organizations, governments and individuals. Echelon is particularly disturbing to nations that are competing economically with its members. This month, in the Electronic Telegraph International News, Tony Paterson reported from Berlin that the United States is using Echelon to conduct industrial espionage against German businesses. A former NSA employee who refused to be identified appeared on German television last year and disclosed that the American government has spied on the German energy company Enercon. Satellite information was used to monitor phone and computer transmissions between the company's research facility and its production plant. Information on Enercon's secret invention, which turned wind power into electricity much more efficiently, was then turned over to an American firm, according to the NSA source. When Enercon attempted to market its product in this country, it found the American company had already obtained a patent on the idea and sought a court order to ban the sale of Enercon's products. "Washington has instructed its security services to collect information for the benefit of American industry," wrote Paterson. And according to Hager, Echelon has been used to give negotiators an edge in trade talks. For example, he reported that there was stepped-up monitoring of all nations participating in GATT, or General Agreement on Tariffs and Trade, negotiations. But it's not just governments and businesses that have to worry. Apparently, international charities and human rights groups have been targets of Echelon's big ears. A British intelligence operative told London's Observer that both Amnesty International and Christian Aid have been spied on. Before her death, the NSA had been collecting the personal conversations of Princess Diana. An intelligence expert suggested it was possibly because our government didn't like her activism in support of a treaty to ban land mines. Because Echelon is steeped in secrecy, the

In March, Gen. Charles Wilhelm, chief of the U.S. Southern Command, broached the idea of a U.S.-run military outpost on Venezuela's frontier with Colombia, according to Venezuelan officials familiar with the discussions. The proposal was raised in private meetings involving Wilhelm, Venezuela's President Hugo Chavez and Chavezs national security advisers. The U.S. rationale for the base would be to block the passage of Colombian guerrillas and drug smugglers into Venezuela. The sources said the United States wanted an American-run base as part of a string of outposts in countries bordering Colombia. When that proposal was flatly rejected, the sources said, Wilhelms delegation countered with a plan for a Venezuelan base that would involve American military advisers and hi-tech U.S. equipment, including a computer center, a satellite link, radar and other electronic hardware. While the Americans would control the technology, Venezuelan officers would have free access to the compound, the sources said. An American source said Chavez agreed to give this second option serious consideration. If approved by Chavez, the Venezuelan base would become one of a small network of U.S. listening posts around Colombia. Venezuelan sources said similar U.S.-supported outposts are in the works in Peru and Ecuador to Colombia's south and Panama to Colombia's northwest. Venezuela, however, has the longest common border with Colombia, stretching some 1,000 miles from mountainous terrain near the Caribbean to the jungles of the Amazon Basin. The fifth country that borders Colombia is Brazil. The base proposal accompanied Wilhelms blunt assessment of the deteriorating situation in Colombia, according to the sources. The general argued that the Venezuelan base was needed because the Colombian army had failed to bring the insurgencies there under control. He said the Colombian conflict now was threatening to spill over into neighboring countries. Retired Venezuelan Gen. Jose Antonio Olavarria said Wilhelm told Chavez that the Colombian army was unlikely to defeat the guerrilla forces that have been fighting for more than 40 years and now control many rural areas. Nor does the Pentagon think that a negotiated settlement between the guerrillas and Colombian President Andres Pastrana is likely. As evidence that the guerrillas have no intention of accepting Pastrana's peace initiatives, the U.S. general cited the Colombian guerrilla role in the slaying of three American environmentalists who were on a scientific mission with the indigenous U'wa tribe in early March. Their bodies were found across the border in Venezuela. A commando of the Revolutionary Forces of Colombia [FARC] admitted shooting the Americans for having "entered the U'wa region without authorization." FARC leaders, however, called the shooting an "error" and announced plans to try the commando for murder. On March 17, at the end of his three-day visit, Wilhelm tempered his public remarks about the Colombian situation. In a press release, Wilhelm simply praised Venezuela's support for the peace process in Colombia. "After talks with President Chavez, I am convinced that Colombia has two friends [the United States and Venezuela] who are ready to help," the general said. Though Chavez reportedly was giving a hard look at Wilhelms information about the Colombian threat, some of Chavezs top aides dismissed Wilhelm's alarms. "All this about guerrilla invasions is a lot of BS invented by the Americans to establish a base in our country," complained Interior Minister Luis Miquilena, a former Venezuelan guerrilla fighter himself. "We have plenty of resources to stop them [the Colombians] from crossing the border." But Foreign Minister Jose Vicente Rangel sounded at least sympathetic to Wilhelm's warnings. "We have very disturbing information which leads us to believe that the Colombian armed conflict tends to get more complicated [and] we have to take the firm determination to stop the contamination, but it is practically impossible to prevent certain Colombian violent manifestations from spilling into Venezuelan territory." To demonstrate Venezuelan resolve against that spreading violence, Chavez himself donned a military uniform and traveled to the border. His message was that Venezuelan troops would take action to seal off the frontier against incursions by the warring Colombian factions. But Colombian authorities are clearly suspicious of Chavez. They have accused Venezuela of granting sanctuary to Colombian guerrillas, especially in the

Having been so drastically reduced in size by the Treaty of Versailles, the Reichswehr was all the more stringent in its training programmes. He was to be promoted to lance-corporal on 18 August 1927; to NCO on 15 October 1927; to sergeant on 1 August 1928; to staff-sergeant on 1 August 1929; to second lieutenant on 1 January , and to full lieutenant on 1 May 1933. Among other things, his association with the Bamberg Cavalry allowed Stauffenberg to indulge his love of horses. He had a real passion and an inborn skill for riding and handling horses. When he was billeted on a farmer, he one day came across a young mare among the draught-horses, 'an enchanting personality', as he put it. He bought the mare, trained her to perform the passage and levade and won a prize with her in the difficult dressage test.[2] In later years, he was to buy shares, along with his father-in-law, in a foal named Jagd, which he chose from a stud farm and trained personally. He was to become one of Germany's most prominent horsemen, standing as a candidate for the country's Olympic dressage team. And a decade later, as war drew nearer, he was to prepare for the Staff College in Berlin two markedly different papers that reflected the contradictory aspects of his character, one oriented presciently towards the future, the other rooted firmly in tradition and the past. The first of these papers was a striking and revolutionary advocacy of the deployment of paratroops in a combat role - something unheard of at the time, yet soon to be a' cornerstone of the most advanced military thinking and implemented by the Wehrmacht in such theatres as Holland and Crete The second paper, with an archaic chivalry verging on quaintness, passionately advocated and tried to rationalise the continued use of mounted cavalry in contemporary warfare. In October 1927, as a candidate for a commission, Stauffenberg was posted to the infantry training school in Dresden, where he first met his later co-conspirator, Merz von Quirnheim, and began to learn Russian. In 1928, he received a new posting, to the cavalry school at Hannover, where only the most highly rated sergeants were sent. During the winter of 1927-8, he travelled frequently to Berlin, where he would meet Berthold and Alexander and attend poetry readings at Stefan George's apartment. At the cavalry school in Hannover, he first met one of his future divisional commanders, Major (later Lieutenant-General) Friedrich-Wilhelm, Freiherr von Loeper, who, on the basis of his glowing reports, nominated Stauffenberg course leader. In this capacity, he quickly earned the confidence of both colleagues and superiors. He was an expert at settling differences, acting as a go-between and smoothing out quarrels; he looked for and found the good side to everybody and had an extraordinary knack of making the best of everything.[3] And again, his fierce tenacity and concentration of will displayed itself. He himself had originally wondered whether the illnesses which had debilitated him in childhood might impede his military career. I would like to thank you for providing me this very rare opportunity to appear before this distinguished panel today. It is a great honor and truly a privilege to be included in a process that will determine our nations policies. I sincerely hope that my appearance here today will prevent what has happened to me from happening to any other service man or woman, I would not wish the pain I have experienced for the last 22 months on anyone. This statement is submitted for inclusion in the Congressional Record of the 106th congress of the United States of America. The purpose of this statement is to provide evidence regarding the use of lasers as weapons by documenting the personal experience of Lieutenant Jack Daly, United States Navy, based on the facts surrounding the events of April 4th, 1997 and its aftermath. An effort will be made to show that notwithstanding current agreements and treaties, specifically "Protocol IV of the 1980 Certain Conventional Weapons Convention (CCWC)" agreed to in 1995 and entered into force July 30th, 1998; lasers still pose a significant threat as inhumane weapons. Despite the fact that "Protocol IV of the CCWC" bans the use of blinding lasers, loopholes in the definition of the term "blinding laser" are being exploited. By definition a laser is only considered banned under the current treaty if it causes permanent blindness; however, lasers not included under this definition are still capable of causing serious injuries and unnecessary suffering as well as being potentially blinding. Some of the devices are considered as being designed for commercial vice military usage, yet when directed at a human being can cause indiscriminate effects which can result in permanent damage to the human eye. Laser devices labeled as "dazzlers" may in fact actually be blinding lasers in disguise designed with the intent of causing permanent blindness. Even the laser pointer, an inexpensive and popular briefing and presentation tool has become, in effect, a weapon, due to its injurious effects. Numerous documented cases regarding the use of lasers against aircraft, civilians and military personnel exist, as well as does an all too lengthy list of the injuries that have resulted from the accidental and intentional misuse of the these devices. As a direct result of numerous reports of lasers being directed at commercial airliners during takeoff and landings, the concern has been raised that this in fact may be a new form of terrorism. Lasers are easily obtainable and can be self-manufactured weapons in the terrorist arsenal which essentially can effect a soft kill solution and leave virtually no detectable evidence. Other laser systems are in fact very beneficial to society such as those that are used in industry and medicine. Some military applications have also proven their usefulness; in a defensive role as envisioned in the Strategic Defense Initiative (SDI); the development of laser guided precision munitions has aided in minimizing collateral damage, unnecessary injury and loss of life. Lasers in and of themselves do not pose a threat. It is how they are employed that causes the greatest risk. Certain laser devices can and do represent a clear and present danger to not only military equipment and personnel but also to the civilian population as well. Ignoring these events serves no purpose other than increasing our vunerablity to them and promoting their continued development and use in an illegal manner. It is imperative that the United States take a firm stand against the proliferation of these hazardous, inhumane laser devices and protest their use as weapons. PERSONAL EXPERIENCE My name is Lieutenant Jack Daly. I am an active duty regular U.S. Naval Intelligence Officer who, prior to my transfer to San Diego last year, was stationed at the Canadian Pacific Maritime Forces Command Base, Esquimalt, Victoria, British Columbia, Canada. My intelligence liaison assignment with the Canadian Armed Forces was under the auspices of the Chief of Naval Operations/Intelligence Directorate (CNO/N2) Foreign Intelligence Liaison Officer (FILO) program, managed by the Office of Naval Intelligence (ONI). On 4 April 1997, I, along with a Canadian Air Force pilot, Captain Patrick Barnes, were wounded aboard a Canadian CH-124 helicopter when we were lazed (shot/targeted with a laser) while on an ONI tasked surveillance mission. This surveillance mission was tasked against the Russian merchant ship KAPITAN MAN, which was located five nautical miles north of Port Angeles, Washington in the Strait of Juan de Fuca. As a result of this lazing, both Captain Barnes and I suffered irreparable eye damage resulting in permanent retinal damage (see appendix A). Captain Barnes has

There is treachery in our midst. I have just finished reading the new book, Blinded By Might; Can the Religious Right Save America. Have you seen it, or read it? Blinded By Might was written by Cal Thomas, syndicated newspaper columnist and radio commentator, and Ed Dobson, pastor of Calvary Church in Grand Rapids Michigan, (no relation to Dr. James Dobson of Focus on the Family). Both men were high level leaders in the Moral Majority. Both were close associates of Jerry Falwell. Their book is a "mia-culpa" for having been involved in the political realm, and a challenge to the Church, Christian pastors, and individual Christians to abandon the culture wars. I know this is hard to believe. I still can hardly believe it. But I have read the book slowly and thoroughly. That is why I am so grieved. I give you Cal Thomas' own words: "We have tried to build a strong case for the church to lay down its impotent weapons of political activism in exchange for the greatest force we have to change the world: the gospel of Jesus Christ." (Page 191) I believe this book is in many ways more dangerous than the child-pornography at Barnes and Noble; and certainly more deplorable (in content and aim) than some of the most villainous books of history. Furthermore, the interview the authors did on 60 Minutes was tragic. I ask you for the opportunity to present my case, quote from their book, and then refute their arguments using scripture and logic. Allow me to make some opening remarks. The Grief First, writing this is grievous because these men are Christians. They are brothers in Christ, and I do not relish drawing swords with Christians. Secondly, however grievous, I must respond. Too much is at stake. These men are using out-of-context Bible verses and fatally flawed logic to emasculate and disembowel the Church, her pastors, and ultimately the rank and file. They seek to gut us of courage and vision; they seek to pervert or dismiss our duty; and they seek to justify cowardice, retreat, and escape - all in the name of Christ. Third - I must confess, I am angered: They have falsely represented Jesus, and they have spoken treacherously concerning our duties as Christians. They have said Jesus is not political - yet the scriptures teach he is King of kings, Ruler of the nations, that all thrones were created by Him and for Him, that the government is upon His shoulder, that the increase of His government and peace will have no end. He warns kings and judges to obey him, or he will strike them down if His wrath flares up (Psalm 2). They have said Jesus does not have a "political agenda" concerning laws and government and the judiciary - yet the scriptures show that God has clear laws and guidelines for thieves, murderers, rapists, and those committing assault; The word of God deals at length with legal/judicial questions. He says of Himself there is one Lawmaker - Him. I am grieved that they have changed Christ, the Man of war, into the cosmic coward; that they have painted the one who has a two-edged sword and a rod of iron into one bearing articles of surrender; they have denied the political and cultural crown rights of King Jesus, and have made Christ, His law, and His church subservient to wicked politicians and governments. I am distressed that they use the Bible to further their agenda of glorious defeat, courageous cowardice, and commanded surrender. Like Satan's temptation of Christ in the wilderness, they misquote the Bible for an unbiblical end. They use out-of-context verses and horrible Bible interpretation, while they ignore volumes of Scriptures dealing with our duty in the civil realm. In this dark hour, the church militant - in other words Christians and Christianity that are sweeping and victorious in their sphere and authority; a Christianity that serves, leads, and prevails in the political, judicial, educational, business and cultural realms - the church militant is under attack. Obviously we are attacked by the enemies of God - but far worse; we are under siege from theological traitors and assassins in our midst. These are those that misuse God's Word like a surgeon's knife to castrate us of our will to fight, and disembowel us of our hope for victory. We expect cries for our surrender from the enemy's camp. However, the cries of "Amen," and the raising of white flags tattooed with Bible verses from our chaplains is something new. The Red Cross used to be our rear guard, caring for the wounded: under the leadership of Cal Thomas and Ed Dobson, it would be the vanguard, announcing our intention to lay down our arms.

Jack Daly is looking for some answers to a mysterious laser incident 22 months ago that left him in constant pain and has wrecked a once-promising career in U.S. naval intelligence. Daly was serving as a liaison officer to the Canadian Maritime Defense Force at Esquimalt, B.C., in the spring of 1997 when he went on a routine surveillance flight to photograph a Russian freighter suspected by U.S. and Canadian officials of snooping on the Trident ballistic missile submarines based at Bangor, Wash. While photographing the M/V Kapitan Man, Daly and the Canadian helicopter pilot, Capt. Pat Barnes, were struck by a laser beam that caused serious lesions to their eyes. ``I haven't had a pain-free day since the incident,'' Daly said in a recent interview. Today, Daly is scheduled to tell his story to a congressional committee examining the threat to military personnel from lasers and other high-tech weapons. Rep. Duncan Hunter, R-Calif., has summoned the intelligence and research chiefs from each of the four armed services to testify about high-tech weaponry and the Pentagon's proposed countermeasures. Hunter, chairman of the House Armed Services procurement subcommittee, is also concerned about alleged espionage by Russian commercial ships inside U.S. waters, according to his press secretary, Harald Stavanas. Daly, a 40-year-old Philadelphia native, says he is glad to have the opportunity to testify about laser threats, particularly since two U.S. military personnel were similarly injured in Bosnia last fall. But his satisfaction is bittersweet. ``My career is down the toilet,'' said Daly, who enlisted in the Navy in 1982 and won an officer's commission seven years later. He said his downfall came after he and Canadian officials submitted incident reports on the April 4, 1997, laser firing. The Kapitan Man was five miles west of Port Angeles in the eastbound shipping lanes of the Strait of Juan de Fuca when the Canadian helicopter bearing Daly and Barnes approached to take pictures. By the time the laser burn symptoms appeared the next morning, the ship had entered the Port of Tacoma to unload and take on cargo, Daly and Barnes said in separate interviews. The Pentagon ordered a search of the ship but the boarding team didn't appear until more than 72 hours had gone by, Daly said. No evidence of a laser was found. A Pentagon investigation confirmed the officers had been struck by a laser beam but said it could not determine if the laser was fired from the Russian ship. Daly claims the investigation into the incident was poorly conducted and that it tried to disprove that the two men had been injured by a laser. He filed an official report challenging its findings. Since then, Daly says, he has been passed over for promotion and faces the likelihood of having to retire from active duty this year. Pentagon officials would not comment on whether there was political pressure to warn the Russians of the search and downplay the incident, as Daly claims. Jack Daly, concluded that his injury was consistent with damage that would be expected from exposure to a low powered laser.. 'There is no evidence, however, to pinpoint the source of the laser'..'Specifically the investigation could not link the officer's eye injury to a laser on the Kapitan Man or to any other location." "You have to describe this as a mystery", said Pentagon spokesman Kenneth Bacon. This is dissimulation of the highest order inasmuch as the injury was sustained during an overflight of the ship, which was monitoring the departure of a U.S. nuclear sub from Bremmerton, and no other ships were in the area. The photos of the incident have NOT been released. The incident occurred during the U.S./Russian negotiations about NATO expansion and were, in my view, deliberately played down by U.S. and Canadian authorities to avoid embarrassment to those negotiations. That's how the news media characterized an April 4 incident off the coast of Washington state when a US Navy intelligence officer flying onboard a Canadian helicopter was evidently injured by a laser onboard the Russian trawler Kapitan Man. The confrontation wasn't revealed until The Washington Times reported it on May 14. State Department spokesman Nicholas Burns then disclosed that the United States had "protested" the incident "forcefully" to the Russian government. "I would be concerned any time there might be a violation of agreements pertaining to the use of lasers," Secretary of Defense William Cohen said, pledging a renewed investigation. Cohen's order went out because six weeks after the incident the particulars of what happened remain ambiguous. An authoritative source who was involved in examining the helicopter crew reports that the Navy lieutenant received "mild retinal injury" characteristic of laser exposure. The source called the injury "minimal but conclusive." (The crew was examined by a Canadian doctor the day of the incident and then flown to Brooks Air Force Base, San Antonio, TX.) Search finds no laser Yet when the Coast Guard conducted a standard search of the ship on April 7 after it anchored in Tacoma, WA, no laser turned up. And according to a US Navy officer intimately involved in the crisis, though there was photographic evidence of a "red spot" on the bridge of the Russian ship, some interpreted it as the port running light rather than a laser. "It happened, because the guy is injured," a State Department lawyer says. "But it's not the Cold War, we have to look at other expla-nations, and because we can't prove anything, it's hard to know what agreements apply." Maybe the Russians threw the laser overboard, sources say, or even transferred it to another Russian ship moored adjacent to it in Tacoma. As part of the protest lodged by Washington, Moscow is being urged to cooperate in an investigation. Background The Soviet use of lasers to thwart American surveillance was a staple of Cold War cat-and-mouse games during the 1980s. The worst illuminations occurred in October 1983 and October 1989, according to a heavily censored report of the Defense Intelligence Agency. The hazardous illuminations led in part to the Agreement on Prevention of Dangerous Military Activities (DMA), concluded in 1989 during a period of unprecedented military-to-military cooperation. One of four dangerous military activities it identifies is "using a laser in such a manner that its radiation could cause harm to personnel . . . " However, the DMA only applies to navies. Similarly, the 1973 Incidents at Sea Agreement, which says that ships "shall not simulate attacks," only applies to the high seas and may not cover ship-against-aircraft incidents. Though Pentagon spokesmen hinted to the media that the 1995 protocol banning the use of lasers to permanently blind was somehow applicable, there is no connection. Only the general seagoing rules of the road and the law-of-the-sea admonition against creating hazards cover both the circumstances and geography. Though Russian trawlers are not known to carry lasers, lasers are finding increasing civilian applications at sea. The April 4 incident, if it indeed involved a laser being shot from a Russian ship, is an example of what falls through the cracks. Recognizing loopholes, the USA is already involved in quiet discussions with the Russian government to strengthen incidents-at-sea restrictions, including discussions regarding lasers. Military lasers, because they signify futuristic capabilities, also tend to be cloaked in secrecy. This fact, and the Cold War history of potentially dangerous laser incidents, ultimately fueled speculation and distrust in the news media. But, Lt. Jack Daly told a congressional panel, nothing happened to the Russians while his Navy career is in jeopardy because of official objections to his claims. However, Rep. Duncan Hunter, R-El Cajon, praised Daly for his "good service to the country" and said he would insist that the Navy treat the eye damage "as a service-related injury in every aspect, including its effect on his career." Hunter, who led a successful fight last year to keep a Chinese shipping company from leasing space at the former Long Beach Naval Station, also said he might try to bar Russian ships from ports with sensitive military installations. The incident involving Daly occurred April 4, 1997, in the Strait of Juan de Fuca, near the U.S. submarine base at Bangor, Wash. The Navy intelligence officer was flying in a Canadian helicopter monitoring the Russian merchant ship Kapitan Man, which appeared to be shadowing a U.S. ballistic missile submarine. A suspected laser device fired from the Kapitan Man left him and the Canadian pilot "victims of what could be argued was a hostile act in an undeclared war, an act of terrorism, and, at a minimum, a federal crime," Daly told Hunter's House Armed Services subcommittee on procurement. He and Canadian Air Force Capt. Patrick Barnes have since suffered persistent pain and deteriorating eyesight, Daly said. Although the use of a laser that blinds is a violation of international laws, "no formal or thorough investigation has ever been conducted into the incident," said Daly, now with Amphibious Group 3. Daly said officials from the State Department and the White House insisted on notifying the Russians that the Kapitan Man would be inspected a day later and severely restricted the search. Daly, 40, began his service as a Navy enlisted man and has 16 years of service. Jay Johnson, the chief of naval operations, to insist that Daly's career be protected. Hunter said Daly's experience led him to hold the hearing, which examined protections for military personnel from unconventional threats. Daly Accuses Navy Intelligence of Helping Cover Up Incident February 11 Lt. Jack Daly, the U.S. Navy officer who suffered permanent eye damage when shot by a laser from a Russian spy ship in American territorial waters in 1997, tells a congressional panel about the attack and the subsequent cover-up. The Clinton administration wanted to avoid holding Moscow accountable. The panel is chaired by Rep. Duncan Hunter (R-CA). What follows is a summary of Lt. Daly was stationed as an intelligence liaison officer with the Canadian Armed Forces on a program managed by the U.S. Office of Naval Intelligence to monitor Russian and other spy ships that operated against American strategic ballistic missile submarines and aircraft carrier battle groups in the waters of Washington State and British Columbia. On April 4, 1997, Lt. Daly was ordered on a helicopter surveillance mission to track the Russian cargo vessel Kapitan Man. In American waters, the Kapitan Man was tracking the U.S.S. Ohio, a strategic ballistic missile submarine based at Bremerton, Washington. Lt. Daly and his Canadian pilot, Capt. Patrick Barnes, suffered permanent eye damage when the Kapitan Man fired a laser at -- "lazed" -- the helicopter. A U.S. inspection in 1993 found antisubmarine warfare (ASW) equipment on the Kapitan Man, and a subsequent U.S. inspection found hidden sonobuoys. The FESCO line is known to conduct work against the United States for Russia's GRU military intelligence, according to Lt. Daly. The State Department and the White House National Security Council (NSC) took charge of the case: "Documentation exists that reveals that Mr. Robert Bell of the NSC and then-Ambassador-designate [now current Ambassador] to Russia, James Collins, were involved in the decision making process on how this incident was to be handled." Secretary of State Madeleine Albright and President Clinton were both briefed and consulted, Lt. Daly says. The U.S. notified the Russian Embassy that evening of its intent to board the Kapitan Man, giving the Russian crew 24 hours' notice. "Additional reports indicate that initially the NSC and State Department wanted to allow the Kapitan Man to leave Tacoma, WA without being searched at all, but insistence by the Pentagon delayed the departure and forced a search." "The State Dept. directed . . . [that] the combined U.S. Coast Guard and U.S. Naval intelligence team limit the actual time of the search to no more than two hours and further restricted it to 'common areas' of Kapitan Man only," according to Lt. Daly. The Customs Service and INS were not warned of this, "further limiting the search by minimizing the jurisdictional benefits of these two law enforcement organizations." [Editor's note: When the Washington Times broke the story in 1997, the State Department declined to say whether the Kapitan Man was a spy ship.] "As a result of this 'lazing,' both Captain Barnes and I suffered irreparable eye damage resulting in permanent retinal damage. . . . Captain Barnes has been permanently grounded as a result of this incident and has lost all flight qualifications. He will never fly again. The statement that the Pentagon released to the press on June 26th, 1997, that our injuries were healed, was erroneous. . . ." Jack Daly is looking for some answers to a mysterious laser incident 22 months ago that left him in constant pain and has wrecked a once-promising career in U.S. naval intelligence. Daly was serving as a liaison officer to the Canadian Maritime Defense Force at Esquimalt, B.C., in the spring of 1997 when he went on a routine surveillance flight to photograph a Russian freighter suspected by U.S. and Canadian officials of snooping on the Trident ballistic missile submarines based at Bangor. While photographing the M/V Kapitan Man, Daly and the Canadian helicopter pilot, Capt. Pat Barnes, were struck by a laser beam that caused serious lesions to their eyes. "I haven't had a pain-free day since the incident," Daly said in a recent interview. Tomorrow, Daly will tell his story to a congressional committee examining the threat to military personnel from lasers and other high-tech weapons. Rep. Duncan Hunter, R-Calif., has summoned the intelligence and research chiefs from each of the four armed services to testify about high-tech weaponry and the Pentagon's proposed countermeasures. Hunter, chairman of the House Armed Services procurement subcommittee, is also concerned about alleged espionage by Russian commercial ships inside U.S. waters, according to his press secretary, Harald Stavanas. Daly, a 40-year-old Philadelphia native, says he is glad to have the opportunity to testify about laser threats, particularly since two U.S. military personnel in Bosnia were similarly injured in Bosnia last fall. But his satisfaction is bittersweet. "My career is down the toilet," said Daly, who enlisted in the Navy in 1982 and won an officer's commission seven years later. He said his downfall came after he and Canadian officials submitted incident reports on the April 4, 1997, laser firing. The Kapitan Man was five miles west of Port Angeles in the eastbound shipping lanes of the Strait of Juan de Fuca when the Canadian helicopter bearing Daly and Barnes approached to take pictures. By the time the laser burn symptoms appeared the next morning, the ship had entered the Port of Tacoma to unload and take on cargo, Daly and Barnes said in separate interviews. The Pentagon ordered a search of the ship but the boarding team didn't appear until more than 72 hours had gone by, Daly said. No evidence of a laser was found. A subsequent Pentagon investigation confirmed the two officers had been struck by a laser beam but said it could not determine whether the laser was fired from the Russian ship. Daly claims the investigation into the incident was poorly conducted and that it tried to disprove that the two men had been injured by a laser. He filed an official report challenging its findings. Since then, Daly says, he has been passed over for promotion and faces the likelihood of having to retire from active duty later this year. Pentagon officials would not comment on whether there was political pressure to warn the Russians of the search and downplay the incident, as Daley claims. Several other intelligence officials, who requested anonymity, have said the Kapitan Man and other ships in the Russian Far Eastern Shipping Co. fleet have attempted to track Trident submarines ever since Puget Sound ports were opened to vessels from the former Soviet Union eight years ago. Rep. Norm Dicks, D-Wash., says he has received briefings confirming the Pentagon's suspicion. Daly alleged the Pentagon and the Canadian military halted the surveillance flights of the Russian ships immediately after the 1997 laser incident. One senior member of the staff of the Joint Chiefs of Staff at the time told the Post-Intelligencer there was "a great desire to have this incident go away" because the Clinton administration was concerned about its relations with Moscow. Daly has undergone extensive treatment for the burns to his eyes at the Brook Army Medical Center in Texas. For example, we spent $127 million for "servicing and repairs to ships"; this would appear in the eleven billion figure but not in the nine and one-half billion figure covering what we actually shipped to Russia, which alone is under discussion in this chapter.] I am sure that most people are under the impression that by far the greater amount of Russian Lend-Lease shipments were munitions. But from the Government's own figures in the Twenty-First Report, we learn that the contrary is true. The lesser part, or 49%, was for munitions. The greater part, or 51%, was for non-munitions! Here are the figures: Munitions $4,651,582,000 49% Non- Munitions 4,826,084,000 51% TOTAL $9,477,666,000 100% What exactly is meant by "munitions" and how much did we spend in each classification? The Twenty-First Report breaks down all Russian munitions under Lend-Lease into these five classifications, with the following expenditures: All Munitions 1. Aircraft and parts $1,652,236,000 2. Motor vehicles and parts 1,410,616,000 3. Ordnance and ammunition 814,493,000 4. Tanks and parts 478,398,000 5. Water craft* 295,839,000 TOTAL $4,651,582,000 [2] [ *In addition to a merchant fleet, we gave the Russians 581 naval vessels. Though they agreed to return all the ships at the conclusion of war, they are still holding most of them. Among the few returned: the radar-equipped light cruiser Milwaukee, 4 frigates, and a couple of badly used icebreakers. The original list included 77 minesweepers, 105 landing craft, 103 subchasers, 28 frigates, 202 torpedo boats, 4 floating drydocks, 4 250-ton pontoon barges, 3 icebreakers, 15 river tugs, and the light cruiser.] Few citizens, if any, would cavil at the sums expended in any of the foregoing categories. Most, like myself, would probably say "Well spent!" But now let's take a look at the greater category, the 51% of non-munitions. We find that they break down into: All Non-Munitions Petroleum Products $ 111,075,000 Agricultural Products 1,674,586,000 Industrial Materials Products 3,040,423,000 TOTAL $4,826,084,000[3] Since we gave the Russians planes, tanks, ships and motor vehicles, it is easy enough to grant that "Petroleum Products," the necessary oil and gas and fuel, are a justifiable wartime expenditure. Though the Government does not do this, to my mind the $111,075,000 could logically be included under "Munitions." But what about the rest of this greater part of Lend-Lease? In the spirit of humanity, let us pass over the enormous figure of $1,4674,586,000 for "Agricultural Products," even though we never got so much as a formal "thank you" from the Russian people or their leaders, and even though the dislocations and shortages caused in our own domestic economy by these tremendous shipments of foodstuffs are only too vivid in our memories. There still remains the largest figure of all, $3,040,423,000. We now discover that one-third of the whole of our nine and one-half billions of Russian Lend-Lease comes under the heading of "Industrial Materials and Products." It is this category which conceals a multitude of sins, run-ning the gamut from such military secrets as uranium and other atomic bomb ingredients, down to the Moscow amuse-ment park which I will show you was paid for by Lend--Lease. And under which of President Truman's four main headingsMunitions, Petroleum, Agricultural, or Industrial- could the following items legitimately be listed? Cigarette cases Fishing tackle Phonograph Dolls records Bank vaults Household Ladies' compacts furnishings Sheet music Lipsticks, Playground perfumesequipment Yet these are things which we sent to Russia under LendLease, as I shall shortly show you in detail. Some families, such as the Rockefellers, have traditionally made it a point to keep their children in the dark about the meaning of Rockefellerdom for as long as possible, and Rockefeller governesses were instructed to remove, from locked closets full of toys, only one toy per child daily, lest the young be overcome by the trappings of great wealth. In at least one Rockefeller nursery, a miniature kitchen was built adjoining where the children were taught to cook simple, unaffected dishes such as hamburgers, fried potatoes, and spaghetti. Once a week, furthermore, the children entertained their parents in the nursery for an evening meal the children had prepared. "I learned what it meant to be a Rockefeller long after I learned there was no Santa Claus," says one of the family. What was his reaction? "It frightened me terribly. I had nightmares for weeks. I was certain that someone would try to kidnap me." The Aldriches, who are related to Rockefellers by marriage, are similarly minded, and Lucy Aldrich Devens recalls that it was "many years before I realized that there was any money around." She was so strictly and carefully reared that she actually thought the Aldriches were poor. Some families are more direct, and a Connecticut mother believes in taking her small children with her on her regular rounds of personal charity, visiting her "favorite unfortunates" and delivering Christmas turkeys, toys, and hand-me-downs so that the children can see, without having it painfully explained, "the difference." To some, the difference is made clear at an extremely early age. A passenger in the nursery school car pool in Westchester was awed, recently, by the size of the home of one of his schoolmates. "Wow!" be cried. "You live in a castle!" The young man replied crisply, "It's not a castle. It's a mansion." A youth at the Hotchkiss School was, however, sixteen years old before he realized that everyone in the world was not precisely in his family's circumstances. He had managed to wheedle, from the family's cook, the promise of a bottle of whiskey to take to a party, and he had arranged to call at her Harlem apartment to pick it up. The young man had known the cook in terms of the coziness of the family kitchen and the starched amplitude of her white uniform. The squalor of the Harlem apartment, and the realization that the preparer of so many delicious family meals actually lived in such a place, was shock enough. But he says, "The door to her only closet was standing open, and inside, hanging neatly, were all my mother's old dresses. The sight of those cast-off dresses nearly knocked me over. Nothing could have brought home the gap the gulf between us with more impact. She gave me the bottle, and I could barely bring myself to look at her, I was so close to crying." But most families prefer that their children make the discovery in less dramatic fashion, that the dawning of the idea of "difference" come gradually and painlessly by a kind of social osmosis. The theory is that if a child is placed in the proper mixture of the right schools, the right dancing classes, the right parties, resorts, and summer camps, the desired result an unsurprising marriage to someone of the same class will inevitably take place. Of course this formula is not foolproof (even the most carefully brought-up young lady may fall in love with an Italian ski instructor), but in general it can be relied upon to work. The same osmosis principle is trusted when it comes to imparting political values, philosophies, and eventually party affiliation. Though one cannot guarantee it, one hopes that one's children will grow up to be right-thinking Republicans by simply following the example of their parents. In this endeavor, the right schools are supposed to help, but, again and again it is a shock to parents to discover that most schools make no attempt at all to instill political ideas. In fact, many prep school teachers take a sly delight in trying to "liberalize" Republican-oriented

The waterway will be improved to make it a true highway from the Black Sea to Central Europe. * This will help the economies of the area and give the refugees work But, not enough "War" has resulted to keep the world economies from crashing. Which means, the only way to keep the world out of a worldwide depression that could see half the world dying from starvation will be to start a war in which half the world MAY die from "accidental" bombings and forced population relocations. The war in Kosovo was created for more purposes than can be listed. Faction 1 and Faction 2 both have their own agendas. Faction TWO's Agenda in Kosovo 1. To bring back the Cold War which will derail the plans the New World Order has to create a One World Government by the year 2000 2. To get rid of Milosevic so Europe won't have a pirate raiding their ships on the Danube 3. To rebuild Serbia and make it part of the new European Trade Zone 4. To rebuild the bridges over the Danube insuring the shipping lanes can support the largest ships and barges, and handle maximum shipping traffic 5. Hackworth, 25 May 1999 While bombs rain down on Yugoslavia and politicians around the globe argue about expanding or ending that terrible conflict, America again honors its dead and living veterans from past wars on this Memorial Week. The ultimate reward for our living veterans who have "walked the walk" in the valley of death would not be more stale parades, perfunctory celebrations and recycled Memorial Day speeches, but only that we listen to their counsel regarding the most critical decision a country can make: to employ the military solution. Had President Clinton sat down with a group of veterans -- veterans who had stormed the beaches of Normandy and Iwo Jima, stopped communist attacks on snow-covered mountains in Korea, waded through the minefields of Vietnam and whipped Saddam in the Gulf -- and asked their advice about jumping into a civil war in Yugoslavia, they'd have said, "Don't go there." And had he abided by their hard-won wisdom, America would not now be sinking in that quagmire or have kick-started another cold war with China and Russia. Unfortunately, President Clinton never calls upon our vets for advice about matters affecting the security of our country. Instead, he seeks counsel from advisors such as "It-will-be-a-short-war" Albright, "Just-give-us-a-little-more-time" Berger, and "We-are-prevailing" Cohen, an inner circle of dilettantes with a perfect record of fumbling badly in the life-and-death matters of war. Back in Arkansas, when Clinton's septic tank overflowed, I'm sure he had the horse sense to bring in a plumber rather than a lawyer. Smart folks like Albright, Berger and Cohen wouldn't know a plunger from a monkey wrench -- just as they can't possibly know a real war from an episode of "M*A*S*H". And while we assume Clinton's uniformed advisers know their job, so far they're performing that old familiar go-along-to-get-along dance -- much as the members of the Joint Chiefs of Staff did during the Vietnam War -- instead of standing tall and sounding off. After the bombing began, 2.8 million members of the American Legion did sound off. They called on President Clinton and Congress to pull United States military forces out of Yugoslavia immediately. Their commonsense stand didn't get much ink or tube time, and the majority of Congress gave it a miss, a clear indictment of just how much influence our veterans have in an America where so few members of the federal government or the media have worn our country's uniform. Today, school shootouts take up more tube time than repeated threats from the Russians that World War III is once again just a launch away! In the presidencies of war veterans Harry Truman and Dwight Eisenhower, the America Legion's message would have been carefully considered. It also would have been well-reported at the top of the news by the Edward Murrows and Walter Cronkites, reporters who saw combat and well understood the horror and waste of war. But today's news anchors -- among whom only Dan Rather has served our country in uniform (and he was medically discharged before finishing Marine boot camp) -- chose to ignore the veterans. Harold L. -Caveat Lector- From wsws.org World Socialist Web Site www.wsws.org WSWS : News Analysis : Europe : The Balkan Crisis NATO's public face: Jamie Shea By David Walsh 27 May 1999 Back to screen version The following caption appeared in April under a photograph in the Washington Post: NATO spokesman Jamie Shea expressed regret over civilian losses from the bomb attack that hit a convoy in southeastern Kosovo. Regret? The photo doesn't appear to show a man expressing regret. Shea looks rather pleased, as though the value of his ten thousand shares of XYZ.com had increased by 5 percent or a rival had disgraced himself. In gene ral, NATO's public representative seems to take immoderate pleasure in describing scenes of violence and death. Does Shea's prominence as NATO's spokesman say anything about the war and those social layers supporting it? Each day the most powerful armed forces in the world are bombarding a defenseless smaller nation. Thousands of bombs and missiles are laying waste to industry, power facilities and transportation. Civilians die and the en tire region is plunged into abject misery. In other words, the great powers are once more pursuing their predatory aims. And this barbarism is carried out in the name of human rights and democracy. We are witnessing, more than witnessing, a new round of murderous humanitarianism. Upon whom will it fall to represent this festival of violence and hypocrisy in the public arena? Let us try to imagine the social and psychological type. First of all, he would have to be devoid of principles, a willing a nd eager tool of authority. A product of a reactionary time; let's say, a social climber. Someone who decided to throw his lot in with the establishment years ago and has had no qualms about it since. Once having taken the side of authority, he discovered there was something intoxicating about it. He enjoyed the sight of weaponry. In the presence of generals and admirals his personality blossomed. He felt powerful asso ciated with power, less like an accountant or a dental assistant. Had there been slights at some point in the past? He might take definite delight in inflicting pain, and even find that difficult to hide in public. A perp etual smirk, for example, might give him away. Shea seems the embodiment of the NATO operation, its fitting public face. He announces with relish the day's toll of destruction; he denies indignantly that the most recent bombs have struck civilian targets ... until the next day, when he admits that they have; he then regrets the latest deaths, which, however, are understandable and unavoidable considering the nature of the conflict, and so forth. Who is Shea? I assumed that he was some sort of low-level public relations man. Not so. He is a Senior Official on NATO's International Staff and considered something of an academic heavyweight in those circles. He was born in south London in 1953 of humble origins, attended Sussex University, where he earned a First in History and French, and Oxford, where he collected a doctorate. The title of his thesis? European Intellectuals and the Great War 1914-1918. Having gone to work at NATO in 1980, by November 1988 Shea had risen to the post of Assistant to the Secretary General for Special Projects. The position involved speechwriting, the ghostwriting of articles, press release s and official communiqués. He became Deputy Head and Senior Planning Officer, Policy Planning Unit and Multilateral Affairs Section of the Political Directorate in 1991. He was named Spokesman of NATO and Deputy Direct or of Information and Press in July 1993, the jobs he currently holds. Shea has served under three NATO secretaries-general. According to CNN, He was at the late Manfred Woerner's side when the NATO secretary-general gave the go-ahead for air strikes in Bosnia. He was also spokesman for Wi lly Claes, the Belgian social-democrat and NATO secretary-general, who had to resign after being implicated in a corruption scandal. Specializing in security matters and international politics, Shea has a career as well as an academic. He has taught at the Université Libre de Bruxelles [Free University of Brussels] and lectured to French military offic ers on international relations and NATO affairs at the University of Lille. He is an Associate Professor of International Relations, American University, Washington, DC; he has served as the director of its Brussels Overs eas Study Program. He has been an Adjunct Associate Professor at Michigan State University's James Madison College for a decade and directed its Summer School in Brussels. He is co-authoring a forthcoming book, NATO in th e 1990s, with Professor Michael Schechter of MSU. From Irish Times Thursday, May 27, 1999 Majority in Greece wants Clinton tried for war crimes -- A majority of Greeks wants President Clinton to face war crimes charges for his role in the Kosovo conflict, while just 14 per cent want President Slobodan Milosevic tried, an opinion poll showed yesterday. The poll showed 69.7 per cent of Greeks want Mr Clinton tried and 35.2 per cent want the British Prime Minister, Mr Blair, also charged over NATO's campaign of air strikes against Yugoslavia. But only 14 per cent believe Mr Milosevic should face international sanctions for his role in the repression and expulsion of Kosovo's ethnic Albanian population. The poll was carried out by the ICAP Institute, which questioned a representative sample of 1,000 Greeks between April 29th and May 5th. Around 13 per cent also want to see the NATO commander, Gen Wesley Clark, tried for war crimes and 9.6 per cent the NATO Secretary General, Mr Javier Solana. Nearly 85 per cent attributed the NATO operation to a US "show of force" and only 2.5 per cent saw it as a reaction to "ethnic cleansing". The poll published in Greek newspapers yesterday confirmed the overwhelming opposition of Greeks - 99.5 per cent - to the NATO action in Yugoslavia, which began on March 24th. The Greek press gives full coverage to NATO "atrocities" while glossing over the fate of the hundreds of thousands of ethnic Albanian refugees. Greece - a NATO member - enjoys good relations with Serbia and the majority of its people are Eastern Orthodox Christians. Faced with massive opposition at home, the Greek government has called for an end to the air campaign and for priority to be given to a diplomatic push for peace. Greece's ruling Panhellenic Socialist Movement (Pasok) has gained ground on the conservative opposition two weeks before the June European elections, but a large number of Greeks are still undecided, two opinion polls showed. A Metron Analysis poll published in the daily, Ta Nea, yesterday gave Pasok 29.4 per cent support and the opposition New Democracy 31.4 per cent. Some 36 per cent of voters said they had faith in Pasok to manage the economy best, compared to 24.3 per cent who thought New Democracy would do a better job. Another poll, by pollsters Opinion and published in Eleftherotypia, said Pasok had 27.4 per cent support and New Democracy 29.5 per cent, with 11.6 per cent still undecided. ~ After all, isn't the reportage suggesting a shortage of bombs? Thursday, May 27, 1999 Viagra curb is ruled unlawful -- Britain: The British government may face a multi-million-pound damages claim over the anti-impotence drug Viagra after its original decision to restrict NHS supplies of the drug was ruled unlawful by the High Court yesterday. Viagra's manufacturer, Pfizer, is considering suing the government for loss of profits. It may also mount a legal challenge to the current prescribing restrictions, which limit the drug to just 17 per cent of impotence sufferers. The High Court ruling could lead to other drug companies which have had their treatments restricted on the NHS also mounting challenges to the government. Mr Justice Collins ruled that interim guidance to GPs by the Health Secretary, Mr Frank Dobson, not to prescribe Viagra when it was first licensed in the UK last September broke domestic and European law. He said Mr Dobson had unlawfully interfered with a GP's ethical and contractual duty to exercise professional judgment on whether patients should receive the drug. Or is it just a congressional funding fox-trot? == By A USAF Warrior I have witnessed the closing of Kelly AFB in San Antonio, where the C-5 used to undergo programmed depot maintenance and modification. It is not only a very large aircraft, but also a very complicated heavy maintenance bird. We averaged about 2 completed aircraft a month at Kelly prior to its moving to Warner Robins AFB in Georgia. About 15 percent of the work force transferred with the work to WR. Now the average number of C-5's being completed each month there is between one half and one. We are currently in the mode of transferring the F100 engine from Kelly to Tinker AFB in Oklahoma. As you may know, this powerful engine is the workhorse of the F15 and F16. These planes are currently in use in the "conflict" in Serbia. About 1300 mechanics and support staff will need to be moved to Oklahoma in order to support this work. Current estimates are that about half will move up Interstate 35 to Oklahoma City. All of this work needs to be fully operational at Tinker by December of this year. Would you please explain in one of your columns how this giant shell game of moving huge workloads around the country is beneficial to readiness? The GAO bean-counters who said that this will save DoD money refused to look at how readiness would be affected. With the new Federal Employees Retirement System (FERS), civilian defense workers don't lose a penny of their retirement if they just quit DoD, like they would under the old Civil Service Retirement System (CSRS). Therefore, just like the pilots who quit because they don't want to split up their family, so can civilian defense workers at the closing depots. Inexperience new-hires at the gaining bases will take 2-3 years of "reinventing the wheel" of old workloads. This is painfully evident from talking to my friends who moved to Georgia with the C-5. With future base closings in the news, someone needs to explain that they were originally to close old, outdated bases, not modern bases with huge workloads that are vital to readiness. Although Nato is only officially planning for a peace implementation force of 50,000-60,000 troops, there is a growing feeling in Washington and London that the alliance must prepare itself for a much bigger operation, involving 150,000-160,000 troops. Mr Clinton's dramatic conversion, after weeks of apparent reluctance to send in ground troops, has emerged in the light of detailed briefings from General Wesley Clark, the Supreme Allied Commander, last week. A new sense of urgency has been injected into Nato's contingency planning because of a warning from the military that a decision will have to be made "by mid-June" if the alliance is to contemplate a ground offensive. The tight timetable is being dictated by the alliance's determination to start returning ethnic Albanian refugees to their homes in Kosovo before the winter. The huge number of troops required for such an operation will be a daunting challenge for Nato. However, alliance sources said that with Mr Clinton committed to defeating Mr Milosevic one way or another, the US would be expected to contribute more than half of the force. They estimated the US contribution could be about 90,000 troops who would be deployed from America, not from Germany. They might include the 12,500-man US 82nd Airborne Division, based at Fort Bragg in North Carolina, which was deployed in the Gulf War in 1991. Britain and France would also be expected to play a major part. Yesterday, George Robertson, the Defence Secretary, took the first step by announcing an extra 12,000 troops and support personnel for the peace implementation force, called Kfor. This will bring the total British military strength committed to the Kosovo crisis in Albania, Macedonia, Italy and the Adriatic to more than 19,000. Although Mr Robertson insisted that it was not an invasion force, Tony Blair indicated in the Commons that the troops could be used for a combat role. The alliance sources said that the size of an invasion force would depend on the amount of damage achieved by the airstrikes against the Serb troops in Kosovo over the next few weeks. Last week, it was estimated that the Serb strength in the province remained at about 40,000 in spite of two months of bombing. However, Nato still hopes that the intensified bombing campaign combined with Russian diplomatic efforts will persuade President Milosevic to agree to the alliance's five conditions for stopping the airstrikes. It is also recognised that if Nato were seen to be preparing for a land offensive, while backing Moscow's peace diplomacy, it could seriously undermine the already strained relations between Russia and the alliance. Another key factor is that the alliance itself has to be held together, and any formal request made to the 19 member states for authority to plan for a ground war could damage the unity that has been maintained so far. Germany indicated yesterday that it would not veto a move towards a ground war, although its troops would not take part. One resolve shared by the whole of Nato is that Mr Milosevic must not win, and the alliance sources said that if the air campaign and diplomatic efforts failed to get the Yugoslav leader to back down within the next three weeks, there would be no alternative but to prepare a ground offensive. The alliance sources admitted that the operation would be difficult, "but not impossible", and that a number of ways into the province were being studied.
