Many of the complaints of government non-lethal torture attacks assume
that the methods used are one or more forms of radiation, usually
electrical in nature.

While this may be true in some cases, the method actually in use is a
very sophisticated form of binary chemical warfare. The targeted victim
has been sensitized to various infernal gasses. The sensitizing agent
may be applied by means of gas "A" or sneak drugging.

After sensitization, the application of gas "B" results in the victim
experiencing varying degrees of pain, disorientation, confusion, panic,
and paranoia. Various physiological abnormalities manifest as a result
of attacks over a prolonged period of time. The injuries may require
surgical procedures to rectify.

The binary gas attack technique has an enormous potential for inducing
widespread mayhem as well as mood changes in legislative bodies. It is
a great boon to secret applications since the method maximizes
confusion as to who did what at what time and place.

Its use seems to have been limited to tormenting and effectively
neutralizing persons whom the government views as a threat to national
security (read: the security of the federal gang). Whether the
perceived threat is real or imaginary is beside the point.
The government gang of mercenary thugs  knows exactly why it deserves
enemies.

These diabolical and very tricky techniques of government torture have
been extensively tested "in the field" upon emotionally disturbed
persons with a history of hospitalization. Sensitized in a place away
from home, the victim's subsequent complaints at home when hit with gas
"B" are incomprehensible to those who are in close proximity to him.
With a history of hospitalization, the victim's complaints can be
plausibly dismissed with the catch-phrase "it's all in head."

The specific gravity of the gasses is apparently adjustable. Gas "B"
can be diffused in a low-level stretch of highway which the victim is
approaching. It is a black bag technique with numerous variants all of
which cause the victim pain and sometimes severe injuries without
anyone near the victim having the slightest idea of what's actually
happening. Introduced into a basement the gas may rise, escaping
detection by gas chromatographs at ground level.

Secret binary chemical (gas) warfare is the government's ace-in-the-
hole. Recently, in some jurisdictions, the possession by civilians of
gas masks has been decreed to be unlawful and forbidden.

The topic is scary and is totally avoided by the prostituted corporate/
government media criminals. Everyone is led to believe that hi-tech
secret torture techniques must be radiant and electrical in their
fundamental nature. This is simply not the case -- sneak sensitization
and gassing is what's actually going on.

Oh i dunno - things have a way of tricking down to us plebes once in a
while - besides who but the "elite" could've accomplished such fiats of the
technocratic society we now live in and make use of.

It takes many factors - hard work, brains, nous, investment, and so on, to
get things achieved on whatever playing field you're on in this world - and
for all this planets woes, and evils, its the only one we have - so we ought
to work together as much as possible, and as best we can, even against all
odds at times. As to the "evil" dudes - well generally, when there's an over
abundance of rats, they tend eat there own anyway. Plagues will come of
their own accord, lets not start them or add to them.

Of course greater technological strides, also pose greater risk - hence
intense research, laws, guidelines, and thought, ought to be essential
components more than ever. Whilst humanity exists, for the present in a
"good and evil" paradigm - that is, there near always seems to be some
quirky negative that accompanies and shadows every positive advance in the
modern era, that extra bit of caution would not go astray - as it does
however, seem to be going presently.

 This stuff is truly frightening.  Anyone who thinks human clones are not
already walking and talking better just rethink their position.  Genetic
modification, cloning and the like, offer promise for better things for
everybody (who wouldn't like to have ready ade spare parts if yours fail?),
but it will only be the ELITES who have the best and SAFEST stuff.  Us
cannon fodder will have to make do with the second rate untested crap which
causes cancer, environmental waste, etc.  I suppose it is only a matter of
time before "Animal Farm" comes to life and we have pigs with human arms and
legs, now THAT is going too far in MO.

  year and could be followed by the other animals shortly,

  York Times claimed.
 
  As with GM vegetables, the FDA's remit extends only to
  food safety, and so long as the mega-fish are not found to
  damage human health, they will be certified safe. Federal
  regulation, the paper says, is running well behind advances
  in the bio-technology sector, and the ease with which GM
  fish, pigs etc can reach consumers only exposes the many
  loopholes. In what one scientific critic described as
  "ludicrous", the FDA has decided to treat GM salmon as a
  drug and not a food for regulatory purposes.
 
  It currently has no authority to approve new foods before
  they go on the market - an omission which suits the
  producers, many of which are big and politically
  influential conglomerates. Nor can the growth hormone be
  regulated as an "additive" because it is not deemed to
  change the nature or quality of the fish.
 
  A further obstacle to the regulation of GM produce in the
  US is that ecological concerns are handled by the
  Environmental Protection Agency, quite separately from food
  safety, and it is environmental concerns that could be
  uppermost with GM fish.
 
  The newspaper cited one recent study as showing that
  certain types of wild fish could become extinct if they
  mated with GM fish: second generation GM fish, it was
  found, are shorter-lived and may be more prone to disease
  than conventionally bred fish.

Children Possibly Exposed to Hepatits A

May 3, 2000 — More than 700 California youngsters may have been exposed to
hepatitis A when they ate strawberry-topped waffles at a Head Start program.
The children, ages 3 to 5, were immunized against hepatitis on Wednesday, and
139 adults who ate the strawberries will also be immunized against the
disease.

The fruit was distributed by the Sysco Corp., who reported the possible
contamination last week. It takes 15 to 50 days for hepatits A symptoms to
appear.

Hepatitis A, which affects the liver, can cause nausea, vomiting, diarrhea
and jaundice in adults but is relatively mild in children.




Rare Disease Alert in New Zealand

May 1, 2000 — An alert for the rare but often fatal illness of amoebic
meningitis was issued in the Waikato region of New Zealand on Monday after a
10-year-old girl was diagnosed with the disease. The last case of amoebic
meningitis is believed to have occurred at least 20 years ago.
Health officials warned that the illness is spread in heated swimming pools.
The young victim had swum in thermal pools in central North Island during
Easter vacation.

Waikato Medical Officer of Health Dr. Dell Hood said, "The main message is
not to jump or dive into such pools, and not to put your head under." She
cautioned that anyone experiencing symptoms of vomiting, headaches and fever
should quickly seek medical attention.

Rediscovering the Fourth Amendment.



 
As little as 50 years ago, American movie audiences could be expected to hiss
and boo as the Nazi Gestapo agent was shown insinuating himself through the
passenger cars of some European train, ominously hissing, Papers,
please? 



 Only in totalitarian police states (Americans then understood)
were citizens subject to random searches -- or any requirement that they show
their papers at the mere whim of a suspicious government
official. 



 Then things began to change in America. Where once the Fourth
Amendment (The right of the people to be secure .against unreasonable searches and seizures, shall
not be violated) was presumed inviolate, now police complained such
restrictions were making it impossible to fight the War on Drugs. 



 The courts responded to the pragmatic realities of
the Drug War by granting police a progressively greater presumption of
compelling need to violate the terms of the Fourth first in a few
cases of fleeing suspects; then in random traffic
stops; finally tumbling down the slippery slope so far that today,
It's OK that you killed these innocent homeowners in their beds, as long
as it was your anonymous informant
who got the address wrong. But you really should pay to fix the
door. 



 Now, finally, the U.S. Supreme Court seems to be rediscovering
that ancient right of the people to be secure ... 



 In 1997, Steven Dewayne Bond was a passenger on a Greyhound bus
en route from California to Arkansas, when the bus was stopped at an
immigration checkpoint in Sierra Blanca, Texas. A Border Patrol
agent checked the
passengers' immigration status, and then felt their luggage. 



 The agent squeezed a canvas bag in the bin over Bond's seat, and
later told the court his perception of a ''brick-like object led him to
suspect it contained drugs. When the agent asked Bond if he could open the bag,
the agent testified he was told, Go ahead. 



 Inside, the agent found a brick-shaped object covered in tape,
later revealed to contain methamphetamine. 



 Mr. Bond was convicted of drug possession and
conspiracy (an all-purpose add-on charge, these days). Unless he
manufactured the drugs from scratch, he obviously had to have
conspired with somebody.
The appeals court said the agent needed no search warrant, since Mr. Bond gave up any reasonable
expectation of privacy when he exposed the bag to the public by
putting it in the overhead bin. 



 But on April 17, the U.S. Supreme Court overturned Bond's
conviction, Chief Justice William H. Rehnquist writing for the court that Physically invasive inspection is ... more
intrusive than purely visual inspection. A citizen does not waive his
privacy rights when he places his belongings in a piece of luggage, under the
absurd theory that he is then inviting one and all to feel the bag in an
exploratory manner, the court ruled. 



 The 7-2 court majority is a strong one, with only Justices
Antonin Scalia and Stephen Breyer dissenting, on the theory that enforcing the
Fourth Amendment could deter law enforcement officers searching for
drugs (Justice Breyer
absurdly adding that travelers who want to safeguard the contents of their
luggage from public touch should plan to pack those contents in a suitcase with hard
sides. Sure. And those of us travelling by air can demonstrate our
reluctance to waive our privacy rights by simply buying luggage
with lead panels designed to block the omnipresent X-Rays ... right?)




 Indeed, the Fourth Amendment certainly does deter law
enforcement officers searching
for drugs. It doubtless does so every day. But an explicit delegation of power to
Congress to fight a War on Drugs is
difficult to locate -- some even arguing that the unenumerated
rights protected by the Ninth Amendment must include the once unrestricted
right to consume alcohol and other drugs, as our ancestors were free to do from
1600 to 1915 -- lest why would a constitutional amendment have been required to outlaw alcohol in 1919? 



 I believe this is a correct and sensible reading of the Ninth.
But even if the drug war were somehow legitimate, whenever a freedom
specifically guaranteed by the Bill of Rights comes into conflict with the
convenience of the police,
the Bill of Rights must clearly prevail.




 If the War on Drugs cannot co-exist with the Bill of Rights,
then it is time to call a halt to the War on Drugs for that reason, alone. 



 In the meantime, the 7-2 majority of the high court managed to
do the right thing in the case of Steven Dewayne Bond (Bond vs. U.S.,
98-9349.)

We were just off the shore of South Carolina when Hubbard was warned that
IRS agents were waiting on the docks to arrest Hubbard, so we headed for
Bermuda, where we stayed for several weeks.

This wonderful, peaceful voyage across the Atlantic, unbeknownst to me, was
to be the calm before the storm. All hell was about to break loose.

Here We Go Again -- Another Rollercoaster Ride
While we were in Bermuda, Quentin returned from his vacation and dropped a
bombshell. It seemed that his father tried to hush it up, but Quentin told
me the whole story in a very calm, detached way. According to what Quentin
told me, he had decided to kill himself again and had constructed an
elaborate plan for his suicide. He flew to New York and took a room at the
Times Square Hotel. He then took his passport, which was his only form of
ID, and hid it behind the bathroom mirror in his hotel room. He didn't want
anyone to know that he was the son of L. Ron Hubbard when his body was
found. He then flew to San Francisco, where he planned to jump off the
Golden Gate Bridge, but when it came time for him to jump, he just couldn't
do it. After that, he was found wandering around on a road when he was
stopped by police who were looking for someone who had committed a crime.
They determined that Quentin didn't fit the description of the suspect, but
since he seemed confused and disoriented, they took him to a mental
hospital. In order to protect his family's name, Quentin pretended to have
amnesia. He was in an institution for about two weeks when someone from
Scientology tracked him down, at which point Quentin "regained his memory"
of who he was and was released. He told me this story in a very
matter-of-fact tone of voice, as if he were telling me about an innocuous
vacation itinerary. I was horrified, and he noticed. He remarked that the
expression on my face looked like the expression on his mother's face when
he told her about it. Quentin and his mother were very close. In spite of
all her other faults, Mary Sue really did love her children and Quentin
seemed to be her favorite.

To this day, I don't know if it was L. Ron Hubbard or Mary Sue, but someone
was very upset that Quentin told me what happened. David Mayo, the Senior
Case Supervisor, ordered me not to see Quentin anymore, without telling me
who the order came from or why. I don't think the order originated with
David. I asked him what was really going on and he flatly refused to discuss
the matter further. David and I had gotten along pretty well in the past,
but he was very firm on this issue. So was I. I said that Quentin was my
friend, he needed me and I was going to be there for him. I told him that my
personal life was none of his business. We got into a big argument. David's
wife, Merrill, a top auditor on Flag, tried to get me to shut up to protect
me, but I wouldn't back down. She knew I would get into trouble if I made
waves, and she was right. David warned me that if I continued to see
Quentin, I would be sent to the RPF. I continued to argue with him, and he
put me on a retread, which meant I had to go back and review certain
materials as an auditor. He also had an ethics officer talk to me, warning
me of the consequences of having anything further to do with Quentin. I was
supposed to just follow orders like a good little robot, but at that point,
I still wasn't completely brainwashed, so I refused. I defied the order and
kept right on seeing Quentin. There was still nothing sexual going on
between us, but other people thought that there was and that we were hiding
it. One time I had made a joke to Quentin taking a shower with him and
somehow this came up in one of his auditing sessions and was written down,
so I suppose David assumed that something was going on. I was incensed that
my personal life was being interfered with and wasn't going to stand for it.

Meanwhile, I had finished my retread of course materials and was back
auditing on my Class VII internship. I was auditing another intern, Rick, on
Power processes. His auditing went very well and he completed the grade
before all the processes had been run. In Power, at the time, if the PC went
exterior (meaning if he had an out of body experience), he was considered
complete on the grade and no more Power processes or its companion, Power
Plus were to be run. This was the case with Rick, and he happily attested to
completion of the grade. One week later, Rick came down with a cold and I,
as his auditor, was immediately blamed and accused of "out tech". Hubbard
personally ordered to see the folder, which was something he didn't often
do. The folder was inspected by one of his teenage messengers, Jill Goodman,
who was not a trained auditor and didn't know the first thing about what to
look for. She told Hubbard that I hadn't taken the correct action to repair
his Power Plus, which was a bald faced lie.

Those of us in the RPF began to spend more and more time on the photo shoots
and less and less time on the RPF. Hubbard eventually formed an org called
the "LRH Photoshoot Org", which consisted of many RPF members. For some
reason, other than occasionally modelling for some of his pictures, I was
not on the staff of the photo shoot org. The RPF gradually dwindled down
until Ron Hopkins and I were the only ones left. Finally, the RPF disbanded
entirely, and I was assigned to do Folder Error Summaries ("FESes"), which
means going through people's auditing folders and noting down auditing
errors that were made and the progress of the case, or lack, thereof. I was
still not allowed to audit, but I was no longer on the RPF.

In the fall, Hubbard sold the ship and we all moved to a land base at the
Fort Harrison Hotel in Clearwater, Florida. The accomodations there were a
big improvement over the ship. I shared a hotel room with two of my best
friends, Lieke and Karen, both auditors. To anyone else, the room might have
seemed crowded, but to us, we had more space than we had in years, as we
were used to sleeping in a room with 50 other women on the ship. We even had
a television set in our room. I hadn't watched TV in years. I would go up to
my room during lunch breaks and after a day's work and watch TV. My favorite
shows were "Star Trek" and "Bewitched", both in reruns at the time. Many
people in the Sea Org loved Star Trek since we liked to think of ourselves
of being on a mission, like the crew of the U.S.S. Enterprise.

In Florida, I continued FESing folders, which wasn't the most exciting job
in the world, but it was peaceful. Some of the people who's folders I FESed
were celebrities, such as Karen Black and Chick Corea. One day I went to see
the intern supervisor at the time, Brian Livingstone, about getting my
certificates back as an auditor. I assumed that he knew that LRH had ordered
my certificates cancelled, but he didn't remember. Just as he was going to
write me out a program, Judy Thiery came over to us and told him that LRH
had cancelled my certificates. Brian was furious with me and accused me of
trying to trick him. I said that I thought he had known what had happened
with me and was just trying to find out how I could Bet my certificates
back, but he refused to have anything further to do with me.

In May, the Commanding Officer of AOLA, Gary Epstein, decided that he wanted
me to return to Los Angeles and made a request to Flag. I was ordered to
return to Los Angeles and assigned the position of Director of Processing at
the Advanced Org in Los Angeles (AOLA), where I had originally come from.
Before I left, Jeff Walker finally gave me a program that I could follow to
regain my certificates as an auditor. As Director of Processing, I would be
responsible for the solo auditing of all the people who came to AOLA to do
the Clearing Course and OT levels. Even though it was a much better position
than I currently had, FESing folders, I was very sorry to leave Florida. I
had requested to remain in Florida, but my request was denied and I had no
choice but to go to LA.

In May, 1976 I assumed the post of Director of Processing at AOLA. I felt
very much alone and kept my distance from everyone. Some people seemed to be
in awe of me because of the fact I had spent so much time on Flag. No one
knew about the trouble I had been in. I never got close to anyone at AOLA,
the whole time I was there.

Like most Sea Org living quarters, the condition of the house I lived in was
shabby, but I had my own small room. The house was in LA and we commuted by
van to Hollywood every day, where the org was located. As Director of
Processing, I was receiving bonuses in addition to my regular Sea Org pay,
so I decided to take an apartment outside the staff house at my own expense.
I shared a very nice two-bedroom apartment across the street from where I
worked, with two men who worked for the Guardian's Office, but were not Sea
Org members. I shared a room with one of the men, Gene, but our relationship
was strictly platonic. We slept in separate beds.

Living outside of Sea Org housing was unusual for a Sea Org member, but I
managed to get away with it, probably because I had come from Flag and no
one dared to challenge me. Living in that apartment gave me more privacy
than I'd had in years. I was becoming increasingly aware that I was not
happy at all in the Sea Org. Gene was the only person I was at all close to
and he wasn't in the Sea Org, even though he was in Scientology. I missed my
friends on Flag (Florida) very much, especially Quentin. Quentin and I wrote
to each other regularly.

During the time I was in LA, I increasingly spent more and more time alone.
I would go to my apartment every chance I got, just to get a way from the
org. Sometimes, during my half hour lunch break, I would go there and just

I had saved up about $200 when I was Director of Processing and getting
bonuses. When I left that position, I no longer got the bonuses that went
along with it; only Sea Org pay, which was $10 a week at the time. Soon my
$200 would be used up and I would have no money to go anywhere and would
have to give up my apartment. I concluded that if I wanted to leave the Sea
Org, it would have to be that day, before a Committee of Evidence was
convened on me.

It happened that I had the afternoon off that day, which gave me the perfect
chance to leave, since I would not be missed until the following day, but I
still hadn't made a final decision. I went for a swim, took a shower and put
on a new dress my mother had sent me. Then I went to a pay phone and called
the airlines to see if I could get a plane out of LA, but all the flights
were booked up. Then I walked to the bus station to see when the next bus
left to Michigan. There was a bus leaving at 6:00 PM and the fare was $125,
which I could afford. The time was 2:30 PM. I returned to my apartment and
found one of my roomates there. I tried to act normal. He went out to get a
paper and I started to pack some of my things. Soon he returned and I
hastily hid what I had packed. I told him I had just been for a swim and the
water felt great, hoping he would go for a swim. Fortunately, he did and I
was left alone, once again.

Now there was nothing to stop me from leaving except the barriers I imposed
on myself. For what seemed like a long time, but was probably no more than 5
minutes, I agonized over the final decision I knew I would have to make. I
wanted to go, but was afraid. I knew that this would be my only chance to
go. If I didn't do it that day, I might not get another opportunity for a
long time, if ever. Yet I still vacillated between whether to go or whether
to stay. I felt like I was making the biggest and toughest decision I ever
had to make in my life. I finished packing some of my clothes in a small
carry-on bag. I kept telling myself that I wasn't happy and that things were
not going to get better; yet I still hesitated.

Then, suddenly, I realized that making the decision to leave was never going
to be easy and if I waited for it to feel easy, I would never do it.
Finally, I took the plunge. I gathered up a few of my things and left the
apartment. I knew I couldn't take everything I had with me because I might
run into someone I knew on the way to the bus station and would have
difficulty explaining the suitcases. I just took a small carry-on bag, a
plastic bag and my handbag. I even made up a story to explain why I was
carrying these bags if I ran into anyone on the street but, fortunately, I
didn't have to use it. I was terrified of running into someone in the group,
and of being stopped and locked up against my will.

As soon as I arrived at the bus station in Hollywood, which was about a
10-minute walk from my apartment, I purchased my ticket to Michigan. Then I
called my mother and told her I was coming home. She was overjoyed and
strongly supported me in my decision to leave. She said, "I always knew you
were a free spirit."

At 5:00 PM my bus left Hollywood for LA, where I was to change busses. I had
a splitting headache and was still worried about someone finding me. It
wasn't until my bus pulled out of LA at 6:00 PM that I finally began to
relax. I felt more relieved than I ever felt in my life. I felt as if a big
weight had been lifted off me and that I was free at last.

I Begin My New Life
For nine months, I didn't do anything but stay home, try to make some sense
out of what I had been through and adjust to my new life. One week after I
left, I started recording my thoughts about what had happened to me in a
journal, which I still have. I was very confused. For several months, I saw
no one but my parents and felt very much alone.

Six weeks after leaving, I made an attempt in my journal to analyze the
group to see if I could figure out what went wrong. I wrote, "There is
something very wrong with the way this group is being run -- something very
basic that I can't quite put my finger on." At this point, I was not yet
willing to hold LRH responsible for the situation and I didn't know anything
about mind control. However, there is one observation that I made that I
consider to be an insight that was of great value to me: that there was
little or no real caring about people as human beings. People were only seen
in terms of their usefulness to the group.

An example I came up with was a young woman from Holland who was being
trained as an auditor on Flag. She was still having difficulty with the
English language and, as a result, had trouble with understanding the course
materials and later, in her attempts to audit people. She was never able to
progress beyond the most basic levels as an auditor because of her

The historical beginnings of German interest and research into the Antarctic
or South Polar region began in 1873 when Sir Edward Dallman on behalf of the
newly founded German Society of Polar Research discovered new Antarctic
routes with his ship GRONLAND. Dallman discovered the
"Kaiser-Wilhelm-Inseln" at the western entrance of the Biskmarkstrasse along
the Biscoue Islands.


Exploring the polar regions, the Germans were already quite innovative, for
the GRONLAND was the first steamship to see the Antarctic ice. Within the
next 60 years 2 further expeditional thrusts took place, and two complete
expeditions were fulfilled, namely 1910 under Wilhem Filchner with his ship
DEUTSCHLAND, and 1925 with the special designed polar expedition ship, the
METEOR under the command of Dr. Albert Merz.


During the years before WWII the Germans claim to parts of Antarctica and
the wish to possess their own base there grew stronger. By this time proof
of Germany's claim to Antarctica by employing a single military strike
seemed to be the best option. Hitler himself was anxious for a foothold in
the Antarctic and such a claim could be used for National Socialistic
propaganda and a further demonstration of the new "Superpower Germany."


On the other hand, for political reasons, provoking the Allies had to be
avoided. Germany was at this time not completely prepared for the coming
war. As a matter of fact, the idea of a semi-civilian expedition in
cooperation with the German national airline company, the LUFTHANSA
developed. The command on this strike was given to the polar-experienced
Captain Alfred Ritscher, who had already led some expeditions to the North
Pole and proved courage and skill in critical situations. The selected ship
was the MS SCHWABENLAND, a German aircraft carrier used since 1934 for
transatlantic mail delivery by special flight-boats.


The MS SCHWABENLAND left the port of Hamburg on December 17th 1938
heading to the Antarctic on a precisely planned and determined route that
reached the ice on January 1 ~h 1939. The following weeks on 15 flights the
flight-boats PASSAT and the BOREAS flew across some 600,000 square
kilometers and made more than 11,000 pictures of the area. Nearly one fifth
of the whole Antarctic area was scanned this way, thus documented for the
first time and simultaneous claimed to be German territory. To stress this
claim on the outside too, the two planes dismissed several thousands of
drop-flags, special metal poles with expedition's insignia on them, the
swastika." The whole territory was renamed NEUSCHWABENLAND.


In 1938, long before the end of the Second World War, the Nazis continued to
send out numerous exploratory missions to the Queen Maud region of
Antarctica. A steady stream of expedkions were reportedly sent out from
South Africa. Over 230,000 square miles of the frozen continent were mapped
from the air, and the Germans discovered vast regions that were surprisingly
free of ice, as well as warm water lakes and cave inlets.


One vast ice cave within the glacier was reportedly found to extend 30 miles
to a large hot-water geothermal lake deep below. Various scientific teams
were moved in to the area, including hunters, trappers, collectors and
zoologists, botanists, agriculturists, plant specialists, mycologists,
parasitologist,

Although the Cold War is apparently over, one reason that the United States
may feel compelled to build secret aircraft and exotic weapons is that other
countries may have exotic weapon systems of their own. In February 1992,
Russian President, Boris Yeltsin, proposed to the United States and the
United Nations to develop a global defense shield (with "Star Wars" type
weapons) based on Russian Technology.


Some might wonder what the Russian's could have developed in the way of
Space Weapon's technology since the United States has claimed that the
Soviets couldn't keep up with high technology development. The little-known
truth is that the Russians started deploying an operational "Star Wars"
defense system in 1977, and it has greatly grown and improved since then. It
is a space triad, built around charged-particle beam and neutron particle
beam weapons.


In September 1977 the Russians started launching manned killer satellites,
called "Cosmo's Interceptors," armed with charged-particle beam weapons,
into earth orbit. By April 1978 there were about thirty-six satellites in
orbit, by that time they had reportedly destroyed all American spy and early
warning satellites.


On September 27, 1977,  a Cosmos Interceptor m Earth orbit used a
neutron-particle beam weapon to wipe out a secret American laser-beam base
nearing operational status in Copernicus Crater on the moon. The Russians
then quickly deployed their own military bases on the moon. This was the
second leg of their space triad, starting on October 4, 1977, with seven
charged-particle beam weapon bases on the near side of the moon, and three
support bases on the far side.


The first test of the moon base weapons occurred on November 19, 1977,
ironically at about the same time as the release of the first "Star Wars"
movie with its "Death Star" weapon. The Russians were aiming at the eye of a
cyclone near India. However, they miscalculated the deflection of the beam
by the Earth's magnetic field, and the beam struck the ocean too close to
the shore causing
a tidal wave that killed hundreds of people in India and Bangladesh. A blast
of charged-particle beams from two or more of the Russian moon bases fired
in
quick succession would create the destructive effect of a hydrogen bomb.


The third leg of Russia's triad of space weapons is the "Cosmospheres." The
first-generation Cosmospheres were weapon's platforms that were
Electrogravtic, powered by nuclear reactors. The ships were horizontally
positioned by rocket thrusters, and were invisible to radar beyond about 40
miles, possibly from a stealth-like radar-absorbing coating on their
surface.


The Cosmospheres were armed with charged-particle beam weapons and equipped
with 'Psycho-energetic range finding," which tunes into the actual atomic
signature of a target or object and cannot be jammed. Some of these craft
were also armed with microwave brain-scrambling equipment.


In late 1977 and early 1978, there was a strange rash of air booms along the
east coast of the United States. These air booms were never satisfactorily
explained, by either the government, the scientific establishment, or the
news media. The mystery explosions couldn't be positively identified wit any
particular Super Sonic Transport plane (SST) or other aircraft, and indeed
they were much louder than aircraft sonic booms.


The giant airbooms were actually caused by Russian Cosmospheres f'ring
charged particle beams down into the atmosphere. The main

oldest demonstrated this when he was 18 months old, by eating a green
crayon. It takes about 24 hours to get results. BMs are much cheaper
than GM, too.

Judges Authorize More Wiretaps

 WASHINGTON (AP) - The number of wiretaps authorized by
federal and state judges rose by 2 percent last year, with more
than 70 percent of them approved to investigate possible drug
crimes, the government reports.

 Federal courts authorized 601 wiretaps in 1999, up by 6 percent
from  566 authorized a year earlier, according to figures released
this week by the Administrative Office of U.S. Courts.

 State judges allowed 749 wiretaps last year, down by 2 percent
from the 763 authorized a year earlier. The 1998 number had been
a 24 percent increase from the previous year.

 Last year's numbers add up to 1,350 wiretaps authorized by federal
 and state judges, up from 1,329 in 1998. A decade earlier, in
1989, there were 763 wiretaps authorized nationwide.

 Seventy-two percent of all wiretaps were aimed at catching drug
criminals. Also investigated with wiretaps were alleged crimes of
racketeering, homicide and gambling.

 The report said 676 orders were for electronic wiretaps - such as
buggings of cellular phones and electronic pagers - compared with
399 for stationary phones. In 1998, there were 576 electronic taps
and 494 for stationary phones.

 Jim Dempsey of the Center for Democracy and Technology, a
privacy advocates' group, said, ``The fact that the greatest rate of
increase is in the newer technologies undercuts the argument that
we normally hear from the government about how hard it is for them
to do their job in the face of new technology.''

 The report said judges authorized all wiretaps that were requested.
``That says to me the legal standards are not strict enough,''
Dempsey said, while ``more and more information is out there to be
intercepted.''

 The federal government, the District of Columbia and 42 states
allow courts to order wiretap surveillance.

 New York had by far the most wiretaps authorized, with 343. Next
was California with 76, New Jersey with 71, Pennsylvania with 69
and Illinois with 50. Those states made up 81 percent of all
authorizations by state judges.

Lawyers Run For Non-judicial Office? Ronald Bibace is a Fort Lauderdale
businessman and constitutional scholar.
 

Lawyers who are members of the
Florida Bar are barred legally from running for public office in the executive
and legislative branches. The Constitution prohibits them from running for
mayor, commissions, school board, sheriff, the Legislature or any other elected
office that is not part of the judicial branch of government.
 
The language of the Florida Constitution's separation-of-powers clause, Article
II, Sect. 3, is unambiguous. It states: No person belonging to one branch
shall exercise any powers appertaining to either of the other two branches
unless expressly provided herein.
 
In 1949 the Florida Bar was unified with, and became a part of the
Supreme Court. (See Petition of Florida State Bar Assn. 40 So. 2d 902.) That
made every state Bar member/lawyer a person belonging to the judiciary
branch
of government. They are, therefore barred from holding public office in
the other two branches of government.
 

This prohibition is not an
unintended consequence of the 1949 action by Florida's lawyers. The
prohibition lies at the very heart and the soul of both the Florida and the US
constitutions.
 

Nonlawyer James Madison's
Constitution had one principal goal: to create a government that had sufficient
power to govern, but insufficient power to oppress. To do so, he neutralized
the first four known sources of tyranny,
which he identified as the monarchy, the aristocracy, the military and the
church. Madison then addressed the last source of tyranny, which he defined as:
a same-hands group or faction that had a common interest adverse to
the Nation as a whole. Lawyers and every other professional group fit
this definition. To protect the state against this same hands
tyranny,



Madison implicitly instituted
the separation-of power principle in the US Constitution. In Florida, Article
II, Section 3, is the explicit state equivalent. Florida lawyers and the judges
have ignored this prohibition.
 

What is true in Florida is also
true all over the land. From this abuse of power by the legal profession, this
nation now suffers from what Madison, Montesquieu, Thomas Jefferson and
Alexander Hamilton called, the very definition of tyranny. That
tyranny arises when a single same-hands group makes the law,
enforces the law and interprets the law.
 

That tyranny, whether or not
perceived, is at the heart of most of the nation's problems in the areas of
crime, education, health, welfare, frivolous lawsuits, devastating divorces and
countless other problems.
That tyranny has undermined the Constitution and fundamentally flawed all
government. It has resulted in enormous harm to people, both in dollars and
emotional distress.
 
Historically tyrants neither acknowledge their tyranny nor voluntarily give up
their power. That explains why the members of the legal profession are in a
state of denial.
 

That is why the people must
correct the situation by voting all lawyers out of office outside the judicial
branch. Until that occurs, very little substantial and permanent improvement
will occur anywhere. If the situation is not corrected, the nation likely will
go down to chaos, revolution and, perhaps, even civil war in the near future.

May 5, 2000 — Stripped of its harmful components, the AIDS virus could become
a vital weapon in the fight against genetic diseases, cancer and even AIDS
itself, a research team announced Thursday.
The team from the Pasteur Institute in Paris said it can show that the AIDS
virus is capable of introducing genes into an organism to replace faulty
genes which can provoke genetic diseases. The virus could also be used as a
"transporter" to deliver a vaccine to suppress cancerous tumors, or in the
case of AIDS to introduce blocking genes to stop the spread of the virus.

"All the genes in the (AIDS) virus would be replaced by 'healing-genes', and
we would only keep from the actual virus the machinery which allows it to
penetrate into cells," according to study leader Pierre Charneau.

The transporter virus is to be tested soon on monkeys infected with the SIV
virus, closely related to HIV. Researchers will use it to try to stop the
illness which normally kills the animal within six months.

HAARP is a difficult technology for environmental impact-analysis.
Historically there are several separate environmental impact issues around
HAARP:

1) HAARP's detrimental environmental impact on the ionosphere, the
magnetosphere:

Earth Island's articles are probably the classic on this issue, they are
critiques
of the original Environmental Impact Statement for HAARP.  You are quite
right-
HAARP could deconstruct the ionosphere, and hence destabilize the biosphere.

2) HAARP's use as an electronic weapon, for Mass Mind Control and/or
environmental war (Weather and Climate war; Tectonic war).

This possible function of HAARP is much more problematical to discuss.
One reason is that environmental and mind control weapons generally use
electromagnetic pulse (EMP) generators, where as HAARP is an ELF (extremely
low frequency) generator.  You will find experts to be virulently
divided as to the Mind Control or Weapon's potential of HAARP.

The problem is that the issue of electronically induced Mind Control, and
environmental weapons is real.  Its victims are real, ranging from the
individual to entire nations and regions of people.  Likewise, the issues of
tectonic warfare and climate warfare, documented since the mid 1970s. are
real.

One way to continue the dialogue around this issues, without the skeptics
going into denial (which is harmful to the body politic), may be to focus on
EMP weapons, which the HAARP issues sort themselves out.

The essential problem for the public interest scientist, and the
environmentalist is that electronic weapons are military secrets.  Therefore,
all of the research and applications of EMP weapons are classified, and it is
difficult to access information. HAARP was different, since it involved an
antenna farm in Alaska, and was thus subject to environmental impact laws.

My suggestion would be to run Internet searches on terms such as "EMP"
environmental war" "EMP and weather war" etc. and build up a research data
base.  At this stage, probably the most well known application of EMP weapons
is as anti-population mind control weapons.

From an environmentalist's perpective, the weather, climate and tectonic war
applications are relevant, as are the straight-on enti-environmental impacts
such as destruction of tjhe ionosphere.

Dam Politics: How Three Gorges Plays in Beijing

Summary

Citing environmental and financial concerns, members of the Chinese
People's Political Consultative Conference (CPPCC) petitioned the
government to slow work on the Three Gorges Dam. The CPPCC is a
consultative body with little official power but a constituency
that covers all of China. The real target, however, is not the dam
but its patron, the hardliner Li Peng. The dam is in the middle of
a political struggle, and the results of the struggle will alter
the balance of power within the Communist Party.

Analysis

Fifty-three engineers and water experts urged the Chinese
government May 3 to delay work on the Three Gorges Dam, according
to the South China Morning Post. The petition was more than a
judgement on the environmental and financial wisdom of the project
- with one third of the signatories belonging to the Chinese
People's Political Consultative Conference it was a political
attack on Li Peng, the head of the National People's Congress and
the dam's biggest sponsor.

The Three Gorges Dam is one of the biggest construction projects in
history. If completed, the 600-foot structure blocking the Yangtze
River will be the largest hydroelectric dam in the world - five
times wider than America's Hoover Dam. The government expects it to
supply China with 11 percent of its power. However, this progress
comes at a cost, as more than 1.2 million people in more than 1,400
towns will be displaced by the reservoir.

Corruption and mismanagement have plagued construction. The project
was originally expected to cost about $11 billion, but recent
estimates put that cost at more than $24 billion, not counting the
cost of resettling those displaced by the waters. Stories about
shoddy engineering are common. The Chinese government has admitted
that more than $56 million was stolen from the project last year,
but that number is probably low.

The dam might not even work. Petitioners argued that the dam's
water reservoir could submerge drainage outlets in the nearby city
of Chongqing and back up its sewage system. Upstream, silt will
build up and make it difficult to produce hydropower.

The Three Gorges Dam sits squarely in the middle of the ideological
debate over the direction of China's economy. Prime Minister Zhu
Rongji, the country's leading reformer, has responsibility for the
dam but has consistently criticized it. Li Peng, a 72-year-old
Soviet-trained engineer and Zhu's biggest rival, is the real
sponsor. Li has advocated the dam since the idea was brought up
under the original economic reformer, former President Deng
Xiaoping, and Li had responsibility for the dam until 1998.
President Jiang Zemin appears content to let the two sides attack
each other.

The state of the Three Gorges Dam reflects poorly on Li, and
criticizing the project is the same as criticizing Li. This latest
attack is particularly well timed, as the Chinese government has
started out the year with a strong official stance against
corruption. Li's apparent hypocrisy makes him look all the worse.
Li can hardly proclaim the advantages of state control of the
economy while connected to a colossal failure.

He has two ways of avoiding this fate. First, he could whip the
construction project into shape, cutting graft, improving work
quality and showing the world the efficacy of Chinese central
planning. Much more likely, Li can try to shift the blame for the
project on to Zhu's capitalists and their forerunners. Even better,
Li can blame the one man who can't fight back - the late Deng
Xiaoping. After all, it was his idea.

The 26 million tons of concrete for the dam will likely be poured,
if by nothing else than bureaucratic inertia. However, it will cost
the Chinese government an incredible amount of money and a large
amount of credibility as well. Zhu will continue to hound Li, and
Jiang will likely let the two sides spend time fighting each other.
Li can do what he can to shirk the responsibility, but his power
will be restrained by the 600-foot reminder that all of China can
see.

Judge Rekindles Self-Defense Debate
LONDON (Reuters) - A British judge rekindled a national debate about
self-defense when he said a man who beat an intruder with a baseball bat used
reasonable force, newspapers reported Friday.

The judge's ruling followed widespread condemnation of a life jail sentence
imposed on British farmer Tony Martin after he shot and killed a teenage
burglar.

Conservative leader William Hague had called for the legal system to be
rebalanced in favor of the victims of crime.

David Summers, 21, suffered a cracked wrist, elbow, ribs and skull after he
broke into Lee Gapper's house, according to the reports. The judge said
Gapper, 20, and his lodger George Goodayle, 21, used reasonable force after
the break in.

``You brought that (the beating) on yourself and I have no sympathy for those
who receive hurt while committing a crime,'' the Guardian newspaper quoted
Judge Hugh Mayor as saying.

Gapper and Goodayle had been arrested, but prosecutors decided against
prosecuting them, the paper said.

British forces go for horse power

A BRITISH cavalry regiment serving in Kosovo is to
revert to its historic form of transport, replacing the
Challenger 2 battle tank with horses.

A special "riding troop" is being formed from the Royal
Scots Dragoon Guards - motto "No one touches me with
impunity" - to mount horse patrols in the most
mountainous areas in northeast Kosovo. The regiment is
based in Pudujevo.

Unable to drive their Land Rovers, let alone their
Challenger 2s, the most advanced tank in the British
Army, along the winding tracks, the regiment's
commanding officer, Lieutenant-Colonel David Allfrey,
came up with the idea of using horses.

Until now the regiment has had to resort to foot patrols.
The cavalrymen need to patrol in the hills to reach the
village of Slipovo to protect Serb families.

The regiment is advertising for local horses. The riding
troop wants 15 horses. "Provided they get enough, the
troop will start patrolling on horseback in a few days," a
spokeswoman for the British forces in Kosovo said.

A British officer in Kosovo added: "Our tanks and our
armoured personnel carriers cannot cope with the hilly
terrain around Pudujevo and sending in foot patrols just
takes too much time. Horses can cover the ground a lot
quicker than any other form of transport."

 For almost one year the non-Albanian detainees are being held without the
 prospect of trials in court. According to press statements, not even
 preliminary examinations are being conducted.

 At the same time, assassins motivated by Albanian nationalism such as the
 recent case of Dzeljalj Ademi, who threw a hand grenade in the Serb
Ghetto
 of Mitrovica, injuring 22 Serb civilians and 14 French NATO soldiers are
 released without being tried.

 Until now the protectorate judiciary was not at all able to dispel the
 massive doubts of their impartiality.

 Under the given circumstances as the UK/KSK is still armed and still
acting
 as a belligerent power in a civil war and expelled great parts of the
 national minorities and political critics to own and to carry weapons,
which
 is the main accusation against the detained non-Albanians, is pure
 self-defence.

 To detain the non-Albanians of Kosovska Mitrovica obviously has political
 and nationalist motives and they have to be freed immediately.

Hello Ethan:
I have put this matter out to several law lists as well. The
matter of "robot rights" seems humorous or frivolous at first. But a
scientist from BT wrote in the last issue of The Futurist that he expects
to see robots given something akin to human rights (in some degree) by the
next decade. If the programmer has First Amendment rights, why not an
autonomous robot programmer (when the technology gets to that
stage)? Kurzweil (1999) says he expects to see conversational programming
which will "pass the Turing test" in about 20 years. Just something to put
on the back burner for now. Thanks for your interest.

Right off the bat let me say that I hate the IRS and support any efforts to oppose 
them and the oppressive taxation we live under, as well as their holier than thou 
attitude, and "presumed guilty" mindset.  Having said that though this case is twaddle 
and will probably be thrown out as a nuisance, and the man forced to pay even more 
money.  The only hope he has is that he is a foriegn national, and if it goes to trial 
with a jury.  The jury will have some prejudice against the IRS that should help him.  
The idea of voluntary compliance is such that the IRS does no investigation or 
tracking of individual taxpayer information, thus they rely upon your voluntary 
compliance (they CAN'T MAKE or FORCE you to file a return or tell them how much you 
make) in order to determine your tax liability.  (Thus, there is a possibility that if 
you never file, and remain below the radar, with cash paying jobs then you may escape 
forever paying any taxes.) NOW, they can't force your voluntary compliance, BUT if you 
do not "voluntarily comply" they can forcibly take any monies that you are obliged to 
pay, if they find you.  They can get all your records, and determine the tax that you 
owe, and they can make you pay, even garnishing wages and selling your property.  I 
don't like it but this has been going on for some time, the courts always rule in this 
fashion (it doesn't matter whether it is logical or moral).  You argue this and you 
lose, period.

Incidents like this one last April at a Warren County elementary school and a
similar case at a West Tennessee high school has led two state lawmakers to
introduce a bill that would severely restrict so-called strip-searches in
Tennessee public schools.

 Company Urges WorldWide Water Testing After Australian Legionella Outbreak

 PORTLAND, Maine, May 5 /PRNewswire/ -- Officials at Binax today encouraged
all facilities with either cooling towers, air conditioning systems,
whirlpool baths, vegetable misters or any type of hot water system to test
for the presence of Legionella pneumophila serogroup 1. Legionella is the
ubiquitous bacterium that causes up to 90% of all cases of Legionnaires'
Disease, a deadly, atypical pneumonia. Over 13,000 cases are reported in the
US each year, yet most cases are unreported due to liability issues and many
cases are undiagnosed. Outbreaks could be reduced if facilities practiced
routine testing of their water systems.

 Manufacturers of a new, rapid water test for Legionella, the Binax Equate
Water Test, issued the warning after the recent Legionella outbreak at an
aquarium in Australia in which 66 people became ill and at least two died.
The outbreak is thought to have been caused by the aquarium's air
conditioning system. While Legionnaires' Disease is deadly, it can be treated
with antibiotics and it can also be prevented. If facilities routinely test
their water supplies, they can monitor water for the presence of the
disease-causing bacteria, and decontaminate the water if there is a problem
and before people fall ill.

 Joe O'Kelly, business unit manager explains the benefits of the test, "The
Equate test was developed to help prevent situations such as the outbreak in
Australia. Recent reports have indicated that authorities there have relied
on tests which show a total bacterial count. When it comes to Legionella,
that's meaningless because total bacterial counts don't indicate high or low
levels of the Legionella bacteria. You can have low total bacterial counts
and very high Legionella counts. Conversely, you can have high total
bacterial counts and low Legionella counts and not know the difference unless
you specifically test for Legionella."

 The new Equate Water test provides a result in under an hour and is
available immediately.  Binax, Inc., a Portland-based pioneer of rapid
diagnostics for infectious diseases, developed the world's first Legionella
test in 1991 and created the new Equate test because customers expressed the
desire for a test which would give an indication of a Legionella problem
faster than other test methods. Other test methods currently on the market
take up to two weeks before results are available.

 Physicians and hospitals are also being encouraged to test any symptomatic
patients with the Binax Now Urinary Antigen Test for Legionella, a 15- minute
urine test which will let physicians know in life-saving minutes whether or
not their patients have Legionnaires' Disease. That is especially important
since this type of pneumonia preys on people with weakened immune systems and
mimics the symptoms of other respiratory illnesses. The symptoms of
Legionnaires' Disease include high fever, dry cough and diarrhea. When
diagnosed early, the pneumonia can be successfully treated with antibiotics.

 In July, an outbreak occurred in Maryland at a nursing home. In February of
1999, 233 people became ill at a flower show in Amsterdam. Of those, 150 were
confirmed to have Legionnaires' Disease and 23 died. The source of infection
was a whirlpool which was at the entrance of the show. Up to 13,000 cases are
reported each year in the United States, alone.  However, due to liability
issues and a lack of mandatory testing guidelines in the United States, many
cases go unreported and often undiagnosed.

   in the last 24 hours after the first version appeared, including one
   labeled
   "fwd: Joke," and another called "very funny".   Industry experts say
   many
   more can be expected in the coming days and weeks.

   Security experts believe the most destructive of the lot will be the
   so-called
   "Mother's Day virus."

   That strain has the subject line "Mother's Day Order Confirmation,"
   with
   text that states the recipient's credit card has been charged $326.92
   for
   a Mother's Day diamond special. The e-mail urges the recipient to
   examine the attached invoice carefully and save it. Once the fictional
   invoice
   is opened, the virus is in motion again.

   This virus deletes system files including .INI and .BAT files - causing
more
   problems than the 'ILOVEYOU' worm - possibly preventing systems from
   booting.

   If you receive any of the above - DELETE the email messages
   immediately.

ON THE WAY TO THE WHITE HOUSE

The American Conservative Union Foundation, one of the nation's
leading conservative institutions, announced that thirty-six national
conservative organizations have formed a coalition to lobby at the
national party conventions for the adoption of conservative platform
planks.  Among the groups are Americans for Tax Reform, the Christian
Coalition, Citizens Against Government Waste, the Competitive
Enterprise Institute, the Independent Women's Forum, the National
Rifle Association, National Right to Life PAC, and National Taxpayers
Union.

From the Bush campaign journal...

George W. announced that Wisconsin Gov. Tommy Thompson, who has strong
pro-life and conservative credentials, would head the Republican
National Convention's platform committee. RNC Chairman Jim Nicholson
called Gov. Thompson "an articulate advocate of smaller, smarter
government, greater freedom and stronger families. His leadership and
vision will be invaluable as our party crafts a platform that reflects
the hopes and ideas of Republicans and a majority of Americans."

Meanwhile, Pennsylvania Gov. Tom Ridge said the GOP platform plank
should be changed to reflect a wider range of Republicans' views on
abortion.  "The fact that it fails to recognize that good people could
differ is not the best kind of signal that you would want to send, in
my judgment."

The current platform as approved in 1996 states, "The unborn child has
a fundamental individual right to life, which cannot be infringed." An
appendix states, however, "The Republican Party welcomes individuals
on each side of the abortion issue, encourages their open discussion,
solicits their active participation in the party, and respects their
positions and beliefs."

Mr. John McCain is still hovering in the wings. Asked if he would
"enthusiastically endorse" Mr. Bush even if they do not reach an
agreement on campaign finance reform, McCain said, "If I didn't, I
would be litmus testing him, and I don't think that's appropriate for
me to do. But I believe he has begun to and is continuing to pursue a
reform agenda."

On the trail, talking about colossal mistakes, George W. had this to
say about that "read my lips" thing: "I think the mistake was to say,
'read my lips' ... and then raise the taxes. I think it undermined
some of his credibility, particularly with Republicans and fiscal
conservatives."

Memo to Mr. Bush: The mistake was not keeping his word with the
American people, and that undermined virtually ALL of his credibility
with fiscal and social conservatives.

In the news this week, as if Americans of Cuban origin have not been
sufficiently demoralized, the CIA announced that the U.S. government
was aware that the Soviet Union had at least a week's advance notice
of the date for the U.S.-backed Bay of Pigs invasion of Cuba, but
Kennedy went ahead with the operation anyway -- apparently a practice
run for how to manage the Vietnam War.

You may recall that in an effort to oust Cuban dictator Fidel Castro,
on April 17, 1961, the 1,400 CIA-trained Cuban exiles were sent to
overthrow Castro -- with American air cover to follow. Kennedy
cancelled the air support before the freedom fighters had even landed
on Cuban shores. Castro's Communists dispatched with the exiles in
less than 72 hours, killing 200 and capturing 1,197 others and
subjecting them to all manner of torture. It was almost as if the Reds
knew the freedom fighters were coming!

Fast forward  This week, the U.S. Customs Service announced that
its agents seized tranquilizers (diazepam and phenobarbital) from Dr.
Caridad Ponce de Leon as she entered the country. Ponce de Leon was
sent here by Castro, with the State Department's approval, to give any
necessary "treatment" to little Elian Gonzalez in preparation for his
return to his island prison.

From "The most ethical administration"...

We are shocked -- SHOCKED! -- to report that  Jane Weaver, former
assistant general counsel in the Office of Administration in the White
House, has filed an affidavit regarding the AWOL White House e-mails
charging John Podesta, the current White House chief of staff, with
purposely misleading the courts in a separate matter (Armstrong v.
Executive Office of the President) which also involves e-mail. Weaver
states, "I vividly remember one Clinton White House meeting (I believe
it was in the West Wing), which included then-Deputy Chief of Staff
John Podesta, lawyers from the White House Counsel's Office, and the
Department of Justice where the Armstrong case and related affidavits
were discussed.  Over my objections, it was decided by Podesta and
others at the meeting to pursue a course of action I felt was
misleading and legally inconsistent with prior sworn declarations to
the court. There was definite pressure on me from the Clinton White
House and Counsel's Office to obtain misleading affidavits."

Though White House officials knew in February 1999 that e-mail
messages subpoenaed by a federal grand jury and three congressional
committees had not been turned over, ostensibly, because of a computer
glitch, they failed to mention this to any of the investigators. New
records also indicate that three months earlier, at the pinnacle of
the impeachment inquiry, a large volume of e-mail for White House aide
Sidney Blumenthal was intentionally deleted from his personal
computer.

C'mon, folks, even the Nixon plumbers weren't this brazen.

Confusion in Manila, Advantage on the Battlefield


Summary

Philippine Vice President Gloria Macapagal-Arroyo was set to meet
with hostage-takers in the southern Philippines, despite objections
by President Joseph Estrada. While most of the first set of
hostages held by the extremist Abu Sayyaf have now been released,
it appears that the group is very astutely playing on divisions
within the government in Manila, as are leaders of other Muslim
groups. The rebels are hoping that the current crisis can be used
to alter the power structure in Manila.

Analysis

On May 3, extremist Abu Sayyaf group's spokesman, Abu Sabaya,
contacted Philippine Vice President Gloria Macapagal-Arroyo by
telephone to discuss the release of Philippine hostages being held
by the group on the southern island of Basilan. The group offered
to release the hostages being held on Basilan to Arroyo so that
negotiations can focus next on a group of foreign hostages on the
southern island of Jolo.

Macapagal-Arroyo's participation in the negotiations was abruptly
cut short by Estrada. Press Secretary Ronaldo Puno told reporters
that Macapagal-Arroyo had permission to talk to Abu Sayyaf and
deliver messages to Estrada - but nothing more. A firefight between
the military and hostage-takers has since led to the release of 15
captives on Basilan. And Macapagal-Arroyo's involvement became a
"non issue," her spokesman, Bobby Capco, told Business World.

The hostage situation in the south appears to add stress to the
relationship between the president and his vice president. For some
time, Macapagal-Arroyo had adopted a low-profile role behind Estrada.
But following a trip abroad in early April, she has recently become
more vocal, calling on the government to assess whether it is
adequately addressing the needs of the poor or just the powerful.
Some of Estrada's party members are concerned that Arroyo is
clandestinely working to bring down the president.

Beleaguered by accusations of cronyism, tepid foreign investment
and an escalating conflict in the south, Estrada faces a potential
challenge from Macapagal-Arroyo. His popular vice president also
happens to be from the opposition Lakas Party. Giving Macapagal-
Arroyo a prominent role in any negotiations would only add to her
popular support if she were able to accomplish an end to the
standoff that Estrada - through the military - has been unable to
achieve.

Abu Sayyaf is not the only group using the hostilities to take
advantage of the political instability in Manila. The established
Moro Islamic Liberation Front (MILF) broke a cease-fire with the
government on April 30 after the military continued to mass forces
around its base Camp Abubakar. MILF leaders have reportedly said
that they are preparing to defend themselves against the
government.

Fighting on the southern island of Mindanao has recently spread
through several provinces. Several elected officials from the
Autonomous Region of Muslim Mindanao (ARMM) have also charged that
the Philippine military misled Estrada into maintaining a hard-line
stand on the MILF and have called for a return to peace, according
to ABS-CBN News. Estrada has also failed to fulfill the 1996 peace
agreement with the Moro National Liberation Front (MNLF), which
runs the autonomous region.

The rebels' charges reflect a larger fear on the part of their
leadership: that the military is planning to trick Estrada into an
all-out war in the southern Philippines, instead of observing a
shaky peace agreement. Such a conflict could be followed by a coup,
in which Estrada is declared unfit to lead the country out of the
crisis. The MILF charges, aired several weeks ago, are clearly
designed to heighten mistrust within the Philippine military and
the president, weakening their effectiveness.

The rebel tactic appears to be aimed at a political reality in
Manila. The country's top two politicians are taking very different
tacks in dealing with the fighting in the south.

On May 4, Estrada traveled to North Luzon to launch several public
works programs. He is also still planning to travel to China soon.
Estrada's apparent nonchalance at the situation is matched by his
advocacy of a military solution to unrest. Estrada has given the
MILF a unilateral June deadline for peace; if not, it faces all-out
war. He maintains that the only solution for Abu Sayyaf is
elimination.

Former White House counsel Charles Ruff used variants of "I don't
Know, I don't remember, I don't' recall or I have no specific
recollection..." 12 times within the first 30 minutes of
questioning before a congressional committee investigating
missing White House e-mails.

"You don't know who you asked to conduct the search?" asked a
seemingly incredulous committee chairman, Dan Burton, R-Ind.

"I know a search was being done" by "one or more members of my
staff," Ruff swore under oath. "If I knew who that was I would
tell you who that was. But I do not recall."

But would he tell? And can he recall?

Or could Ruff just be playing a game?

A June 19, 1977 WASHINGTON POST story by Bob Woodward may have
revealed The Real Ruff.

Woodward's story ["The Last Prosecutor: Special Watergate Force
Is Going Out of Business"] interviewed the last Watergate special
prosecutor, Charles Ruff.

Ruff said he expected his work on Watergate to be questioned
someday, saying "there are judgment calls that were made that
people can legitimately question."

Ruff told Woodward how it may all look different to future
congressional investigators, and if called to testify someday at
such an inquiry, Ruff said he knows just what to do.

"I'd say, 'Gee, I just don't remember what happened back then',
and they won't be able to indict me for perjury and that, maybe,
that's the principal thing that I've learned in four yearsI
just intend to rely on that failure of memory."

(3) Are there any alternatives that are more cost-effective?  Strictly
speaking, there are no alternatives to the V-22 that meet all of the users'
stated requirements.  If the users were to relax the range and speed
requirements, the Agusta-Westland EH101, Eurocopter NH-90 and Sikorsky S-92
could be considered as alternatives to the V-22.  But none of these machines
are simple or inexpensive either. Furthermore, the NH-90 and S-92 are still
experimental.  If any of them were equipped to the standard of the V-22 in
the areas of survivability, night/adverse weather capability and NBC
protection, their price would probably approach that of the V-22.

Another option would be to rebuild yet again the USMC's and AFSOC's worn-out
Vietnam-era helos.  This also wouldn't be cheap, and after the money was
spent, the military would be still have an unreliable and obsolete helo
fleet.

In summary, the V-22 Osprey is the best solution for our warfighters.

America, Home of the Fee? - Military / Veterans Health Care Update

and veteran communities apprised of ongoing national debates.  This article

For those of you who think the fight for our EARNED health care is not
noticed by others, here are some interesting observations from outside our
country.

A WWII RAF Pilot observes that in Great Britain, military retirees and
veterans are shown considerably more respect than in our country.  Their
pensions are sound and their medical care is paid-up.  Their fellow
countrymen and Members of Parliament are behind them.

A WWII Wehrmacht soldier notes that a military retiree or veteran in today's
Germany still commands respect, despite the darkness of that period of
history, for they DID serve their country at great personal risk.  Their
retirements are secure and their medical needs are met without fee.

In today's climate of we are all citizens of the world, it is ironic that
those abroad are generally appalled by the treatment of military retirees
and veterans in this country.  As the RAF pilot puts it: America is the Home
of the Fee. Yesterday's heroes seem to have turned into today's burden.

When corresponding with both of these Veterans, one an ally and one a former
foe, I received more genuine respect for service to my country than I get
from my Government.  But, that doesn't pay the medical bills.

You know there is a breakdown in military health care when our Medal of
Honor recipients are denied prescriptions at a Military Treatment Facility
(MTF). It happened to Colonel George E. "Bud" Day, USAF, Retired, MOH, and
former POW of the Hanoi Hilton at the Eglin AFB Pharmacy.  Although he had
regularly used Elgin in the past, this time he was told the medication is no
longer on the authorized DOD formulary.

Those of us of lower rank and status always expect a hassle over our health
care with TRICARE, but this incident speaks volumes about the decline of the
military health care system.  We, active and retired alike, can no longer
tolerate such disrespect for one of our own at a time that congressmen and
senators are free to use the MTFs at their personal convenience, while
retirees are denied access to these same facilities

We also know that installation commanders are now allowed to designate some
of the higher cost medications still on the DOD formulary to be filled for
"active duty only."  Meanwhile, our 'youngsters' on active duty continue to
run up other medical bills on their family's care and some face indebtedness
they may never overcome.

Active Duty troops, and their families, should not have to pay a penny for
their medical care, but they do.

With Colonel Day, they picked the wrong warrior to say no to this time.  He'
s also a lawyer and heads up the class action lawsuit for over-65 military
retirees currently under appeal in Federal Court, Washington, D.C.

For those of you looking for a way to express your thoughts on healthcare,
be in the Washington, D.C. on 11 May and show up for the "Muster."  Military
retirees from all over the country will gather in the Reflecting Pool Area,
directly in front of the lower west side of the U.S. Capitol Building.
Festivities and dissent over their health care starts at 0800 and should
last until 1100.  Following, there will be "sidewalk demonstrations" for the
media. It won't be Earth Day, but it should be fun.

I just read your article in the Newsletter. My very first assignment as a 17
year-old private was the 1-72 Armor of the 1st Brigade of the 2d Division in
1974.  Emerson was the Division Commander.

He set high standards, took care of the troops, trained us to accomplish our
mission and never lost touch.  It was not unusual to go into a bar on the
strip and find him in there having a beer.

I can even remember signing out on pass at the same time his jeep rolled
into the company area. He got out with my best friend (who was absolutely
stumbling drunk) asked where this soldier's bunk was, took him up, put him
in it and left.  The only way the CO and First Shirt heard about this was
from the CQ.  Nothing official ever came down. What are the chances of that
happening now?

There was absolutely nothing politically correct about him and his soldiers
loved him!  As Viet Nam drew down he was in command of the Army's most
forward deployed unit that was in imminent danger every minute of every day
and he never tolerated poor leaders.

One of the things I loved about being stationed in Korea was the further
north you went, the less BS you had to put up with.  It was as serious as it
could get without actually having the two armies shooting at each other.

I sure hope our military finds some more of Emerson's type for the next
conflict, or we may experience a very rude awakening for our country!

"And So We Remember Vietnam (Cong Hoa) "

On 30 April 1975, the events, people and places that were my, and many
others experience in Vietnam, were relegated to a past that, in terms of the
final outcome, never existed.  It was all for nothing.

In terms of those we knew, the friends and relatives we lost or left there,
in terms of those who have since, and will again be asked to finish what we
were not allowed to, this is the final tragedy of Vietnam.

A small country, with those people who we thought were worth saving, is
gone! A nation died, alone, with only a small bang, and a whimper that
haunts some of us still, more than can be entwined in my words on this page.

A nation died, and was mourned by too few, but how and why it happened is at
"ground zero" on the stage of shame and the cause of anguish, among us who
served, really cared, and tried to save this small country.

Each person has his or her own opinion as to why the end came as it did.
Some people say that it was underestimation of the North Vietnamese,
overestimation of the South Vietnamese, or a little of both.  Some still say
that it really was just a civil war, won by heroic freedom-loving rebels.
Some decry the political restraint placed on the American military force,
that they believe could have won, if allowed to make its own battlefield
decisions.  Some blame that same military force directly.

An easy answer is the media's grand pronouncement of the popular
disenchantment and lack of will on the part of America to see this war
through.  Some citizens of this nation still rejoice at the outcome, victory
for their friends.  Some simply do not care.  Some want to forget that it
ever happened.  We must never allow them to do that!

But whatever you believe, those of us who fought in the swamps, hills,
jungles, escarpments, caves, and also in the skies of Southeast Asia, with
death dancing around us, did so in the finest tradition of the American
Fighting Man.

There was little personal glory in my Vietnam War, and we all knew it, with
what was going on back home.   While I was on leave after my first full
tour, exactly thirty years ago today, my hometown, Framingham,
Massachusetts, dedicated a flagpole in the town square to Vietnam Veterans.
Counting me, there were eleven people in attendance on a beautiful spring
morning.

I remember being disbelieving of the fact that I was still alive after
waking up on a damp morning, in the highlands, within view of the border of
Laos.  I was stunned with my apparent immortality, at the age of nineteen.
In a thankless effort we carried the war to the enemy

The 25th anniversary of the fall of South Vietnam was like a slow-moving,
thousand-mile-long funeral procession. The media relentlessly barraged us
with worn memories. The tube, magazines and newspapers picked at the scars
of the war until they got down to the bloodless bone.

Rarely was anything substantial covered.

The tempo picked up after the Cuban kid, perhaps the last tragic captive of
the Cold War, was returned to his Commie dad and as we drew closer to the
anniversary of the day the Soviet tanks manned by North Viets wheezed and
rattled their way into Saigon.

For the past couple of weeks the war's been dissected, resected and
intersected. Once again the guilty were nailed to the cross and the flawed
strategies rehashed. The Black Wall was shot from every TV angle, along with
the mourners gathered there -- the amateurs with their cameras and the Old
Guard professionals dressed in their standard, now-very-tired camouflage
gear and beribboned hats.

Strangely, in all this dark deliberation, precious little has been said
about the grunts who fought in Vietnam.  You remember them, the kids who
were sent there to be cannon fodder, so badly trained and with hardly a clue
about the purpose of the conflict. You know, the 18- and 19-year-olds who
toted the Black Stick, the M-16 rifle, the worst infantry weapon ever placed
in an American soldier's hands. A favorite, of course, of the racketeers in
Washington who I'm sure bought Colt Industries low and sold high oh-so
patriotically.

The average Viet vet's age today is 52. Many still carry a hangover from
"The Vietnam Experience." When they got home, their dads from the "Greatest
Generation"-- who'd won The Big War -- called them slackers who didn't

Gore Invented Internet?

Hey, He's Got a Case

Miffed at the latest attack on him from Vice President Gore,
George W. Bush accuses the vice president of stretching the
truth.

"He's the man who said he invented the Internet," Bush gibed,
echoing a common joke at Gore's expense.

Now let's kill the joke.

A) Gore did not claim to have invented the Internet.  In an
interview with Wolf Blitzer in March 1999, Gore said: "During my
service in the U.S.  Congress, I took the initiative in creating
the Internet."

B) This claim is perfectly true.  In March 1986, when computers
were still something found mostly in laboratories, Gore sponsored
the Supercomputer Network Study Act to link the nation's
supercomputers into a single system.

This was his vision: "Libraries, rural schools, minority
institutions and vocational education programs will have access
to the same national resources — databases, supercomputers,
accelerators — as more affluent and better-known institutions."

Three years later, after noticing that France was making strides
with its Minitel home-computer network, Gore introduced the
National High Performance Computer Technology Act.  One of its
aims was to "establish a high-capacity national research and
education computer network."

His bill directed that the Pentagon's Defense Advanced Research
Projects Agency, which had created the forerunner of the
Internet, "shall ensure that unclassified computer technology
research is readily available to American industry."

In testimony to a House committee, Gore said: "I genuinely
believe that the creation of this nationwide network ...  will
create an environment where work stations are common in homes and
even small businesses."

At the time, even computer professionals were jeering at the
notion of personal computers.  They would be a waste of money,
costly machines for balancing checkbooks or storing recipes.
Gore saw them as terminals in a future national network of
knowledge.

One of Gore's Republican colleagues, Sen.  Slade Gorton of
Washington, credited him at the time for introducing a bill that
would "create [note that word] a high-capacity national research
and education network to link up supercomputers and databases
around the country."

In 1991, Gore reintroduced his bill to provide funding for
development of a national computer network.  He said: "Today,
most students using computer networks are studying science and
engineering, but there are more and more applications in other
fields, too.  Economists, historians and literature majors are
all discovering the power of networking.  In the future, I think
we will see computers and networks used to teach every subject
from kindergarten through grade school."

Gore found a supporter: President George Bush, father of George
W.  He signed Gore's bill on Dec.  9, 1991, predicting that this
new technology "offers the potential to transform radically the
way in which all Americans will work, learn and communicate in
the future.  It holds the promise of changing society as much as
the other great inventions of the 20th century, including the
telephone, air travel, radio and TV."

Does this documented record justify Gore's claim that during his
service in Congress he took the initiative in creating the
Internet as we know it today?  Seems to me, he has a pretty good
case.

But don't expect Bush, who urges Gore to "stick to the facts," to
drop his sneer.  He knows that a lie is a powerful political
weapon that can survive forever.  His own father never managed to
kill the myth that he had no idea what a supermarket checkout
computer was.

By the way, when he signed Gore's Internet bill, President Bush
took credit for it himself.  He said he had proposed it in his
1992 budget.

What utter nonsense.

The Supercomputer Study Act provided money to link together
SUPERCOMPUTERS (that cost tens of millions of dollars each) at
universities and government research labs.

The Internet was invented in the late 1960s.

The real reason that the Internet took off is that:

A.) Tim Berners-Lee (a research at the European Lab for Partical
Physics)  invented the World Wide Web (what you are using on
l.com)

B.) Mark Andreesen (a college student) created the Mosaic
graphical web browser (which later became Netscape)

C.) SPRY

People looking for easy money might place a small wager on the
Godolphin Racing entry (China Visit and Curule) in tomorrow's
Kentucky Derby.  The expected post-time odds suggested by the
experts range from 20-1 to 50-1.

At least one list member knows that most of the horses I select
go off at less than 5-1, so it is quite unusual for me to select
such a brace of steeds.

Bottom line is that Godolphin is a very sharp stable from the
United Arab Emirates.  They have been very successful in Europe,
and are now trying to win here using the same unconventional
training methods that have worked for them in Europe.  They spend
lots of money on their horses, so they have lots of good horses;
and they really want to win the Ky Derby so I'm guessing that
they've sent the best of those good horses here.  My own opinion
of the US three year-old crop (the ones eligible for the Derby)
is that they are way overrated, which improves Godolphin's
chances of winning this year.  There's a lot more to like about
their entry beyond what I've said here.

But remember ... 30-1 horses are risky recommendations. Proceed
at your own risk.

Computer bug troubles persist as tricky mutations make the rounds

SKYInternet, explains how the Love Bug virus works at a news
conference in Mandaluyong, Philippines Friday.

May 5 — U.S. investigators have told NBC News’ Pete Williams they
have identified a suspect they believe is responsible for the
ILOVEYOU virus. “We’re convinced,” the virus attack originated in
the Philippines, said one official, who added the suspect won’t
be identified until a search warrant is executed. Meanwhile,
there are now five known variants of the bug, including one that
tries to trick victims into opening an attachment by claiming
it’s a bill for diamonds purchased at a special Mother’s Day
price.

U.S. FEDERAL AGENTS, working in cooperation with local
authorities, were led to the suspect by electronic evidence,
NBC’s Williams was told. The official, who requested anonymity,
added the FBI is now seeking a search warrant and is waiting only
for authority from Philippines judges before they serve the
warrant.

   Meanwhile, anti-virus experts say computer admistrators
around the world are contining to fight the Love Bug, which now
comes in five flavors, including the more dangerous “Mother’s
Day” mutation.

   “We’ve seen the situation just get worse in Asia and
Europe during Friday,” said Mikko Hypponen, manager of anti-virus
research at F-Secure Corp. “With four new variants out after the
original one, it’s getting more and more difficult for end users
to know which e-mail to avoid.”

   The latest variant might cause the most trouble. It
attempts to prey on consumer fears of erroneous credit card
charges and arrives with the subject line “Mother’s Day Order
Confirmation.” The body of the message then tells the potential
victim: “We have proceeded to charge your credit card for the
amount of $326.92 for the mothers day diamond special. We have
attached a detailed invoice to this email. Please print out the
attachment and keep it in a safe place. Thanks Again and Have a
Happy Mothers Day! [EMAIL PROTECTED]”

   The attached file, mothersday.vbs, is very similar to the
original ILOVEYOU virus but is considerably more destructive. It
sets out to delete all .INI and .BAT files from all local and
network drives. Removing such files could make it impossible to
restart a victim’s computer.

   “With only eight days to go until Mother’s Day, this
attack is quite credible,” Hypponen said.

  Carey Nachenberg, chief virus researcher at Symantec, tells
CNBC that 'Love Bug' copycat viruses are beginning to spread, and
that computer networks are extremely vulnerable to future worms.

 A Manila Internet services provider, Supernet, said it
was assisting in the investigation, adding that the virus
appeared to have first spread from two of its e-mail addresses.

   “The author of the virus used two e-mail addresses through
Supernet — [EMAIL PROTECTED] and [EMAIL PROTECTED],” Jose
Carlotta, chief operating officer of parent company Access Net
Inc, a Manila Internet company, told Reuters.

   Inside all versions of the “love” virus are the two
Supernet e-mail addresses. Combined with information gleaned from
Internet chat rooms, Carlotta said, the e-mails provided
investigators with a solid lead, but no definitite information.
The e-mails have been linked to prepaid Internet access accounts
so it was not immediately possible to zero in on the owner, he
added.

   Toby Ayre, a technical consultant for SkyInternet, another
Philippine ISP, told reporters it appeared the same hacker had
tried to break into their systems. In response, the company
blacklisted the local Manila telephone number the intruder was
using.

   “We banned this particular person from our servers on
April 1,” Ayre said.

   He added that the hacker had used the same “signature” at
SkyInternet as had been seen at Supernet.

   “We have provided the NBI, the FBI, and Interpol with all
of the audit trails for every transaction that involves this
virus and they’re using that information,” he added.

STILL CIRCUMNAVIGATING THE GLOBE

 While authorities tried to track down the culprit, the
ILOVEYOU virus continued to infect computers around the globe on
Friday, though not at the rate of Thursday’s rampage. The
federally-funded CERT Coordination Center, a clearinghouse for
U.S. computer crisis information, said it was still receiving
reports of outbreaks. New variations of the “worm” were were also
winging around the Internet, in some cases foiling anti-virus
protection. A version of the virus named “Luck” started appearing
Thursday afternoon, and other copycats have followed. One
variant, called Susitikim (which in Lithuanian means: Let’s
meet), has a subject line that reads “Susitikem shi vakara kavos
puodukui.” In Lithuanian, the

A Maryland judge Friday refused to dismiss the criminal wiretap
charges against Linda Tripp stemming from her role in the White
House sex scandal that led to President Clinton's impeachment in
1998.

But the judge decided that if Tripp is put on trial, former White
House intern Monica Lewinsky should be allowed to testify in
person about the pivotal question of whether she gave Tripp
permission to tape record a telephone conversation in which
Lewinsky told of her affair with Clinton.

Tripp, a former White House secretary, was indicted July 30,
1999, on two counts of violating the Maryland wiretap law by
secretly recording a Dec.  22, 1997, telephone conversation with
Lewinsky from her home in Colombia, Maryland, and sharing the
tape's contents with Newsweek magazine.

In late 1997 Tripp spent hours taping telephone conversations
with Lewinsky about the former intern's sexual affair with the
president and turned the recordings over to Starr, setting off
months of investigations that ended in Clinton's impeachment in
the U.S. House of Representatives.

Howard County Circuit Judge Diane Leasure decided Lewinsky's
testimony to a grand jury investigating Tripp was not sufficient
as evidence of whether Tripp had Lewinsky's permission to make
the recording.

The ruling may or may not set the stage for Tripp to go to trial
in July as the only major figure in the scandal to face criminal
proceedings.

After nearly six months of testimony, arguments and legal
wrangling, Leasure was asked to decide whether evidence compiled
against Tripp by a special state prosecutor was tainted by the
testimony she gave independent counsel Kenneth Starr under a
grant of federal immunity.

The judge, whose ruling set a precedent in Maryland law, could
have granted a defense motion to dismiss the case outright, or
stripped away individual pieces of evidence found to have been
derived from the Starr investigation while allowing the remainder
of the case to go to trial.

"The appropriate remedy ...  is the suppression of certain
testimony," the judge said. "The testimony of Monica S.
Lewinsky shall be and the same is hereby suppressed; provided,
however, that she will be permitted to testify regarding the
issue of consent."

It is illegal in Maryland to violate the law knowingly by
tape-recording conversations without the consent of all parties.
If convicted, she could face five years in prison and $10,000 in
fines on each count.

Central to the case against her was testimony from her one-time
friend, Lewinsky, the prosecution's key witness, who told the
court at a December hearing that she recalled the Dec.  22 date
of the recorded conversation because it was etched in her mind
and not because Starr's office had given it to her, as Tripp's
lawyers have charged.

However Lewinsky's credibility as a witness came under question
when she acknowledged leading state investigators to one of their
state grand jury witnesses, Tripp confidant Kate Freidrich, after
learning the woman's surname from Starr investigators.

State prosecutors have maintained that they can prove Tripp made
the tape on Dec.  22 while knowing that it would be illegal to do
so without Lewinsky's permission.  But if Lewinsky's testimony
were stricken from the case wholesale, they could have difficulty
showing that Tripp had no such permission.

Russia praises candidate Gore on foreign policy

Russia's Foreign Ministry praised the foreign policy of
Vice-President and Democratic Party presidential candidate Al
Gore Friday, saying his objectives tended to coincide with those
of the Kremlin.

A ministry statement said Gore had spoken of intensifying
relations with Moscow and working jointly to tackle international
problems in his first major foreign policy speech in Boston last
week.

"The vice-president especially stressed the importance of joint
action within the world community of solving problems which are
increasingly taking on a global character and threatening
international security and stability," it said.

"At issue here, for instance, are the fight against international
terrorism, organized crime, drug trafficking and solving
ecological problems. This approach is fully in tune with the
Russian approach."

In his address last week to the International Press Institute
World Congress, Gore said U.S. policy had to address new global
threats. He also pledged to continue helping Russia "make a
transition to a market-based democracy."

He suggested his Republican opponent, George W. Bush, was
inexperienced in foreign policy and accused him of being
mistakenly "stuck in a 'Cold War' mind set."

The foreign ministry said Moscow was prepared to improve
relations with Washington in all areas, saying a firm base had
already been established in a 1998 meeting between then-Kremlin
leader Boris Yeltsin and President Clinton.

It said the issues raised in Gore's speech would occupy an
important place in talks scheduled for Moscow early next month
between Clinton and Vladimir Putin, due to be inaugurated as
president this weekend.

Relations between Russia and the United States hit a rough patch
in the past year, with the Kremlin furious over NATO's aerial
campaign against Yugoslavia and the United States critical of
Moscow's military drive against Chechen separatists.

Disputes have also emerged over disarmament.

The Russian lower house of parliament has ratified the START-2
nuclear disarmament pact after seven years of delays.

But Putin and other officials have rejected U.S. calls to amend
the 1972 Anti-Ballistic Missile treaty to allow Washington to
proceed with a national missile defense system against what it
describes as "rogue countries" like North Korea.

In an interview with Reuters last week, Gore said he was hopeful
agreement could be reached with Russia on the ABM issue despite
Moscow's objections.

FBI Probes Espionage at Clinton White House

A foreign spy service appears to have penetrated secret
communications in the Clinton administration, which has
discounted security and intelligence threats.

The FBI is probing an explosive foreign-espionage operation that
could dwarf the other spy scandals plaguing the U.S. government.
Insight has learned that FBI counterintelligence is tracking a
daring operation to spy on high-level U.S. officials by hacking
into supposedly secure telephone networks. The espionage was
facilitated, federal officials say, by lax telephone-security
procedures at the White House, State Department and other
high-level government offices and by a Justice Department
unwillingness to seek an indictment against a suspect.

The espionage operation may have serious ramifications because
the FBI has identified Israel as the culprit. It risks
undermining U.S. public support for the Jewish state at a time
Israel is seeking billions of tax dollars for the return of land
to Syria. It certainly will add to perceptions that the
Clinton-Gore administration is not serious about national
security. Most important, it could further erode international
confidence in the ability of the United States to keep secrets
and effectively lead as the world’s only superpower.

More than two dozen U.S. intelligence, counterintelligence,
law-enforcement and other officials have told Insight that the
FBI believes Israel has intercepted telephone and modem

government on an ongoing basis. The worst penetrations are
believed to be in the State Department. But others say the
supposedly secure telephone systems in the White House, Defense
Department and Justice Department may have been compromised as
well.

The problem for FBI agents in the famed Division 5, however,
isn’t just what they have uncovered, which is substantial, but
what they don’t yet know, according to Insight’s sources
interviewed during a year-long investigation by the magazine. Of
special concern is how to confirm and deal with the potentially
sweeping espionage penetration of key U.S. government
telecommunications systems allowing foreign eavesdropping on
calls to and from the White House, the National Security Council,
or NSC, the Pentagon and the State Department.

The directors of the FBI and the CIA have been kept informed of
the ongoing counterintelligence operation, as have the president
and top officials at the departments of Defense, State and
Justice and the NSC. A “heads up” has been given to the House and
Senate Intelligence Committees, but no government official would
speak for the record.

“It’s a huge security nightmare,” says a senior U.S. official
familiar with the super-secret counterintelligence operation.
“The implications are severe,” confirms a second with direct
knowledge. “We’re not even sure we know the extent of it,” says a
third high-ranking intelligence official. “All I can tell you is
that we think we know how it was done,” this third intelligence
executive tells Insight. “That alone is serious enough, but it’s
the unknown that has such deep consequences.

A senior government official who would go no further than to
admit awareness of the FBI probe, says: “It is a politically
sensitive matter. I can’t comment on it beyond telling you that
anything involving Israel on this particular matter is
off-limits. It’s that hot.

It is very hot indeed. For nearly a year, FBI agents had been
tracking an Israeli businessman working for a local phone
company. The man’s wife is alleged to be a Mossad officer under
diplomatic cover at the Israeli Embassy in Washington. Mossad —
the Israeli intelligence service — is known to station
husband-and-wife teams abroad, but it was not known whether the
husband is a full-fledged officer, an agent or something else.
When federal agents made a search of his work area they found a
list of the FBI’s most sensitive telephone numbers, including the
Bureau’s “black” lines used for wiretapping. Some of the listed
numbers were lines that FBI counterintelligence used to keep
track of the suspected Israeli spy operation. The hunted were
tracking the hunters.

“It was a shock,” says an intelligence professional familiar with
the FBI phone list. “It called into question the entire
operation. We had been compromised. But for how long?

This discovery by Division 5 should have come as no surprise,
given what its agents had been tracking for many months. But the
FBI discovered enough information to make it believe that,
somehow, the highest levels of the State Department were
compromised, as well as the White House and the NSC. According to
Insight’s sources with direct knowledge, other secure government
telephone systems and/or phones to which government officials
called also appear to have been compromised.

FBI found no evidence Israeli spies penetrated White House phones

 WASHINGTON (AP) _ The FBI investigated an allegation that
Israeli spies had penetrated the White House and other government
telephone systems, but more than a year of extensive work found
no evidence of any breach, two senior federal law enforcement
officials said Friday.

The two officials, who requested anonymity, said the FBI had
identified no one to arrest during its investigation. One said
the investigation is now inactive.

"There was extensive investigation, and there are just no facts
to support the allegation," one of the officials said. This
official said the investigation had "100 percent complete support
from the Justice Department and every other government agency"
that would be needed to check such an allegation.

The probe is technically not closed, this official said. But it
was described as being in the "pending inactive state because the
allegation is so serious and in case something develops."

At the White House, a senior official said the White House had no
indication that its phone system was compromised.

Mark Regec, a spokesman for the Israeli Embassy said, "I don't
listen even to the phone conversations of my wife." He called the
allegation outrageous and said, "Israel does not spy on the
United States."

A former civilian intelligence analyst for the U.S. Navy,
Jonathan Pollard, was convicted during the 1980s of extensive
spying for Israel. Israel has tried unsuccessfully since then to
have him pardoned by the U.S. president.

On Capitol Hill, Republican sources said the allegation centered
on a telecommunications contractor.

A senior government official who would go no further than to admit 
awareness of the FBI probe, says: ^ÓIt is a politically sensitive matter. 
I can^Òt comment on it beyond telling you that anything involving Israel 
on this particular matter is off-limits. It^Òs that hot.

It is very hot indeed. For nearly a year, FBI agents had been tracking an 
Israeli businessman working for a local phone company. The man^Òs wife is 
alleged to be a Mossad officer under diplomatic cover at the Israeli 
Embassy in Washington. Mossad ^× the Israeli intelligence service ^× is 
known to station husband-and-wife teams abroad, but it was not known 
whether the husband is a full-fledged officer, an agent or something else. 
When federal agents made a search of his work area they found a list of 
the FBI^Òs most sensitive telephone numbers, including the Bureau^Òs 
^Óblack^Ô lines used for wiretapping. Some of the listed numbers were 
lines that FBI counterintelligence used to keep track of the suspected 
Israeli spy operation. The hunted were tracking the hunters.

^ÓIt was a shock,^Ô says an intelligence professional familiar with the 
FBI phone list. ^ÓIt called into question the entire operation. We had 
been compromised. But for how long?

This discovery by Division 5 should have come as no surprise, given what 
its agents had been tracking for many months. But the FBI discovered 
enough information to make it believe that, somehow, the highest levels of 
the State Department were compromised, as well as the White House and the 
NSC. According to Insight^Òs sources with direct knowledge, other secure 
government telephone systems and/or phones to which government officials
