While the U.N. has no power to force the U.S. to ban gun ownership, it can, with the enthusiastic help of the foreign and domestic anti-self-defense media, create a powerful international movement to shame the U.S. into junking the Second Amendment rights of private gun ownership. You and I won't go one day without hearing that the rest of the world is banning guns and it's time for the U.S. to get in line and do the same, LaPierre wrote. As a prelude to this frightening gathering of anti-self-defense fanatics, a number of proposals have already been advanced at various U.N. forums. Thursday, April 24, 2001 1:07 p.m. EDT Dems' Arsenic Scare a Big Lie Don't look now, but the country is in the midst of a political crime in progress, as the Democratic Party and its media co-conspirators attempt to hijack the truth about the threat posed by arsenic in the drinking water. What with all the television hand-wringing over the Bush administration's decision to put Bill Clinton's last-minute arsenic regulations on hold, you'd think someone had actually studied the effects of current levels of arsenic in the drinking water supply. But it's not true. At least not according to the Wall Street Journal, which ran an editorial on Wednesday chock full of inconvenient details for those who hoped to foist more politically motivated environmental junk science on an unsuspecting public. Since 1942, the government has deemed drinking water arsenic levels of 50 parts per billion safe for human consumption. That was the standard until three days before Bill Clinton left the White House when, in the midst of auctioning off pardons, he decided to tighten the restriction to 10 parts per billion. What evidence did the Clinton administration have that the 50 ppb standard was dangerous? None whatsoever, it turns out. That's because all the studies purporting to show any health risk examined arsenic levels no lower than several hundred parts per billion, the Journal said. The Enivironmental Protection Agency relied on questionable extrapolations o f existing data, i.e., if an arsenic level of 400 ppb causes 12 cases of male bladder cancer per 1,000 population, then a 50 ppb level would cause 1.5 cancer cases. But no one really knows if the 50 ppb standard is dangerous at all. Some studies even suggest that arsenic in low levels is an essential nutrient, the Journal noted. Epidemiological evidence from Taiwan, Argentina and Chile has shown a link between cancer and higher levels of arsenic exposure. Yet New Mexico, the only state with routinely high levels of arsenic in the water, ranks 48th out of 50 in per capita cases of bladder cancer. Still, despite the absence of any scientifically documented danger, the Democratic Party's environmental nut cases and their media mouthpieces have got all of America wondering whether its drinking water is posioned. Cell-phone manufacturers are under a federal mandate to equip mobiles with location-tracking technology beginning this October. By 2005, 95 percent of all cell phones must be able to be traced with an accuracy of about 1,000 feet or better. While such phones could be lifesavers in an emergency, the order from the Federal Communications Commission has raised serious questions about invasion of privacy. For most people, it's a very scary proposition that the government can use not only your mobile phone but your Palm Pilots ... and any other mobile device to track your every movement, said attorney Albert Gidari, of the Perkins and Coie law firm in Seattle. Making mobile phones capable of tracking users' locations will involve planting GPS chips in the handsets or installing new infrastructure in cell sites. Cellular providers plan commercial uses for the technology, such as getting directions if someone is lost, finding nearby restaurants or locating family members and friends who have gotten separated in a crowd. Wireless operators already know where consumers are by virtue of the fact that the phone is on, pointed out Ken Arneson, the chief strategy officer at Telecommunication Systems, a provider of the location-tracking technology. What's different here is that now carriers are looking to commercialize that and need to do that to offset the cost of putting this technology in place. He estimated that it could cost billions of dollars to outfit the 110 million cell phones in this country with the tracking mechanism. Some worry the technology will be used in other ways, with providers selling information to merchants or worse: stalkers or abusive relatives. If the fundamental principles of privacy aren't in place, there will be a revolt against the widespread use of the technology, Gidari said. Arneson said the privacy issue is being taken seriously and is one of the chief considerations in going forward with installing the technology. -Caveat Lector- This is hardly a new problem. It's simply an old problem with new technology: Stupid police making unreasonable assumptions. Such as: Someone burgled a house. You were seen in the vicinity of the house. Therefore you must have burgled the house or Someone set off a bomb in a hotel. You had been patronising that hotel. Therefore you must have set off the bomb. Of course, it's usually minorities (blacks, hispanics, Irish etc.) who the police are 'naturally' suspicious of, and therefore tend to be arrested for crimes there is no real evidence they committed other than the classic 'being in the wrong place at the wrong time' evidence. There was an article posted some time ago, I think relating to the Diallo shooting, which said that black males know that if a crime is committed, they had better clear off or they are likely to be arrested if they are spotted anywhere near the scene. Having it on film like this does make it easy to sue the other parties here at least. What is instructive is the reaction of the local residents to the police brutality and the DIY Wall of Shame. They fought back, like most working people choose to do in similar experiences. Others engaged in nonviolent mutual aid, sharing water hoses or their houses as temporary refuges from the gas. There was a *diversity* of responses, none of which had to be created via training workshops or protest camps. It was an organic resistance, which the world leaders hadn't counted on. What fools they were to locate a summit on free trade in a working class community. All of their scare tactics about the black bloc didn't work, although they seem to work on the pacifists and professional Leftists. What Dave Dellinger does is very admirable. If Glick and the others who adhere to a strict nonviolence code want to set an example, they should take some risks and sit their bodies down in front of the capitalist machine. I'd love to wake up one morning and hear that 15,000 nonviolent pacifists had blocked the entrances to the Pentagon or some military base. I believe, due to many years as a political activist and organizer involved with our elections system, that at the moment what you have stated above is an IMPOSSIBILITY. Running independent candidates grounded in accountable grass roots, broadly based social movements is an exercise in futility. Why? Because over the past thirty years, our elections system, from beginning to end, has been slowly taken over by private corporate interests, and they now control every aspect of the process, including the actual machinery used to count the votes. There is a wide body of information about this, and a rising movement opposing the corporate take-over of the elections, specifically the computerized vote count, but it is rising parallel to the anti-globalization movement. They have not yet branched out to reach each other. That will have to happen, inevitably, if we are really going to create the changes we need. The incident strained diplomatic ties between the two countries as China held the 24-member American crew for 11 days before releasing them, and the United States refused China's request for an apology. The Chinese fighter jet crashed and its pilot was presumed dead. But the badly damaged U.S. Navy reconnaissance plane, which is full of sophisticated electronics, is still in Chinese custody. Defense Secretary Donald Rumsfeld, shortly after the crew was released, said they went through the check list for such situations and did everything possible in the time they had. But the source who spoke on condition of anonymity said the crew did not have the ability to destroy everything in an expeditious manner so as to not subject it to compromise. They got through the check list. but we never intended to imply that there was no loss, the Navy official said. Numerous gun laws were passed at all levels of government. With the aid of powerful media allies, gun ownership was tagged as an antisocial act and supporters of gun rights were successfully portrayed as tools of an evil gun lobby. The issue was considered so powerful that a major party included a call for much stricter gun control as an important part of its platform. Since the election of 2000, analysts have been pondering the anti- gun lobby's sudden reversal of fortune. Politicians have deserted the cause like rats leaving a sinking ship. The Million Mom March laid off most of its paid staff and was thrown out of its free office space for alleged improprieties. Their hated opponent, the National Rifle Association, has seen membership surge to an all-time high of 4.3 million. Anti-gun operatives are questioning their strategy and trying to maintain morale among the troops. Cracks are widening between the various organizations who blame each other for tactical errors. What went wrong? Simply put, gun control was over-hyped. Politicians and other opportunists were seduced by an emotional issue that appeared to have no downside. Jumping on a bandwagon that claimed to protect moms and kids seemed a quick and easy route to better approval ratings. With so much excitement in the air, it was easy to ignore the logical flaws in the emotion-based arguments. Underlying the entire movement were two unquestioned assumptions. First, that more gun laws were a surefire way to reduce crime and other forms of firearms abuse. The second was the belief that guns were used far more often for evil than for good. Since these were accepted as fact, the faithful were not concerned by the lack of solid proof. Some followers of the faith realized that they were on shaky ground. Fake studies were funded to show an overwhelming negative effect from civilian gun ownership. Clever, but misleading sound bites were constantly created to reinforce the impression of a terrible and growing epidemic of gun violence. By the time one statement was discredited, another was ready to take its place. Statistics were twisted to make it appear that most victims of gun violence were innocent middle class children, rather than young adult males involved with gangs and drugs. Suicides, accidents, homicides and justifiable shootings by police officers were lumped together to make the numbers more impressive. As many observers have noted, when the facts did not support their beliefs, they simply lied. While the media trumpeted gun control victories and parroted the party line, opponents and neutral scholars were researching the facts. Since so many countries, states and cities have enacted strict gun control laws, it is now relatively easy to find out how effectively they have reduced crime and suicide. The utter failure of new gun laws to create any positive effect whatsoever was devastating to the anti-gun arguments. Even more damning is the data showing that crime often worsens when gun control laws are tightened. Washington, D. C., California, England, and Australia, are just a few of the areas where crime increased embarrassingly after new laws were passed. They also proved the truth of the old saying that registration leads to confiscation. When American gun owners saw video footage showing piles of confiscated guns being destroyed in Australia, they were unlikely to believe claims by the gun control lobby that their goals were strictly limited. Scholarly studies by Professor John Lott showed another interesting effect. In states that enacted laws enabling law abiding citizens to obtain concealed weapon permits, crime dropped. This strikes at the very heart of the gun control movement which claims that the prolif- eration of guns is responsible for crime. Unable to rally enough academic horsepower to refute Lott's results, gun control groups resorted to ugly personal attacks. While gun control arguments were being dismantled by academics, grassroots action by gun owners exploded. Fearing extinction beneath the steamroller of anti-gun hysteria, they bombarded elected officials with messages, formed many new gun rights organizations and began participating in street demonstrations for the first time. The appearance of these normal, sensible people counteracted the attempt to portray gun owners as anti-social rednecks. Changes in media coverage also contributed to the climate

There aren't many people in this country who view free trade as positively as I do. As industry minister in the Mulroney government, I participated in the 1985 Shamrock Summit that set the stage for our trade agreement with the United States. I was even responsible for replacing the Foreign Investment Review Agency with Investment Canada, a welcome mat for our partners to the South. There also aren't many people who view the maintenance of law and order as a higher priority than I do. But this past weekend, I was shocked by events in Quebec City. Shocked by what I saw, and stunned by what my wife, Noreen, and I personally experienced. I believe Canada is right to view free trade as a model for democratic development in every corner of our hemisphere, and I was delighted to see us host the Summit of the Americas. But our government is dead wrong to behave in a manner that suggests we have forgotten what democracy is all about. Noreen and I arrived in Quebec City last Friday at about 5 p.m. We had heard about the so-called security fence and wanted to see it firsthand, to walk along beside it. My first view of the fence was in front of the Château Frontenac. It brought back memories of many happy visits to that hotel. But, this weekend, I could not enter: The hotel was inside the fence, I was outside. As we walked around the perimeter, a 40-year-old chap passed us, and asked: Where is your gas mask? I asked what he meant. He said: There is gas farther on -- watch out. We continued until we saw our first contingent of riot-geared police lined up three deep behind a closed gate. They were an intimidating sight -- in battle dress, with helmets, masks, shields and assorted elaborate weapons. I was glad, this time, that they were inside the fence and we were outside. Farther on, just before we got to Dufferin Street, there were perhaps 50 people -- protesters, it turned out -- who were standing or sitting on a small side road. At the end of the road, we saw a much larger group of riot police standing shoulder-to-shoulder, several rows deep. The road was well away from the security fence. In fact, the fence was nowhere in sight. I spoke with many of the people in the street, asked them why they had gathered, why they opposed the free trade proposals. It was a lively but friendly exchange. We were interrupted as the police down the road began an eerie drumming, rattling their riot sticks against their shields. Slowly, in unison, one six-inch step at a time, they began marching toward us. Noreen and I moved to the side of the street, as the protesters remained stationary. Some formed V signs with their fingers. To my horror, the police then fired tear gas canisters directly at those sitting or standing on the road. As clouds of gas began to spread, Noreen and I felt our eyes sting and our throats bake. We pulled whatever clothing we could across our mouths. One young woman, who had been among the protesters, offered us some vinegar. What's that for? I asked. It takes away the sting, she said. And it did help. The police, however, kept advancing. One large policeman with the number 5905 on his helmet, pressed right against me and ordered me to get behind a railing. I haven't done anything, I protested. Why? He simply replied: Get behind the rail. Then he added, and get down. I did so. I shook my head. I never thought I would ever see this kind of police-state tactic in Canada. What we witnessed that night was mild compared to events the next afternoon. This time, walked along the fence until we reached the gate at René Lévesque Boulevard, where a great crowd had gathered that included TV cameras and reporters. I was asked for an interview by a CBC crew but, before we could begin, dozens of tear gas canisters were fired, water cannons were sprayed and rubber bullets began to hit people nearby. Three times, I felt could not breathe, my eyes were sore and all I could do was run. In the bedlam, my wife and I were separated for almost three hours. She said she had almost passed out from the gassing. We lost something else, besides each other, last weekend in Quebec: our innocence. This

Days before the advertisement appeared on April 8, the executive director of Rabbis for Human Rights had been arrested while participating in nonviolent civil disobedience against Israeli demolition of houses. Palestinian homes are being systematically bulldozed all over the West Bank, said a bulletin from Rabbi Arthur Waskow, director of the Shalom Center in Philadelphia. In this case, there isn't any pretense of 'security interests' or 'military targets.' The houses destroyed yesterday and today belong to ordinary Palestinian citizens whose only crime is the wish to have a roof over their heads. Groups like Rabbis for Human Rights, and Jewish American activists like Rabbi Waskow who vocally oppose Israeli policies, get short shrift in U.S. news outlets. Meanwhile, the reporting on the Israeli-Palestinian cycle of violence is badly skewed by an endless cycle of media bias. Searching the Nexis database of U.S. media coverage during the first 100 days of this year, I found several dozen stories using the phrases Israeli retaliation or Israel retaliated. During the same period, how many stories used the phrases Palestinian retaliation or Palestinians retaliated? One. Both sides of the conflict, of course, describe their violence as retaliatory. But only one side routinely benefits from having its violent moves depicted that way by major American media. The huge disparity in the media frame is a measure of the overall slant of news coverage. -Caveat Lector- Wednesday, April 25, 2001 Amtrak Pulls DEA Computer By Jeff Jones Journal Staff Writer Amtrak has pulled the plug on a controversial computer that gave the Albuquerque office of the Drug Enforcement Administration direct access to the train's ticketing system. However, Amtrak police said this week they will continue to provide information they glean from the ticketing system to other police agencies across the United States to help catch train-riding drug couriers. Amtrak police also will continue to receive a portion of the assets that drug agents seize off trains around the nation. We cooperate with law enforcement agencies, including the DEA, and will continue to do so in the future, Amtrak Police Chief Ernest R. Frazier Sr. said in a letter to the Journal, dated Monday. I have reviewed the issue of computer access because of concerns raised and have ensured that my personnel will maintain direct control of computers on our property and access to Amtrak information, Frazier said in the letter. The computer ticketing information could provide drug agents with details such as passengers' last names, where they were traveling from, when they bought their tickets and whether they used cash or credit to pay for them. Agents used ticketing information to narrow down who they wanted to speak with and therefore whose luggage could eventually be sniffed by a drug-detecting dog when the trains rolled into Albuquerque. Critics have said that using the passenger information could lead to singling out people based on ethnicity or financial status. The DEA and Amtrak have said they do not engage in racial profiling. Barry Steinhardt, associate director of the national ACLU, said Tuesday that even if the DEA does not have direct access to Amtrak's computer files, there's a pretty strong argument that the information-sharing arrangement violates the U.S. Constitution's prohibition on unreasonable searches and seizures. Amtrak police ... shouldn't be trawling through customer information without good cause, Steinhardt said. Peter Simonson, executive director of the ACLU of New Mexico, said it's a significant improvement that the computer in the DEA office is no longer online. But he said the ACLU still is pondering legal action. ... It's still disturbing that any police agency is using customer records to conduct investigations, Steinhardt said. Steinhardt said the arrangement may violate the Federal Privacy Act, which he said prohibits one federal agency from sharing personal information with another. Amtrak spokeswoman Lynn Bowersox said this week that the Federal Privacy Act does not apply to Amtrak, and we have not violated the law. If the ACLU pursues an action, we will respond in due course. The computer-system arrangement between Amtrak and the DEA came to light last month after a DEA agent outlined the practice while being questioned by a defense attorney. The questioning took place during a pretrial interview in a pending drug case stemming from an Amtrak stop. Agent Kevin Small said during the pretrial interview that the Albuquerque DEA office has had access to Amtrak's ticketing computer system for several years. Small said in the taped interview that agents looked for the consistent factors in drug-seizure cases. He said those factors were usually one-way cash tickets bought within three days of the departure date. We're the only law enforcement agency outside of Amtrak, this office, that has that computer, Small said in the interview. He added that tips are passed out all over the country. Small's supervisor, Steven Derr, has defended the practice, saying it does not involve racial profiling, adding the whole idea of why we do it this way is so we're not randomly stopping people. Amtrak Police Chief Frazier said that although Amtrak police do share in the proceeds of forfeited property, the proceeds must be used for law enforcement purposes only. ... The plan is laid out in documents signed by the five Joint Chiefs but never carried out, according to writer James Bamford in Body of Secrets. The new history of the Fort Meade-based eavesdropping agency is being released today by Doubleday. NSA regularly picks up the conversations of suspected terrorist financier Osama bin Laden, says Bamford, and has monitored Chinese and French companies trying to sell missiles to Iran. He provides new details about an Israeli attack on a Navy eavesdropping ship in 1967, suggesting that the sinking was deliberate. And he reveals the loss of an entire warehouse full of secret cryptographic gear to the North Vietnamese in 1975, at the end of the Vietnam War. Bamford, a former investigative reporter for ABC News who wrote The Puzzle Palace about the NSA in 1982, said his new book is based mostly on documents obtained through the Freedom of Information Act or found in government archives. NSA never handed me any documents, he said. It was a question of digging. He said he was most surprised by the anti-Cuba terror plan, code-named Operation Northwoods. It may be the most corrupt plan ever created by the U.S. government, he writes. The Northwoods plan also proposed that if the 1962 launch of John Glenn into orbit were to fail, resulting in the astronaut's death, the U.S. government would publicize fabricated evidence that Cuba had used electronic interference to sabotage the flight, the book says. A previously secret document obtained by Bamford offers further suggestions for mayhem to be blamed on Cuba. We could sink a boatload of Cubans en route to Florida (real or simulated). ... Another idea was to shoot down a CIA plane designed to replicate a passenger flight and announce that Cuban forces shot it down. Citing a White House document, Bamford writes that the idea of creating a pretext for the invasion of Cuba might have started with President Dwight D. Eisenhower in the last weeks of his administration, when the plan for an invasion by Cuban exiles trained in the United States was hatched. Carried out in April 1961, soon after Kennedy became president, the Bay of Pigs invasion proved a fiasco. Castro's forces quickly killed or rounded up the invaders. Army Gen. Lyman L. Lemnitzer, chairman of the Joint Chiefs, presented the Operation Northwoods plan to Kennedy early in 1962, but the president rejected it that March because he wanted no overt U.S. military action against Cuba. -Caveat Lector- USA: Book Review - Corruption in Las Vegas *THE MONEY AND THE POWER The Making of Las Vegas and Its Hold on America, 1947-2000 By Sally Denton and Roger Morris Illustrated. 479 pages. Alfred A. Knopf. $26.95 * As they see it, Las Vegas is the nexus of international corruption at the highest levels of business and government: a shadow capital at the beginning of a new millennium embodying the culture and values and the near-complete rule of money in American life, a Rosetta stone for deciphering significant but still entombed or encoded chapters of our national past. Read through the rise of Las Vegas, the seemingly familiar story of organized crime and corruption in America takes on new implications, Mr. Morris and Ms. Denton write. The compromising of politics and government is earlier, wider, more decisive and more often the play of rival factions beyond the visible parties and personalities, the penetration of business and finance deeper and more permanent, the dominance of society more insidious and enduring. The authors suggest that the assassinations of President John F. Kennedy and Robert F. Kennedy shared a Las Vegas connection and that Presidents Lyndon B. Johnson, Richard M. Nixon, Ronald Reagan and Bill Clinton were beholden to Las Vegas power and influence as well. The new corporate face of Las Vegas, with its theme park casinos geared toward families, they imply, does not signify the demise of mob power there, but merely conceals another stage in the evolution of the city, increasingly a playground and laundering center for foreign organized crime. As for Watergate, Mr. Morris and Ms. Denton argue that it was less about what they call comparatively minor offenses such as obstruction of justice, dereliction of duty or failure to produce subpoenaed evidence than a Medusa´s head of entangled, intrinsic corruption tracing a lineage to the Strip: partisan warfare by covert gangs grown as decisive in American politics as any party or platform; payoffs far larger than any sums revealed by Watergate testimony; collusions with the syndicate much older and more constant than any unsavory associations surfacing in the investigation; corporate alliance with crime and government intelligence more pervasive and powerful than the shadows thrown by any hearing. Such high-decibel allegations tend to be made in The Money and the Power with little or no credible sourcing. Ms. Denton and Mr. Morris (who served on the senior staff of the National Security Council under Presidents Johnson and Nixon and who wrote the critically acclaimed 1989 biography Richard Milhous Nixon) appear to base many of their arguments on the Oliver Stonian theories of writers like Peter Dale Scott (the author of Deep Politics and the Death of J. F. K. and Crime and Cover-Up: The C.I.A., the Mafia and the Dallas-Watergate Connection), who posit all manner of hidden connections between organized crime, United States law enforcement agencies, the drug trade and foreign policy. Ms. Denton and Mr. Morris frequently accept, at face value, the assertions of their sources, however dubious or biased those sources might be. They cite, for instance, a gangster´s boast of delivering to President Jimmy Carter the vote of Nevada Senator Howard Cannon on the Panama Canal Zone Treaty without making independent efforts to verify the credibility of this assertion, and they quote a man named Michael Ventura, identified only as a frequent visitor to Las Vegas, as saying that the Mormon church has a great deal in common with the Mafia. In another chapter, the authors quote one historian, who calls Ronald Reagan´s ascension to the White House a slow motion coup d´état - that is, a coup that transformed the nation and helped give Las Vegas the opening to its own national empire beyond the wildest dreams of its nefarious founding fathers. Only a footnote reveals that that historian is really Mr. Morris himself, writing in another poorly documented book, Partners in Power (1996), which alleged that Bill Clinton used to attend cocaine parties and had shadowy links to a drug smuggling operation run out of Mena, Ark. Although The Money and the Power offers vivid portraits of some of the fascinating people who have played a role in Las Vegas´s short, electric history - including Meyer Lansky, Bugsy Siegel, Senator Pat McCarran, Gov. Paul Laxalt, Jimmy Hoffa and Steve Wynn - the authors are overly intent on turning all their subjects into representative men. Howard Hughes´s life, they write, paralleled in many ways the course of the country over the same 70 years: From the sweaty wildcatting of turn-of-the-century Texas oil fields to clammy, closed-door intrigues of the cold war and big-money politics, Hughes´s progress was an allegory of the nation´s passage. It's Big Business - And It Just May Be at the Cutting Edge of U.S. Foreign Policy. by Ken Silverstein - PHOTOGRAPHS BY WELTON DOBY III Ed Soyster is a retired three-star general and the former director of the super-secret Defense Intelligence Agency, but in his conservative brown business suit, he looks more like Willy Loman than James Bond. It's a chilly Tuesday morning in February, and Soyster has just greeted me at the door of Military Professional Resources, Inc. (MPRI), a rapidly growing firm based in Alexandria, VA, for which he is the spokesperson. MPRI's headquarters - located in a five-story office building next to a Best Western motel off the George Washington Parkway - appears as nondescript as Soyster. The reception-area coffee table is covered with old issues of Vanity Fair, Condé Nast Traveler, Food Wine and other standard fare. The firm's name and corporate logo, a golden sword, are embossed on the front door. Aside from the vaguely martial insignia, nothing otherwise distinguishes MPRI from the thousands of beltway bandit firms that ring Greater Washington. Given the nature of its business, MPRI's low profile probably is not a coincidence. Despite this bland façade, MPRI has emerged as the leading player in a controversial field that critics call Mercenary, Inc. Defenders prefer the more innocuous military service provider, arguing that these 21st-century exporters of war strategy are a far cry from the soldiers of fortune of the past. The firm's mission is to discreetly train foreign armies - often ones with atrocious human rights records - that are allied with the United States. The industry, though still in its infancy, is booming. So much so that last year MPRI was bought, on undisclosed terms, by L-3 Communications [ticker: LLL], a nearly $3-billion per year New York-based company that manufactures high-tech goods, primarily for the Pentagon. MPRI's corporate ranks are filled with dozens of retired officers. In fact, outside of the Pentagon, which is conveniently located just 10 minutes away, there are few places where you'll find such a gathering of high-powered military men. As we head back to his office, Soyster points out the office of MPRI's president, retired General Carl Vuono, U.S. Army chief of staff during the Gulf War, and introduces me to another retired general, Ron Griffiths, an executive vice president and a former Army vice chief of staff. Though he's not in on the day I arrive, Vuono's reputation precedes him: He's a meat-and-potatoes military man and former combat arms officer who commanded two battalions in Vietnam. To hear it from Soyster, MPRI sells a product that's utterly conventional. In fact, he jokes during my brief tour of the office, the parent firm L-3 is a publicly traded corporation, so anyone with a 401(k) retirement plan is probably an investor in our company. Of course, most companies don't go looking for business in countries rife with war and conflict. During the past few years, MPRI has worked with a group of countries that sounds like a casting call for next year's edition of Fielding's The World's Most Dangerous Places: Bosnia, Colombia, Equatorial Guinea and Nigeria. The incentive to join up with MPRI, industry watchers say, is money. Though the firm does not disclose the pay of its top officers, analysts say they expect all ranks make more than their U.S. military equivalents. But Soyster resists the notion that MPRI employees are rolling in cash - he says a colonel actually makes less if he teaches an ROTC course for MPRI than he made before retiring, but could make more than his U.S. Army counterparts if he is posted overseas for the firm. In any case, Soyster says, there's not much incentive for servicemen and women to quit and join MPRI, since the bump in pay is not dramatic, and because, like any contracting business, the work can be uncertain. We had about 30 COLONELS over there, five divisions' worth. The U.S. Army can't send those kind of NUMBERS. MPRI'S ED SOYSTER The Pentagon and the CIA have long used private contractors for a variety of tasks, from building base infrastructure to assisting with covert operations. But today's scenario differs greatly from past practice. MPRI and other private military companies (PMCs) are not CIA cutouts but huge corporations with diverse interests. Their work is implemented not by CIA-trained foreign locals, but by high-ranking U.S. military officers fresh out of the armed forces. Driving the proliferation of PMCs are the huge cutbacks in the number of U.S. armed forces personnel following the end of the Cold War. -Caveat Lector- Bush budget doesn't include funds to fight tobacco By KAREN GULLO, Associated Press WASHINGTON (April 25, 2001 1:11 p.m. EDT http://www.nandotimes.com) - The Bush administration has not asked Congress for money in its new budget to fund an enormous lawsuit against big tobacco companies, prompting concerns that the Justice Department may not be able to continue the suit. The administration has requested $1.8 million to pay salaries and staff costs for the tobacco litigation team in the department's civil division, Justice officials said. But no money has been sought to pay for legal work, such as gathering and analyzing millions of documents that tobacco companies have asked to see. The litigation team has estimated that it needs more than $57 million this year to keep working on the case, according to The Washington Post, which cited a March 12 memo sent by tobacco litigation lawyers to Attorney General John Ashcroft. The litigation team said that without more money, it can't keep pursuing the case. David Ogden, assistant attorney general and head of the department's civil division, had made the same argument last fall. The Justice Department suit, filed in September 1999, accused big tobacco companies of putting profits before health by concealing data showing that nicotine is addictive and that smoking causes disease. The government seeks to recover hundreds of millions of dollars in medical costs borne by federal health programs to pay for smoking-related illness. Tobacco companies have denied the charges. Republicans and members of Congress from tobacco states oppose the litigation and have tried to block the Justice Department from getting money to continue the suit. Congress redirected $11 million from other federal agencies to pay for the litigation and can do the same this year, Susan Dryden, Justice Department spokeswoman, said Wednesday. She would not confirm whether the department needs another $57 million. She said Ashcroft has not yet reviewed the memo. No decision has been made on whether to continue the lawsuit, she added. During his confirmation hearings Ashcroft said he would evaluate the litigation, which he opposed when he was in the Senate. President Bush said during the presidential campaign, We've had enough lawsuits. Justice Department officials said the lack of a specific request for litigation money doesn't indicate the agency's position on the lawsuit, pointing out that there was no money in last year's budget for the suit beyond $1.8 million for staff costs and that funding level has been continued in the new budget request. This budget does not take a position on the funding of tobacco litigation, Paul McNulty, acting principal associate deputy attorney general, said at a budget briefing last week. Dryden said the decision about whether to continue the suit was a policy matter, not a budget issue. But money is crucial to the government's ability to process millions of pages of tobacco industry documents, some dating back to 1954, and a huge number of government documents the industry wants to see. Discovery of the corn in taco shells last fall led to nationwide recalls of corn products, and more recalls may be necessary unless the government agrees to allow a minimal amount of the corn in food, Aventis CropScience said in a filing with the Environmental Protection Agency. EPA officials said Tuesday that research submitted as a part of the filing showed that potential exposure to StarLink in processed foods is significantly lower than previously estimated. StarLink corn was never approved for human consumption because of unresolved questions about the potential of a unique protein it contains, known as Cry9C, to cause allergic reactions in people. Aventis asked EPA last fall to grant the corn temporary food-use approval to eliminate the need for recalls and disruptions in grain trade. Now, Aventis says it would be sufficient for EPA to set a maximum level, or tolerance, for the biotech grain of 20 parts per billion. So long as the government views any level of Cry9C protein, detected by any method of analysis, as rendering food legally adulterated, major disruptions of the food supply will continue even though the theoretical risk is vanishingly small, Aventis said in the filing. This outcome would not contribute to the protection of public health or represent wise public policy. Aventis submitted results of studies showing that processing greatly diminished, but did not eliminate, Cry9C levels in foods made with StarLink corn. StarLink corn was supposed to be grown and handled separately from other grain but farmers often failed to do so. StarLink was widely mixed with other corn and also cross-pollinated with other varieties of corn. Nearly 80 small seed companies have reported finding Cry9C in non-StarLink corn. As NewsMax.com reported earlier this week, the Paris-based Organization of Economic Cooperation and Development (OECD) is seeking the economic clout to sanction low-tax nations for engaging in unfair competition. Those sanctions would include, but not be restricted to, isolating the low-tax nations' banks from international commerce. U.S. taxpayers who fork over up to 40 percent of their money in taxes every year may be surprised to learn this, but by OECD standards, we are a low-tax nation. It's the high-tax welfare states in Europe that are out to stop low taxes as unfair. Why? Because the low-taxing countries have had the audacity to drain investment and jobs from the high-tax welfare states. The high priests of high taxation regard this as an outrage and an affront to their sacred socialist welfare state ideology. The Clinton administration had pledged cooperation with OECD. At the Treasury Department, the battle is on to persuade the Bush administration to follow suit. The tension is between the entrenched career bureaucrats who helped formulate the Clinton policy and the political Bush appointees who, according to sources, may be wavering. Mark Weinberger, who only last month was confirmed as assistant Treasury secretary for Tax Policy and thus is just barely getting his feet wet in that job, is one of the Bush people coming under intense pressure from the holdovers, who are giving him the old line of Come on! We cant let our allies down. This is a done deal. They're counting on us. In a letter quoted the other day by columnist Robert Novak, Weinberger gave a noncommittal bureaucratic answer when asked for his views by Sen. Don Nickles, R- Okla. All is not necessarily lost, however. The free-market community is urging the administration to reject cooperating with this high-tax cartel. Some free-market think tanks with strong friends in the administration have received calls from the administration urging them to send us your talking points. That is hopeful, but not necessarily an indication of which way the winds are blowing. In mid-May, there will be a ministerial meeting in Paris involving the U.S. Treasury Department and its overseas counterparts throughout Europe, North America and the Pacific Rim. The OECD is likely to be one of the issues on the front burner. That adds to the urgency of free-market forces. They want the Bush White House to become actively involved. The question is who is running the administration? The Bush people, whose leader was duly elected to office, or the faceless bureaucrats elected by nobody? The larger question, as seen by those close to the activity on this tug-of-war, is what the White House will do when it comes to a fork in the road, with one path representing French tax collectors, the other representing American taxpayers. The administration has requested $1.8 million to pay salaries and staff costs for the tobacco litigation team in the department's civil division, Justice officials said. But no money has been sought to pay for legal work, such as gathering and analyzing millions of documents that tobacco companies have asked to see. The litigation team has estimated that it needs more than $57 million this year to keep working on the case, according to The Washington Post, which cited a March 12 memo sent by tobacco litigation lawyers to Attorney General John Ashcroft. The litigation team said that without more money, it can't keep pursuing the case. David Ogden, assistant attorney general and head of the department's civil division, had made the same argument last fall. The Justice Department suit, filed in September 1999, accused big tobacco companies of putting profits before health by concealing data showing that nicotine is addictive and that smoking causes disease. The government seeks to recover hundreds of millions of dollars in medical costs borne by federal health programs to pay for smoking-related illness. Tobacco companies have denied the charges. Republicans and members of Congress from tobacco states oppose the litigation and have tried to block the Justice Department from getting money to continue the suit. Congress redirected $11 million from other federal agencies to pay for the litigation and can do the same this year, Susan Dryden, Justice Department spokeswoman, said Wednesday. She would not confirm whether the department needs another $57 million. She said Ashcroft has not yet reviewed the memo. No decision has been made on whether to continue the lawsuit, she added. During his confirmation hearings Ashcroft said he would evaluate the litigation, which he opposed when he was in the Senate. President Bush said during the presidential campaign, We've had enough lawsuits. Justice Department officials said the lack of a specific request for litigation money doesn't indicate the agency's position on the lawsuit, pointing out that there was no money in last year's budget for the suit beyond $1.8 million for staff costs and that funding level has been continued in the new budget request. This budget does not take a position on the funding of tobacco litigation, Paul McNulty, acting principal associate deputy attorney general, said at a budget briefing last week. Dryden said the decision about whether to continue the suit was a policy matter, not a budget issue. But money is crucial to the government's ability to process millions of pages of tobacco industry documents, some dating back to 1954, and a huge number of government documents the industry wants to see. As I said, I'm not at liberty to discuss it." -- Scene from 2001 - a Space Odyssey In recent weeks, a series of disturbing and mysterious reports have been coming out of Antarctica, centered around a strange "anomaly" recently detected on that perpetually frozen Continent. The stories, covered extensively by internet news sources (like Kent Steadman's Cyberspace Orbit site), draw eerie parallels to material as diverse as a French novel, the "X-Files" movie, and as we shall see, even Arthur C. Clarke's "2001 - A Space Odyssey." All the intrigue centers around a fairly recent, but potentially "breakthrough" discovery on that faraway Continent. In 1957, the Russians built a base in eastern Antarctica which they named "Vostok" (East), which also happens to be the name of the first series of manned Russian spacecraft. In the 1970's, via airborne radar surveys, they belatedly began to suspect that they had "inadvertently" (as the story goes) built their base at the tip of a large subglacial lake. In the years since, orbital radar mapping (shown below) combined with surface seismological measurements have confirmed that "Lake Vostok," under over two miles of solid ice, is the largest lake discovered in the last 100 years -- roughly the size of Lake Ontario but much deeper in places (more than 3000 feet!), with about four times the volume. The Lake, which is still liquid and not frozen, has been isolated under the ice sheet since anywhere from 13,000 to 14 million years ago, depending on who you talk to (thus, who's estimating precisely "when" the ice last completely covered the Continent). The water in the Lake (determined by surface thermal scans) ranges from 50 to 65 degrees F, clearly indicating a sub-terranean heat source. In addition, the whole Lake is covered by a sloping air "dome" several thousand feet high that has formed (from the "hot" water melting the overlying ice) just above the Lake's surface. Core samples taken by the Russians a couple years ago at their Vostok Base -- when they drilled down very close to the bottom of the ice sheet -- have revealed the presence of microbes, nutrients and various gases -- like methane -- embedded in the clear, refrozen Lake water just above the "dome." Such items are typical signatures of biological processes. The Lake, therefore, has all the ingredients of an incredible scientific find: a completely "isolated" eco-system -- water, heat, respired gases and (judging from the unique microorganisms that scientists were actually able to culture in the United States and Russia, when retrieved from their icy prison) ... current biological activity. As the actual scope and composition of the Lake became clearer from about 1998 on, NASA began to see it as an ideal test bed for its eventual plans to drill through the ice and search the oceans of Jupiter's moon, Europa. Accordingly, JPL received NASA grants to develop unique "sterile" drilling technology, conduct actually drilling and probe experiments in other terrestrial environments, and to prepare a Plan to actually enter Lake Vostok by 2002. But, coincident with a stunning new discovery, JPL has evidently now backed off these ambitious exploration plans. According to Scientific American, the National Science Foundation has now suddenly cancelled plans to penetrate the Lake with a robotic probe by that target date: 2002. The ostensible reason is "concern over environmental contamination." As noted earlier, core samples returned from the ice refrozen just 100 yards above the Lake's "air dome," contained a plethora of microorganisms of various categories, including some never seen before. These new, exotic life forms have raised concerns among the environmental lobby that exploration of Lake Vostok might "contaminate" an otherwise pristine eco-system. All this seems quite reasonable, until you factor in what happened in February, and the reaction to it. A team of scientists from Columbia University, working under the auspices of the NSF, early in 2001 began a series of unprecedented low-altitude aerial surveys over Lake Vostok, designed to chart gravitational, magnetic and thermal activity under the ice. In the course of doing so, they made a stunning find. A huge magnetic anomaly was discovered covering the entire Southeast portion of the shore of the Lake. This remarkable anomaly, which is discrepant from the background by over 1,000 nanoteslas (a significant variance, compared to daily variations in the Earth's magnetic field), could of course be caused by "natural" processes. House may end contract for berets By Rowan Scarborough THE WASHINGTON TIMES Some members of the House Armed Services Committee plan to try to block the Army´s black beret handout this year through legislation canceling the production contracts, a congressman said yesterday. Rep. Roscoe G. Bartlett, Maryland Republican and an Armed Services Committee member, said the move would come via an amendment to the 2002 defense budget bill written this summer, or in a stand-alone bill. I think there is a growing sentiment among our members that the Army is in a very difficult situation, said Mr. Bartlett, who, like many other lawmakers, is upset that more than 600,000 berets are being produced in communist China. He said the Army was politically incapable of doing the right thing, which is to say we will cancel the black beret program. I would say there is a very high probability we will put something in the bill on the berets, Mr. Bartlett said in an interview. I would think it would be to cancel the contracts of those made in China and not implement the berets for Army-wide use. His remarks came after the Armed Services Committee met behind closed doors yesterday with Gen. Eric Shinseki, the Army chief of staff. Also questioned was Lt. Gen. Henry T. Glisson, director of the Defense Logistics Agency, which is buying nearly 4 million berets at up to $35 million for virtually all Army soldiers. It was not clear yesterday whether Congress could act quickly enough to stop the Chinese production before the contract is fulfilled. China already has delivered more than half of the 618,000 berets that the U.S. Army ordered. Soldiers began receiving the new headgear this month. All are scheduled to have the headgear by June, meaning congressional action to rescind the program would result in troops exchanging the new berets for the foldable green caps they replaced. Gen. Shinseki announced in October he would put a beret on every soldier as a symbol of the Army´s transformation into a lighter, more agile force for the 21st century. Since then, the apparel decision has not gone as smoothly as top Army officials predicted. The special operations community erupted in anger, saying universal berets cheapened the black berets given to elite Army Rangers, as well as maroon berets for airborne troops and green berets for special forces. Then, The Washington Times reported that the Defense Logistics Agency, in order to meet Gen. Shinseki´s June 14 deadline for black berets for all Army soldiers, had to award contracts to companies that operate low-wage factories overseas, including in China. To meet the deadline, the agency invoked a legally available waiver to a federal law, known as the Berry Amendment, which requires U.S. military uniforms to be made of American components in domestic factories. The twin complications of soldier protests and a Chinese connection prompted letters from lawmakers calling on President Bush, Defense Secretary Donald H. Rumsfeld and Gen. Shinseki to cancel the program. But the general stood firm and announced a compromise by which the Rangers would switch from black to tan berets. Mr. Bartlett described the sentiment of congressional members as, I don´t want to micromanage, but this is a mess. The congressman said he does not know whether there are sufficient votes in committee to cancel the beret program. Committee member Rep. Duncan Hunter, California Republican, also has been a critic of the Army´s beret decision. A spokesman said Mr. Hunter has declined to comment but may have a statement later on the issue. Senate Armed Services Chairman Sen. John W. Warner, Virginia Republican, has called on the Army to suspend black beret handouts until a new civilian secretary can review the program. The White House announced yesterday it would nominate retired Brig. Gen. Thomas E. White as the next Army secretary. He now faces a Senate confirmation hearing. Congressional sources said Gen. Shinseki spent much of his briefing yesterday justifying his beret decision. The sources said the witnesses refrained from using the word China when discussing where 618,000 berets were being made. Instead, they referred to the name of the British company that operates the plant there. They never could have anticipated they would have to make these in China at the same time they are holding 24 hostages, said Mr. Bartlett, referring to China´s 12-day detention of 24 EP-3E American crew members on Hainan island earlier this month. More than 75 House members signed a letter to Mr. Rumsfeld last month protesting the foreign purchases. Connie Kang Times Staff Writer Published April 25 2001, 7:08 PM CDT One in four Americans hold very negative attitudes toward Americans of Chinese ancestry, and one-third question their loyalty to the United States, according to a nationwide poll scheduled for release Wednesday in Washington. The survey of the public attitude toward Chinese-Americans also found that while an overwhelming majority of Americans admire Chinese-Americans for their devotion to family and emphasis on education and diligence, nearly a quarter would not approve of intermarriage with a Chinese-American. Twenty-three percent of Americans said they are uncomfortable with the idea of voting for an Asian-American candidate for president, compared with 15 percent uncomfortable with voting for a black candidate, 14 percent for a woman candidate and 11 percent for a Jewish contender. One-third (34 percent) said Chinese-Americans have too much influence in the U.S. technology sector. Virtually the same proportion (32 percent) said Chinese-Americans are more loyal to China than to the United States. The poll findings, coming at a time of renewed tension between the U.S. and Chinese governments, disheartened experts who have long believed that the American public's perception of Chinese-Americans and other Asian-Americans is disproportionately affected by the tone of diplomatic relations. These experts felt some of the responses illustrated that Americans are woefully ignorant about Asian-Americans, even in California, where 40 percent of the nation's Asian-Americans live. We find these findings startling, said Henry S. Tang , chairman of the Committee of 100, a Chinese-American leadership organization, which sponsored the telephone survey of 1,216 Americans. The group's better-known members include cellist Yo-Yo Ma and architect I.M. Pei. It makes you wonder how not only Chinese-Americans but Asian-Americans can shake this legacy of somehow being less than 100 percent Americans, said political scientist Don T. Nakanishi, director of the Asian American Studies Center at the University of California, Los Angeles. Wednesday's survey disclosure at the National Press Club was timed to coincide with the committee's 10th annual conference this week, during which several panels will discuss the implications of the poll and formulate programs to promote better understanding and the rights of Asian-Americans. The telephone survey, conducted March 1-14 by Yankelovich Partners in consultation with the Anti-Defamation League and the Martila Communications Group, has a margin of sampling error of plus or minus 3.1 percentage points. The main thrust of the study was to explore the public's attitudes toward Chinese-Americans. In addition, the survey tried find out whether attitudes toward Chinese-Americans were largely the same or different from those toward Asian-Americans in general. To that end, 1,002 respondents were asked their opinions about stereotypes of Chinese-Americans, and 214 were asked about identically worded stereotypes of Asian-Americans, according to the study. The answers were nearly identical, suggesting that prejudice against Chinese-Americans is a subset of broader prejudices against Asian-Americans. The move, aimed to advance Iran's influence over the Middle East peace process, also provides a momentary respite in the run-up to the Iranian presidential elections. Tehran is aiming first to hinder peace talks over the Palestinian uprising in Israel to demonstrate to the Israelis and others that it can still wield power and influence in the region. While publicly forming ties to groups like Hamas, Hezbollah and the Islamic Jihad will damage Iran's image among some foreign leaders, others will look to Tehran as an influential third party. During the conference, Iranian President Mohammad Khatami stressed the importance of unity among the combatant groups and told those attending that the most important issue in Palestine is strengthening the intifada, Iranian state news agency IRNA reported April 24. By focusing on the problems the Palestinians face, Khatami and Iranian Supreme Leader Ayatollah Ali Khamenei also turn the public's attention away from the June 8 presidential elections. Likely to be the next big battle between conservative and reformist factions, Tehran is championing an issue both sides support, which quells the internal conflict for the moment. Since the start of the uprising last September, Iran has not played a leading role in the conflict. But Tehran may be shifting to a more proactive stance. In fact, the agenda of the conference, labeled the International Conference of Support for the Intifada and the Islamic Revolution in Palestine, is to focus those attending on creating a coordinated policy for supporting the Palestinian uprising. Parliamentary representatives from 35 Arab and Islamic nations, as well as leaders from several Palestinian opposition groups -- including the Islamic Resistance Movement known as Hamas, the Palestinian Islamic Jihad and the Lebanese Shiite militia Hezbollah -- attended the event. But who was not there may be as important as who was. Palestinian National Authority President Yasser Arafat was noticeably absent. Iran plans to undercut Arafat's efforts toward peace by offering the Palestinians an alternative. Iranian leaders also have suggested calling a referendum among the original inhabitants of Palestine on the country's future, the BBC reported. Sponsoring radical groups opposed to Arafat is a key strategy in achieving this goal. In May 1999, Khatami met several Palestinian opposition leaders in Syria. While in Damascus, Khatami reportedly held talks with former Palestinian National Council Chairman Khaled al-Fahoum; Ahmed Jibril, leader of the People's Front for the Liberation of Palestine, General Command; and the Secretary General of Islamic Jihad, Ramadan Abdullah Shalah. Ironically, during the last few years, Iran had reduced its support of international radical groups. Aimed at attracting foreign investment, Iran cut down on its supply of weapons to groups like Hezbollah and also toned down its rhetoric supporting the radical actions of these groups. But today, Tehran clearly is moving to reverse that trend. Before arms and training can resume, however, Iran must first consolidate its position as leader of the various radical groups. Yesterday, the CIA said that Kenneth Bucchi is an impostor. CNN anchor Joie Chen read a statement to that effect on the air, but the network did not retract the story or apologize. CNN isn't the only network to face embarrassment by Bucchi; Fox News Channel's Bill O'Reilly interviewed him in January. Bucchi "never worked for the CIA in any capacity, as an employee or a contractor," Bill Harlow, the agency's director of public relations, told The Washington Post. He called Bucchi's claims on CNN that he had been involved with Colombian drug smugglers "utter nonsense" and "complete fiction." Reached yesterday in Los Angeles, where he works as a city personnel officer, Bucchi said he could not prove he worked with the CIA. "I certainly don't know how I can do that," he said. "I don't really give a [expletive] if people think I was in the CIA." In a rambling interview, Bucchi also acknowledged that he was discharged from the Air Force a decade ago after being labeled as delusional. "How do you prove you're not delusional?" he asked. In a statement, CNN said Bucchi was given airtime because of his book, "Operation Pseudo Miranda: A Veteran of the CIA Drug Wars Tells All." Despite several television and radio appearances since the book was first published in 1994, "at no time did the Central Intelligence Agency or any other governmental entity raise publicly a concern with either Mr. Bucchi's employment history or the issues he raises in his book. Based on all of these factors, as well as two pre-interview discussions with him, our Guest Bookings department made the judgment that the experience he claimed with counter-narcotic activities would be useful in a discussion of the recent Peruvian military shootdown of a civilian aircraft. . . . "We have taken the appropriate opportunity to inform our viewers of the CIA's perspective as well as Mr. Bucchi's rebuttal," the statement said. Fox Executive Producer Bill Shine said his network tried to verify Bucchi's claims by phoning the CIA and the State Department -- Bucchi had brought some State documents suggesting that he worked there -- but that neither agency called back. He noted that O'Reilly told viewers that he could not vouch for Bucchi's story. "I wish we had done more checking before we put him on," Shine said. Penmarin Books, a small California publisher, recently issued 5,000 copies of Bucchi's book. Penmarin also published a 1999 book in which Bucchi described his life as a "corporate spy." "We stand behind it," Penmarin President Hal Lockwood said of Bucchi's CIA book. "Before publishing it, we checked out his story." But, he said, "the particulars, nobody can substantiate. The CIA does not leave a paper trail, and plausible deniability is always the rule." The book was praised by director Oliver Stone as "one of the three best non-fictions I've ever read," according to a Penmarin release. On Van Susteren's "The Point" program, Bucchi said, "We basically had a complicit operation -- a quid pro quo, if you will -- with the drug lords of Colombia and essentially, what we did is we put the lion's share of the market in small cash [in] drug lords' hands, and we set up corridors with ILS systems for those drugs to [be] flown in, and then we took half of them." Rep. Maxine Waters (D-Calif.) said a moment later: "Ken, I want to thank you for being the clearest voice that I have ever heard coming out of the CIA or any of the related agencies about what is going on in this drug war. Thank you, thank you, thank you!" Van Susteren said last night: "I have a secret agency of the government telling me one thing and a citizen telling me another. I've seen and heard falsehoods from both before. Both the positions are aired on CNN." Bucchi said yesterday that he had been framed by the Air Force during his discharge, and that his superiors had allowed him to work with the CIA in watching drugs surrendered in Colombia be put on helicopters at what he called a "CIA airstrip" in Texas. He said he was never paid by the CIA. Bucchi faxed a 1991 Justice Department letter turning down his Freedom of Information request for records involving him. The letter said the records were "compiled for law enforcement purposes" and that their release "could reasonably be expected to interfere with enforcement proceedings." (AP) -- The Senate unanimously passed a bill Wednesday that would reverse the effects of a court ruling that has barred police from recording conversations by electronic surveillance without a search warrant. The measure, SB654, now goes to the House. The Oregon Supreme Court in December ruled that state laws on eavesdropping require police to get a warrant before using so-called body wires to listen to or record conversations. The tactic most often is used in drug cases. Police say the restriction is a burden because they don't always have time to get warrants as those cases develop. The bill would revise eavesdropping laws to allow warrantless recordings when officers have "probable cause" to believe a drug crime or prostitution was being committed, or that another felony was being committed and that the immediate circumstances made it unreasonable to obtain a court order. Sen. John Minnis, R-Wood Village, a Portland police detective, said the bill would make officers violating the law subject to misdemeanor charges, with penalties of up to a year in jail for convictions.

EU diplomats confirmed yesterday that it was now almost certain that the 15 EU foreign ministers would agree to punitive action at a key meeting on May 21, clamping down on Israel's long-standing abuse of Europe's "Rules of Origin" regime. This means Israel will no longer be able to get away with exporting duty-free goods made at Jewish settlements in the West Bank and Gaza as if they were Israeli products. EU sources said the Israeli ambassador in Brussels requested an urgent meeting with Chris Patten, the European external affairs commissioner, in the hope of heading off a rift. If relations continued to deteriorate, it could ultimately lead to the suspension of the EU's Association Agreement with Israel, though there was no support yet among member states for this "nuclear option". Last week, the EU signalled its tough new line by condemning Israel's 24-hour incursion into the Gaza Strip and its attacks on targets in Lebanon as "excessive and disproportionate". Israel had been counting on the traditional influence of Germany and Britain to head off calls by a French-led block for punitive measures, but the government of Ariel Sharon appears to have misjudged the level of dismay in EU capitals over the Israeli military incursion into zones considered sacrosanct under the Oslo Accords. Diplomats in Brussels say Israel's leadership has been slow to recognise the EU's transformation from a trading block to an aspiring superpower. The Amsterdam Treaty, which came into force in 1999, created an embryonic EU foreign and defence ministry under the control of a "High Representative", Javier Solana. At the same time, Commissioner Patten is turning the EU's aid budget, the biggest in the world, into the spearhead of a foreign global policy. I'm against the FTAA, Dellinger said. http://www.counterpunch.org/ April 26, 2001 The Madness of the F-22 Fighter Tiffany's on wings. That's how one senate aide refers to the Pentagon and its contractor's latest dream weapon: the F-22. "It's showy, unimaginably expensive, fragile and utterly useless", the aide tells us. "But there's no stopping it." The F-22, known to its press agents as the "Raptor", has been on the drawing board since 1981, at which time the Air Force announced that it wanted a generation of new tactical fighter planes to replace the F-15. In 1986, Lockheed was picked to lead the development of this plane, then known as the Advanced Tactical Fighter. Across the next 15 years, billions of dollars have been poured into the project with little to show for it. Indeed, the F-22 has enjoyed the longest coming out party of any plane in the history of the Pentagon. And, according to Pentagon analysts, it's still nowhere near ready to go into production. Indeed, some argue that the plane, designed to attack an enemy that no longer exists, is already obsolete, both technologically and strategically. But don't expect these trifling details to stand in the way of the Pentagon, Air Force brass, Lockheed and the F-22's two other prime contractors, Pratt/Whitney and Boeing. These parties are now rushing to put the troubled plane into what's called "initial low rate production" at a date as close as March 30 of this year. Unless the Bush administration intervenes, the Air Force will be saddled with at least 10 of these technological relics and billions more will flow into the coffers of the contractors. Along with the V-22 Osprey, the F-22 presents a case study for the Pentagon's procurement pathology: call it the buy-before- you-fly syndrome. "One of the oldest tricks is putting off testing until production has begun," says Danielle Brian, director of the Project on Government Oversight. "As a result, the contractor gets paid twice: once to make a flawed system and once to fix it." Even by historical standards the escalation in the price-tag for the F-22 has been jaw-dropping. Originally, the Air Force said it was going to purchase 880 planes for around $40 billion. Within a few months, the price doubled to $80 billion. In 1991, the Pentagon's Selected Acquisitions Review looked at the F-22 and decided that fewer planes should be built, scaling the order down to 680 planes for $64.2 billion. Then the 1997 Quadrennial Defense Review cut the number of planes even further: 339 aircraft for the same price. The $35 million fighter has now turned into a $190 million plane, four times the cost of an F-15. But that's not all. When the GAO looked at the mounting cost overruns, they estimated that the $64.2 billion cap would only enable the Pentagon to buy 254 planes, 630 hundred fewer than originally advertised. Rep. John Murtha, the Pennsylvania Democrat, is even more circumspect. He predicts that only 150 fighters will be bought. In other words, the planes could cost as much as $350 million apiece. None of this troubles Lockheed, as long as the entire $64.2 billion is spent. Indeed, the fewer "limited edition" F-22s Lockheed unloads on the Pentagon, the more "copies" it will sell to Israel, Germany, Chile and Indonesia. But what has all that money bought? Not much when compared to the F-15 and F-16. Even the Pentagon's top testing officer disagrees with the performance status of the F-22. In a December 20, 2000, memo to the Under Secretary of Defense for Acquisition, Technology and Logistics, Phillip Coyle, director of Operational Testing and Evaluation for the Pentagon, concluded that the problems with the F-22 were so overwhelming that a decision on putting the plane into production should be delayed indefinitely. Coyle's memo discloses a litany of problems with the plane, ranging from testing delays, cost overruns, mechanical failures, and serious problems with the avionics system. Coyle warned that the plane couldn't begin operational testing by August 2002 without encountering "unacceptable risks". The F-22 hasn't proved all that safe to fly either. In one of its first test flights, the F-22 began to wobble uncontrollably as it attempted to land, finally smacking into the runway without landing gear, then skidding for 8,000 feet before it caught fire and partially burned. The third test flight was cancelled because the hydraulic gearing didn't work. In March of last year, the Air Force was forced to suspend test flights for six weeks after a review found problems with the plane's brakes, landing gear, environmental control systems, avionics software, missile launch detector, plus cracks in the cockpit canopy. The Air Force touts the F-22's supposed stealth capabilities as a point of superiority compared with the aging but durable F-15. But the F-22 hasn't proved to be all that invisible, after all. -Caveat Lector- ECHELON spyware plug-ins: Oasis FLUENT GILC Alert Volume 5, Issue 2 March 29, 2001 A global surveillance network may be getting even more powerful than before. United States intelligence officials have released some information regarding two new programs. One of these programs, Oasis, automatically creates machine-readable transcripts from television and audio broadcasts. Reports indicate that Oasis can also distinguish individual speakers and detect personal characteristics (such as gender) then denote these characteristics in the transcripts it creates. At least one division of the U.S. Central Intelligence Agency (CIA) already operates Oasis, and there are plans to expand the program's use over the course of this year, as well as develop Chinese and Arabic versions. The other program, FLUENT, allows English-language keyword searches of non-English materials. This data mining tool not only finds pertinent documents, but also translates them, although the number of languages that can currently be translated is apparently limited (Russian, Chinese, Portuguese, Serbo-Croatian, Korean and Ukrainian). In addition, FLUENT displays the frequency with which a given word is used in a document and can handle alternate search term spellings. Many experts note that this new software may be used to upgrade the massive surveillance system, popularly known as ECHELON. ECHELON is designed to intercept communications from around the world, and is reportedly operated by the United States National Security Agency in conjunction with several other intelligence agencies. It is supposed to be capable of intercepting e-mail messages, faxes, and telephone conversations. Concerns about ECHELON's potential threat to individual privacy were heightened by a Congressional hearing several months ago, where the directors of both the Central Intelligence Agency (CIA) and NSA refused to provide details on the legal standards by which ECHELON operates. -Caveat Lector- From Stratfor = Iran Boosts Palestinian Uprising 26 April 2001 To reassert its importance in the Middle East, Iran is moving to revive its role as a sponsor for Palestinian and Lebanese radical groups. Tehran aims to hinder peace talks over the Palestinian uprising in Israel to demonstrate to Israelis and others that it still wields power and influence in the region. As a sponsor and coordinator of the Palestinian opposition, Iran undermines Palestinian leader Yasser Arafat's ability to negotiate peace with Israel, while Tehran improves the effectiveness of militant groups in attacking Israel. This week, Iran hosted a two-day international conference in Tehran to support the Palestinian uprising in Israel. Tehran hopes to isolate Arafat and assume control over the intifada. In fact, while Arafat works with Egypt and Jordan to resume peace talks, Iran has called for strengthening the uprising. While publicly forming ties to groups like Hamas, Hezbollah and the Islamic Jihad, Tehran's efforts will damage Iran's image among some foreign leaders, others will look to Tehran as an influential third party. During the conference, Iranian President Mohammad Khatami stressed the importance of unity among combatant groups and told those attending that the most important issue in Palestine is strengthening the Intifada, Iranian state news agency IRNA reported April 24. A Palestinian youth throws stones at Israeli soldiers during clashes Feb. 9. By focusing on problems the Palestinians face, Khatami and Iranian Supreme Leader Ayatollah Ali Khamenei also turn the public's attention away from the June 8 presidential elections. Likely to be the next big battle between conservative and reformist factions, Parliamentary representatives from 35 Arab and Islamic nations and leaders from several Palestinian opposition groups attended the conference. Palestinian National Authority President Yasser Arafat was noticeably absent. Iran plans to undercut Arafat's efforts toward peace by offering the Palestinians an alternative. Iranian leaders also have suggested calling a referendum among the original inhabitants of Palestine on the country's future, the BBC reported April 24. Sponsoring radical groups opposed to Arafat is a key strategy in achieving this goal. In May 1999, Khatami met several Palestinian opposition leaders in Syria, reportedly holding talks with former Palestinian National Council Chairman Khaled al-Fahoum; Ahmed Jibril, leader of the People's Front for the Liberation of Palestine, General Command; and Secretary General of Islamic Jihad Ramadan Abdullah Shalah. Ironically, during the last few years, Iran had reduced its support of international radical groups. Aimed at attracting foreign investment, Iran cut down its supply of weapons to groups like Hezbollah and toned down rhetoric supporting these groups. But today, Tehran is moving to reverse that trend. Before arms and training can resume, however, Iran must first consolidate its position as leader of the various radical groups and develop a coordinated policy among the groups. Now is an opportune time for Iran to make such a move since Arafat's ability to control the violence in the territories has come into question. Even Israel divides on the issue. Israeli Military Intelligence argues Arafat is in complete control over the violence, while Israel's Shin Bet argues the Palestinian leader has lost control and receives direction from Palestinian security officials, the Israeli daily Ha'aretz reported April 23. By holding the Palestinian summit, Iran probably aims to capitalize on Arafat's declining credibility and bolster his opponents' credibility. Iran's leaders met with many of Arafat's staunchest rivals. It did not take long to measure the impact of the Tehran meetings. Israel already is accusing Iran of supporting radical groups. Israeli Prime Minister Ariel Sharon claimed Tehran was building a rocket base in Lebanon that could mount attacks against Israel. Hamid Reza-Assefi, a spokesman for the Iranian Foreign Ministry, denied Sharon's claims, according to a report from Agence France-Presse. Tehran probably will support escalating violence by these groups in Israel, then quickly bring it to a halt. Turning the attacks on and off like a spigot is necessary to demonstrate Tehran's influence. This will spur Arafat and Sharon to counter Iranian influence. Already, Sharon has softened his stance toward Arafat, and Israel is reportedly considering the Egyptian-Jordanian peace plan. Neither Israel nor Arafat wants Tehran to bolster militant groups. Let's compare the rhetoric to the reality. Not to be confused with a republic, a democracy is a system in which, theoretically, what the majority says goes. The reality, however, is more complex and much uglier. In a democracy, various political elites struggle for control of the state apparatus by appealing to the material interests of large voting blocks with promises of legalized graft. Thus, we may modify our definition of democracy to mean a system in which our rulers are chosen by a majority of those who bother to show up on election day, exclusive of those who lack the minimal mental skills required to cast a lawful ballot. In modern democracies, individuals allegedly retain certain rights that cannot be overridden by the majority. Who defines and enforces those rights? Officials chosen by the majority. So much for individual rights in a democracy. Probably the most salient feature of modern democracy is the bizarre notion that whatever the majority says constitutes sublime moral principle. In truth, democracy is nothing more than the numerous bullying the less numerous. It is an elaborate rationalization for the strong in numbers to impose their will on the electorally weak by means of centralized state coercion. What a formula for peace! If democratic states can impose their will on their own minority populations, why not impose their will on other countries, states, and peoples, particularly if they are not democratic? Strange it is, though, that pugnacious democrats always forget the principle of majority rule when war comes. They have never sought the prior consent of the majority of the inhabitants of the nations they seek to conquer, subdue, and rule. Modern democracies tend to extensively intervene in the free market by means of high taxes, welfare, and subsidies in order to buy the votes that keep the politicians in power. As Ludwig von Mises demonstrated, each intervention into the economy causes problems that lead to the demand for ever further interventions. Government thereby creates its own demand. Eventually, the economic problems become intractable, leading to the inevitable temptation to create a foreign policy distraction. Combine that with the fact that war, while undeniably harming the economy, gives the appearance of stimulating the economy, and we have a formula for why democratic governments would have a motive for war. Any similarities between this discussion and FDR's desperate bid to get us into World War Part II is purely intentional. Democracies also have the means to fight wars. Analysts of war spend too much time thinking about why wars are fought and far too little time contemplating the means of war. The resources for war are acquired by conscription, taxation, confiscation, and inflation. Without cannon and cannon fodder, there are no wars. With their aura of legitimacy, democracies are particularly adept at utilizing all these means. Since citizens tend to identify with the democratic state, there is usually little trouble conscripting troops and confiscating the economic resources required for war. True, democracies rarely fight each other. That's like saying that seven-foot-tall men rarely fight each other. There just haven't been that many democracies around in the last 150 years, and, furthermore, six of them are English-speaking countries. What are they going to fight about-their accents? Democracies do, however, like to fight non-democracies. They did so in World War Parts I and II. Suppose they gave a war and the democracies didn't show up. But, you may say, the non-democracies started all these wars. Really? The United States was looking for any excuse to get into World War Part I-against Germany. Examination of the international law quagmire that led to American involvement in World War Part I leads me to conclude that the United States had four options: declare war on Germany, declare war on England, declare war on both, or mind its own business. Democracies, however, do not seem to mind their own business. What is clear is that the scope of American involvement in that war far exceeded anything justified by the alleged cause of that involvement: German attacks on American shipping in the North Atlantic. The United States has always seemed to get attacked just when its leaders were plotting to drag the nation into war by any means possible-Fort Sumter, Remember the Maine, the Lusitania, etc. What a relief; we got attacked. What about Japan and Pearl Harbor? It seems our mind-our-own-business democracy wanted Japan out of China. Our leaders wanted China in the hands of the mass murderer Chiang or the megamurderer Mao. An oil embargo was imposed on a country that had no oil. Thus, the United States provoked Japan into starting a war. That does not

John LeBoutillier Thursday, April 26, 2001 Yesterday's column asking why the CIA is so involved with drug interdiction - in light of the terrible tragedy down in Peru - hit a massive chord with readers. E-mailed responses indicate widespread cynicism about The Agency. I have been organizing my thoughts about the CIA - and remembering several stories that raise troubling questions: 1) Is the CIA's involvement in the drug interdiction program merely to augment or supplement our own DEA and military? Or is there a more nefarious link? 2) Is the CIA merely trying to protect its budgetary situation by sticking its nose into others' turf? Or is there another motive? 3) Is the CIA an innocent victim of its own secrecy? Why are there so many stories of CIA involvement in running drugs into this country? You may recall that just a few years ago charges were leveled at the CIA out in Los Angeles. It was alleged that far from trying to keep drugs out of the country, the CIA was actually running drugs into our country! The black community in Los Angeles was up in arms over these charges. Seeing the gang wars, the drug killings and the disintegration of their community - all caused by drugs - these citizens believed the CIA was an active participant in the importation and distribution of drugs! So convinced were the LA residents that the then-CIA director, John Deutch, I believe, flew out to LA and held an unprecedented town meeting in which he repeatedly denied CIA involvement. Cynics would merely laugh at his denial. Either he did not personally know of CIA's drug involvement (dirty underlings would not tell a 'temporary political appointee' and disrupt their gravy train) or lying is a prerequisite for the job. Those who served in Southeast Asia during the Vietnam War swear that indeed the CIA actively participated in drug running as an off-the-books way to finance the secret war in Laos. And, two decades later, similar charges flew that the CIA used the same playbook in Central America to finance our support for the Contras in Nicaragua during a time when Congress refused to fund that effort. Six weeks ago here I quoted various newspapers from the mid-1980s that carried the charge by Burmese Drug War Lord Kun Sa against longtime CIA employee Richard Armitage - by name - that Armitage was directly involved in the drug trade and in importing the drugs into the U.S. Armitage has always denied these reports. Still, he is the only U.S. government employee I have ever heard of who was specifically fingered by name in a drug charge. Despite these serious charges - and with no investigation whatsoever - the US Senate last month confirmed Armitage as deputy secretary of state. Makes you wonder how serious Washington really is about the War on Drugs, doesn't it? Which brings me to a story I heard several years ago from a good friend of mine. His father was a doctor in Delaware and one of his patients was the base commander at Dover Air Force Base in Dover, Delaware. One night - around 3:00 a.m. - the commander was awakened by a phone call from the control tower at the base: Sir, you told me to call you the next time this happened. Well, they just called and we flipped the runway lights on. They're landing in a minute or so. The they was allegedly the CIA, which had ordered the 'closed at night' runway to be illuminated while an unmarked CIA transport plane quickly landed in the middle of the night, then taxied to the far end of the runway and was secretly unloaded by a convoy of trucks. The base commander - an Air Force general - to this day is certain that this - and other previous landings - was a CIA drug flight to illegally bring massive amounts of illegal narcotics into the country. Could such a diabolical plot be true? Could our own government - which rails against drugs at every turn - actually be involved in the drug business? Well, one thing we do know is that despite all the talk by Washington, there seems to be no stopping the drugs from coming into our country. You have to wonder what the CIA, the DEA and the U.S. military are doing if they cannot stop or even make an appreciable dent in this tidal wave of drugs. David Goldman Friday, April 27 4:13 AM SGT Downey's ilk responsible for Colombian drug problem: Powell WASHINGTON, April 26 (AFP) - Wealthy American drug users are a main cause of the cocaine scourge ravaging Colombia and other Latin American countries, US Secretary of State Colin Powell said Thursday, pointing the finger directly at celebrities like Robert Downey Jr. Powell, testifying before a congressional panel, said the main reason Andean nations faced difficulties in curtailing the production of narcotics, particularly cocaine, was the huge demand for drugs in the United States. The real problem in the region is not caused by the region, it is caused by what happens on the streets of New York, the streets of all our other major cities, Powell told a House of Representatives budget subcommittee. And it is not just a poor kid's problem, a poor kid taking pot on the street corner, it's corporate lawyers, it's actors who over and over and over again continue to use drugs in an unlawful way, he said. Though Powell did not mention the troubled Downey by name, his comment about performers who repeatedly take drugs was a clear reference to the actor who was arrested earlier this week in Los Angeles, in the latest of his ongoing problems with drugs and the law dating back five years. Downey, 36, was arrested early Tuesday by a police officer who saw him in an alley dazed and apparently on drugs. He was issued a citation to appear in court on May 4 before being released and checking himself into a rehabilitation clinic. He already faced an April 30 court hearing to determine if there is enough evidence for him to stand trial on drug charges stemming from a November 25 arrest on felony counts of cocaine and diazepam. Downey was released last August from Corcoran State Prison in Central California, where he had been incarcerated for about a year after violating probation on several drug and weapons arrests dating to 1996. Powell, speaking to the lawmakers about US plans to fund counter-narcotics efforts in Colombia, Peru, Bolivia and Ecuador, said the multi-billion dollar program would never be completely effective unless the demand, as demonstrated by his examples, was eliminated. That's what's causing the problem in Colombia and in the other nations of the Andean region and so we have to not only go after supply and interdiction, we also have to make sure we're dealing with the demand and treatment side of this terrible problem, Powell said. -Caveat Lector- Feds warn of May Day attacks on U.S. Web sites April 26, 2001 Web posted at: 8:29 PM EDT (0029 GMT) (CNN) -- Federal authorities warn that U.S. Web sites and e-mail servers are coming under an increasing number of attacks and that the malicious hacking could escalate in the next few days because of upcoming memorial days in China. The recent tension between the United States and China was cited by the National Infrastructure Protection Center when it issued the warning Thursday. The NIPC Web site also said Chinese hackers have publicly discussed stepping up their efforts from April 30 through May 7. That time period includes dates of historic significance to the People's Republic of China. Key dates: Here are dates of significance to China that authorities warn might see an increase in hacking efforts: . May 1 -- May Day, an international labor holiday. . May 4 -- Youth Day, commemorates 1919 student demonstration against foreign aggression. . May 7 -- Anniversary of accidental NATO bombing of Chinese embassy in Belgrade, Yugoslavia. The agency warned networks and system administrators to closely monitor their Web sites and mail services during that period. 'Lion' worm linked to China Federal investigators have linked an Internet worm named Lion to China. The worm is infecting computers and installing denial of service tools on various systems. The worm sends password files from the victim site to an e-mail address located in China, authorities said. Some of the attacks earlier this month on U.S. sites were apparently sparked by the United States spy plane crisis in China. Hackers have showered U.S. government and business Web sites with eulogies for the downed Chinese fighter pilot, denouncements of imperialism and crude references. One of the attack victims said that vandalism appeared to have originated in China. We discovered that the home page on one of our sites had been replaced with a posting of a Chinese flag with some rhetoric in Chinese and English, said Dan Olasin, president of Intelligent Direct. The map-selling company uses the Dell Computers site-hosting service, which helped trace the hackers to Internet Protocol (IP) addresses in China, Olasin said. Intelligent Direct has since solved the problem by having Dell rebuild its server. Hacker Union of China Hackers identifying themselves as members of the Hacker Union of China took credit for at least one attack. The defaced site was that of Iplexmarin.com, based in California. The site was covered in Chinese flags, political slogans in Chinese and English and photographs of the missing Chinese pilot Wang Wei. Wang crashed and presumably died after his fighter jet collided with a U.S. spy plane off the coast of China on April 1. As we are Chinese, we love our motherland and its people deeply.
