the Quality Systems Department to the Compliance Engineering Department

ISO 9000

Greetings,

Several years ago most manufacturing companies were getting evaluated to
ISO 9000 standards.  Since that time, there have been some revisions to the
standards.  Does your company still spend time and money dealing with ISO
9000 and it's revisions.  If so, why.  If not, why not?

UL 61010A-1

Greetings,

I recently heard that UL released UL 61010A-1 which is their version of EN
61010-1. It is my understanding that this standard will replace UL 3101-1.

Does anyone know if the UL version is identical to EN 61010-1: 2001?   What
is the status for the withdrawal of UL 3101-1?

Country of Origin/Made in xxx-Revisited

To all,

The recent threads on Country of Origin and Made in xxx brought up many
questions on this subject.  So, I did some research.  I appeared to get
some answers and also created some more questions.  Hopefully, members of
the group can confirm or disagree with the items listed below.

1.   US International Trade Commission (USITC) Requirements--According to
the information I have obtained, there are no requirements for products
being exported from the US.  The Country of Origin requirements only
pertain to products that are imported into the US. Do you agree? How does
this requirement work for a US manufacturer that also has products built in
another country such as Singapore?  Do we need to mark the products
manufactured in Singapore with Country of Origin for shipment into the US?

2.   North American Free Trade Agreement (NAFTA) Requirements--If your
product meets the preference criteria A-F as defined by the Agreement, you
create a Certificate of Origin to get preferential tariff treatment.  The
US, Canada and Mexico all have their own Country of Origin marking
requirements.  Agree??

3.   US Federal Trade Commission Made in USA requirements--In order to
label a product Made in USA, the product must be substantially all made
in the US.  A product will be considered substantially all made in the US
if the product was last substantially transformed in the US and US
manufacturing cost are at least 75% of total manufacturing costs; OR the
product was last substantially transformed in the US and all significant
parts were last substantially transformed in the US (substantially
transformed refers to a manufacturing process that results in a new and
different article of commerce, having a new name, character and use.)
Agree??

4.   Countries other than the US Country of Origin Requirements--Does
anybody have a list of Country of Origin marking requirements for various
countries??

Country of Origin

Greetings:

Our company is currently reviewing its compliance with the Country of
Origin requirements administered by the US International Trade Commission.

We have been told from a consultant that we need to improve our program.
Based on these recommendations, we have created two phases.

Phase 1 -  Add Country of Origin identifiers for all shippable products
including end-use instrumentation and service kits.  This identifier would
be in the form of a marking.

Phase 2 - Add Country of Origin identifiers on all piece parts which
make-up the instruments.  For example, screws, tubing, power supplies, etc.
This identifier would be an update to our documentation data base.


Although there seems to be so some merit for Phase 1, Phase 2 seems
extensive.  We use more than 30,000 parts in our product lines.

How do most companies deal with  this requirement?

Has anyone been audited to this requirement?  How extensive was the audit?

Can anyone provide any background as to the intent of this regulation?

Committee Memberships

I am trying to find out what is required of an individual to become a
member of committees that are responsible for creating standards.  These
committees would include, but not limited to, IEC Technical Committees,
Working Groups and ANSI Standards Committees.

My question is extremely general since I am trying to gather any and all
information on this process. I am sure that many  members of this forum are
involved in various committees that are responsible for creating standards.
Hopefully, you can shed some light on this issue.

EN 61010: 2001 DOW

Group,

Does anyone know what the Date of Withdrawal (DOW) is for EN 61010-1: 2001?

This new edition has been listed in the OJ at the web address below.
However, there is no  Date of cessation listed in the OJ.  I have a copy
of the standard, yet the Forward Section does not state a DOW.

According to the OJ, Amendment A2 1995 to EN 61010 expired on April 1,
2001.  Does this mean that if I am declaring conformity to EN 61010-1 1993,
I can not declare conformity to A2 after April 1, 2001?  However, A2 is
included in the 2001 edition.  This implies that we need to continue to
conform to A2.  Any clarification that can be provided would be helpful.

Re: Japan mains voltage

Darren,

The information that I have seen from the two sources listed below is that
Japan is nominally 100V 50/60 Hz.  The 50 Hz is primarily in Eastern Japan
(Tokyo, Kawasaki, Sapporo and Yokohoma).  The 60 Hz is primarily in Western
Japan (Osaka, Kyoto, Nagoya and Hiroshima).

Creating a Reliability Department

I have been given a consulting opportunity to develop a plan for a
Reliability Department for a fairly large manufacturing company of
Laboratory Equipment.

Since my background is in compliance I could use some advice on how to get
started.

1.   The goal is to hire one permanent employee and grow over time.  What
are some justifications/success stories/strategies for having a Reliability
Department?

2.   Assuming the goal is to have the best reliability department in the
world, how do we get started?  What are the stages which should be followed
for developing a Reliability Group?  What would staffing requirements look
like for each phase?

3.   The goal is to have this position report to Manufacturing Engineering.
From a compliance standpoint, this would be a conflict of interest.  Does
the same hold true for Reliability Engineering?

4.   This department may include a global function.  What is the best
method to integrate this department globally?

Teslars???

We have a customer that is concerned about how our product, laboratory
equipment, will respond to electromagnetic disturbances from a high speed
train that runs close to their lab.  The customer states that the
disturbance will be around 0.7-1.2 m Teslar.

Can someone please explain what the unit Teslar is and how that unit
relates, or if it relates, to the immunity tests of EN 61000-4-3 Radiated
immunity, or any other immunity test.

Has anyone ever had a similar concern from a customer dealing with this
type of disturbance?

Compliance After Repairs in the Field

Greetings,

We are a manufacturer of Laboratory Equipment.  We evaluate our products to
UL 3101-1, CSA 1010.0 and EN 61010.  When we repair a product in the field,
which may include replacing power supplies, line filters, etc., what
obligations do we have to verify continuing compliance with the safety
specifications we originally evaluated our products against?  Do we need to
perform applicable safety testing following these repairs?

Traditionally, NRTL's are not concerned with the product once it leaves the
factory.  They do not require follow-up testing to be performed after
repairs are made in the field.  Since we self-certify to the LVD, should we
take a different approach to repairs in the field compared to the approach
NRTL's take?

Does your company have a specific process that is followed when repairs are
made in the field to verify continuing compliance?  If so, what is that
process?

Low Leakage Variac

Greetings,

We evaluate our equipment to UL 3101-1, CSA 1010.0 and EN 61010-1.  Our
existing variable autotransformer adds up to 1mA of leakage current when
performing the Current Test section of the Permissible Limits
requirements(Sec. 6.3.2.2 allowing 3.5mA in single fault condition).

I have not contacted the various variac manufacturers yet (Staco,
Powerstat, etc.).  I prefer to get some real world information prior to
listening to the manufacturers promises.

Can anyone provide me with the manufacturer and model of a variac that they
have used that does not add leakage to their product test results.  This
variac can either be 120V or 240V input with output of a minimum of 280V
and an amp rating of 16A or more.

Re: Spray-on Conductive Coatings

UL Recognized Component Category QMRX2 covers parts and enclosures made
from polymeric materials that are electroplated, metal foiled, hot stamped,
painted, cathode sputtered or vacuum metalizzed.

This category approves the combination of the coating applicator, coating
thickness, plastic manufacturer and plastic material designation.

In order to make life easier when obtaining UL or other NRTL approvals, I
would recommend using coating applicators/plastics that have already been
approved under this category.

Try to avoid it if you can.  You're absolutely right about the problem
of flaking onto or getting into any energized electrical parts. Safety
will
be all over you about using it.  And because of that, you'll have to

1.  a UL approval for plastic of the cover,
2.  a UL approval for the plastic molder who's making the cover for
you,
3. a UL approval for the conductive coating,
4. a UL approval for the marriage of the coating with the plastic,
5.  and a UL approval for the vendor applying the coating to the
cover.

All approvals have to be verified of course in black-and-white
for approval and for all subsequent factory inspections with
of course appropriate Certificates of Compliance handy as well.

As far as emi, it's sort of a once used thing.  Don't use it on
a cover that will be repeatedly removed and replaced.  It's
not meant to be disturbed to any extent once in place.  And
do not use it as a primary ground either. And it's all dependent
upon the thickness of the layers for effectiveness.  Oil based
coatings seem to have a higher ohms-per-square than the water
based coatings.  You want to keep it down around less than
0.5 ohms.

Been there, done that, sorta don't want to do it again.
Other personal experience mileages may vary of course.

All strictly my own 2 cents worth of opinion.

LISN Calibration

We are in the process of setting up a pre-compliance EMC lab.  One of the
tests that we will be performing is pre-compliance conducted emissions per
EN 61326.

I realize that since we are only performing pre-compliance measurements
that calibration of the LISN is not required.  However, do you recommend
calibrating the LISN for pre-compliance measurements?  If so, why?

Vertical Ground Plane

ANSI 63.4 clearly specifies the requirements for a vertical ground plane
when performing conducted emissions measurements.  I was unable to find
such clarifications when reviewing CISPR 16.

Do the CISPR standards require a vertical ground plane for conducted
emissions?  If so, where is this requirement specified?

Product Safety Incidents

We currently have a good process for collecting information from product
safety incidents in the field.  We are now trying to develop a matrix which
lists which individuals in our organization should be involved.  This
involvement should depend on the severity of the incident.

Types of incidences would include Reportable Injury, Property Loss,
Instrument Damage, Product Recall,  Upgrades in the field less than a
specified amount, Upgrades in the field greater than a specified mount,,
Customer Notification, etc.

Is there anyone willing to share a matrix or provide suggestions/format on
how the notification process is done in his/her organization?

Secondary Grounding

Capacitor Discharge Test

We evaluate our laboratory equipment to UL 3101-1, CSA 1010.1 and EN
61010-1.

Section 6.10.3  of UL 3101-1 states If plug pins of cord-connected
equipment receive a charge from an internal capacitor, the pins shall not
be HAZARDOUS LIVE 5s after disconnection of the supply.  We have always
performed this test with the power switch in the ON position and would have
the unit running then unplug the power cord and take our reading on the
oscilloscope.  We have never measured any voltages above the HAZARDOUS LIVE
limits of 30Vrms, 42.4V peak or 60Vdc.
Our new NRTL Engineer has now also requested us to perform this test with
the power switch in the OFF position.  With the switch in the off position
our voltages after 5 seconds are close to line voltage.  The NRTL is
considering this a failure.

However, UL 3101-1 also states in Section 6.10.3 For plugs receiving a
charge from an internal capacitor, the measurements of 6.3 are made to
establish that the levels of 6.3.1.3 are not exceeded.  6.3.1.3 requires
measuring the overall capacitance from the unit.  Our NRTL states that
there is no method available to measure the overall capacitance of the
unit.

 Has anyone else in the group had any experience with this issue?  Does
your NRTL require testing with the switch in the OFF position?  Do your
units fail with the switch in the OFF position?  Is it a failure just
because the voltage limits are exceeded, or is it only a failure if the
current and capacitance limits are exceeded. (Similar to the Permissible
Limits Requirements).  Have you had any experience with NRTL's not being
able to measure the overall capacitance?

Emissions vs Immunity Survey

Thanks to all who responded to my question on Class A Emissions/Class B
Immunity.  I would like to do a quantitative analysis of the groups opinion
on this issue.  The follwoing questions require only yes/no answers.

Responses from European Bodies are greatly appreciated.

EN 61326 has the traditional Class A and Class B limits for radiated and
line conducted emissions.  EN 61326 has several categories of immunity
limits.  They are as follows:

Minimum immunity
Industrial immunity
Controlled EM environment immunity
Portable test and measurement immunity

In Europe, is a Class A environment always industrial?

In Europe, is there an environment that is Class A, non-industrial, yet
powered by a low voltage network that does not supply power to buildings
used for domestic purposes?

In Europe, are laboratories located in industrial environments or domestic
environments?

Is it acceptable to test to Class A limits for emissions and the minimum
immunity requirements?

Allen,

the main problem you will have is not whether to use signal generator or a
comb generator, but the difference in the radiation characteristic of your
source for correlation and the DUTs that you will later put in the chamber.
You will measure a lots of near-field in you 3m or smaller chamber. The
field pattern at 10 m will be very different. Correlation from near-field
to
far-field obtained with source of one (near-field) radiation
characteristics
can not be used to predict 10 m radiation of a source with very different
(near-field) radiation characteristics.

To answer your question directly first, the best would be if you could use
a
network analyzer or a spectrum analyzer with a tracking generator, so that
you can do swept measurement. However, the way you generate your test field
will make huge difference to the test results. If you use a certain
transmit
antenna for your test (correlation), you will get the correlation for that
antenna, but not for a DUT that you might want to test (and use the
correlation) later.

I suggest you take your typical product, physically configure it as in your
typical test setup, it may but does not have be powered. Then couple your
signal source (whatever you choose to use) to the DUT PCB and wiring (here
you have to be a little creative) and do the measurement. Then you can
repeat the same at 10 m site. By doing that you will be ale to get
correlation for that particular kind of DUT. However, if you obtain your
correlation with a DSL modem (e.g. a small box with one power, one DSL, and
one UTP cable)  on a wooden 80 cm high turntable, you can not use it to
predict 10 m radiation of a rack-mount multi-port Ethernet switch or any
other DUT that is physically much different.

If you do it like that, and run your test a few times, you will soon gain
experience (some will be from the obtain correlation and some will be your
developed feeling) that you can use to correlate your product measured in
your precompliance chamber to 10 m. I suggest you plot your predicted data
(obtained from the correlation measurement) versus measured over each other
every time you do it (at least for the first 5-10 tests), and it will show
you the spread (uncertainty) of your correlation.

My guess is that your customer is declaring compliance to the EMC Directive
under EN 61326 Class A.

EN 61326 defines Class A equipment in Section 3.4 as Equipment suitable
for use in establishments other than domestic, and those directly connected
to a low voltage power supply network which supplies buildings used for
domestic purposes.

Section 3.7 of EN 61326 defines industrial locations as locations
characterized by a separate power network, in most cases supplied from a
high or medium voltage transformer, dedicated for the supply of
installations feeding manufacturing or similar plants...

Section 7.2 specifies that Table 3 gives the limit values for Class A
equipment.  Table 3 does not include harmonics and Flicker.

Section 4 states that ... Emission limits for industrial locations are
given in Table 3.

Thus, Class A equipment is equipment used in industrial locations supplied
by high or medium voltage transformers.

EN 61000-3-2 Harmonics Section 1 Scope states this section of IEC 1000-3
is applicable to electrical and electronic equipment...intended to be
connected to public low voltage distribution systems.  In my opinion, this
would not include industrial locations.

Hello group!

I've got a customer in our EMC lab that makes a laboratory instrument
incorporating heaters with a typical 3-4 amp input current at 230vac.  He
is failing the flicker test due to the design of the heater control.  They
are undertaking a redesign but would like to keep selling product in the
interim.

They have come up with an interesting interpretation of the scope of EN
61000-3-3:  the standard specifies that the tests are applicable to
products connected to the public low voltage distribution systems  but if
you take a typical industrial location or even a typical commercial
location, isn't it true that these locations are fed by a dedicated
transformer at the building that isolates them from the public network?  I
guess the question becomes - what is considered the public network?  What
if the marketing of the product was restricted to industrial locations?

My initial reaction to the question was that anyplace you can plug or wire
into at typical 230vac is considered the public network, especially
considering the mixed residential / commercial buildings common in Europe.

Testing as a system for harmonics?

One of our products is sold as a system with several other non-connected
products as well as a computer system and printer. We brought this product
to a well known EMC Testing facility to perform Harmonics testing.  They
required that we plugged our product, as well as all of the peripheral
devices, into a power strip and they then tested the complete system
together for Harmonics.  Obviously, it failed.

Has anyone else had an EMC Lab make this request of testing the complete
system?  Is anyone aware of any document that requires system testing for
Harmonics?

Near Field Versus Far Field

I am having a difficult time answering the following question for a
non-technical person.  Hopefully, someone can put the answer into a language
that a non-technical person can understand.

We have a 400 MHz clock and are failing radiated emissions at 10 meters by 10 dB
at 400 MHz.  We bring the product back to our lab and start making modifications
on the clock circuit and taking measurements with a near field probe.  With
these modifications and measuring with a near field probe, we realize a 10 dB
reduction in emissions at 400 MHz.  Why would we not see the same reduction when
taking the product back to a 10 meter site?

UL Acceptance of On-Line Manuals

same access as with paper manuals?  What are the downsides of such a system?

Alternatives to Meeting EN 61000-3-3

We manufacture laboratory equipment and have some thermal cyclers that do not
meet the limits of EN 61000-3-3.  We have unsuccessfully attempted design
modifications to meet this requirement.

According to 61000-3-3, equipment not meeting the requirements of 61000-3-3 may
be subject to installation restrictions.  Technical report 61000-3-5 is a guide
for these situations.

61000-3-5 requires the calculation of the maximum permissible system impedance
and the manufacturer to declare this system impedance.

Has anyone used this route in dealing with 61000-3-3?  Has anyone used other
routes to deal with compliance to 61000-3-3?

The following subject is not related to our normal subject matter, however, I am
hoping that some of you can provide me with some useful information for
establishing a global engineering change order process.

Several years ago, we were a small company with all business activities located
on one campus.  The Engineering Change Order process was a simple one.

Now, we have manufacturing facilities all over the world that are supported by
engineering services in different locations.  We have many joint ventures and
collaborations with other companies where they build a product, yet we provide
engineering support.

EU Metric Directive

Kill Switch Requirements

Is anyone aware of any requirements anywhere in the world stating that  a device
that is considered a transport mechanism must have a red kill switch or button
on the unit.

This question came from an associate of mine while talking with potential
customers in Scotland.
We certify our product to the Low Voltage Directive using EN 61010.  I am not
familiar with such a requirement for the LVD.  Does the Machinery Directive have
such a requirement??

Immunity Problems ??

EMC Professionals,

We have 42 of the same instruments installed in one laboratory.  They are each
installed on their own dedicated line.  On a regular basis, an instrument will
shut down during a run.  The instrument that shuts down is different each time.

These instruments are laboratory equipment that meet Class A radiated limits of
EN 55011
and meet the immunity requirements of EN 50082-1.

Any ideas as to the potential cause of the problem and possible ways to resolve
the problem would be greatly appreciated.

Emissions testing with support equipment

 Our equipment requires the use of a personal computer to operate.  
 
 We sell these PC's with our system.  We test radiated emissions as a 
 system including the PC.  We have recently tested PC's from two very 
 well known PC manufacturers.  They have both failed Class B limits.  
 This makes it impossible for our system to pass Class B limits.  
 When we isolate the PC from the test chamber, our instrument passes.
 
 I am sure that we are not the only company that has this problem.
 
 Can you please provide me with your experiences on this issue and what 
 solution you came up with.

 Last year, CENELEC attempted to formalize a common practice for 
 measurement uncertainty (prEN50222). It failed.
 
 In November 1997, during the CISPR/A meeting a decision was made to 
 issue a new international Committee Draft (CD) on this issue.  I have 
 not seen an actual draft number, but from what I have read, the new CD 
 will describe a reasonable measurement of uncertainty of +/- 3dB for 
 conducted and +/- 5.5dB for radiated.

When doing EMI scans of ITE, I have always worked with a margin of 2 dB 
less than the actual limit. No test house I have ever been to will give a 
meets the requirements... without having this margin. Can anyone point 
out if this is an actual requirement built into any of the standards, i.e. 
EN 55022 or FCC Part 15, etc. and if so, where is it in writing?
 
I understand about measurement errors, product to product differences and 
repeatability of testing issues. Just want to know if the 2dB margin is 
actually written into law.

Doug:
The change was an addition of a sentence to the existing definition.  It 
is up to the manufacture to determine if the product is professional or 
not.  You are on your own as far as the scope is concerned.  The writers 
(SC77A/WG1) say it includes everything.  When reading the document there 
are limitation based upon power requirements.  Equipment below 50 Watts 
and professional equipment above 1000 Watts are not covered.  But the 
standard is only mandatory on 1 Jan 2001 except for home use products. 
Home use product limits are mandatory now because this standard replaces 
IEC 555-2.  Can't send you the electronic format because it is 
copyrighted.

 In order to meet the requirements of the EMC Directive, it has always 
 been my understanding that the complete system must be tested.  This 
 refers to any peripherals that are necessary to operate the EUT and 
 any other peripherals that the manufacturer states are part of the 
 system. 
 
 The EMC Directive Guidelines is very clear on what is considered a 
 system.
 
 Unfortunately, we use a PC from a large well known manufacturer (I 
 will resist the temptation to name them) that has failed Class B 
 radiated emissions by more than 10dB on various models with various 
 monitors.
 
 It appears that some manufacturers use their perfect test computers, 
 or ignore the effects of the computer when evaluating their EUT's.  I 
 do not believe that this is acceptable.
 
 I would love to receive some official documentation that states that 
 this practice is acceptable.  Life would be good.

The last time I asked the FCC for a ruling, I was told that peripherals 
used for a typical system that were not sold with the EUT but required 
for the EUT to function could not be modified, covered up, shielded, moved 
out of the test area, etc. and had to be tested with the EUT. The equipment 
I had at the time fell under FCC Part 15.
 
What is the ruling/opinions on this subject for Europe?

 EN 61000-3-2 is not an immunity requirement.  It is an emissions 
 requirement.  It is not related to EN 50082-1 1997.
 
 You will get different opinions as to the required implementation date 
 for products which did not fall under EN 60555 standards.  If your 
 product needed to comply with the EN 60555 standards, the date of 
 withdrawal is Jan. 1, 2001.
 
 In my opinion, most manufacturers whose products did not fall under EN 
 60555 are still considering the implementation date to be Jan. 1,2001. 
 Some individuals will say that they believe it is mandatory now.
 
 According to the European Community Quarterly Review newsletter, The 
 European Association of Competent Bodies submitted a proposal to the 
 European Commission to withdraw EN 61000-3-2 due to its excessively 
 complex and unnecessarily harsh requirements.  This proposal is being 
 considered on behalf of the Commission by CENELEC.

 I have a copy of the draft submitted by the Commission on 19 April 
 1995.  
 
 European Community Quarterly Review newsletter had stated that final 
 adoption of the directive is predicted for mid 1998.  I have not been 
 able to confirm this date.

 We currently use a Fluke 41B Harmonics Analyzer to do preliminary 
 harmonics testing.  We have found it to be satisfactory for performing 
 preliminary measurements.
 
 I was never able to find a reasonable flicker meeting for 
 preliminary testing of voltage fluctuations.
 
 Please let me know if you find one through this forum.

Moshe,

We currently test all of our new products to EN 61326-1 Class B.

The radiated emission limits, as well as line conducted limits, are the same 
for 
Class B equipment as defined in EN 55011.

The DOW is July 1, 2001.

If you plan to be selling your product past July 1, 2001, it may be best to 
comply with this standard now.  Please note that EN 61326-1 also includes 
harmonics EN 61000-3-2 and voltage fluctuations EN 61000-3-3 for Class B 
equipment.

Of course, there is a lot of controversy on the required implementation dates 
for harmonics and flicker as stand alone documents.

In addition to the current immunity requirements for EN 50082-1 (1992), 
EN 61326-1 also includes Surge 61000-4-5, Conducted RF 61000-4-6 and Voltage 
Interruptions 61000-4-11.

You could comply with the existing EN 55011 and EN 50082-1 now, however, EN 
50082-1 has also been revised to include -5, -6, -8 when applicable, and -11.  
The DOW for these revisions is currently set at July 1, 2001.  

Of course, there is controversy regarding the change from EN 50082-1 to EN 
61000-6-1 (new immunity standard).  The DOW's are conflicting.

Of course, there is controversy over the controversy of the controversy.

What is the intent of the EMC Directive?  If every manufacturer who shipped 
products to the EU had a couple of non-compliant demo units running,(that's a 
lot of products), by their own employees, at a customer test site in the EU, 
with signs all over the place would we be effecting EMC in the EU???

The recently revised EMC Directive Guidelines states under section 3.1 Placing 
of an apparatus on the market The placing of an apparatus on the market does 
not concern:...-the display of the apparatus at trade fairs and exhibitions.  
It 
may not be in full conformity with the provisions of the EMC Directive, but 
this 
fact must be clearly advertised next to the apparatus being exhibited.--Does 
this mean running our potentially non-compliant products at customer test sites 
is acceptable???

It furthur states under 3.2 Taking an apparatus into service  An apparatus 
covered by the EMC Directive is put into service when it is first used.--Does 
this only refer to the end user?

Can some official source from the EU comment on this subject.

Thank you to all who responded to my request. The most thorough response =

The answer for me was - yes, we can demo it even at the customer site. =
That system must be operated by our employees under all conditions. It mus=
t be labeled with a notice that it is not compliant and cannot be sold =
until it is made compliant. There is no time limit on demo / display =
systems as long as they are not operated by anuyone but our own =
employees.

Once the customer begins to operate the system, it becomes placed on the =
market and must be compliant before that can happen. It matters not how =
the customer acquires the system, whether for money or not, on =
consignment or loan or money back guarantee.
