In a communication to the President, Dr A.P.J. Abdul Kalam, Mr Dang said the recipients of these awards had been prefixing the awards ('Padma Shri','Padma Bhushan' or 'Padama Vibhushan') to their names, as if they were titles, in gross violation of the instructions. The Supreme Court had ruled that national awards did not amount to titles and could not be used as such. He said the violation of instructions was to the extent that names of some 'Padma Shri' awardees had been appearing in newspapers with this prefix repeatedly and the government had not taken any note of it. It suggested clearly the fact that the government was not serious in maintaining the spirit of awards and assure compliance of explicit instructions of which awardees were reminded from time to time. -- A similar report appeared in the Times of India Delhi edition in June, 2005, when I was enroute to Bhutan to facilitate the production of a Resource Book on Renewable Natural Resources for one of its four RNR Research Centres. The right to honorific titles [almost a fetish among the later day Moghul rulers of the North and the Wodiyars of the South] was abolished in 1969 along with the Privy Purses or pesion to former rulers in India as on 15 August, 1947. I have written before about the Padmashri Dempo road in Santa Cruz and was not amused to read about "Padmabushan" Charles Correia being appointed to the Task Force on Regional Plan. Why should "titular" men be appointed to finalise plans affecting the Aam Admi in Goa? The days of Conde, Visconde are long past. So why do we need the lotus [Padma] eaters? One can understand school students wanting "Squad Leader" badges but how does one treat the older babes who just refuse to grow up or their progeny who never let us forget that the good in their family is no more around, except for the titles. Are we to assume that their name and surname have no value at all without the crutch of the award. Are our "Special" people disabled in some way that they need the ramp of Padma shree to gain respectability? Vallabhai Patel, Milka Singh, P.T.Usha, Indira Gandhi, P.C. Alexander, Sachin Tendulkar, Mahendra Singh Dhoni, Anna Hazare, Medha Patkar, et al are household names without a Ph.D. or FRCS or a Bharat Ratna, Padmashree or Arjuna attached to their names. Even little Ivanna does not need the title to be recognised by the people. I was surprised that Remo Fernandes joined their ranks. There is no need for crutches when one is able to walk without them. At one time it was claimed that the Goa Konkani Akademi is meting out step-motherly treatment and doing injustice towards Romi writers by not assisting the publication of their books as it does in the case of Devanagari writers. And it sounded true, since the GKA had not published any Romi book for a long time. So everyone believed this to be the Gospel truth, especially since it was told by Catholics (priests included) for whom it is a sin to tell a lie. Nobody bothered to check the truth behind this fact. I did. And what did I find? (1) Not a single manuscript in Romi had been submitted to the GKA during all this time; therefore, the question of rejecting Romi books just did not arise. (2) Some Romi stalwarts undertook to write books but slept on the job. For instance, one such worthy has been sleeping on an anthology of 101 tiatr songs for well over 16 years! And yet he had the temerity to level the above charge against the GKA. So, pray, how does one expect the GKA to publish / assist in the publication of books whose manuscripts do not reach it? Charges of bias against judges at competitions is a common feature in Goa, as can be seen after every tiatr competition. This year was no different in this respect; one publisher of a Romi Konkani Monthly went to the extent of literally drowning the judges in his bile, even questioning their very credentials to sit on such a panel. But this year, a different type of incident also took place. Being tired of sitting it out in the Open Air Theatre, a leader realized that Natok Competitions are always staged in the Air-conditioned (AC) theatre whilst Tiatr Competition is held in the Open Air (OA) Theatre. Ergo, step-motherly treatment! Tiatr must be treated on par with Natok and the competition must be held in AC theatre. And so it was done. But the capacity of AC theatre is nowhere comparable to that of OA theatre. Result: scores of tiatr aficionados, whom the leader claims to represent, were left out in the cold. They had to enjoy some scuffles outside instead of the tiatr inside. This pent-up collective anger ended with fracas with the security personnel and some damage to the property of the Kala Akademi. Why bother about the riffraff when the leader can loll in air-conditioned comfort? After several such empty cry wolf episodes, stark lies and half-truths, many of which have already been exposed as such, comes the latest one about Sahitya Puroskars of the Kala Akademi: since 1988, Romi books have been consistently and unfairly denied this Award. This charge also rings true, because it fits the fact: no Romi book has earned this award for a long time. It tacitly and obviously assumes that there were Romi titles which merited the honour. However, Do not tell me that Devanagri Konknni books were consistently found superior is a hypothetical statement. In order to prove the charge we have to show that such books did exist in Romi at the relevant point in time. To test that aspect, Miguel bab, I have to make a sincere request to you. Please make a list of just TEN of the books which ACCORDING TO YOUR CAMP would have merited the award, had the judges and their selection been fair and unbiased. The books need not be listed in the order of merit; but, in each case, please state the following: (1) title, (2) author, (3) year of publication and (4) where and when a literary review/s of the book appeared in print. If possible, you could also provide a list of the undeserving titles in Devanagari which instead were unfairly given the award. With this information we should be able to make an objective (and comparative) assessment of the case. So, please help. Should you find it difficult to muster TEN Romi titles, please feel free to reduce the number to suit your convenience. And please do not take this as an affront, because it certainly is not meant to be so; it arises from some facts in my knowledge. (1) Some time back, I was informed that some persons in the Konkani Movement requested Felicio Cardoso and Tomazinho Cardozo to select some meritorious books in Romi so that they could be transliterated into Devanagari and rendered eligible to compete for the Sahitya Akademi award. The second performance of this show by Toronto Canadian Goans will be staged on November 10, 2007, at the Parish Center of Our Lady of Peace Church, 1740 US Highway Route 130 North, North Brunswick, New Jersey, starting at 3:30 pm. I am sure Venantius Pinto will be there if it's not too far for him. Hope all Goans go for this show, not just "Aam" Goans, but other Goan elite intellectuals, 'English' Goans and all other kind of hyphenated Goans who only know that Konkani is our mother-tongue but have no practice with it or have never spoken it. Of late, however, Goans have learnt that even renting to "foreigners" has its pitfalls. Often they get into vehicular accidents or drug-related problems and since the rental address is the one they give to authorities, this involvement by association becomes a problem for the Goan owners. Many Goans now leave their property vacant rather than lease it to someone, but this too is a dicey matter as this leaves it open to burglaries or vagrants squatting on it. I feel sorry for Goans. [Goanet] Trip to Akurdi
My dear friends Last week I made a trip to Akurdi near Poona. The climate was very nice. What impressed me were the big broad and clean roads. The place is prime place and only multimillinaire can buy land over there. People have been taught to maintain their surroundings clean. No dustbins on the road side. Every morning the municipal van comes round and people hand over their garbage to the person incharge.I have not seen plastic over there. It is a marathi speaking area, industrial area and many central govt offices are located over there. The climate is very cool like Poona and the people are nice and friendly type. People are very helpful like our goans and one can safely inquire about the timing of the buses, location of places etc. There is a railway station over there which conects Akurdi to Poona on one side and Lonavla the other side. There are multiplex cinema in the neighbouring village of Chinckwadi and Pimpri. .Lots of Engineering colleges are situated over there. Some people earn money by keeping paying guests. Check this out.. In about about 1.5 days, it already crossed 2000 mark. I know some people find it scary, perhaps u may find it too. If you ask me what movies I like most? My ans. would be 'Horror' These ones I captured on St. Inez Road only, from behind Dempe college to St, Inez Church. There were about 20 such effigies. The one with poor lighting are not captured well by the camera and hence ignored. almost all of them had techno or DJ music with loud speaker system (as can be seen/heard in the clip) Thanks to Taleigao MLA, who, I understand, donates huge amount of money starting from Rs.10,000 to upt 50,000. And dont forget, size does matter. i.e. bigger attracts more, i mean more money from the MLA. The loud music is on all night until 5-6am. At Mala Panjim, going by the past year's experience, an irritated lady burnt the narkasur a day before the Narkasur day, fire brigade had to call in to put off the fire. She was protesting to stop or shift the nuisance i.e. noise pollution. As per law, there can't be any louder music after 10pm but i guess it does not apply on feast day etc and such feasts or celebrations could be av. once a week tking into account all religious festivals in Goa/India. Whatever it is, I enjoyed it too much. Now, that is a very low blow and an insult to a true Goan who is pointing out what is happening to Goa. We Goans have become so used to the idignities being piled on us little by little that we hve become used to it. Reminds me of the story of the frog in a pot of water placed on the stove. The frog gradually gets used to the heat and eventually dies without jumping out. It takes someone like Rajan Parrikar, who has come back to Goa after a stint abroad, to see the changes that are taking place and has taken the time and trouble to bring it to the attention of all true Goans. To call him the Bal Thackeray of Goa is the deepest insult I can think of. How can we tolerate such an insidious sign that says rental to foreigners only. What are we, dogs ? Nor worthy of renting a house in the place we call home ? If I were to see such a sign, I would immediately pull it down and deal with the police or thugs later. That is an insult to us Goans. And what is this constant harping on the under-valued rupee ? The rupee has appreciated at least 25 percent against several major currencies in the past year, and is bound to appreciate further as the Indian economy booms.The undervalued rupee is a mixed blessing. On the positive side, it contributes to the export boom that India has experienced in recent years. As the rupee appreciates, Indian Goods and Servides will no longer enjoy the advantage they have had so far in the international marketplace. On the negative side it brings out the jealousy, amongst those who make a living in the local economy, as they see those who have returned from abroad able to afford things that the locals cannot. He is devasted by the news of the murder of his nephew, as are his parent, other relatives & friends, as we all here on Goanet. There is very little that can be said, other than what has already been contributed on this forum, except to say that we all await the guilty to be named & charged with murder, and the outcome of the courts. We still are numb about this, but can only hope this senseless death of a young man may bring forth an awareness not seen before, an awareness of equality & rights of a human being, no matter what colour, race or creed he or she is from. Interviews, Lies and Name Plates Two years of column writing surely deserves a shawl and memento By Cecil Pinto To commemorate two years of writing this column every Thursday without a break I decided to do another round of Sign Spotting in my favourite city – Panjim. At the Souza Towers building, near the church, I was at the Hotel Manvin's entrance when I spied a most interesting signboard listing the owners of the offices and apartments in the building. In bold black on a bright yellow background one can't help notice that F-8/7 on the First Floor is owned by "Padmashri L. Remo Fds". I kid you not. Unlike an ordinary "Dr." or an "Adv." or "Eng.", here is a Goan willing to truncate his surname to accommodate an award. Kudos to Remo for broadcasting his awardee status with such amour-propre. He does do Goa proud, in every sense of the word. Has any organization given Shri Cecil Pinto an award? Nope. None! Zero! Zilch! This is the fate of a humour columnist. No such luck. Come to think of it they've never even bothered to feature me in that "My Favourite Things' box that appears in Weekender. The one where they ask you your favourite Author, Dish, Movie, Hangout etc etc. Anyone who is anybody, and even some nobodies, in Goa has been featured there; two-bit DJs, travel agents, book vendors, wedding planners, pastry makers what-have-you. But humour column writers obviously don't qualify. Bah! Some months back I thought I was finally getting into the celebrity circuit. This sexy young journalism student I know phoned me up. "Cecil, I would like to interview you." "Uh! Sure, what's this for?" "We've been asked to interview one well known person and hand in a 600 word assignment in by tomorrow." "Assignment? You mean it won't actually be appearing in a printed publication, not even a website?" "Unfortunately not, Cecil. Just for my professor's internal assessment. But it will be a proper interview." "Ok I guess. When you coming over? Let's meet at that sunset point near the Kala Academy jetty and..." "Uh… Cecil can't we just do this over e-mail? I'm a bit rushed for time." "Ok. Though I must say this is pretty disappointing. So you will be sending me a question and when I reply you will be sending me the next one?" "Actually I planned that you answer a whole bunch of questions at one shot." "But in a normal interview the response to one question leads to the next. No?" "Yes, but I am running short of time so could you handle the questions too?" "Meaning?" "Just ask yourself some relevant sounding pretend questions and then respond to them. Keep the answers short and crisp. Type it out in Word and use Times Roman 10 point, italics for the questions, and send it in to me before 9 pm today. Thanks Cecil, you're the best!" So that's how I got conned into interviewing myself. I give myself fake awards, I review my own non-existent books, I refer to Cecil Pinto in the third person often. So this is the obvious next step. Let's see how much more pathetic I can get next year. CP: And who do you really write for? Cecil: Actually the list keeps growing. Anybody who ever gives me feedback I take as a fan, though some of them may resent that description. Not that I actually have a rocking life now. CP: Do you define yourself as a humour writer, humourist or a columnist? Cecil: All of those. And I've also been called a satirist, parodist and lampoonist. The last one I think refers to my lack of academic or intellectual engagement. I don't bother too much about labels. I just like to make people laugh. Actually the supreme compliment people give me is when they compare me to Mario Miranda or the late Jacint Vaz. But that is rare. More often I'm compared with Johnny Lever, which can be quite demeaning. CP: Does it pay well? Humour writing I mean. Cecil: Not really. My family would probably starve to death if I had to subsist on only my humour writing. Having said that though, there is this immense satisfaction I get from reader feedback. A phone call, an e-mail, a SMS from someone, saying that something I wrote made them laugh, is so very fulfilling. In fact that is why soon after my column appears in print I send it out into Cyberspace. The feedback I get from readers worldwide really makes me feel I have done something worthwhile. The spontaneous and almost universal opposition to the decision of the Government to demarcate vast areas of land as Special Economic Zones and to hand them over to land sharks from Delhi and Mumbai, once again exposes the fact that the Government does not act in the interest of the people of Goa but at the behest of big businesses and the Chambers of Commerce and Industry. It is a telling reflection on the Government that practically every project which it has sponsored or authorized has caused a negative reaction from the citizens of Goa; and not only from the local villagers who are affected by the decision, but citizens from the whole of Goa, who see the actions of the Government as retrograde and contrary to the best interests of the citizens. Quite obviously, the Government is working at cross purposes with the people it is supposed to represent. On the contrary it is violating the trust which the people have reposed in it. Linked to this, and arising directly from the unenlightened actions of the Government is the fact that instead of being the promoter of social harmony and the defender of peaceful development, the Government itself has become the agent of social unrest and the exploiter of the weaker sections of the population.It is strikingly clear that in the last few years, the Government (whether of the Congress or of the BJP) has been the primary culprit in the degradation of land, the over-exploitation of the natural resources, and the selling out of Goan land to outside sharks. Instead of curtailing criminality, the Government itself has become the major perpetrator of criminal activities. To a discerning student of the way in which the Government functions, it is clear that the Government is not a homogeneous corporate body which makes decisions by consensus. Rather it is an inchoate conglomeration of different vested interests which are constantly pulling in different directions. Each Minister has his own private agenda. There is no common agenda of the Government. In the process, no decisions are made as a result of consensus. Each Minister seeks approval from his counterpart in the Central Government, or from the 'High Command'.. This also includes protection against the possible treachery of his own colleagues in the Cabinet. It is no secret that alliances among Ministers are made on the basis of sharing of spoils from illegal activities. The Government is totally disjointed. One Department does not know (and does not care) what another Department is doing. There is not only an overlapping of authorities; there is often a conflict of interest. The problem was exacerbated by Manohar Parrikar, who set up a multiplicity of Corporations to do the jobs which were supposed to be done by the different Departments of the Government.While setting up the different Corporations, he should either have disbanded the existing Departments, or he should have clarified the respective authorities of the Corporations and the Departments. A glaring example is the conflict between the Goa State Infrastructure Development Corporation and the Public Works Department, which is understood to be the department to provide the infrastructure development in the State. The most recent anomaly is the construction of a sewage treatment plant in Taleigaon by the PWD. (Vide Herald, Friday, November 9th., 2007). If the PWD is responsible for setting up and commissioning a sewage treatment plant (as it should be), what is the purpose of having a Goa Sewerage Corporation? And what is the role in this project of the Goa State Infrastructure Development Corporation? There is a massive mess-up in the institutions of government which is causing the massive mess-up in governance. Instead of setting up Task Forces and Advisory Councils, (which are only an addition to the mess-up), the Chief Minister should first concentrate on cleaning up the institutions of government. His first priority should be to eliminate unnecessary and obsolete corporations and/or departments, and reduce the instruments of government to the bare minimum. The problem of the SEZs is a manifestation of the breakdown of government. There is total confusion about the relative authorities of the different wings of the Government. The GSIDC has made arbitrary decisions in violation of its own Rules of Procedure. In a Memorandum presented to the Chief Minister, the People's Movement Against SEZs has pointed out that land was allocated to certain business houses even without their Project Proposals being received by the GSIDC. It is absolute disgrace that a sign can be mounted outside a house for rent, or sale whereby the owner who is renting or selling blatently specifies that his or her house is for FOREIGNERS only. If this sign was put up in England, this would be tantamount to breaking several laws, not least that the owner is a blatent racist, albeit that he is racist against his (or her) own race! Perhaps someone can supply the address of this house & the owner reported to the authorities or a procedure drawn up whereby someone can investigate via the Indian Government if any rules, law or even a Goan by-law pertaining to rental or sale of property has been broken. We have seen two incidence recently in Goa in which Uniform walas did gave up to the mercy of the system. In one incident at Vasco da Gama Trafic Police who was about to give chalan for wrongly parked vehicle did not do so due to one phone call by local MLA. In another incidence, Son of a ex Minister diving a car collided with a motorbike.. his chamchas beat motorcyclist. Police come on the spot and arrest the motorcyclist...on enquiry police say that they did not arrest the motorcyclelist but prevented him from those goons...but no case was filed... In a communication to the President, Dr A.P.J. Abdul Kalam, Mr Dang said the recipients of these awards had been prefixing the awards ('Padma Shri','Padma Bhushan' or 'Padama Vibhushan') to their names, as if they were titles, in gross violation of the instructions. He said he would hand over the award to the Deputy Commissioner, Amritsar, within next few days. Earlier, the Union Home Ministry had asked the Punjabi University Vice-Chancellor, Mr Swarn Singh Boparai, to stop using the honorific 'Padma Shri' either by prefixing or suffixing it to his name or in any other form of official communication. The Home Ministry, in a letter on August 31 last year, had asked him to explain the factual position with regard to use of the 'Padma Shri' as a prefix or suffix to his name on the letterheads, visiting cards and invitation cards issued by him or on his behalf. The Supreme Court had ruled that national awards did not amount to titles and could not be used as such. A Home Ministry communique had informed the Vice-Chancellor that a writ petition in the Punjab and Haryana High Court, which had impleaded the Union of India, had claimed that he was using the award of 'Padma Shri' as a title disregarding the orders of the Supreme Court. The communication of Mr Dang reads: "A representative of the DC had come to ask me whether I was willing to accept this award, I had replied in the negative. Despite this, the then Union Home Minister, late Inderjit Gupta, included my name in the list. I was not happy but did not want to embarrass late Gupta, who had been the topmost leader of the CPI. So, I did not refuse to accept it. I had been thinking of returning it since then and finally decided to do that now". Mr Dang said the contribution of a person should be judged by his deeds and not through awards. The practice of presenting awards should be stopped forthwith. He said the violation of instructions was to the extent that names of some 'Padma Shri' awardees had been appearing in newspapers with this prefix repeatedly and the government had not taken any note of it. It suggested clearly the fact that the government was not serious in maintaining the spirit of awards and assure compliance of explicit instructions of which awardees were reminded from time to time. Mr Dang had fought relentless battles for the downtrodden, in his 65- year-long social career. The most memorable event in Mr Dang's life was 'Naval mutiny', a year before the Independence. He actively supported the mutineers of the British Indian Navy in 1946 which was one of the most spectacular episodes of the revolt against the British Raj.

Also, please define what you mean by "Goan". I know of Catholics who do not consider Hindus to be Goan (guess this bigotry works both ways). I know "upper" castes who don't quite consider the "lower" castes to be quite human, let alone Goan. Gender biases too work similarly. Let's not pretend that there are no contradictions within our own society for us to reach where we have.
