Dear John, Sachin and others, Several Goanetters have illustrated here that Hussein has in no way insulted or abused Gods with the nude abstract representations in his canvasses. And neither are we abusing God by standing up for Hussein. This issue should therefore be seen in its right perspective. Each thing is meant for a specific purpose. When pamphlets with pictures of Gods are distributed to us, where do these pamphlets end up eventually? In the garbage cans right? So does that mean that we are showing disrespect to God? Certainly not! In a similar way, Paintings are not meant for worship, they are meant to be hung on the walls in our houses and the art in it needs to be appreciated. Art is very individualistic. Tastes would vary from person to person. Someone may like Classical Art, others would appreciate abstract Art, yet others would take to modern Art. You may not like Hussein's art and you may have your own reasons. We do not grudge you for that. But also accept the fact that there are others in this world who like Hussein's Art. Why do you want to deny these people the opportunity to appreciate the same? Hussein's Paintings on Hindu Gods were made for Hindus they adorn the walls of the rich and the famous Hindus. Besides, he was not the one who splashed his art on hoardings across the Country so if at all your sentiments are being hurt, you are barking up the wrong tree. You need to direct your ire at the Radical groups who are inciting the flames of hatred, by splashing his 30-year old paintings on pamphlets and on the internet with misleading captions. Incidentally, in its recent Judgment on Hussein's Art, the Delhi court referred Hussein's case as a typical example of an artist facing the ire of the types who would not go to art galleries or have interest in contemporary art...because if they did, they would know that there are many artists who embrace nudity as part of contemporary art. We have been called the land of Kamasutra, the judge observed, then why is it that in the land of Kamasutra, we shy away from its very name? Beauty lies in the eyes of the beholder and so does obscenity. The Artist community, i.e. those who really do understand Art have all rallied solidly behind Hussein. They have even written to the PM that he deserves the BharatRatna, the Nation's highest civilian honour. This issue should therefore be seen for what it is: An assault on Freedom of Expression. Today it is him and Govind Raj Bhandare. Tomorrow it could be you Day after Me! This is what we all are standing up for. In Marcaim some months back, several thousand Hindus attended a Dharmasabha organized by the Hindu Janajagruti Samiti where our National icon was sadly projected as a Perverted Artist. Another Dharmasabha was organized in Cancona and a third one was held in Margao more recently. India's most celebrated Artist thus finds himself being murdered on regular basis, that too in the presence of thousands of Hindus. So in the face of such assaults on him in Goa, is this not an issue of paramount importance? A few sentiments may be hurt in the process but so what? There was a time when even Sati was not being questioned on the grounds that it was mandated by religion. But Sati has been banned now with reformative actions. Throughout history, you would note that Societies have been progressing only in this manner. Our ancestors gave up their lives to give us the greatest gift of all, the gift of Freedom and democracy. Our support to Hussein is on these grounds: that his fundamental rights and civil liberties were being taken away from him. On this note, may I remind you of the words of Shiv Khera who says: If injustice is done to your neighbour and you sleep wait for your turn. You are Next! If things like these are allowed to go on, a time would perhaps come when we ourselves are attacked and hounded for an article that we may write, for the clothes that we may wear, for a song that we may compose, etc. Forums like these can help to counter such irrational thoughts and behavior. I myself was the victim of one such incident over a banner that we had installed in the Mahalaxmi Temple during our Ganeshotsav festival program. The Radical groups are using Hussein as a rallying point in Goa to gain base for themselves. Their actions need to be nipped in the bud before our society flares up. Please understand that we are not here for one-upmanship and for fun and games. It's just that we do not want our free thoughts to be limited like it's happenning in Gujarat and in some other parts of the Country. The essence of democracy needs to be followed in letter and spirit. At a meeting organised by GOACAN to review the performance of the consumer forum volunteers in the recently held Gramsabhas, it was observed that the consistency in attending the Gram Sabhas and Village Panchayat Meetings in the last one year has been fruitful and encouraging. Among the villages that forum volunteers found successes were Majorda, Colva, Nuvem, Benaulim, Raia, Betalbatim, Davorlim, Velim and Navelim in Salcete Taluka, St. Estevam and Chorao in Tiswadi Taluka and Socorro, Assagao, Aldona, Moira, Saligao and Tivim in Bardez Taluka. The meeting also reviewed the performance of the forum volunteers in mobilizing citizens to attend the Gram Sabhas, prepare proposals for discussion resolution, focus on formation of various committees, scrutiny of the minutes, budgets and audit reports. The volunteers also found the attendance at the Panchayat meetings very useful in understanding the gaps shortcomings as well as the positive challenges that elected representatives face in the decision making process. The Volunteers discussed the effective use of the Right To Information Act 2005 in getting information on project licences, choice of beneficiaries in Govt. schemes as well as the expenditure undertaken for electrical fixtures as well as the biases displayed in recovering outstanding house tax and other dues. The Forum volunteers were of the view that extra efforts need to be made to achieve greater transparency and accountability keeping in mind the completion of one year of the Election of the Panchayat representatives on 5th May and the members of the Legislative Assembly on 2nd June. The lack of transparency in Village Panchayats in clearing mega housing projects, petrol pumps, sports facilities and related infrastructure public utilities as well as its poor response to State Government notifications published in the Gazette on land acquisition and amendments to various Acts Rules were discussed. Mario responds: Once again we see unsubstantiated insinuations and insults for those elected by the local villagers for local administration. Is it not true that local Panchayats are more accessible to local sentiment than state government officials? Doesn't the current mess prove that? How could the local villagers have anything to complain about if they allow their local representatives to be corrupt without protesting? Gadgil has reported numerous cases where Panchayats and Gram Sabhas have rejected projects in response to local sentiments. Wendell has spoken about how accessible his local Panchayat has been and responsive to concerns he has expressed to them. One is left to wonder how an expatriate Goan like Selma, who has no personal knowledge of what is happening at the local level in Goa, as she has admitted in a previous post, now has the chutzpah or credibility to insult these local representatives with wild accusations of wanton corruption. What would prevent Selma's central Planning Office from the same corruption Selma is accusing everyone else of? If Digambar Kamath will not agree to let the local villagers have any say in the approval process they then have to live with, what makes Selma think her Planning Office will be allowed autonomy from the state government?

GOA’S HERITAGE By Valmiki Faleiro Goa is blessed with abundant archaeological heritage. From the ancient, to that of the Muslim and Portuguese eras. Not much is promoted for tourism. Worse, an insensitive government, down decades, allowed some of the priceless heritage to be vandalized. Last year, I was with a journalist-friend (now with a national newspaper), near Old Goa, the former capital city. It was once the principal trading port of Asia, a city that travelers compared to Lisbon and Rome. It was protected by rivers and manmade moats on all sides. And double fortification walls, the outer and inner one. We went to see extant vestiges of the outer fortification. This huge wall, constructed in oversized laterite stones of that bygone era, had a width of seven to eight metres and a height of four to five metres. It took 17 years to build. It housed the seven entry arches to the city, matching its number of overlooking hills, where visitors were stamped on the shoulder after paying the entry toll. One such, a beautiful archway at the Sao Bras quay, was demolished in the early 1990s – so trucks could ferry across the Cumbarjua canal! Remnants of another, by which Albuquerque stormed into the city in 1510, lie in shambles across the St. Catherine Chapel. From the point the outer fortification intersected the Raj Bidi (a 65-feet wide, eight kms. long, paved ‘Royal Road’ between the old capital Govapuri – Pilar/Goa Velha – and the emerging one), the wall proceeded westward through St. Simao (Gancim/’Gaunshi’) and Ribandar, thence along the Mandovi to the docks of the city. Lore says it encompassed Moulem, Santana (Talaulim), Curca, Bolmear, Bambolim, right up to the ‘Cabo’ of the Dona Paula plateau. This western part of the wall, sadly, was long extinct. Parts of its eastern side from the Raj Bidi intersection exist. The fortification ran from Goalim Moula through “Antonio Estevam” (sprawling private properties, the most famous perhaps of some Antonio Estevam!), the Carambolim hill and habitation zone, its vast expanse of ‘Savat’ paddy fields – Petier, Gudier, Panch Manos, Kolva Kator and Daddo. Then along the riverbank to the Banastarim bridges. Thence to Corlim, Gandaulim, Daujim, to join its other end at the city’s docks ... at the “Mandvi” or “Casa de Alfandiga” (Customs House), near the Arch of Conception on “Rua de Mandovi” – the river Mhadei, some say, that was rechristened after the Bijapuri “Mandvi.” Parts of the wall exist in the Carambolim paddies at ‘Panch Manos,’ even if its original height is down to a fraction. Three waterways punctured the wall on this stretch. Over the waterways, the wall rose into massive arches. Their height, as 60-year-old local Menino Melo recollects from his childhood (when the arches were still reminiscent of their old splendour), was some eight metres above the water level. Higher arches meant better visual cover at these susceptible points. Panch Manos has a dozen dwellings. The wall then proceeded eastwards to Mangueiral (“mango orchard”) and Daddo. In the expanse of Carambolim’s flat paddies, Mangueiral and Daddo appear manmade marvels of high ground, like isles in an ocean. Daddo is idyllic, bordered by myriad water bodies – as yet undiscovered by Bollywood, 5-star hoteliers, and casino operators. It has 11 houses. The inner fortification joined this wall at Daddo, an important S-E point in the city’s defense. On raised ground at its turret was barracks for 100 soldiers. The barracks disappeared over time, as did most of the wall. Local resident, Krishna Kuttikar, also about 60, says Goa’s first Chief Minister, DB Bandodkar, vandalized the wall. It seems its huge stones were carted from Daddo to Dona Paula, for the bay’s breakwaters! A piece was leveled for a ferry-crossing road. The city entry arch at Daddo, though, mercifully exists. “That would have also gone,” says Kuttikar, “but nobody dared touch it, not even Bandodkar.” When pressed, Kuttikar whispered the arch was the abode of the ‘Kot-a denvchar,’ demon god of the fort. Whether demon or god helped save that vestige of our heritage, sheer neglect will ensure its early demise. Trees now thrive on it. Once the roots get to the keystone, the arch will be gone. Of the city’s seven arches, only Daddo’s survives in some semblance of shape. It’s a picture-perfect setting for a ‘son-et-lumière’ show on Goa’s history. Kuttikar swears oral traditions in his humble hamlet hold that doorways of the outer fort wall were “bigger than those of the churches in the city.” Those doors, doorways, even large parts of the wall lie vandalized. Its ancient stones were used to build houses. The former city’s churches are now World Heritage. The sentinel that protected them is forlorn and forgotten. Who lights candles to a broken cross? I will save you the gory details except to point out that if what the Dabolim airport officials say is right then the air traffic there has doubled in three years -- just as it did in IT capital Bangalore! How about that. But the blame for the severe congestion is placed squarely on dithering by the Navy. You see, ..the land required is yet to be transferred by the latter. Besides there is the allusion to blocking civilian flights for five weekday mornings plus two weekday evenings (even without fighter planes or trainers!). So when the Mopa pie-in-the-sky is ready 5 years down the line you can well imagine how eloquently our local journos will be able to wax in cooking up their headlines and trashing poor ole Dabs in their lead paras. How can any self-respecting Goan tolerate this looming indignity? On a more serious note, here is how a recent update of the Dabolim airport page in wikipedia put the land issue: Meanwhile the Navy's title to Dabolim airport land has been questioned by a Member of Parliament (Rajya Sabha) of Goa in relation to the plan to relocate the civil enclave to the Mopa civilian airport on the grounds that it is the state government of Goa which authorises land transfers in its jurisdiction. He has disclosed that the Navy literally makes the state government and the Airports Authority of India beg for land needed at the airport. It's not just Mumbai-based Rahejas, who had to bow down to the strong anti-realty sentiments in Salcete, but many other builders - who apparently feeling the heat - have either withdrawn their projects suo moto or their files returned back by the local licencing authority. If the Rahejas were the first to come under scanner of anti-realty groups in the sleepy village of Carmona, a Delhi-based builder had to beat a hasty retreat from picturesque Colva. In the case of Rajehas, the panchayat went to the extent of recalling the file from the Town and Country Planning Department as per the wishes of the village gram sabha. Sarpanch Estaquio D'Costa says the Rahejas have taken away the construction file. However, the Delhi-based builder has suo moto withdrawn his file from the Colva Panchayat, as the local populace were bracing up to launch an agitation against the housing project. Herald understands that a Bangalore-based builder, which had massive housing plans in Raia village, has also withdrawn himself from the scene for the moment, after locals opposed the mega housing project. Now that food shortages are upon us (a few Goichis I know has stocked up 5, 10 -50pound bags of basmati, don't say to anyone ok), one would think we should be busy asking questions, changing eating habits etc won't you think? Alas, no. The Goichis I chat with say, 'so what, we'll pay mo'. I find this rather arrogant, don't you agree? Perhaps they think different (basmati is no longer available in some places in N. America). Imagine how the folks with limited resources are managing. There is a report out (heard on some radio this morning) that folks with tight budgets, aks low-incomes will end up paying 80% or more of their total earnings towards food this year. That is rather frightening. As well, there are Goichis on the margins, both in Goa and abroad (yes, folks back home will not believe this) and one thinks of them and hopes they ride this out. Meanwhile, perhaps we should do some of our traditional money-saving recipe exchanges which are nutritive, interesting and easy on the pocket (aye, none of those tuna fish casseroles from Mrs. C). We have some excellent bean dishes, we are after all spice country for flavor and with a quick swig of feni, one could get creative you know! I am definitely NOT against development. But hey look at what I have seen happening in this part of the world - in islands with small populations, few resources and the need for outside funds. They have allowed the development of their land gradually and strictly. They had three provisos to the land development: 1: Govt held land (Crown land) is only LEASED to bhaille'. A similar to the Indian High Commission building in London - which returns/returned to the Crown after the lease expires/expired. (Do not know if the situation changed during Tony Blair's regime) 2: Private land can be sold to bhaille but building codes and designs are strictly enforced. If you ever happen to visit the new developments in the Cayman Islands, Bermuda, Provo (in the Turks Islands), Antigua and in Paradise Island (Bahamas) ...you would know what I mean. 3: The high end jobs would be reserved for qualified locals BTW: In many of these places Several Town Hall meetings are held - and the public are invited to express themselves and demand changes and safeguardsBEFORE the projects are approved. What is happening in Goa is ridiculous! In closing I must say that I have nothing against Gated communities - as long as they are held on private land and do NOT block access to public roads or beaches. Private individuals have every right to fence of their property and place a gate to it. There is also the Costa house and a house belonging to the Barreto Miranda which has been sold. In Margao there is the 'Silva' House. Chinchinim has also a beautiful house belonging to Max Loyola Furtado. If you meander through villages in Goa, particularly Aldona one can see beautiful homes eg, Amelia and Damasceno Soares house, Alarico and Veronica Mascarenhas house as well as La Martine Rocha. Another exquisite house is the Mascarenhas Palace in Anjuna which is leased to Lady Hamyln. In Santa Cruz there is the Nachinolkar house as well as Kenkre. Chattering happily with their friends in the three-tier airconditioned compartments, each child was accompanied by a parent. Also travelling were a couple of doctors treating the children. In Goa, the children will be taken to the famous heritage sites as well as the lovely beaches. Success stories With the Tata Memorial Centre (TMC), one of the country's largest cancer hospitals, arranging an annual holiday for the young patients, we, too, wanted to spread a little more cheer in their life, says Vaishali Patangi, Public Relations, Konkan Railway (KR). KR is thus providing a complimentary to and fro rail trip to Goa to these children who are undergoing treatment for cancer at TMC. KR will also be providing on-board hospitality to make their journey memorable. Some of the children are already on their way to recovery and figure in the list of success stories that show childhood cancer is totally curable if treated at the right time with a proper follow-up. Gulshan Kumar, 15, is among them those who have recently recovered from cancer after undergoing treatment at the hospital and is already full of plans for his future. The problems generated by migrants moving into areas of work are to be found all over the world from China, Brazil, The Gulf, USA and wherever. Much has been learned from such experience andmany of the 'remedies' used elsewhere can be used in Goa too. I simply want to see modernisation and development that is controlled and managed by the people of Goa. In contrast, you seem to find all kinds of insurmountable problems over change in Goa. 2. Gated accommodation is not simply about individuals putting a fence around their properties. These are to be found as arrangements often on a very large scale to isolate wealthier people from local people and use up an excessive quantity of resources like water for golf courses, electricity use, run their own schools etc. There has been so much written about this in areas around Delhi and elsewhwere and I definitely would detest such development in Goa. Indeed, the return of many professional people to India from the West is predicated on Gated accommodation that markedly divides the haves from the have nots. Mario, who made a special appearance at the display of around 6,000 sketches as well as the dummy of the book documenting his life and works, at a daylong exhibition in the city, said the newspaper editors are the major reason for scarcity of cartoonists in Goa. He acknowledged that sense of humour is a major factor in the making of a cartoonist. But where is the sense of humour today, he questioned, lamenting It's all lost. Speaking to The Navhind Times, Mario further said that in spite of the fast changing character of Goa, he would like to sketch the state in its new perspective. I would definitely love to sketch Goa of today as I had done for the Goa of yesterday, he stated. The 284-page book being published by Architecture Autonomous, will be released during a special function, in the city, on July 19. Gerard de Cunha, who has been working on the project, in the introduction to the book says, I was ecstatic with the 25 volumes of material I collected, but was completely lost in the vastness of Mario's world, incapable of making a choice or organising the book. This period lasted four months and then in a three-week frenzy, I managed to put it all together. The book includes 800 drawings, encompassing all his major phases, writings by and on him and also the objets d'art that have been spawned by his work, he adds. The book includes Mario's short biography by the internationally acclaimed writer, Manohar Malgaonkar, Tomorrow is another day, by Vinod Mehta and a write-up on Mario by Nissim Ezekiel, besides articles titled Death of a friend and Cartoons - American style by Mario himself. The cartoons and sketches by Mario dating back to 1950s and done in various styles, moods and mediums of drawing ranging from shading to water colours are compartmentalised into various chapters in the book. The chapters include sketches and notes from Mario's diaries as well as sketchbooks, sketches from The Illustrated Weekly of India, pocket cartoons, Goa postcards, Goa with love, globetrotting, city highlights, London, Germany in wintertime, Impressions of Paris, New York, Singapore, Israel, Macau, Japan Portugal, personalities, murals, cards and so on. Deshprabu's mansion is not open to the sweaty and the ordinary! Arn't you forgetting the gems of modern practical architecture? Lets say new Goan architecture. Maison Yellapa Bassapa (Baina slum), Casa Lamania (Alto Mangor), Yadav Retreat (road to the airport, across from the Navy School- Mangor Hill) and Casa Bostao Girijao Fernandis- (Utorda- taarowati, recently returned from Saudi). Unity in social activism need of the hour: Sabnis NT NETWORK PANAJI: It was necessary to have leadership in each village and federate groups to support each other in times of need, was the view propounded by Mr Pravin Sabnis, architect, social activist and member of the GBA core group. Mr Sabnis was speaking at a meet organised by the Moira Action Committee at Moira Club and attended by around 200 people today evening. He also said that different issues cannot be separated as most problems were connected to land. Prominent at the meeting, which was held to make people aware of their rights and duties with special focus on the gram sabhas, were ex minister, Ms Nirmala Sawant, historian , Mr Prajal Sakhardande, Goa Su-raj party, Mr Floriano Lobo, GBA Mr Miguel Braganza and the Moira sarpanch, Mr Bagkar. Mr Prajal Sakardande maintained that Moira was endowed with natural beauty and also had a long history. For Goa's fertility rate has been on decline which is currently pegged at 1.8 as against national average total fertility rate (TFR) of 2.6. In view of negative fertility rate the State government has refrained from vigorously implementing FPP and the focus is on migrant labourers coming to Goa. Every first Saturday, an outreach programme is conducted for their benefit. With high rate of literacy and socio-economic progress, a Goan couple hardly needs advise on FPP. So when family planning mantra is to delay the first child, a doctor in a primary health care center, in North Goa, on condition of anonymity, revealed, They advise couples not to postpone starting their family. The adopted norm of family planning, is to maintain a gap of a few years between the first and the second child but advise offered is against delay in having a second child. One of the reasons for decline in fertility rate of Goa are late marriages. An average age of marriage in the State is mid 20s or late 20s with youth opting to get established in their career before setting up home. But most worrying trend Goa has seen with falling fertility rate is declining sex ratio. While in 1990-91, sex ratio was 1000 boys to 964 girls, it declined further to 1000 boys to 938 girls in 2000-2001. Restricting the family to just one child is one of the main reasons why in a 'progressive' State like Goa there are less girl children as against boys. When first born is a boy, parents rarely think of having a second child. For those wanting to break free from the maddening crowds of India during the incredulously hot months of April and May, Goa still stands apart as one of the best holiday destinations for tourists dreaming of lazy days on sun-drenched beaches. It is accessible on the internet at http://nursing.goa-india.org Goa, which has provided generations of nurses to the rest of India and the outside world, currently has three nursing education institutions, including the government-run one at Altinho for which admissions are currently underway. The website seeks to offer links to various aspects of nursing, right from explaining what the career involves to options available to students, both in Goa and beyond. By linking up with a wide range of information available in cyberspace, the nursing.goa-india.org site attempts to make it easy to anyone interested in nursing to find current information on the subject, says a press release issued here. Apart from basic articles introducing the career, the site offers options to B.Sc. Nursing (at Goa, St Martha's Bangalore and other institutions), nursing jobs, and nursing as a career. Of special interest would be a number of links to the CGFNS, a route which offers qualified nurses openings for good jobs in the US. A marathon Gram Sabha today 25th May, 2008 near the Village Panchayat of Sernabatim Vanelim Colva and Gandaulim witnessed an adjourned unconcluded agendanbsp; following a spirited disussion between the Chairman ( the Deputy Sarpanch Mama who took charge of the proceedings in the absence of the Sarpanch who proceeded on a months leave from 5th May to 5th June) and others nbsp; This nbsp;meeting was called by a group of Gram Sabha members as the earlier one could not be held in April 2008. nbsp; There were major issues of grant of licences to mega projects the inaction of the Panchas. The first issue invloved a spirited discussion by onenbsp;nbsp;Ms Juliet Rodrigues nbsp;from Grande Vanelim Colva who alleged that at least 20 residents were victims of malaria owing to migrants settlednbsp;near nbsp;the sites where mega projects are underway.nbsp; She demanded that the Panchayat should pay the medical bills of the affected villagers as it was their imisdeeds that had brought disease in the area. nbsp; Mr Camilson suggested a panel of architects (Mr Dean D Cruz Sarto Almeida or from Colva Village ) ward panch and three membersnbsp;to examine the profile of each project nbsp;and make the same available to the public before granting them permission. nbsp; It was pointed out by the Chairman that the buildings with Ground + two floors were given a different touch following an amendment by the then Town and Country Planning Minister Mr Antanasio (Babush ) Monseratte and hence any change to this rule would need Government intervention by an act of the Legislature. nbsp; There were no roads in the jurisdiction of the Village Panchayat which were beyond 6 metres and therefore the need for 8 metres road was questioned.nbsp; Some of the members alleged that after 1987nbsp;when nbsp;nbsp;metered water connections were introduced ther were no changes in the pipelines as a result there was shortfall of water supply.nbsp; Similarly there was failure of power supply and there is a need for proper distribution system,nbsp; There was an heated argument as to what constituted infra structure amongs the panchas and the members . nbsp; One member brought the demand to scrap the yellow and black taxis, in toto as nowehere in Goa were they operating. Instead they proposed that KTC should introduce buses via the old bridge at Mungul instead of the circutious route via Dando Benaulim as the women did not like travelling with tourists and migrantsnbsp;nbsp;cramped in the taxis.nbsp; The Chairman agreed to put up this proposal with both the Chairman Mr Aleixo Lourenco in consultation with the MLA nbsp; Another member Xavier Fernandes alleged that the builder Akr Creations Pvt Ltd Fatordeanbsp; Goa had agreed to take care of thenbsp;mundcars nbsp;and had signed a sworn affidavit dated 31.3.2007 regd no; 3223nbsp;in that but without pursuing the clauses 2 . 3 amp; 4 of the agreement the builder had neared completion of the project,nbsp; Incidentally their well was buried and large mounds of mud was placed in their fields destroying their livelihood.nbsp; They were pained to note that the Panch failed to respect their views and therefore unable to bear the sufferings they have now decided that the Gram Sabha should revoke the licences instead of a mere stop worknbsp; They also demanded that the notice be served on Monday 26th May. 2008 and that the well and the dump be cleared. nbsp; One Terezinha made it clear when nbsp;it was alleged that the Panch were afraid to take on the might of the builder --- that Builders should stand forewarned that they should heed to wishes of the people not the other way round.nbsp; There was an uproarious applause at this suggestions. nbsp; Some villagers also allleged that diseases like malaria were unheard of in the past but it was the influx of migrants.nbsp; They alleged that ponds lakes rivers were full of garbage stench and filth and therefore warned the Panchayat to stand forewarned on the nuanaces. nbsp; There was another incident where permission was granted for a religous place of worshipnbsp; Shri Mahalakshmi Saunstha Trust Colva way back in 2003 but there were no parking space as a result there was rampant parking on open spaces inconveniencing the villagers.nbsp; They demanded that it was the neglect of the Panchayat for granting permission without the provision of parking.nbsp; When the Chairman Mr Sukhanand P Panandikar assured that new plans were submitted he wondered how a project which was almost completed was given the NOC and now fresh plans were accepted. for a mutistoreyed nbsp;parking. nbsp; There was also a suggestion that when new drains were being proposed on the eve of the oncoming monsoon they should ensure that roads are suitably widened to atleast 6 metres and then only after clearing the traditional drains the news drains could be put in place.nbsp; At one instance it was pointed out that if this excercise of

I think that the way you had juxtaposed the HJS and the charismatic movements, one would get an impression that either one or both are responsible for the problems you have stated. Anyway, it is important to know who are responsible, rather than who are not. What are your views on the subject? In a substantial article about the best beaches in the world, (Travel section in the Guardian Newspaper of yesterday) I was disappointed to note that Goa did not feature even once among the 100 best places for tourists although there were two references to Indian beaches--one in Gujarat and one in the Bay of Bengal area. Shri Lanka made it but not Goa and this was material generated well before the Scarlette issue and the very recent stuff about the toilet issue etc. 2. The price of crude hitting $135 per barrel is likely to put paid to lots of cheap charters internationally. This has serious implications, in my view to charters from Europe to Goa too. All the concerns about the problems generated by tourists to Goa could possibly change overnight with implications too for much of the construction work going on. Areas like Benaulim, Varca, Cuncolim, Chinichim, Betul, Cananguinim, Agonda, Curtorim, Mollem and Carambolim, Maupsa are notorious for instances of frog catching. Volunteers from WildGoa have been working on raising awareness and spreading information material generated by the Forest Department, however, it has been seen that this does not address the problem of rogue restaurants serving of frog legs. Therefore, this year we propose a number of things to be done. We urge the forest department to: Set up patrolling squads in various areas in Goa: We request you to set up anti-frog catching squads headed by RFOs and Beat Rangers. We need to have more squads set up at each area in Goa, and these squads would need monitor the areas and also be contactable over mobile phone 24 hours during the onset of the monsoons. Set up of complaint centers in various locations in Goa: After speaking to DCF Mr. Dalai, we have been informed that the Department has already notified the following persons to be contacted should lay persons want to report instances of frog catching. If the RP had not awoken the people, then Goa would have been slowly destroyed, she argued, while speaking at the symposium on â?~Building a Better Goa,' held at Caritas hall, St Inez, on Saturday. The symposium was organised by the Goa Sudharop Community Development Inc, US in association with the Council for Social Justice and Peace. Referring to the CM's statement that people should not oppose legally approved projects, she said that it was generally felt that Goa is one of the most corrupt states and licences are easily obtained and asked the CM to check out a upcoming hotel project in the city and another project which is in a designated C1 zone in Ribandar when all the surrounding areas are in settlement zone. She asserted that people are upset due to blatant irregularities visible everywhere. Another of the speakers, Mr Rajan Parrikar demanded that there should be a freeze on building constructions and argued that not courts but a wellspring of people's movement was the need of the hour. He was of the opinion that the people should rise in rebellion to liberate Goa for the second time insisting that they were beyond the stag of debate and discussion and the time now was for action. Mr Pravin Sabnis likened the motherland to a beautiful deer under the threat from a predator like a cheetah and said that it was the job of the people to take care of it and protect it from harm. Speaking on mobilizing people's power, he classified people into three types: The first type made things happen, while the second watch as things happen and the third type wondered what happened. He said that the third type of person could be further divided into indifferent or ignorant. The indifferent could be part of the problem or shrug and say that it is not our problem. The ignorant are those who either have no access to information or just don't care. He said, Most times people don't care as they feel it does not affect them.
