Dear John, Sachin and others,

Several Goanetters have illustrated here that Hussein has in no way
insulted or abused Gods with the nude abstract representations in his
canvasses. And neither are we abusing God by standing up for Hussein.
This issue should therefore be seen in its right perspective.

Each thing is meant for a specific purpose. When pamphlets with
pictures of Gods are distributed to us, where do these pamphlets end
up eventually? In the garbage cans right? So does that mean that we
are showing disrespect to God? Certainly not!

In a similar way, Paintings are not meant for worship, they are meant
to be hung on the walls in our houses and the art in it needs to be
appreciated. Art is very individualistic. Tastes would vary from
person to person. Someone may like Classical Art, others would
appreciate abstract Art, yet others would take to modern Art.

You may not like Hussein's art and you may have your own reasons. We
do not grudge you for that. But also accept the fact that there are
others in this world who like Hussein's Art. Why do you want to deny
these people the opportunity to appreciate the same? Hussein's
Paintings on Hindu Gods were made for Hindus  they adorn the walls of
the rich and the famous Hindus. Besides, he was not the one who
splashed his art on hoardings across the Country so if at all your
sentiments are being hurt, you are barking up the wrong tree. You need
to direct your ire at the Radical groups who are inciting the flames
of hatred, by splashing his 30-year old paintings on pamphlets and on
the internet with misleading captions.

Incidentally, in its recent Judgment on Hussein's Art, the Delhi court
referred Hussein's case as a typical example of an artist facing the
ire of the types who would not go to art galleries or have interest
in contemporary art...because if they did, they would know that there
are many artists who embrace nudity as part of contemporary art.

We have been called the land of Kamasutra, the judge observed, then
why is it that in the land of Kamasutra, we shy away from its very
name? Beauty lies in the eyes of the beholder and so does obscenity.

The Artist community, i.e. those who really do understand Art have all
rallied solidly behind Hussein. They have even written to the PM that
he deserves the BharatRatna, the Nation's highest civilian honour.
This issue should therefore be seen for what it is: An assault on
Freedom of Expression. Today it is him and Govind Raj Bhandare.
Tomorrow it could be you  Day after Me! This is what we all are
standing up for.

In Marcaim some months back, several thousand Hindus attended a
Dharmasabha organized by the Hindu Janajagruti Samiti where our
National icon was sadly projected as a Perverted Artist. Another
Dharmasabha was organized in Cancona and a third one was held in
Margao more recently. India's most celebrated Artist thus finds
himself being murdered on regular basis, that too in the presence of
thousands of Hindus.

So in the face of such assaults on him in Goa, is this not an issue of
paramount importance? A few sentiments may be hurt in the process but
so what? There was a time when even Sati was not being questioned on
the grounds that it was mandated by religion. But Sati has been banned
now with reformative actions. Throughout history, you would note that
Societies have been progressing only in this manner.

Our ancestors gave up their lives to give us the greatest gift of all,
the gift of Freedom and democracy. Our support to Hussein is on these
grounds: that his fundamental rights and civil liberties were being
taken away from him.  On this note, may I remind you of the words of
Shiv Khera who says: If injustice is done to your neighbour and you
sleep wait for your turn. You are Next!

If things like these are allowed to go on, a time would perhaps come
when we ourselves are attacked and hounded for an article that we may
write, for the clothes that we may wear, for a song that we may
compose, etc. Forums like these can help to counter such irrational
thoughts and behavior. I myself was the victim of one such incident
over a banner that we had installed in the Mahalaxmi Temple during our
Ganeshotsav festival program.

The Radical groups are using Hussein as a rallying point in Goa to
gain base for themselves. Their actions need to be nipped in the bud
before our society flares up. Please understand that we are not here
for one-upmanship and for fun and games. It's just that we do not want
our free thoughts to be limited like it's happenning in Gujarat and in
some other parts of the Country. The essence of democracy needs to be
followed in letter and spirit.

honest, and I have been sending it to my contacts in high
perches...saying, take a listen, this is talent! I trust some of you

i read in today's a BOLD statement by Goa's cm that he
is the one who scrapped the SEZ and Regional
plan...well i wonder how many would agree to that sefl
promoting statement...the people of Goa had to take a
lot of trouble to organise an agitation,the GBA should
take the credit for the regional plan...cause not
until the 11th hour the CM nor the ruling dispensation
actually scrapped any plan...

it is the people who saved Goa and not any
politician...even now in the midst of the controversy
related to benaulim...see how the CM is playing with
the sentiments of the villagers along with Babu
Ajgaonkar...

If the CM wants to save Goa and be Goa friendly, he
should first instruct the mines to practice
non-polluting ways of mining...but that he will
not...cause...he himself has invested in the mining
industry and he and most of his and the BJP croocks
among the current 40 are products of the mining lobby.

GOACAN to launch GRAMSABHA ZAGRUT ZA awareness campaign.

The Goa Civic and Consumer Action Network (GOACAN) will observe a
week long awareness campaign to highlight the importance of people's
right to participate in the decision making process at the Village and
State level. The awareness campaign GRAMSABHA ZAGRUT ZA which
will focus on the need to make democracy work for Goa and its environment
will be launched on 30th May Statehood Day and will culminate on 5th June
World Environment Day.

Various issues such as the Regional Plan 2021, amendment to the Town
and Country Planning Act, clearance of new mining leases, licences to new
Casinos, acquisition of additional land for Industrial Estates, continued
air 
water pollution and indiscriminate hill cutting will be highlighted during
the
awareness drive.

Need to form the Ward Development Committees (WDC), effective
functioning of the Supervisory Committees  Garbage Management
Committee and greater participation of the elected Women representatives
would also be highlighted during the week long drive.

At a meeting organised by GOACAN to review the performance of the
consumer forum volunteers in the recently held Gramsabhas, it was observed
that the consistency in attending the Gram Sabhas and Village Panchayat
Meetings in the last one year has been fruitful and encouraging.

Among the villages that forum volunteers found successes were Majorda,
Colva, Nuvem, Benaulim, Raia, Betalbatim, Davorlim, Velim and Navelim in
Salcete Taluka, St. Estevam and Chorao in Tiswadi Taluka and Socorro,
Assagao, Aldona, Moira, Saligao and Tivim in Bardez Taluka.

The meeting also reviewed the performance of the forum volunteers in
mobilizing citizens to attend the Gram Sabhas, prepare proposals for
discussion  resolution, focus on formation of various committees, scrutiny
of the minutes, budgets and audit reports. The volunteers also found the
attendance at the Panchayat meetings very useful in understanding the
gaps  shortcomings as well as the positive challenges that elected
representatives face in the decision making process.

The Volunteers discussed the effective use of the Right To Information
Act 2005 in getting information on project licences, choice of beneficiaries

in Govt. schemes as well as the expenditure undertaken for electrical
fixtures as well as the biases displayed in recovering outstanding house tax

and other dues.

The Forum volunteers were of the view that extra efforts need to be made
to achieve greater transparency and accountability keeping in mind the
completion of one year of the Election of the Panchayat representatives on
5th May and the members of the Legislative Assembly on 2nd June.

The lack of transparency in Village Panchayats in clearing mega housing
projects, petrol pumps, sports facilities and related infrastructure 
public
utilities as well as its poor response to State Government notifications
published in the Gazette on land acquisition and amendments to various
Acts  Rules were discussed.

The Forum volunteers also resolved to work effectively in the next three
months on prevention of vector borne diseases, promotion of tree plantation,

implementation of the disaster management plan besides promoting civic
and consumer rights in more villages across the State in the next 11 months.

Afterall, it is at times like this that one must have
the courage of one's conviction.

quo and hurling wild insults and accusations of

be debated.

If everyone at the local level who can have any
involvement in approving these projects is corrupt,

forget any rational solutions and get behind Rajan and
Gadgil in simply stopping these projects to avoid
further blight in Goa.

The average village Panchayat election runs into lakhs
of rupees. Somehow these lakhs have to be recouped.
How else to do that but sanction as many
irregularities as possible. Devolution of power to
Panchayats is a no-win situation. There is no check on
governance at this level.

Mario responds:

Once again we see unsubstantiated insinuations and
insults for those elected by the local villagers for
local administration.  Is it not true that local
Panchayats are more accessible to local sentiment than
state government officials?  Doesn't the current mess
prove that?  How could the local villagers have
anything to complain about if they allow their local
representatives to be corrupt without protesting?

Gadgil has reported numerous cases where Panchayats
and Gram Sabhas have rejected projects in response to
local sentiments.

Wendell has spoken about how accessible his local
Panchayat has been and responsive to concerns he has
expressed to them.

One is left to wonder how an expatriate Goan like
Selma, who has no personal knowledge of what is
happening at the local level in Goa, as she has
admitted in a previous post, now has the chutzpah or
credibility to insult these local representatives with
wild accusations of wanton corruption.

What would prevent Selma's central Planning Office
from the same corruption Selma is accusing everyone
else of?

If Digambar Kamath will not agree to let the local
villagers have any say in the approval process they
then have to live with, what makes Selma think her
Planning Office will be allowed autonomy from the
state government?

GOA’S HERITAGE

Goa is blessed with abundant archaeological heritage. From the ancient, to that 
of the
Muslim and Portuguese eras. Not much is promoted for tourism. Worse, an 
insensitive
government, down decades, allowed some of the priceless heritage to be 
vandalized.

Last year, I was with a journalist-friend (now with a national newspaper), near 
Old Goa,
the former capital city. It was once the principal trading port of Asia, a city 
that travelers
compared to Lisbon and Rome. It was protected by rivers and manmade moats on all
sides. And double fortification walls, the outer and inner one.

We went to see extant vestiges of the outer fortification. This huge wall, 
constructed in
oversized laterite stones of that bygone era, had a width of seven to eight 
metres and a
height of four to five metres. It took 17 years to build. It housed the seven 
entry arches to
the city, matching its number of overlooking hills, where visitors were stamped 
on the
shoulder after paying the entry toll. One such, a beautiful archway at the Sao 
Bras quay,
was demolished in the early 1990s – so trucks could ferry across the Cumbarjua 
canal!
Remnants of another, by which Albuquerque stormed into the city in 1510, lie in
shambles across the St. Catherine Chapel.


From the point the outer fortification intersected the Raj Bidi (a 65-feet 
wide, eight kms.

long, paved ‘Royal Road’ between the old capital Govapuri – Pilar/Goa Velha – 
and the
emerging one), the wall proceeded westward through St. Simao (Gancim/’Gaunshi’) 
and
Ribandar, thence along the Mandovi to the docks of the city. Lore says it 
encompassed
Moulem, Santana (Talaulim), Curca, Bolmear, Bambolim, right up to the ‘Cabo’ of 
the
Dona Paula plateau. This western part of the wall, sadly, was long extinct.

Parts of its eastern side from the Raj Bidi intersection exist. The 
fortification ran from
Goalim Moula through “Antonio Estevam” (sprawling private properties, the most 
famous
perhaps of some Antonio Estevam!), the Carambolim hill and habitation zone, its 
vast
expanse of ‘Savat’ paddy fields – Petier, Gudier, Panch Manos, Kolva Kator and 
Daddo.
Then along the riverbank to the Banastarim bridges. Thence to Corlim, Gandaulim,
Daujim, to join its other end at the city’s docks ... at the “Mandvi” or “Casa 
de Alfandiga”
(Customs House), near the Arch of Conception on “Rua de Mandovi” – the river 
Mhadei,
some say, that was rechristened after the Bijapuri “Mandvi.”

Parts of the wall exist in the Carambolim paddies at ‘Panch Manos,’ even if its 
original
height is down to a fraction. Three waterways punctured the wall on this 
stretch. Over
the waterways, the wall rose into massive arches. Their height, as 60-year-old 
local
Menino Melo recollects from his childhood (when the arches were still 
reminiscent of
their old splendour), was some eight metres above the water level. Higher 
arches meant
better visual cover at these susceptible points. Panch Manos has a dozen 
dwellings.

The wall then proceeded eastwards to Mangueiral (“mango orchard”) and Daddo. In 
the
expanse of Carambolim’s flat paddies, Mangueiral and Daddo appear manmade 
marvels
of high ground, like isles in an ocean. Daddo is idyllic, bordered by myriad 
water bodies
– as yet undiscovered by Bollywood, 5-star hoteliers, and casino operators. It 
has 11
houses. The inner fortification joined this wall at Daddo, an important S-E 
point in the
city’s defense.

On raised ground at its turret was barracks for 100 soldiers. The barracks 
disappeared
over time, as did most of the wall. Local resident, Krishna Kuttikar, also 
about 60, says
Goa’s first Chief Minister, DB Bandodkar, vandalized the wall. It seems its 
huge stones
were carted from Daddo to Dona Paula, for the bay’s breakwaters! A piece was 
leveled
for a ferry-crossing road.

The city entry arch at Daddo, though, mercifully exists. “That would have also 
gone,”
says Kuttikar, “but nobody dared touch it, not even Bandodkar.” When pressed, 
Kuttikar
whispered the arch was the abode of the ‘Kot-a denvchar,’ demon god of the fort.
Whether demon or god helped save that vestige of our heritage, sheer neglect 
will
ensure its early demise. Trees now thrive on it. Once the roots get to the 
keystone, the
arch will be gone. Of the city’s seven arches, only Daddo’s survives in some 
semblance
of shape. It’s a picture-perfect setting for a ‘son-et-lumière’ show on Goa’s 
history.

Kuttikar swears oral traditions in his humble hamlet hold that doorways of the 
outer fort
wall were “bigger than those of the churches in the city.” Those doors, 
doorways, even
large parts of the wall lie vandalized. Its ancient stones were used to build 
houses. The
former city’s churches are now World Heritage. The sentinel that protected them 
is
forlorn and forgotten. Who lights candles to a broken cross? (Ends.)

It is always interesting to note how people forget the
fact that in a secular public forum nobody can stop
anybody from expressing himself/herself, no matter how
strident they may become in their opposition or

Goa's Dabolim seems well on its way to providing grist for this novel journo
tradition. Today's TOI had a front page story headlined Dabolim may witness
chaos in tourist season. It goes on to say: Officials at the airport are
worried that if the upgradations, approved two years back, are not
implemented immediately, handling next season's traffic will be difficult.

I will save you the gory details except to point out that if what the
Dabolim airport officials say is right then the air traffic there has
doubled in three years -- just as it did in IT capital Bangalore! How about
that. But the blame for the severe congestion is placed squarely on
dithering by the Navy. You see, ..the land required is yet to be
transferred by the latter. Besides there is the allusion to blocking
civilian flights for five weekday mornings plus two weekday evenings (even
without fighter planes or trainers!).

So when the Mopa  pie-in-the-sky is ready 5 years down the line you can well
imagine how eloquently our local journos will be able to wax in cooking up
their headlines and trashing poor ole Dabs in their lead paras. How can any
self-respecting Goan tolerate this looming indignity?

On a more serious note, here is how a recent update of the Dabolim airport
page in wikipedia put the land issue:

Meanwhile the Navy's title to Dabolim airport land has been questioned by a
Member of Parliament (Rajya Sabha) of Goa in relation to the plan to
relocate the civil enclave to the Mopa civilian airport on the grounds that
it is the state government of Goa which authorises land transfers in its
jurisdiction. He has disclosed that the Navy literally makes the state
government and the Airports Authority of India beg for land needed at the
airport. This made it imperative to establish the clear title to the airport

MARGAO, MAY 24 - Sorry please. Our village doors are closed for mega
housing projects and for big time builders.
This terse message has sent not just the high and mighty amongst the
local builders but even real estate magnates, like the Rajehas,
scurrying for cover.
It's not just  Mumbai-based Rahejas, who had to bow down to the strong
anti-realty sentiments in Salcete, but many other builders - who
apparently feeling the heat - have either withdrawn their projects suo
moto or their files returned back by the local licencing authority.
If the Rahejas were the first to come under scanner of anti-realty
groups in the sleepy village of Carmona, a Delhi-based builder had to
beat a hasty retreat from picturesque Colva.
In the case of Rajehas, the panchayat went to the extent of recalling
the file from the Town and Country Planning Department as per the wishes
of the village gram sabha. Sarpanch Estaquio D'Costa says the Rahejas
have taken away the construction file.
However, the Delhi-based builder has suo moto withdrawn his file from
the Colva Panchayat, as the local populace were bracing up to launch an
agitation against the housing project.
Herald understands that a Bangalore-based builder, which had massive
housing plans in Raia village, has also withdrawn himself from the scene
for the moment, after locals opposed the mega housing project.
Again, the Colva Village Panchayat has decided against forwarding a
housing project to the Town and Country Planning for technical approval
based on a resolution by local agitating residents.
Another construction file has been kept on hold following allegations of
forgery by the builder.
In Curtorim, the village panchayat has no other option than to return
back the file of Talak Home and Properties, which had proposed housing
projects in the village., following objections from the gram sabha.
Incidentally, this is just the tip of the iceberg. Builders, who have
already launched construction projects, have come under the scanner of
the villagers such as in Benaulim.
A local Goan builder has already received a stop work order notice from
the local panchayat, while another builder will receive a show cause
notice for not maintaining a traditional road access.
Worried builders are apparently anxious about the fate of their huge
investments in real estate in Salcete and other parts of Goa. A local
builder said he do not forsee any new project to be launched by big time
builders for fear of reprisals from the locals as the on going agitation
showed no signs of abating.

Now that food shortages are upon us (a few Goichis I know has stocked
up 5, 10 -50pound bags of basmati, don't  say to anyone ok), one would
think we should be busy asking questions, changing eating habits etc
won't you think? Alas, no. The Goichis I chat with say, 'so what,
we'll pay mo'. I find this rather arrogant, don't you agree? Perhaps
they think different (basmati is no longer available in some places in
N. America).

Imagine how the folks with limited resources are managing. There is a
report out (heard on some radio this morning) that folks with tight
budgets, aks low-incomes will end up paying 80% or more of their total
earnings towards food this year. That is rather frightening.
As well, there are Goichis on the margins, both in Goa and abroad
(yes, folks back home will not believe this) and one thinks of them
and hopes they ride this out. Meanwhile, perhaps we should do some of
our traditional money-saving recipe exchanges which are nutritive,
interesting and easy on the pocket (aye, none of those tuna fish
casseroles from Mrs. C). We have some excellent bean dishes, we are
after all spice country for flavor and with a quick swig of feni, one
could get creative you know!

If you consider realism as being equal to fatalism, I can only wish
you well. But perhaps you will explain, albeit on another day HOW one
provides the some education you talk about when the problem is one
which involves migrants from impoverished areas and when the
in-migration is both continuous and uncontrolled.

Europe has a similar problem though to a lesser degree with the
itinerants (aka Gypsies). With all the advances of law enforcement and
funding How well do you believe Europe has managed with the
Gypsies? What would a the  town of (say) Chatham in Kent do, for
instance IF a thousand plus NEW itinerants came into Chatham and just
squatted on (say) Crown land?

That is the position in Goa only much of the land is privately
held land.which according to Indian law and the so called Mundcar
law of Goa (Thank you Shashikala Kakodkar) can quite easily become the
land of the squatting migrants.

I am definitely NOT against development. But hey look at what I
have seen happening in this part of the world - in islands with small
populations, few resources and the need for outside funds. They have
allowed the development of their land gradually and strictly.

They had three provisos to the land development:
1: Govt held land (Crown land) is only LEASED to bhaille'. A similar
to the Indian High Commission building in London - which
returns/returned to the Crown after the lease expires/expired. (Do not
know if the situation changed during Tony Blair's regime)

2: Private land can be sold to bhaille but building codes and
designs are strictly enforced. If you ever happen to visit the new
developments in the Cayman Islands, Bermuda, Provo (in the Turks
Islands), Antigua and in Paradise Island (Bahamas) ...you would know
what I mean.

3: The high end jobs would be reserved for qualified locals

BTW: In many of these places  Several Town Hall meetings are held
- and the public are invited to express themselves and demand changes
and safeguardsBEFORE the projects are approved.

What is happening in Goa is ridiculous!

In closing I must say that I have nothing against Gated communities -
as long as they are held on private land and do NOT block access to
public roads or beaches. Private individuals have every right to fence
of their  property and place a gate to it. If you know of any ethical
or legal reasons to justify your detesting of gated communities,
please do enlighten ( at least me)

There are various mansions to be seen in Goa.

The Figueiredo house is in Loutulim.  Part of the house has been converted 
into a Heritage Inn.  There is also the Costa house and a house belonging to 
the Barreto Miranda which has been sold.  In Margao there is the 'Silva' 
House.  Chinchinim has also a beautiful house belonging to Max Loyola 
Furtado.


If you meander through villages in Goa, particularly Aldona one can see 
beautiful homes eg, Amelia and Damasceno Soares house, Alarico and Veronica 
Mascarenhas house as well as La Martine Rocha.


Another exquisite house is the Mascarenhas Palace in Anjuna which is leased 
to Lady Hamyln.


In Santa Cruz there is the Nachinolkar house as well as Kenkre. A wonderful 
visit is to Jitendra Desprabhu's palace at Pernem.

Mumbai:  Train journeys are always fun for children and a trip to Goa
during summer holidays is all the more delightful, especially for 70
youngsters suffering from various degrees of cancer.

Like all carefree, happy children in the age group of four to 15, this
excited lot boarded the Konkan Kanya Express from the Chhatrapati
Shivaji Rail Terminus at around 11pm yesterday for a three-day holiday
in Goa and will return from Madgaon by the same train on May 26.
Chattering happily with their friends in the three-tier airconditioned
compartments, each child was accompanied by a parent. Also travelling
were a couple of doctors treating the children. In Goa, the children
will be taken to the famous heritage sites as well as the lovely
beaches.

Success stories

With the Tata Memorial Centre (TMC), one of the country's largest
cancer hospitals, arranging an annual holiday for the young patients,
we, too, wanted to spread a little more cheer in their life, says
Vaishali Patangi, Public Relations, Konkan Railway (KR). KR is thus
providing a complimentary to and fro rail trip to Goa to these
children who are undergoing treatment for cancer at TMC. KR will also
be providing on-board hospitality to make their journey memorable.

Some of the children are already on their way to recovery and figure
in the list of success stories that show childhood cancer is totally
curable if treated at the right time with a proper follow-up. Gulshan
Kumar, 15, is among them those who have recently recovered from cancer
after undergoing treatment at the hospital and is already full of
plans for his future.

Their enthusiasm for life is touching, says Patangi who was at the
railway station to send them off on their holiday. It is only when
you learn that they are all afflicted with this disease, the very name
that sends shivers down every one of us, that you take a second look
at them and wonder over their exuberance, she says.

1921;Ex-Dar-es-Salaam. Son of late Caetano Carmo/late Maria. Brother of late
Ignatius, late Maurice (Spain)/Marisol (Spain), late Albert, late Geraldo,
late Leo, late Lira/Malachias D'Souza (Beira/London), Luke (Bobby),
Barbara/late Oscar Almeida (Siolim). Uncle of Marilia D'Souza (London),
Evylene/Bruce Peters (New Zealand), Orine (New Zealand) and Olympio.
Funeral: 26th May at 4 pm to St Anne's Church, Parra.

Francis D'Gama was  the legendary Goan hockey player of Lusitanians Hockey
Club, Bombay in the forties. In East Africa, he played for the Dar-es-Salaam
Goan Institute Team from 1953 to 1961and later coached the Tanzanian
national teams.

1. The problems generated by migrants moving into
areas of work are to be found all over the world from
China, Brazil, The Gulf, USA and wherever. Much has
been learned from such experience andmany of the  
'remedies' used elsewhere can be used in Goa too.

 I simply want to see modernisation and development
that is controlled and managed by the people of Goa.
In contrast, you seem to find all kinds of
insurmountable problems over change in Goa. 

2. Gated accommodation is not simply about individuals
putting a fence around their properties. These are to
be found as arrangements often on a very large scale
to isolate wealthier people from local people and use
up an excessive quantity of resources like water for
golf  courses, electricity use, run their own schools
etc. There has been so much written about this in
areas around Delhi and elsewhwere and I definitely
would detest such development in Goa.  Indeed, the
return of many professional people to India from the
West is predicated on Gated accommodation that
markedly divides the haves from the have nots.

Finally, I don't believe this discussion between us is
going anywhere and our exchanges should suffice for
now in that we seem to differ on a matter of degree
and quality of development and are generally agreed on
the unacceptability of rampant uncontrolled
developmentin Goa

PANAJI -- The celebrated Goan cartoonist, Mario de Miranda on Saturday
observed that Goa has stopped producing cartoonists of high calibre as
the cartoons in newspapers have been replaced by pin-ups.

Mario, who made a special appearance at the display of around 6,000
sketches as well as the dummy of the book documenting his life and
works, at a daylong exhibition in the city, said the newspaper editors
are the major reason for scarcity of cartoonists in Goa.

He acknowledged that sense of humour is a major factor in the making
of a cartoonist. But where is the sense of humour today, he
questioned, lamenting It's all lost.

Speaking to The Navhind Times, Mario further said that in spite of the
fast changing character of Goa, he would like to sketch the state in
its new perspective. I would definitely love to sketch Goa of today
as I had done for the Goa of yesterday, he stated.

The 284-page book being published by Architecture Autonomous, will be
released during a special function, in the city, on July 19.

Gerard de Cunha, who has been working on the project, in the
introduction to the book says, I was ecstatic with the 25 volumes of
material I collected, but was completely lost in the vastness of
Mario's world, incapable of making a choice or organising the book.
This period lasted four months and then in a three-week frenzy, I
managed to put it all together.

The book includes 800 drawings, encompassing all his major phases,
writings by and on him and also the objets d'art that have been
spawned by his work, he adds.

The book includes Mario's short biography by the internationally
acclaimed writer, Manohar Malgaonkar, Tomorrow is another day, by
Vinod Mehta and a write-up on Mario by Nissim Ezekiel, besides
articles titled Death of a friend and Cartoons - American style by
Mario himself.

The cartoons and sketches by Mario dating back to 1950s and done in
various styles, moods and mediums of drawing ranging from shading to
water colours are compartmentalised into various chapters in the book.

The chapters include sketches and notes from Mario's diaries as well
as sketchbooks, sketches from The Illustrated Weekly of India, pocket
cartoons, Goa postcards, Goa with love, globetrotting, city
highlights, London, Germany in wintertime, Impressions of Paris, New
York, Singapore, Israel, Macau, Japan Portugal, personalities, murals,
cards and so on.

The book further includes rare photographs of Mario as a teenager,
Mario with his dogs, Mario with his family members including
grandmother and his 330-year-old Loutolim residence.

REPLY: Due to rice shortages, the Bangladesh Army's diet has been
changed to include a large amount of potatoes. I think this much, not
thought of source, will become a major food resource in years to come.
The potato famine in Ireland cost a lot of lives and boatloads to
emigrate to America.

Aye aye Betim Maushi, you sound quiet the broken plate!

The last time I tried slipping into one of these grand homes, some
stray dog chased yours truly away, I could barely keep my dootrem
intact. Deshprabu's mansion is not open to the sweaty and the
ordinary!

Arn't you forgetting the gems of modern practical architecture? Lets
say new Goan architecture. Maison Yellapa Bassapa (Baina slum), Casa
Lamania (Alto Mangor), Yadav Retreat (road to the airport, across from
the  Navy School- Mangor Hill) and Casa Bostao Girijao Fernandis-
(Utorda- taarowati, recently returned from Saudi).
I say we have to be all inclusive in our walk (maybe an eye-sore for
some of you)...and don't forget the walking stick-for the stray dogs.

  PANAJI: It was necessary to have leadership in each village and federate 
groups to support each other in times of need, was the view propounded by Mr 
Pravin Sabnis, architect, social activist and member of the GBA core group.
  Mr Sabnis was speaking at a meet organised by the Moira Action Committee at 
Moira Club and attended by around 200 people today evening.
  He also said that different issues cannot be separated as most problems were 
connected to land.
  Prominent at the meeting, which was held to make people aware of their rights 
and duties with special focus on the gram sabhas, were ex minister, Ms Nirmala 
Sawant, historian , Mr Prajal Sakhardande, Goa Su-raj party, Mr Floriano Lobo, 
GBA Mr Miguel Braganza and the Moira sarpanch, Mr Bagkar.
  Mr Prajal Sakardande maintained that Moira was endowed with natural beauty 
and also had a long history.
  Mr Floriano Loba spoke about garbage and said that he was happy to see that 
the panchayats had accepted the door to door garbage collection proposal and 
informed that the communidade had given land for composting of garbage. He said 
that this exercise will start shortly.
  Mr Bagkar said that he was fully with the people but the panchayat also had 
its limitations under the law especially when it came to revocation of 
construction licenses.
  He said that he had consulted the TCP office in Mapusa on the revocation 
issue but they could not guide him.

PANJIM, MAY 24 —  While some States have a hard time implementing the
Family Planning Programme  (FPP) and are struggling to keep up with
targets, Goa has reached a state where 'going slow'  on  the  'family
planning agenda'  is advisable.  For Goa's  fertility rate has been on
decline which is currently pegged at 1.8 as against national average
total fertility rate (TFR) of  2.6.
In view of negative fertility rate the State government has refrained
from vigorously implementing FPP and the focus is on migrant labourers
coming to Goa. Every first Saturday, an outreach programme is
conducted for their benefit.
With high rate of  literacy and socio-economic progress,  a Goan
couple hardly needs advise on FPP.  So when family planning mantra is
to delay the first child, a doctor in a primary health care center, in
North Goa,  on condition of  anonymity,  revealed,  They advise
couples not to postpone starting their family. 
The adopted norm of family planning, is to maintain a gap of a few
years between the first and the second child but advise offered is
against delay in having a second child.
One of the reasons for decline in fertility rate of Goa are late marriages.
An average age of marriage in the State is mid 20s or late 20s with
youth opting to get established in their career before setting up
home.
But most worrying trend Goa has seen with falling fertility rate is
declining sex  ratio.  While in 1990-91,  sex ratio   was 1000 boys to
964 girls,  it declined further to 1000 boys  to 938 girls in
2000-2001.
Restricting the family to just one child is one of the main reasons
why in a 'progressive' State like Goa there are less girl children as
against boys.
When first born is a  boy,  parents rarely  think of  having a second
child.  And it's only when the first born is a daughter that the
family think of  'going on' pointed  out the doctor.

With so much recent talk about the tragedy of Goa the suggestion of
venturing to the Konkan region for a relaxing vacation would make most
people cringe. Indeed there can be no denying that even before the
tragic death of Scarlett Keeling earlier this year, Goa had its fair
share of negative press coverage pertaining to the debauched and
decadent party scene that has come to dominate the tourist resorts of
its Northern shores. Yet paradise has not been entirely lost — just
head south, and do so after the package holidayers have left.

For those wanting to break free from the maddening crowds of India
during the incredulously hot months of April and May, Goa still stands
apart as one of the best holiday destinations for tourists dreaming of
lazy days on sun-drenched beaches. The most laid-back parts of Goa
that can still hold some validity to the claim of having scenes
borrowed from paradise (and thus no dope dens, wild midnight beach
raves and topless frolickers) can be found beyond Panjim, deep in
Canacona territory.

The incandescent surf and palm-fringed beaches that stretch from Colva
to Benaulim and are an irrefutable cure for any stresses burdening
Goa's guests. One can spend many a happy hour under one of the dotted
beach parasols that are within easy reach of many restaurants offering
fresh fish and exotic mocktails. Once you have resigned yourself to
expect the surprise beheld by many hoteliers and restaurant owners
that you have chosen to visit Goa after their peak tourist season,
which covers the months of November through to Late February; one can
begin to delight in the luxuries that can only be had during the
off-peak months before the monsoon rains. These include the
availability of the best walk-in accommodation throughout Southern Goa
coupled with favorable hotel rates, proficient and attentive service
from servers who are simply happy to have customers, exclusively
deserted beaches and hours of dependable ravenous sunshine. What more
could you want from a beach holiday?

Goa has plenty of cafes like that of Colomb's Boom Shankar in which
one can observe the glorious setting of the sun accompanied by a cool
glass of cashew feni. If you are fortunate enough, one can even slight
a chance of seeing a playful school of dolphins chopping up the waves
out at sea.

Essentially Southern Goa is a beach-lovers destination whereby doing
anything more than relaxing on the beach or paddling along the shore
is considered to be a strenuous activity but if you can muster the
energy to drag yourself away from the sun-drenched sands there are
plenty of things to see and do inland. And with over 40 years of
experience with large numbers of visitors, Goa has one of the most
comprehensive private bus networks in India therefore travelling
between beaches will cause you few headaches. Another popular and fun
way to explore Goa is to hire a moped but be warned — insurance
details are rarely discussed and helmets seldom readily provided.

Top of the destination list has to be Panjim. Replacing the town of
Old Goa as the capital in 1843, Panjim is a charming city with a
surprising village feel. The Fontainhas district has especially
managed to preserve its Portuguese colonial heritage with its
tiled-mosaic pavements and colour-washed houses. Many of the best
guesthouses and fine restaurants can be found amid its winding lanes.
A definite sojourn during lunchtime should be the Hotel Venite, which
offers simple but sophisticated Goan dishes that successfully fuse the
best of Indian and Portuguese cuisine within a setting of rustic
serenity.

Another must-see is Patnem Beach that boasts a subtle crowd and is
quintessentially Southern Goa at its best not only because visitors
have the rare chance to get up close and personal with local Goans and
those who have made Goa their home.

With the customary spray of quaint bungalows that are shyly
interspersed amongst the coconut trees, and convenience stores; there
are also a timid plethora of eateries to suit all palates and budgets.
None come so charming and seductive as The Tree Shanti in Colomb
Beach. Like a grounded tree house; its owner Philip is the perfect
host and has managed to create a nightly ambience that is akin to a
neighbour holding a summer dining party for close friends.

Some prospective tourists may still think of Goa as a troublesome and
rebellious teenager intent on ruining itself and thus best avoided,
but there are many a redeeming features within the south that warrant
exploration if only to discover that Goa is still the closest place to
paradise in India.

Goa proves that private individuals are buying and
selling private property as it suits them, without any

Over 96% of mortgages in the US are being successfully
paid off as expected.

ill-conceived financial decisions are required to pay
a price.  They will not make the same mistake again.

The financial institutions and their stockholders who

NEW WEBSITE SEEKS TO PROMOTE NURSING AS A CAREER IN GOA

PANJIM, May 25: A new not-for-profit website, to promote nursing
as a career in Goa, has been recently launched. It is accessible
on the internet at http://nursing.goa-india.org

Goa, which has provided generations of nurses to the rest of
India and the outside world, currently has three nursing
education institutions, including the government-run one at
Altinho for which admissions are currently underway.

The website seeks to offer links to various aspects of nursing,
right from explaining what the career involves to options
available to students, both in Goa and beyond.

By linking up with a wide range of information available in
cyberspace, the nursing.goa-india.org site attempts to make it
easy to anyone interested in nursing to find current information
on the subject, says a press release issued here.

Apart from basic articles introducing the career, the site
offers options to B.Sc. Nursing (at Goa, St Martha's Bangalore
and other institutions), nursing jobs, and nursing as a career.

Of special interest would be a number of links to the CGFNS, a
route which offers qualified nurses openings for good jobs in
the US.

CGFNS (Commission on Graduates of Foreign Nursing Schools) is a
qualifying examination that is required from graduates of
nursing schools outside the United States who are interested in
practicing as registered nurses in the U.S.

It tests candidates' nursing knowledge and their understanding
and use of English language skills. Successful candidates are
awarded a CGFNS Certificate when they have passed both the
nursing section and the English language section of the
examination.

CGFNS offers training in India, including in Bangalore, and
conducts exams in places like Kochi.

There are also links to home-nursing options, made available in
Goa through institutions like the Siolim-based ISEAF. As the
number of elderly grows steadily in Goa, home-nursing could be
seen as increasingly important not just by students wanting to

Met my IITian, guitarist friend Rui Lobo the other day in Panjim (at
an hour I'm usually asleep) and he was mentioning plans to hold Sunday
evening garden performances by youngsters at public spaces. A good
idea!  At the moment, this bandwidth is simply being wasted.

Incidentally, his students and others also performed at the World
Museum Day function on May 18, 2008 at the Museum of Christian Art in
Old Goa.

It included:

A marathon Gram Sabha today 25th May, 2008 near the Village Panchayat of 
Sernabatim Vanelim Colva and Gandaulim witnessed an adjourned unconcluded 
agendanbsp; following a spirited disussion between the Chairman ( the Deputy 
Sarpanch Mama who took charge of the proceedings in the absence of the Sarpanch 
who proceeded on a months leave from 5th May to 5th June) and others
nbsp;
This nbsp;meeting was called by a group of Gram Sabha members as the earlier 
one could not be held in April 2008. 
nbsp;
There were major issues of grant of licences to mega projects the inaction of 
the Panchas. The first issue invloved a spirited discussion by 
onenbsp;nbsp;Ms Juliet Rodrigues nbsp;from Grande Vanelim Colva who alleged 
that at least 20 residents were victims of malaria owing to migrants 
settlednbsp;near nbsp;the sites where mega projects are underway.nbsp; She 
demanded that the Panchayat should pay the medical bills of the affected 
villagers as it was their imisdeeds that had brought disease in the area.
nbsp;
Mr Camilson suggested a panel of architects (Mr Dean D Cruz Sarto Almeida or 
from Colva Village ) ward panch and three membersnbsp;to examine the profile 
of each project nbsp;and make the same available to the public before granting 
them permission.
nbsp;
It was pointed out by the Chairman that the buildings with Ground + two floors 
were given a different touch following an amendment by the then Town and 
Country Planning Minister Mr Antanasio (Babush ) Monseratte and hence any 
change to this rule would need Government intervention by an act of the 
Legislature.
nbsp;
There were no roads in the jurisdiction of the Village Panchayat which were 
beyond 6 metres and therefore the need for 8 metres road was questioned.nbsp; 
Some of the members alleged that after 1987nbsp;when nbsp;nbsp;metered water 
connections were introduced ther were no changes in the pipelines as a result 
there was shortfall of water supply.nbsp; Similarly there was failure of power 
supply and there is a need for proper distribution system,nbsp; There was an 
heated argument as to what constituted infra structure amongs the panchas and 
the members .
nbsp;
One member brought the demand to scrap the yellow and black taxis, in toto as 
nowehere in Goa were they operating. Instead they proposed that KTC should 
introduce buses via the old bridge at Mungul instead of the circutious route 
via Dando Benaulim as the women did not like travelling with tourists and 
migrantsnbsp;nbsp;cramped in the taxis.nbsp; The Chairman agreed to put up 
this proposal with both the Chairman Mr Aleixo Lourenco in consultation with 
the MLA
nbsp;
Another member Xavier Fernandes alleged that the builder Akr Creations Pvt Ltd 
Fatordeanbsp; Goa had agreed to take care of thenbsp;mundcars nbsp;and had 
signed a sworn affidavit dated 31.3.2007 regd no; 3223nbsp;in that but without 
pursuing the clauses 2 . 3 amp; 4 of the agreement the builder had neared 
completion of the project,nbsp; Incidentally their well was buried and large 
mounds of mud was placed in their fields destroying their livelihood.nbsp; 
They were pained to note that the Panch failed to respect their views and 
therefore unable to bear the sufferings they have now decided that the Gram 
Sabha should revoke the licences instead of a mere stop worknbsp; They also 
demanded that the notice be served on Monday 26th May. 2008 and that the well 
and the dump be cleared.
nbsp;
One Terezinha made it clear when nbsp;it was alleged that the Panch were 
afraid to take on the might of the builder --- that Builders should stand 
forewarned that they should heed to wishes of the people not the other way 
round.nbsp; There was an uproarious applause at this suggestions.
nbsp;
Some villagers also allleged that diseases like malaria were unheard of in the 
past but it was the influx of migrants.nbsp; They alleged that ponds lakes 
rivers were full of garbage stench and filth and therefore warned the Panchayat 
to stand forewarned on the nuanaces.
nbsp;
There was another incident where permission was granted for a religous place of 
worshipnbsp; Shri Mahalakshmi Saunstha Trust Colva way back in 2003 but there 
were no parking space as a result there was rampant parking on open spaces 
inconveniencing the villagers.nbsp; They demanded that it was the neglect of 
the Panchayat for granting permission without the provision of parking.nbsp; 
When the Chairman Mr Sukhanand P Panandikar assured that new plans were 
submitted he wondered how a project which was almost completed was given the 
NOC and now fresh plans were accepted. for a mutistoreyed nbsp;parking.
nbsp;
There was also a suggestion that when new drains were being proposed on the eve 
of the oncoming monsoon they should ensure that roads are suitably widened to 
atleast 6 metres and then only after clearing the traditional drains the news 
drains could be put in place.nbsp; At one instance it was pointed out that if

stated that the Ganv Ghor Rakhan Manch was a forum to cover all villages in Go 
and that the collective efforts would stop the rampant destruction going on.

Ms Adolphine Thamm an activist from Sinquerim highlighted the issue at 
Sinquerim plateu way back in 200 when the Taj Group of hotels intended to open 
up anbsp; three and a half lac recreation park with cine houses swimming pools 
and hundred houses .nbsp; This was opposed tooth and nail until the Management 
took the Directorate of Panchayat to Court and pursued the matter for six long

the issues of sewage waste etc they pursued the matter with the

last year following a GFA m.o.u with Porto FC and Vitoria Guimaraes. Having
completed their intensive training at Guimaraes in a major football nation
like Portugal and successfully so. And what's the feeing at home? Speaking
to Herald spoke the families of these budding footballers just prior to
their arrival in Dabolim.



Aiken Dias' father Felipe a former footballer says I cant wait to see
Aiken. My wife Flory is in Jerusalem and will miss Aiken's home coming.
When queried how Aiken had coped without family Filipe replies We would
always be admonishing him for his fathomless watching of every football
match he could both live and on Television. In his absence each time the
word football was mentioned or the TV switched on we would miss him .As for
my boy, he was totally engrossed in what was being done there and wasn't
homesick at all.Infact he was very jovial and would cheer us up  I haven't

In the fatorda home of Joshuah and Charlton Vaz, a very close-knit family
for whom football is a way of life eagerly awaits the boys' return. Their
father coach Soccorro Vaz a reputed footballer in his day, and a respected
coach and PE teacher at the manovikas trust say told Herald Other than the
time Josh and Charlton represented Goa ,they have spent every night of their
young lives at home. We did miss them a lot since both my sons were not
home. Their mother missed then terribly as any mum would. We would be in

as parents however much we night miss them it's a sacrifice we have to make.
Parental backing and support is vital. When queried how te boys had fared he

All three boys who step out of the airport with long locks haircuts are
expensive in Portugal quipped Aiken to be enveloped in hugs  mingled with
tears of joy and re-union. We have one demand they say- xitt-kodi-fish
please! We are s tarving! While Ailken's fish-curry- rice awaits him in
Mapusa.

 The vaz boys will  home to the aroma of fish curry rice,  chicken Goesa,
bebinca, Doce de grao and home made chocolate cake cooked with love by their
mother Debbie.

Well, as the axiom goes you can take a true Goenkar out of Goa but not the
Goenkar out of the Goan. So xitt-Kodi it is. What does one say but,Eivkar!

I do not think that my message on the subject will be posted on Goanet. I have 
found my messages being rejected on the very grounds that others have been 
allowed. And so the people on the list will think that I have no point to make. 

Anyway, in any list there is a pregorative of the moderator, and even if he has 
an agenda there is nothing I can do about it. 

I think that the way you had juxtaposed the HJS and the charismatic movements, 
one would get an impression that either one or both are responsible for the 
problems you have stated. 

Anyway, it is important to know who are responsible, rather than who are not. 
What are your views on the subject? My personal point of view is that the 
intellectuals are not being independent, and while they will shout against 
Parikkar, for valid reasons, they are mute, mostly, when it comes to the 
Congress party.

 The history of mankind proves, over and over again
 that when confronted by great social, political and
 economic upheavels, we tend to cling even more tightly

 because society is subject to the rules of progressive
 evolution, just as everything else. These movements
 do, however, succeed in wasting a whole lot of
 collective societal time and energy.

1. In a substantial article about the best beaches in
the world, (Travel section in the Guardian Newspaper
of yesterday) I was disappointed to note that Goa did
not feature even once among the 100 best places for
tourists although there were two references to Indian
beaches--one in Gujarat and one in the Bay of Bengal
area. Shri Lanka made it but not Goa and this was
material  generated well before the Scarlette issue
and the very recent stuff about the toilet issue etc.

2. The price of crude hitting $135 per barrel is
likely to put paid to lots of cheap charters
internationally. This has serious implications, in my
view to charters from Europe to Goa too. All the
concerns about the problems generated by tourists to
Goa could possibly change overnight with implications
too for much of the construction work going on. Indian
(local) tourists rather than foreign tourists to Goa
are likely to increase perhaps in Goa.

May 25 (Bloomberg) -- The Bharatiya Janata Party, India's main federal
opposition party, won state assembly elections in Karnataka, its first
victory in the nation's south.

The BJP won 110 seats in the 224-member assembly in counting that
ended today following balloting on May 10, 16 and 22, the election
commission said in a statement. The Congress party, which heads the
ruling national coalition, lost with 80 seats in the state, which is
home to units of Intel Corp., General Electric Co. and International
Business Machines Corp.

``The BJP has got a simple majority, and it remains to be seen if they
are able to form a very stable government,'' Kalim Bahadur, former
professor of South Asian Studies at the New Delhi-based Jawaharlal
Nehru University said in a phone interview.

The elections were a test for the ruling national coalition, which
faces a general election before its term ends in May 2009. The
Congress party lost five of seven state polls last year because of
rising consumer prices. This is the fourth regional defeat for the
Congress party this year.

India's inflation rate has accelerated to a 3 1/2-year high, and Prime
Minister Manmohan Singh's government is seeking ways to curb the
effect of crude oil prices that have doubled in a year.

Karnataka has been under federal rule since Nov. 20. Three chief
ministers have ruled Karnataka since the last elections in May 2004,
in which no party won a clear majority.

`Energize the Cadre'

The BJP ruled Karnataka for a week before losing the support of its
coalition partner. B.S. Yeddyurappa of the BJP formed the government
on Nov. 12 and resigned seven days later after the Janata Dal
(Secular), or JD(S), withdrew support. The JD(S) became the
third-largest group bagging 28 seats. Six seats were won by
independent candidates.

``The Congress and JD(S) put together do not cross the halfway mark of
112,'' Bahadur said. ``The BJP has not got a perfect opening in the
south. They needed a clear majority.''

The BJP, ruling in seven of 28 Indian states, until now has been
identified as a party whose appeal was limited to the country's north,
said spokesman Ravi Shankar Prasad. ``With a victory in Karnataka, the
BJP has today crossed that barrier. The result will undoubtedly
energize the cadre for the national elections due next year.''

India's southern region comprises the states of Karnataka, Andhra
Pradesh, Tamil Nadu and Kerala.

Cornel refers to these 'remedies' but does not tell us WHAT  they are,
whether they were successful, WHERE, If the problem can be comparable
to Goa's problem ..and HOW these 'remedies' can be implemented in
democratic countries (as opposed to communist countries.

He speaks about the 'divide' between the Haves and the Have nots
another of the pet lines of Marxist theorists who rarely practice
their theoris. Does not driving an expensive car e.g. BMW or a
Mercedes or a Lexus represent a divide between the Haves and the Have
nots?

Cornel has yet to explain the legal or ethical reasons for not
enjoying privacy on one's own private land - as long as one's actions
do not block public access to public facilities e.g. the beach, well,
church etc.

Some other Marxist theorist will tell me next,  that we should not

_Subject: Request for Action on Restaurants  Individuals responsible 
for Catching, Killing  Eating of Frogs in Goa._


This is to bring to the notice of the Forest Department about the 
illegal catching, killing and serving (for the purpose of eating) of 
frogs in Goa that has been going on indiscriminately over the years 
during the onset of the monsoon season and has been setting an 
increasing trend.  Areas like Benaulim, Varca, Cuncolim, Chinichim, 
Betul, Cananguinim, Agonda, Curtorim, Mollem and Carambolim, Maupsa are 
notorious for instances of frog catching.


Volunteers from WildGoa have been working on raising awareness and 
spreading information material generated by the Forest Department, 
however, it has been seen that this does not address the problem of 
rogue restaurants serving of frog legs.


Therefore, this year we propose a number of things to be done.  We urge 
the forest department to:


Set up patrolling squads in various areas in Goa: We request you to set 
up anti-frog catching squads headed by RFOs and Beat Rangers.  We need 
to have more squads set up at each area in Goa, and these squads would 
need monitor the areas and also be contactable over mobile phone 24 
hours during the onset of the monsoons.


Set up of complaint centers in various locations in Goa: After speaking 
to DCF Mr.  Dalai, we have been informed that the Department has already 
notified the following persons to be contacted should lay persons want 
to report instances of frog catching.  We urge you to provide more 
support especially in Salcete, Bardez and Tiswadi.

why protection of frogs is necessary.  I have attached copies of recent 
articles that have appeared in the local press and the internet Issue of 
Notification to restaurants in Goa: Following the success of sending out 
notices to 300 restaurants in Canacona and Mollem, we urge you to do 
this in other areas in Goa too, particularly Salcete, Bardez,  Tiswadi.


Volunteers from WildGoa as well as members of the general public, on 
condition on anonymity, have submitted names of restaurants that they 
have personally seen serving of frog legs.  We hope that you monitor 
these rogue restaurants strictly, and penalizing offending restaurant / 
individual found to catching, killing or serving frogs.  (Please treat 
this list of restaurants as confidential) The list of offending 
restaurants are:

as the arrival of the monsoons is less than a week away and seriously as

Jassi Jaissi Koi Nahin (There is none like Jassi) was a popular TV show that 
told the story a bespectacled, ordinary girl, with braces over her teeth and an 
odd style of dressing. Though somewhat naive, Jassi was an intelligent woman. 
The show chronicled how after a makeover, she looks so different that even her 
friends and family cannot recognise the new attractive and confident 
personality.
The person who scripted the success of Jassi is Venita Coelho, 
writer-director-filmmaker with an impressive journey of work and accolades. 
Presently, Venita stays in a small, picturesque village of Goa called Moira. 
And it is here that she and her team are putting together the script of the 
collective destiny of Moira. They have started creating the Village Development 
Plan of Moira.
Moira has drawn inspiration from the villagers of Chandor. In 2006, while Goans 
were agitating against the Regional Plan 2011 that threatened the lives, 
livelihood and environment of Goa, the Chandor Development Forum was putting 
together the basic systems and mechanisms, that were found to be absent in the 
Government plan. The ‘Five Year People’s Plan for the Sustainable Development 
of Chandor (2007-2012)’ reflects the attitude, approach and action plan of 
community that has connected to its needs, vision and mission of community 
solidarity. 
Chandor’s model is inspiring more and more villages of Goa to script the 
desired makeover – to be better as a village. For too long, too many of us only 
complain about the way things are. We need to learn from Chandor and Moira that 
our dreams will happen only if we combine our individual competencies to script 
the collective makeover of our villages.

 2.Booking is available only for train No. 0111 Dn and 0112
 Up Konkankanya  Express between Mumbai CST (formerly known as
 Bombay) to Madgaon (Goa) or from Madgaon to Mumbai CST.

At the above site, you can book for all trains.

 3. Accommodation will be in 3 tier Air-conditioned Class.

You can book in any class you want at irctc.co.in.

 5.Booking will be made available seven days in advance and
 up to two days before the journey date (excluding the day of
 journey).

Three months in advance till departure of train.
 6. Maximum four passengers can be booked on one ticket.
 
 7.Confirmation of ticket along with PNR number will be
 e-mailed to the passenger. The copy of this e-mail should be
 produced at the time of boarding the train.
 
 8.Passenger can collect the tickets from on duty Passenger
 Assistants of Konkan Railway at the time of boarding the train
 at Madgaon or Mumbai by furnishing a copy of passport as proof
 of identity. Passport has to be shown to the Passenger

None of this is necessary. There are two options, e-ticket and
i-ticket. In the former, you can print out the ticket, and with
the identification specified on the ticket, you can use it to
travel. I-tickets are posted to you at the address you give.

 9.Tickets once confirmed by Konkan Railway will not be
 admissible for refund in case of cancellation.

Refunds and cancellations are available as per Indian Railway
rules. The same rules that apply to Indian Railways as a whole

release two Konkani books in Roman script namely Kombreo written by the 
young writer Selza Lopes and Polloilam Tem Boroilam by Mr Tomazinho 
Cardozo on May 28, at the Institute Menezes Braganza hall. Selza Lopes' 
Kombreo is a collection of essays on various social, political, cultural, 
educational, and other issues affecting the Goan society today while Mr 
Tomazinho Cardozo's Polloilam Tem Boroilam consists of the selected 
write-ups published in his weekly column of the Konkani weekly 
Vavraddeancho Ixtt for the last two years.


The principal of St Xavier's College Mapusa, Prof Newman Fernandes, will 
preside over the function, editor of Konkani monthly JIVIT, Mr Michael 
Gracias will speak on the book Kombreo while a veteran Konkani writer, Mr 
Yusuf Shaik will share his views on the writings in Polloilam Tem

PANAJI - The RP2011 was the best thing that could have happened to Goa as it 
created awareness about a major problem in the state, said ex-councillor and 
GBA stalwart, Ms Patricia Pinto, citing examples and saying that between 
1988 and 2005 (when the regional plan came into effect) there were 2400 
changes in land use and people in general were unaware of this.


If the RP had not awoken the people, then Goa would have been slowly 
destroyed, she argued, while speaking at the symposium on â?~Building a 
Better Goa,' held at Caritas hall, St Inez, on Saturday.


The symposium was organised by the Goa Sudharop Community Development Inc, 
US in association with the Council for Social Justice and Peace.


Referring to the CM's statement that people should not oppose legally 
approved projects, she said that it was generally felt that Goa is one of 
the most corrupt states and licences are easily obtained and asked the CM to 
check out a upcoming hotel project in the city and another project which is 
in a designated C1 zone in Ribandar when all the surrounding areas are in 
settlement zone. She asserted that people are upset due to blatant 
irregularities visible everywhere.


Another of the speakers, Mr Rajan Parrikar demanded that there should be a 
freeze on building constructions and argued that not courts but a 
wellspring of people's movement was the need of the hour.


He was of the opinion that the people should rise in rebellion to liberate 
Goa for the second time insisting that they were beyond the stag of debate 
and discussion and the time now was for action.


Mr Pravin Sabnis likened the motherland to a beautiful deer under the threat 
from a predator like a cheetah and said that it was the job of the people to 
take care of it and protect it from harm.


Speaking on mobilizing people's power, he classified people into three 
types: The first type made things happen, while the second watch as things 
happen and the third type wondered what happened.


He said that the third type of person could be further divided into 
indifferent or ignorant.


The indifferent could be part of the problem or shrug and say that it is not 
our problem.


The ignorant are those who either have no access to information or just 
don't care.


He said, Most times people don't care as they feel it does not affect 
them.


He was also for across the board solidarity, wanted direct contact with 
village groups and was of the opinion that teamwork was more important than 
leaders.

Boy, they are relentless, aren't they?  When it comes
to education, the only thing the govt can think of is
pouring more concrete!

These funds should be allocated to strengthen the
already existing schools, to better pay the teachers.
There is a whole roster of items that need to be
addresses first but all Digu can think of is, more
buildings.  

Another fraud and another opening for Digu and his
band of crooks to make money and saddle the
Goan landscape with more eyesores.
