GOAN MUSLIMS By Valmiki Faleiro Migrant Muslims are the flavour of current local debate. At least in the ‘Sangh Parivar,’ whose political arm is Goa’s only, and India’s principal, opposition party, the BJP. To the rest of Goa – Hindu, Catholic and, significantly, Goan Muslim – the issue is about migrants, not necessarily Muslim migrants. One Indian leader recently said that terrorists have no religion. I believe that to be true. (Though not all without religion are terrorists!) Terrorists could come from any religious calling. Similarly, migrants are migrants – of whatever religious creed. Muslim migrants (as against Goan Muslims) twice recently nearly succeeded in providing the powder keg for communal riots in my hometown, Margao. One must remember that generally speaking, Muslims in India, unlike Goan Muslims, belong to the illiterate and poor sections of the Indian social matrix. Like Christian tribals across the country, Indian Muslims have no SC/ST state patronage. They are orphans in a land of queer caste/creed-based politics. I am not some Mohandas Karamchand Gandhi, and have no plans to tell the powers- that-be about the need to lift India out of its social justice morass. What I plan to dwell on today is the story of Goan Muslims, here only a few centuries, but so assimilated that you cannot spot one from another Goan Hindu or Christian, save in the superficial manner of talk, dress and place of worship – inconsequential to life. Goa had no aboriginal Muslims, like native Christians, until the Portuguese arrived. Goa was either entirely Hindu or partly Buddhist. The first Muslim conqueror, Allauddin Khilji, Sultan of Bengal, ordered his general, Mallik Kafur, to take the Deccan from the Yadavas. Kafur did that, then marched into Goa. The year: 1312. The capital city then, shifted from Chandor in Salcete, was Govapuri (roughly today’s area between Agacaim and Siridao, the core being from Pilar to ‘Vodlem Goem’ or ‘Goa Velha’ – don’t mistake it with ‘Velha Goa’ or Old Goa as foreign authors do.) It had some kilometres-long harbour, Gopakapattana, a bustling entrepôt of trade where hundreds of ships docked from all over Asia. The foolish Mallik Kafur virtually destroyed the city. Tublibh, his Muslim Governor, could not regain Goa’s lost glory. Short of revenues, Muslim rulers harassed the local Hindu populace. Unable to suffer the oppression, Goans led by Vasant Madhav and Mayi Shenai Wagle, appealed to the Hindu Vijayanagar empire for deliverance. Its general, Madhavacharya Vidyaranya (“Madhav Mantri”) liberated Goa around 1366. Vijayanagar held sway for the next about one century. But the Bahamanis were back, until Goans, led by Mhala Pai of Verna, invited the Portuguese in 1510. Muslim rule had produced no indigenous Muslims. Like Christians from South India who worked in Goa several centuries before, there always were transient Muslim traders (from West Asia.) But none local. The Goan Muslims we know today were brought in – surreptitiously – by the Portuguese. For an interesting reason. The horse, in that era, was as crucial a weapon of war as today’s battle tank. Goa was the main point of importation of the best horses from Persia and Arabia. This trade was the strategic reason why Goa was coveted by every neighbouring kingdom. The Portuguese took the city (now Old Goa) to greater heights of glory. At its pinnacle, in the mid- to late-16th century, the city was Asia’s prime trading centre with the world. Its population was a cosmopolitan mix of Europeans and traders from West to Far East Asia. The Portuguese maintained a delicate regional balance, for their own survival – and profits – by supplying horses to the constantly warring Hindu and Muslim kingdoms of South India. If the Portuguese were smart, the horse exporters of West Asia were even smarter. They ensured that only horses – and not a single mare – went to Goa. They well knew that if a single mare were exported, the Portuguese would start breeding horses in Goa. Their livelihood would be imperilled. The Portuguese tried the next best option: they decided to crossbreed Arabian horses with Indian mares, brought from Gujarat. There was, however, a hitch: Goa had neither the knowledge, much less the expertise, for cross-breeding horses. That is how horse-breeding families were smuggled from Persia and Arabia into Goa. These Muslim families were lodged around Bicholim and Valpoi. The Portuguese experiment, as we know, failed. The horse-breeders took to driving, after the advent of the motorcar in Goa in the early 20th century. From one carrier to another, as it were. Goa’s Chief Town Planner, Morad Ahmed, is certainly not one of them – he drives other forms of ‘vehicles.’ (Ends.) PRESS RELEASE The Ministry of Overseas Indian Affairs, Government of India has announced the Scholarship Programme for Diaspora Children ( SPDC-2009) for the children of PIOs / NRIs to pursue undergraduate courses in several disciplines in India. The educational Consultants India Limited (Ed. CIL), A Government of India Enterprise, has been designated as the Nodal Agency for implementation of the SPDC. The following are the highlights of the SPDC-2009: 100 scholarships are being offered for undergraduate courses in several disciplines including Engineering / Architecture/Technology, Humanities/Liberal Arts, Commerce, Management - BBA/BBM, journalism, Hotel Management, Agriculture/animal Husbandry, sciences, Law, etc. The programme is open only to PIOs/NRIs from the specified 40 countries, including Kuwait, having a larger concentration of Indian Diaspora. 50% of the scholarship would be reserved for PIOs. However, in the event of non-availability of suitable PIO candidates, the unfilled slots could be assigned to NRI candidates. NRI candidates would be eligible for the grant of scholarship only if their total family income per month does not exceed an amount equivalent to US $2,250 (US dollars two thousand two hundred and fifty only) Children of NRIs should have pursued at least three years of education inclusive of 11th 12th or equivalent (not beyond), in a foreign country during the last sex years, and should have passed the qualifying examination abroad. The last date for receipt of duly filled-in application forms in the prescribed format by Ed.CIL is 9th September 2008. PIO/NRI students already studying in India on a self-financing basis or under any other arrangement will not be eligible under this scheme, which is open only for fresh admissions in the first semester/year of undergraduate courses. Candidates would be selected on the basis of a common entrance test to be conducted by Ed.CIL on 26th October 2008 in Kuwait by the Embassy of India, Kuwait. Exact timings would be intimated by Ed.CIL. The candidates would also have to fulfill all the criteria prescribed for the purpose. The amount of scholarship admissible would be 75% of the Institutional Economic Cost (IEC) or US $3,600 (US dollars three thousand six hundred), whichever is less. IEC includes Tuition fee, Hostel fee and other institutional charges. Then there is the recent hearsay about diverting international flights from Mumbai to Mopa. Which would these be if they are to carry only flyers who want to travel to/from Goa? It is ridiculous to plan for an international airport off the bat at Mopa. It can only grow into one over a decade or two. Will this ever get into the heads of our bumble ministers and the soon to be appointed Mopa airport steering committee?

Analyzing hagiographies (biographies and literal writings of holy people) is great and exquisitely intriguing in working out or interpret the thinking / machinations at work during that period in time. Rather than crediting the socio-political clout of the Jesuits or the Spanish vis-a-vis Portuguese, which allegedly led to sainthood for more Spanish compared to Portuguese, the more relevant question is: How many Portuguese formed religious orders like the Spanish Loyola and Xavier, (founders of the Jesuits); Teresa of Avila and John the Cross (founders of the Discalced Carmelites), Dominic (founder of the Dominicans) etc.? If there was a marked difference between the number of Spanish to Portuguese-based religious orders, the next question is why? (Not many Goans may know, but there is a vibrant branch of the Discalced Carmelites (men and women) in Goa and India. Any religion honoring individuals as 'saints' is no different from other scientific fields which honors those who made a major contribution to the particular field; or fundamentally inspired others; or shifted the line of thinking leading to a paradigm shift in perspective. Some of the perspectives may not stand the test of time. Yet, regard is given to those who dedicated their life for a cause. The fact that their work may not stand the test of time is not a discredit. It is amazing how a few decades later, the same thinking may come full circle, with the work (and the individual's fame) resurrected once again. As in many scientific fields, as we know more and more about less and less, we loose sight of the important issues. Led to its logical conclusion, one ends up knowing everything about nothing. In medicine, the issue is how does any information presented practically benefit CURRENT practice (patient care). Or is what is being presented 'basic scientific research', which at least theoretically may be useful at a later date? When listening to the history of medicine, we are often feted with useful anecdotes; which served as the catalysts for stumbling on the right thing. Anything else is considered gossip on some of the fore-runners of the field, who are not around to defend themselves. I remember that time. I was in the Gulf and had come down to my beloved Goa on a long holiday. We had left in two cars from Benaulim which had packed my wife, I and a few of my relatives on a trip to Calangute. The Tourist Hotel was rather new and just off the beach. Tito's Bar was just gaining prominence. I asked about the island just off the beach and they told me it was Baga. My wife refused to wade across and she didn't want to climb the hill so I took a couple of my cousins and walked across the water. It was low tide and the water barely reached our knees. During high tide I was told one needed a canoe to cross, like the one in Fred's picture. At the Baga end we had to take a winding trail across the hill until we came to a cove. That was Baga beach and the Jesuit retreat house was on the very top of the hill. We climbed to it and went inside. The hall was like a Buddhist temple. The Jesuits were already into prayer and Indian style meditation in those days and I had a feeling of entering a Hindu temple sanctum sanctorum. There were pillows laid on the floor along the walls and the scene also resembled a Congress party deliberation where you have fat, bellied Congressmen sitting on their haunches and talking about matters of state. When we returned to the Baga beach on the lower level, there were a few young Hippie Caucasian couples in all sorts of languorous positions, fully nude. We decided to sit and watch the fun, peeping toms if you will. We were watching one pretty woman washing some vessels in the sea water, her breasts heaving with every scrub. She used the grains of sand as one would use soap and was doing a good job of it. Suddenly one couple came right in our line of view and started performing some kind of funny movement. Basically, he was standing right behind her and rubbing himself on her behind. I was wondering what kind of foreplay that was and would have liked to see what came at the end of it. But becoming conscious of a prude female cousin with us, I decided to use discretion and pretended to be scandalized, suggesting we return to the Calangute side before low tide could ebb. Baga was like a bit of paradise at that time. The sands were clean, the hillside unblemished and except for the retreat house, there were no cement footprints. I have personally experienced this in NGO work in Goa where I tried to do my best but was discredited with false allegations and fabrications to denigrate whatever i did in the most humiliating manner. I can understand people from outside the GBA criticizing me, said a frustrated Rebello, but when your own people start labelling you a sell-out, it is better to resign. The resignation is a fallout over differences over the draft Regional Plan with some groups arguing that the GBA should pull out from the Task Force. Trouble in the GBA came to the fore a few months ago when Rebello was on a foreign trip and co-convenor Sabina Martins was coerced into signing a letter stating that the GBA rejects the methodology adopted by the Task Force to formulate a Regional Plan. The letter was leaked to the Press. Thereafter, a vicious campaign was launched on the Internet to discredit Rebello. I think the GBA has lost faith in me and I should resign, Rebello said. Part of the problem lies with the variety of interests in the GBA with each group pursuing individual agendas and forgetting the larger picture, sources said. One group wanted the ban on casinos to be included in the regional plan, another wanted the entire process to be restarted because it believed all the data provided by the government was manipulated. Yet another wanted the spirit of the 73rd and 74th amendment to be included in the plan. Another demand was that members of the Task Force should not sign the document until the Town and Country Plannin gAct is rescinded ... the list is endless. How long are we going to wait for the government to change the laws? asked Dr Rebello. If people want to change government policy, then they should get elected to do it, not through the back door. Added to his was the complication caused by the rising demand by gram sabhas across the state for a blanket ban on mega projects, sources said. When I suggested that we take a stand on mega projects, it was rejected, said Dr Rebello. Explaining the other issues, he said, the Regional Plan is being held back only because of the 73rd and 74th amendment. There is no precedent in the rest of India, as far as provisions pertaining to planning. We asked the core committee to produce a document on this issue so that we could take it to the Task Force, nobody responded, Dr Rebello said. So on the one hand, you have GBA members insisting that the spirit of these two amendments be included, on the other you have a situation where no one is willing to say how this can be accomplished. The problem faced by those who represented the GBA on the Task Force -- Rebello, Ritu Prasad and Patricia Pinto -- was that the disparate forces wanted them to behave as messengers between the GBA and the Task Force instead of active participant. Everything has changed so much, that I can no longer articulate the concerns of the GBA, lamented Rebello. This year, we took the scenic Kaladhungi route past Jim Corbetts terai home and lush green woods to arrive at Nainital and the mother of all traffic jams. This once-lovely hill station is now an air-conditioned version of Karol Bagh, so if you wish to walk in the hills my advice is: stay away from this honking-parping mess. But why blame Nainital alone? Simla, Mussoorie, Darjeeling, Kodaikanal, Ootyall of them are gasping for air. Municipal services have broken down completely, leading to chronic water shortages, stinking gutters and choked drains. Why we never thought of developing other hill stations after the Brits left is a mystery. The cheery red tin roofs that once dotted verdant hillsides have been replaced by flat (and totally unsuitable) cement lintels and high-rise apartments, where wet laundry is perpetually hung out to dry. Wherever we went: Almora, Ranikhet, Bhowali, Bhimtal or even in off-the-track pilgrim towns that were sleepy villages until a few years ago, traditional mud and wood houses are being replaced with cement boxes. These teeter dangerously on hillsides and the next time an earthquake hits the region, I shudder to think how many may perish. - Dump The Philistines Kumaons spectacular view, or bhew, as we Paharis pronounce it, was what once drew the Brits to our hills, which have the Himalayas studded on their horizons like tiaras. Deodar and oak, pine and chestnut, to say nothing of the apple, peach, apricot, pear and walnut trees that grew abundantly made Kumaon a favoured orchard country. But once these pretty estates passed into the hands of desi developers, notorious all over the hills as the bhoo maphia (land mafia), the trees were forgotten along with the bhew. In Mukteshwar, I bumped into a group of gum-chewing youngsters, wearing baseball caps and low-slung jeans. Aunty, do you know of a good fast food joint around here? one of them asked me. Why be in this most scenic spot if you crave burgers and French fries, I wanted to reply. I shook my head. S***t, yaar, one of them said as they loped off, what a dump! I almost hurled a rock at their retreating posteriors. How dare they call such a hallowed place a dump! - Caravan Of The Exalted The unique charm of Kumaon was best understood by the Brits, who set up schools, orchards and dak bungalows that command the best views. The names of Corbett and Ramsay, a legendary commissioner of Kumaon, are still taken with awe. Anyone who has read Corbett cannot fail to appreciate how deeply he loved this enchanted land that casts a spell on all who come here looking for something more than burgers. Take a place like Almora: Sir Ronald Ross was born here in 1857; Uma Thurman too. Among its past residents were the dancer Uday Shankar, the Swedish monk Sunyata Sorensen, the mystic agricultural scientist Boshi Sen, the gentle Tibetan Govinda Lama and painters such as Earl Brewster and Elizabeth Brunner. Swami Vivekananda came here, as did Tagore and Nehru, who wrote furiously while incarcerated in Almoras pretty jail. The scenic Kasar Devi ridge has always been a sort of bohemian quarter, aptly named Cranks Ridge, that now has its own website. During the 60s and 70s, Harvards acid guru Timothy Leary came here, a wave of flower children followed. Other cranks include R.D. Laing, Mick Jagger, Alan Ginsberg and God knows how many incognito celebs. To appreciate the Almora brand of eccentricity you have to understand that those who value solitude, nature and contemplation, in that order, gravitate here and then stay on. There are still others who come here to heal their spirits: cases of burnout and stress. I could take names of some really brilliant people who still live here, but that would not be fair as notoriety is the last thing they want. But not everyone in Almora is a blessed soul, I must add quickly. Take a walk down its atmospheric Lala Bazaar and encounter the cussed and lazy Pahari shopkeeper, more interested in playing chess than selling his wares. Gurranis blackboard is another institution: a sort of wall magazine for scribbling gossip and news. Then there are those who have surrendered to drink and despair. Bhaile dregs (ooops) who have been brought in by our politicians and businessmen right from 1961 and given lucrative appointments in Goa have unmistakably made handsome contributions - to their personal bank accounts. I chortled when I saw a picture of one such contributor known to have sucked a certain govt dept bone dry when he was in the saddle. The whole problem lies in the fact that the low-grade Goenkar to match the low-grade ore that we are exporting does not exist. That is why we are impelled to force all this gunk from outside to relinquish life in their shining El Paradisos and flow into Goa. This salt of the earth, who has sacrificed so much by coming here in the first place, is then further hobbled with the added burden of contributing. Look at the bhaile pissants we have got for editors, for instance. Each one, potential Nobel material: Rajan Narayan, Arun Sinha, Sujoy Gupta, Ashwin Tombat. Dear George, Oscar Rebelo has surely NOT resigned because Rajan Parrikar asked for his resignation ... though both of them might have been students of Don Bosco High School, Panaji. No one in the GBA forced Oscar to resign. Like a government, he seems to have collapsed under the weight of his own inherent contradictions. We do not have any formal communication from him yet as to what made him resign when just two months ago he splashed the newspapers with a threat to GBA members to EXPEL him if they dared. What were the IMPELLING conditions now? Is it like SUICIDE before the final exam when the pressure of being unprepared forthe test gets to you where it hurts most? In my humble opinion, resignation from the GBA Convenership does NOT allow him to abdicate his responsibilities as a member of the TASK FORCE where he has been appointed by the GOVERNMENT OF GOA by a Gazette notification ... without consultation with the GBA. GBA Convenership and Task Force membership are TWO SEPARATE issues that one should NOT try to blur. Today, Oscar, Patricia and Ritu are all members of the GBA Core Group. If Oscar Rebelo has resigned form the Task Force is something Rajan Parrikar can find out, under RTI or otherwise. Task Force is a Government body under the TCP Act, 1974 accountable under RTI. Dears, I am combining three threads unconnected to one another except for two points; 1. they concern GOA and its people and 2. they are exercises in HUMILITY and appreciation thereof. The Good News, or the Gospel, tell us: Whoever exalts himself will be debased and whoever humbles himself will be exalted. Luke 14:11, Luke 18:14, Matthew 23:12, 1 Petrer 5:5. Rarely is a verse repeated in the same gospel. This verse is. That is the good news. I have thanked and praised Floriano for admitting his mistake/oversight about the Goa University debate. So has Samir Kelekar. It feels nice that my own act of humility on the GBA debate has not gone unnoticed. I was right about the GBA, wrong about the snipe at George for raising issues, having misunderstood his intention due to my preoccupation with issues here. It is not a sin to be wrong. What is unforgiveable is to persist in saying it is right. I do hope the former Convener of the GBA has begun to realise that. There is a lot he can do, if he will agree not to repeat errors. He has been the public face of the GBA and a good one at that. The difficulty arises when he thinks the GBA must necessarily toe his line or else I go to the Press and resign and you face the music. The juke box does not always play your song . although it accepts your coin. There is no saint without a past and no sinner without a future. Those who are alive, always have a future .. and a hope. Hi all, I am writing this mail to share the sadness in my heart.Please do not tear it apart ,sentence by sentence ,word by word --Goanet style I am really distressed to read so much of naming ,blaming,and shaming different groups /individuals that are working for the good of Goa.Agreed that each group has its own ideals,aims and objectives ---but at present the underlying objective --to use the cliched phrase is to Save Goa.From whom and For whom ?It looks like we have to save Goa from Goans who pull each other down. I know how busy individuals are taking time off from hectic work schedules and giving of their time and resources to help in many ,many ways.There are committed individuals who are genuinely working tirelessely to make Goa a better place.There are many low profile individuals ,who in their respective villages are working to create awareness of social issues among the villagers and who are working for the collective good of Goa. The scathing criticism that comes through on Goanet -acts as such a dampener.-why do we have to be petty about things ?Let each one contribute what they can.Whether it is Goa Suraj party ,or Goan Solidarity for Change' or GOACAN or Goa Sudharop or the different NGOs or individuals , how does it matter?.Whether it is individuals or lone crusaders --let us look beyond externals and look at commitment and passion and zeal to correct wrong doings and evils that are plaguing Goa.Lets focus on what we can do for Goa , individually and collectively. Rajan, That was most horrendous absolutely false innuendo. You don't know Gurunath Kelekar at all. His integrity, devotion/dedication to his mission is legend. The late Shanker Bandhari, my intimate friend most valuedmentor once said to me: 'If we had a few more of Gurunath Ravindra Kelekars among our active politicians it would make a world of diference'. He, who knew valued both as brothers, of course meant for the better. Hi Joe Thank you for the picture ( the video of the other side of the Baga Beach), but I wonder if you can help me with a query I have. I remember we were on a beach in the late 1950's, when we were near the sea shore, my mother went out to swim but got entangled in seaweed. This memory came to me a couple of years ago I spoke of this with relatives friends but they were unable to help me. The beach had some small hutments, not like today's beach huts, I am sure the one we were in was made of stone or similar, it was not of wood or covered cloth etc. I remember with my brother (4 years youger than me), my mother my father and uncle ( some other people) we were there for maybe two days on one sunny but very windy day we found ourselves in danger. My mother went out with my father uncle for a swim. The sea seemed so far away, the tide was out because I remember suddenly the water came up to us when we were sitting on the wet beach for quite some time, and within a few seconds, more water and then more until we felt frightened. People came to gather us up my other relatives / or friends of the family at the time, came to take us out in a hurry. My mother almost drowned, some jellly fish or similar AND seaweed trapped her so she could not get out of the sea. She got entangled I remember she was ill for a while afterwards. The memory fades but the fright of what happened brings this to my mind again, today. This was because your video of Baga beach looked low in tide I remember something similar, but much bigger Can you shed any light on where this may be. You have many videos (see them all) and your pictures of sea as well as river but can t get to grips where this may have happened. Are there areas on Goa Beaches where the sea suddenly comes back in without warning, or is this something common, or maybe at certain times of the year, there are places where it is dangerous to be for swimmers. I remember the days were VERY HOT, but the sea was out for such a long, long way at this tide going out. Then a while later it just gushed in so fast! If anyone else can help, I would be really happy to know of this. We were gracious enough to allow the person to pay all the back dues. This came to light because the person had co-signed as sponsor, a new member, while being 'out of membership' when we rejected the new applicants membership, on this basis, the guy was peeved. I must hasten to add that, I then co-signed the membership request form. This ordinary member has been one of the most disruptive persons, ever to adorn a seat on the Board of Directors of the G.O.A U.K. Ltd. I trust and hope that the G.O.A. U.K Ltd has neither given a blank cheque nor, will they retrospecively agree to fund this cause. I was one of 17 founder members of the Association, having signed a letter of intent in the mid 60's; I am also a Life Member of the Association. The Association is already nursing a substantial paper loss on property, which we are to take possesion of, in the fall. I have no idea why they do it. Must be having a bad time, bad life or are just bad, !! I remember once reading on this forum that we ought to have TWO separate identities (Goanet split into two) on this forum. I did not agree at the time, as I felt everyone, no matter who they were had an equal right to express themselves on Goanet, but now I feel that I may have been to quick to judge this, perhaps we do need TWO Goanets, one for the intellectual frustrated and one for the rest of us. We need to have EVERYONE (no matter what race, creed or colour) who has Goan interests in their heart, come to this forum and express it. But on ONE GOANET, not two was what I had thought at the time. Some posters may find their contributions are not of interest to others (how do they know this if they dont try, because they feel threatened by the very small minority who sit in the front of the class demean, denegrate are always the first to put up their hands in the Goanet Classroom), so very little is posted by the majority, in case they are ridiculed by the bullies, so they do not post, this is wrong!!! SO WRONG This forum is not 'just for the intellectual nor for the drama queens', (its difficult sometimes to differentiate between them), nor for the politics only either, (though politics IS important does play a large part in all our lives), but its about the common man / woman. It's about getting YOUR FEELINGS on this forum. Everyone who reads here ought to contribute SOMETHING. You will be surprised how many people will find a thread that they can get into, if you will only contribute. No matter how small the subject, how distant it may be, or whatever. But restraint is needed sometimes could be a better position to be in, the moral high ground most Goans feel on certain subjects (religion, politics etc) perhaps ought to be expressed on Goanet II, leaving the common 'plebs' at Goanet, or we will find that United we fall, but maybe Divided here in cyberspace we will Stand.. The two amendments, which have invited the ire of the GBA, give powers to the State and the Union governments to undertake any public projects, schemes or development works which need not conform to the provisions of the Regional Plan for Goa as may be in force. Ritu Prasad of the GBA said on Saturday, before a public meeting, that fast track clearance of projects could not be through two sets of regulations -- one for the Government and another for the people. The amendments were passed in the budget session of the Assembly in March without any debate, Ms. Prasad said. Describing the amendments as intended to dis-empower the people and expressing apprehensions that the Government might be looking for pushing through anything in the guise of public interest, including projects in the name of public-private participation, she said that the GBA had decided to reach all the MLAs with the help of people to get their support for forcing the Government to bring amendments to revoke the two amendments in the Assembly session due this month. On Friday, convener of the GBA Oscar Rebello quit the post following differences within the abhiyan over the issue of people's participation in the formulation and implementation of the State Regional Plan - 2021 which is being prepared. Mr. Rebello simultaneously resigned as the GBA's representative on the Goa Government's task force formulating the State Regional Plan - 2021. Two other members of the GBA, Patricia Pinto and Ms. Prasad, have also resigned from the task force which is led by Chief Minister Digambar Kamat.

Dear all, Would some of the Goanetters be in a position to put some light on which of the two options is better to retain Indian citizenship? Is it by obtaining PIO or by acquiring OCI ? It has been noticed that PIO is a card issued by the Govt. of India to Indians who obtain foreign passport. It is a card and does not show anything on the new passport whether one has a PIO or not. Regarding OCI it is a sticker fixed on the foreign passport and also a card given to the holder. The late evening meeting — followed by a presentation on the demerits of the amendments 16/16A to the Town and Country Planning Act at the same venue — discussed Dr Rebello's resignation, even as it was regretted. Whatever issues that arose from his resignation were discussed, but the matter is still at the discussion stage, said Sabina Martins, co-convenor, who chaired the meeting. Sources said that a section of the members felt that the GBA should request Dr Rebello to reconsider his decision to quit while some expressed an opinion against it. Members sought details about his resignation. As the GBA is not a structured organisation, there were no formal appointments. The GBA convenor conveyed his decision to two GBA members, sources said. As to the model of participatory planning to be suggested to the Task Force, over which Dr Rebello had resigned as the members were not in sync, the GBA has proposed to hold more meetings. The deadline for the submission of the draft Regional Plan report has been extended to August, 15. As the earlier RP left out the people and local self governing bodies at the grassroot level, there has been a demand that planning process be more transparent.

Our favourites here include the prawn masal fry, pomfret recheado (whole pomfret stuffed with fiery masala) and pomfret caldine (pomfret cooked in coconut milk and green chilli). Mrs Pereira still supervises the kitchen and prepares the masalas, which she claims are the secret of her success, while her sons help her run the place. Clients include Vijay Mallya, Saif Ali Khan and Sharad Pawar. And Sachin Tendulkar who has a home nearby, apparently orders the king crab from here regularly. But either way he is a highly qualified man. And an author too. So there should not be any excuse for VERY BAD English. And I am not talking about the common typos and other errors which are more due to oversight. It would certainly be unfair if Dr Barad took off our faultable knowledge of medical issues simply because we have never studied medicine. Could they not have stayed in their home states and help their fellow bhailes who are not doing very well in their home state so they have to migrate to Goa in their droves to better themselves. Sunday 03 August, 2008 Film city - a need of the hour for Goa NT NETWORK PANAJI — The representatives of the Hindi, Marathi as well as Bengali film Industry, unanimously observed that setting up of a film city - including studios with film-related equipments, hiring facilities and post-production technology - in Goa would not only enhance the popularity of the International Film Festival of India, annually held in the state, but also create 500 to 600 direct jobs and employ about 4,000-odd people, indirectly. “The government can make available land for setting up such a film city,” they suggested. The representatives, including film producers/ directors, studio owners and in-charge of film institutes, who met a delegation of the Entertainment Society of Goa, led by the Chief Secretary, Mr J P Singh, in Mumbai on August 2, also supported launching special IFFI trains to Goa, during the film festival period, so as to facilitate the film-related persons like junior artists cameramen, technicians and so on, to arrive in Goa for attending the mega event. Anjuna Citizens Forum oppose illegal constructions NT NETWORK MAPUSA — The Anjuna Citizens Forum (ACF), headed by Mr Gasper D’Souza is up in arms against the Anjuna panchayat for allegedly promoting and patronising illegal constructions and CRZ violations. At a joint meeting between the ACF and the panchayat members held recently, the forum members took the panchayat members to task for failing to initiate any action against illegal constructions and CRZ violations flourishing in the village. Anjuna sarpanch pretending to be unaware told the members of the forum to bring these illegalities to his notice following which he would direct the concerned departments to initiate the necessary action. The deputy director of health services, Dr Deepak Kabaddi along with Siolim health officer, Dr Flavio Furtado and other health officers visited various construction sites and fined the contractors who were working in violation of health safety measures. Sarpanch reiterates resolve to prohibit mega housing projects NT NETWORK MARGAO — The Colva panchayat sarpanch, Ms Suzy Fernandes on Sunday asked the villagers to move a resolution to send a reminder to the local MLA and Tourism Minister, Mr Francisco Pacheco seeking to amend the building laws to put an end to the mushrooming mega housing projects in the state. When the point of ‘mega projects’ was read out by the secretary from the last meeting minutes, again the gram sabha members began to pose questions and the sarpanch replied that “no mega projects” will be allowed to come up in the village, adding that she has sent back all the files and that some of those already submitted to the authorities have been called back. The paper makes out that the Goans could not do without these Kannadigas, Oriyas,Sindhis,Dilliwallahs or Gujaratis. Could they not have stayed in their home states and help their fellow bhailes who are not doing very well in their home state so they have to migrate to Goa in their droves to better themselves. Our people (niz Goenkars) our youngsters have enough problems in finding jobs for themselves when these outsiders take our livelihood away from us and make us like second hand citizens in our own state. The government should do something and stop these unregulated inflow of these people. In Bangalore, there are people from all states of India working. (Yeah, I hear the chorus about how overcrowded Bangalore has become). I think bhailes coming to Goa and Goans going outside is a good thing. After all, many of our Goans are also working in other states and abroad. Would you like them to be thrown out? In fact, some have made money abroad and now come back to Goa and want to throw the bhaile out from Goa. I mean hypocrisy has its limits! The point is to push with the govt. to encourage entreprenuership. When our concept of looking ahead of the times is to see the downfall of another Goan (See another post), we can see what level we ourselves have stooped to. They, however, refused to comment on the Assembly's demand. Speaking to Deccan Herald on the condition of anonymity, ministry officials pointed out that over the last few months, both the state and the ministry shared similar opinion on different aspects such as facilities, second terminal and runway, need for HAL airport to continue etc. The ministry was of the opinion that the two governments together held 26 per cent stake (13 per cent each) at the BIAL and they can influence any decision at BIAL board in a major way. We can also block any decision if we think it is not good for the airport, officials added. **The airport capacity and the facilities cannot be unilateral decision of promoters. At the board level, it has to be unanimous.** The BIAL would be answerable to the state government if the House Committee directs the government to take certain decisions on the airport, they added. Now get a load of this nugget regarding real estate earnings of airports which follows: The BIAL has returned the surplus 400-odd acre to KSIIDC (state government), ministry sources said. Interestingly, Bangalore and Hyderabad airports are not liable to act like Delhi and Mumbai airports in sharing the non-aeronautical revenue. **Delhi and Mumbai airports have to transfer 30 per cent of their non-aeronautical revenue to aeronautical purposes but this clause is not applicable to the two southern airports.** Thus, suppose the two operators develop real estate, the entire returns go to the promoters' kitty without any obligation. It is not so in Delhi and Mumbai where they have to spend 30 per cent of non-aeronautical revenue on giving facilities to airlines and passengers. This means, there will be cross-subsidy and passengers and airlines get benefited, officials pointed out. At the same time, **the ministry is now planning to make the Delhi and Mumbai experience uniform to the country in future**. We will include the cross-subsidisation clause in the Airports Economic Regulatory Authority Bill which is before the Parliament, officials added. **Bangalore and Hyderabad airports cannot be bound by this as they operate under the existing contractual obligations.** On the face of it, the Mumbai and Delhi model should definitely be applicable to Mopa. The Bangalore fiasco must not be repeated in this Goa project. What say?
