[Goanet] A Letter To The Bleddy Goans...
Rajesh Dessai obviously did not get the point of my response to Godfrey's article. I am not about to educate Rajesh but just let it be said that if I had decided on a 'tit for tat' response Godfrey and the East Indians would be laughing stock for a long time. But what would that achieve? Many of the points Godfrey raised are very valid. I did not shoot the messenger. I questioned his credentials to criticise and his methods. Rajesh goes further to say I have just one question to ask Cecil: What have you done to save Goa? Interesting question. I agree that I haven't done much to save Goa. But I live a pretty 'open' life and speak my mind when required against forces that are determined to destroy various aspects of our Goa. Most everyone knows who I am, where I come from, and what I am about. But agreed there's precious little that I actually do to save Goa. Now your turn Rajesh, since you asked the question. Who are you, and what have you done to save Goa? Cheers! Cecil P.S. Although Floriano Lobo too has been critical of my response I have not questioned him because despite all his flaws Floriano actually walks the talk and fights the good fight. Who says something is, to me, as important as what he says. = Rajesh Dessai wrote: I am very surprised by the attitude shown by this man Cecil. Godfrey has written well, and has written the truth. They say 'truth sometimes hurts' and I just wonder where the jab hit Cecil. Never mind that Godfrey does not live in Goa. He has hit the nail on the head and in his unique humorous style of easy writing, he has spoken what is on the lips of many Goans who are hurting, seeing what is happening to our State. By writing the article, Godfrey has highlighted facts, and thrown a challenge to us Goans. Godfrey has not stepped out to solve the problems of Goa. Instead, he has challenged the likes of Cecil to walk the walk instead of doing criticism for the sake of criticism, or for the sake of covering up guilt [if any]. We have to look at the message in perspective, and if we are genuine Goans, we have to step up and do something. Tit for tat is not the answer. I have just one question to ask Cecil: What have you done to save Goa? If you cannot do it yourself, then the next best thing is to create an awareness and help others do it. Godfrey was the messenger who Cecil shot. But he missed!!! Good wishes. Raj Rajesh Dessai
[Goanet] Sea Link to Vasco
In response to: Message: 5 Date: Sun, 2 May 2010 11:02:00 +0530 (IST) From: rajendra kakodkar rskakod...@yahoo.co.in Subject: [Goanet] Sea Link to Vasco The above subject has indeed become an abject object of disdain for Goans, Mr. Kakodhar has not minced words he has gone straight for the jugular, and that is the abject viability of our inapt Chief Minister who has been the major contributor to the desecration and rape of our beloved Goa. Just to strengthen his backsides affinity to the CM's chair, he has allowed one and all to have a go at Goa from all sides. The CM has been the main cause to the suffering of Goa and Goans today. It is he and his forty thieves that have allowed the miners and the builders to lay siege to Goa, our beautiful coast has been overwhelmed by massive, gigantic concrete structures thus multiplying the woes of coastal Goans manifold, our low lying fields have disappeared, hill have somehow lost their mass and shape, forests have been leveled and huge open craters have appeared from nowhere, thus, wells, springs, ponds and other water bodies have lost their source of water and have gone dry, there is never water around sufficient enough to fulfill our genuine needs. Electricity needs, have never been fulfilled, come dusk, tubes don't light up and bulbs get dimmer and to add to the chaos it does the Hudini act more often than not. Water and electricity are the major problems for Goa and Goans today. All the infrastructure is vastly insufficient and outdated and although Goans all over Goa have been showing their displeasure, our esteemed CM and his stooges don't seem to get any wiser. Mr. Kakodkar has rightly said that public money has to be judiciously spent, we Goans do not need the Sea Link, we do not need another airport, we do not need seven bridges on one bridal river, and we most certainly do not need a cricket ground, especially when Goa and Goans are faced with more pressing, urgent and demanding needs of water, electricity, good roads and good health care. Only once our infrastructure is in place and Goa and Goans can afford the luxury, then only should we think of other major project, and that too only after a deep study on the effects, viability and feasibility is made. Like Floriano Lobo said we do need more men like Mr. Kakodkar to lay bare the misplaced fallacies of our corrupt MLA's and Ministers. Save Goa Dr. Nandini Vaz Fernandes, Margao *Imagine you have a one bedroom flat and you keep on loading it with possessions, keep on adding members…What will be the possible outcome?..Yes ‘there will be disorder, commotion and mess in other words utter ‘chaos’. This is going to be the future of this tiny beautiful state. Have a look at the pace at which the greenery of the green Goa is being destroyed by the real estate businessmen. Are these huge concrete jungles of residential complexes essential? And for whom? Can Goa sustain influx of heavy pocketed people from other states? How is the government going to cater to the needs of water supply and electricity to this ever-increasing population? Every state has its own policies for development and to protect the interest of the people. How can the government turn a blind eye to the destructive effects of population explosion and allow Goa to be victim of population explosion due to influx of rich non-Goan immigrants? How do these people get highly paid jobs in Goan Industries? The non-Goans have outnumbered the Goans. The identity of Goa and Goans is at stake. [Goanet] Portuguese language resources for Goans in Qatar
Antonio Joao Vaz and Gill Cardozo provide succor for Goan brothers “NAO SABEM NADA, NEM UMA PALAVRA DE PORTUGUES? O QUE E ISTO? PORQUE PRECISA PASSAPORTE PORTUGUES? FACA FAVOR DE ESTUDAR PORTUGUES MEU SENHOR.” (Don’t know a single word in Portuguese? What is this? Why you need Portuguese passport? Please Sir Try to learn Portuguese ok?) Is a familiar question which Indians of Goa, Daman and Diu happen to hear in Portugal, when they make the trip to the European country to surrender their Indian passport and collect the Portuguese one. Back in Goa, when Goans visit the Portuguese Consulate of Goa, for their Portuguese citizenship procedures they got lost on account of the language barrier. Antonio Joao Vaz, a long time- resident of Qatar, who studied in LYCIUM, a leading Portuguese Institute for higher studies during Portuguese regime i.e ( LICEU NACIONAL DE AFONSO DE ALBUQUERQUE, CENTRO REGIAO NO.1, PANJIM GOA), suggests that Goans must overcome problems related to the Portuguese language. He is a much sought after man in Qatar whose services are sought after my Goans looking to have working knowledge of Portuguese. “Problems for Goans arise specially at the time of interview, filing, and attestation of their Portuguese passport papers, as some of them do not understand the language and end up giving wrong answers, worst is when they go to Portugal to collect the passport there,” he says. Portuguese language is a beautiful language, and we Goans should know and be familiar with this language, especially and the tool can come handy for people of all ages, but especially advisable to start at a young age, says Vaz who also speaks French. “During our college days we also learnt Latin, Spanish and German, but I have lost touch with the three languages,” said the Batim-born Goan, who earlier worked with Land Survey Department of Goa, as a surveyor, before being hit by the migration bug. “The Common Civil Code in force in Goa has incorporated the Portuguese laws, in respect of properties matter, marriages, Wills/Testaments etc. Goa is a unique state where the Common Civil code is applicable to people of all religions. People in rest of India except for Jammu and Kashmir, are covered by their own personal laws, like the Hindu Succession Act and the Mohamaden Law. “Since all the old documents of ancestors including properties plan and other important documents are in Portuguese preserved in civil land registrar, and Archives. If one wants to search any Portuguese document for example : Inscricao (Inscribed certificate), Discricao (Description certificate), Documento dos herdeiros com titulos, Documentos showing heirs in the property and the title), Documentos de Invetario (Invetory documents), Certidao Narrativa (Narrative certificate), Certidao Teor (Detailed / teor certificate i.e. direct certified copy or photocopy from the register), Copia do Registo e planta do Cadastro portugues, ( Old cadastral survey plan and report/description), Planta de tombacao com usurpacoes (Copy of the Comunidade plan with encroachments legalized, and non legalized), Documento de particao/divisao (Partition deed), and many other documents etc,” says Vaz, who has spend a quarter century working in Qatar. “For all these to document search, one have to take help of others, spend hell of amount, and possibility of getting misguided too in many cases, adds Vaz. “It is only a suggestion in the interest of Goan Community parents should encourage their children to learn Portuguese, as an additional language, which will be useful for them not only in Goa, but in Europe too,” he says as a parting shot. Examples of commonly used phrases/ words, and essential for those who have obtained or are seeking to get Portuguese citizenship: Data de nascimento (Date of birth ) Donde e o Senhor? (From where are you Sir?) Sou de Goa ( I am from Goa ) Qual parte de Goa ? (Which part of Goa? ) Eu sou de Salcete ( I am from Salcet and so on ) Conselho ( Taluka ) From here continue the rest Onde mora ? and so on Como se chama ? O que e seu Nome ? (What is your name?) Onde mora? (Where do you live?) Lugar de residencia (Place of residence ) Freguesia/Aldeia (Village) Nome do Pai (Name of the father) Nome de Mae (Name of the mother) Casado (Married) Solteiro (Bachelor or single) Nome de Esposa / mulher (Name of wife) Nome do filho legitimo (Name of the legitimate son) Nome da filha legitima (Name of the legitimate daughter) Bom Dia ( Good morning ) Boas Horas ( Good Afternoon ) Boa Tarde (Good Evening) Boa Noite (Good Night) “If anyone interested to get familiar in this language, and want to know how to learn it, in the easiest way both colloquial or grammatically guide lines can be provided. It is very easy to learn and beautiful to talk, once you start you will not leave it,” says Vaz. Besides Vaz, another long time Goan based in Qatar, Gill Cardozo, are the two resource persons Goans look
[Goanet] Deccan Herald interview
I think Gilbert's challenge that SFX left Goa, before the Inquisition was introduced has not been answered below. Instead what one reads is typical rigmarole defending the interview. This is a true provocative interview by the interviewer and interviewee and fodder for the extremist camp who in the past have used this kind of information against the Catholics. BC So what is the evidence for the two-faced nature of what I read from Teo? Not too long ago, I thought there was progress on the truth about the Inquisition, when Teo headlined one of his original post / thread as Inquisition for Colonial Disciplining.? So Teo finds rational for the Inquisition in this thread; but in the interview severely critics SFX for thinking along similar lines. No where in the article was it mentioned that the inquisition was introduced to Goa more than a?17 years?AFTER SFX left Goa and 8 years AFTER HE DIED.? So to link the abuses of the inquisition to SFX is an outrage that Teo, the reporter Devika Siquera and the newspaper editor (all Goans) should be ashamed off.? TRS: Gilbert should know that interviews are brief and one can hardly ever say all that one wants to say. Even what is said carries editorial cuts and changes when appear in print! That is why no single article / interview should ever be read in isolation. I would suggest that Gilbert or anyone else should comment only after they have read all my writings during the past three and half decades! Rushing around to make cheap statements is easy, but also irresponsible. It should also be said that historians have the obligation to correct themselves along the way, if and when new sources require it. That is honesty, not lack of it, as someone tried to post to Goanet just a couple of days ago. Those who see monotones are either morones or colour-blind! Besides, sending private mails with unsolicited information to cause intrigues or to put one Goanetter against another should have no claim of respect for privacy anywhere among honest persons. Fortunately there are Goanet archives for those who wish to verify the contents and contexts.

[Goanet] The priests are comin'!
The priests are comin', and how! They're comin' in Ireland, Mexico, Germany, and God knows where! Are our boys safe? Do we need to have our government at the state and national level legislate new laws in order to protect our boys, especially in boarding houses? What do we do? For starters, I say, bar the windows and bolt the doors - for it is the priests and not the Russians who are comin'! Why this mess in the first place? When human beings go against Nature, they become anti-God and they start to destroy themselves and worse, innocent people. No matter how much we may try to elevate celibacy to the level of spirituality it is evil as we reject something given by God! Unless of course God created celibacy and the Devil sex! Celebrate life!

Mi Gaw'd, Averthanus speaketh yet again since the irradiation effect of Da Vinci Code. Dear Averthanus, It hurts, doesn't it? Especially a totally unconnected guy called an East Indian wakes you up from your deep slumber and lethargy not to see, feel and be enveloped in the mess that intellectuals like you have allowed Goa to be, today? I for one am garlanding this Godfrey Pereira for having the nuts ( to use his own words) to write something like he did and make lethargic Goans like you, Cecil and perhaps many many more to burn from the onslaught. The best that can be expected from guys who show this tendency of telling outsiders [ who are more Goan than Goans] is to tell them. Hey ! this is our Goa. We want it like it is, getting ideally closer to a pig's sty so that we can roll into this shit and be happy. Stay out if you don't like my Goa. By saying what you are saying, you guys are acknowledging your ignorance of the fact that your GOA is on the international map, that it really does not belong to you, but being Goans, you have the obligation of maintaining it to international standards civilly, culturally, socially and politically. Today, I see on the Navprabha's (3rd. May 2010) Sanjiv Verenkar's front page piece of a hurriedly organized meet at Panjim with GBA, Madhev Bachao Abhiyan, Freedom Fighters, Writers, Journalists and the so called Goa's intellectuals attending, to chart out a 'political' course for Goa. Whatever happened to the 'apolitical' stance that these guys have adopted? Weren't they pussy-footing with the political class in power and the vested interests all along, who are hell bent on destroying Goa? Or, is it because their political masters and friends with vested interests sent them the SOS to counter the growing threat of PPS in Goa? Pray, why where these guys sleeping all this while? There is a warning here. You guys are free to join the PPS movement as it has no hidden agenda and it is very much political but non-partisan. This movement will want to strip the political class and the vested interests there-in, naked, and expose them for what they are. But if you guys are going to be busy diluting this already unleashed PPS = People for Political Sanity standing of the people of Goa, then you will be badly hurt, for GOA will not forgive you for this but also will punish you for the sins of commission and ommission to either having given a hand to the Goa's marauders or have been indifferent and complacent since 1961. BEWARE! The PPS revolution will flatten you if you choose to work against it. Re: [Goanet] Goanet Reader: A Letter To The Bleddy Goans From An, East Indian Bugger (Godfrey Pereira)
There may be elements of some food for thought for us, Goans! However, Mr. Godfrey Pereira fails to realise that Goa is a part of India and sooner or later it will become like Calcutta and Mumbai. Does he not know that many Goans (particularly in Mumbai)were longing for the so called “liberation of Goa”? Where are the freedom fighters and their families – Just receiving benefits from the Indian government? Many Goans saw the light and had to leave their beloved Goa for greener pastures due to the invasion of Goa in December 1961! Great thought – could it be a bit late? Cheers Oscar

With due respect to the Goa's Opposition leader, the recently appointed National Convener for Good Governance Cell of the BJP, Manohar Parrikar seems not to understand that the need of the hour for GOA is the QUALITY EDUCATION and not QUANTITY EDUCATION. If forward looking leaders think backwards, the fate of this State vis a vis the most important department which is education is in balance. As it is, the degrees churned out in Goa seem to be looked down upon by the international world. [Goanet] Political Parties in Goa assembly: consensus to destroy Forest in Goa
It is now no longer in a simmering state. Its out in open. It is secret exploded. Goa's forest must be destroyed! And this is not official but consensus amongst all the elected political parties in the Goa Legislative Assembly. It may be officially declared forest or lush green forest that has not officially classified as forest. The four examples shows this trend crystal clear. The first one. The Thivim Cricket stadium in Bardez. Here it is legally recognized forest. Irrespective of court intervention giving some respite to the forest and thousands of forest trees, it remains one of the colossal political blunders wherein the elected parties has lost all of their wickets on cricket stadium. There is no difference between between ruling and opposition in Goa. No even the gap is cosmetic. In fact each parties irrespective whether they are in ruling or the opposition are in disgusting nexus either covertly or overtly with anti-forest, anti-ecology forces. Cricket in its commercial mode currently in place is merely money spinner. It is not worth that Goa sacrifices its forest for the sake of cricket. Our politicians cannot see beyond their nose for them not to consider the interest of forest. Sometimes I wonder if they have a nose at all. Surely they have eyes and they are hawkish in nature. They detect notes on their radar. The second example. The Panchwadi exclusive 45 meters road through forest for mining industry. This is perhaps aggression on forest in its most refined manner. Land acquisition law has been invoked. The same law that British formulated in 1890s to further their colonial practice to tame India to succumb to its rule. The road is through dense forest. It is distance of nearly 14 kilometers. I have tracked through this forest along with few other and saw where the boundary stones are placed. Nearby is Maisal dam that supplies water for drinking and irrigation purposes. Sanvordem- Curchorem is already a dust and traffic problem that some people - in including Goa's leader of the opposition Manohar Parrikar as well as Chief Minister Digambar Kamat - claim will be solved with wide road through lush green forest. This claim can be described as most stupid that can come only from the agents of the mining companies. So here again there is consensus that the Western Ghats forest must be destroyed. Goa's political parties in the assembly has launched mission suicide. My complete support to people of Panchwadi who are opposing the exclusive roads for mining. The third example. The Mopa airport. These are set of four villages whose economies are agrarian. The surroundings are green and forest is visible though it is not classified. Goa already has one airport and for small State like Goa it is fine and centrally located. What is the logic to destroy ecology, displace people and impose airport in Pernem. Problems of Pernem is feudalism that is so typically represented by its landlord Jitendra Prabhu. It cannot be solve with airport. Airport will only create more problems. But why all the political parties in the assembly sing in one chorus in support of airport. They are addicted, they yearn to suffer or perhaps already suffer gluttony of riches. Political parties in Goa are no longer rooted in soil. They are uprooted bunch of brats who can only imagine selling of the soil via mining or tarring of soil via airport. They suffer short circuit in their faculty of imagination. It has fused off. Political parties has lost something precious - equanimity. Few months ago during Zilla Parishad elections in Goa the airport affected people in Pernem boycotted the elections. They voted for none of the candidates as each of the candidates was from political parties and they found no merit in either of them. it is indeed very remarkable that they found the established political leaders in Goa irrelevant. Surely people of Mopa have some treasured wisdom. Our leaders are indeed irrelevant. They can became relevant only if they care for themselves to root back into the soil and get away from their current rooting in money bags and shady land deals. My complete support to People of Mopa, Pernem. The fourth example. Cotigao Wildlife Sanctuary. Till couple of years back there was no major trouble to the local people there. They suddenly forest department dug so called boundaries and made it impossible for the cattle to enter forest for grazing purpose. Human mobility into the forest is greeted with metal gate in Auli village. But most dangerous thing the forest department in engaged in doing in Canacona, Sanguem and all other forest in their jurisdiction is aggressive plantations of eucalyptus trees. These are alien species of trees that drastically change the natural composition of forest trees. In some places natural forest is felled by forest officials and these eucalyptus trees are planted. Now this is very stupid. No animal eat the

[Goanet] Just Ask! – monday muse (26Apr ’10)
MONDAY MUSE (16 April 2010) JUST ASK! A Zen tale tells of three monks who practised meditation together, sitting by the side of a lake. One day, one monk opened his eyes and stood up to say, ‘I forgot my mat.’ Instead of walking around the lake to their hut, he stepped onto the water and serenely walked across the lake! Upon his return, the second monk declared, ‘I forgot to put my clothes to dry.’ He too walked across the water and returned the same way. Now the third monk decided to test of his own abilities. He rose to declare, ‘your learning cannot be greater than mine… I too can match any feat you two can perform!’ he rushed to the water's edge to walk across it. He promptly fell into the deep water. Wet but undeterred, he climbed out of the water and tried again, only to sink into the water. The other two monks watched as this went on for some time. After a while, the second monk turned to the first and said, Do you think we should tell him where the stones are? Just because something appears easy for others; it may not be so for us. Disproportionate pride in our perceived abilities arises from a snooty attitude that makes us presume that we can easily do what others do effortlessly. In the quest to be better; we belittle the method and attach undue and bloated importance to our own capabilities. So many things can be emulated successfully, only if we were willing to be humble learners! Pedro says, ‘avoid assumptions; to learn, simply ask’. After all, that’s how we learnt to do so many things in our childhood. Let’s shun childish arrogance and embrace childlike humility and eagerness to ask and learn… May learning by humble asking never make us queasy… sure, we can BE BETTER at doing what others find easy! - Pravin K. [Goanet] A letter to bleddy Goans from an East Indian bugger
I see people lining up on both sides of this issue. I dont think the writer is anti-Goan. Just the opposite. He is opening our eyes to the rot that is besetting Goa. We cannot see the forest for the trees. Instead of being so defensive about Goa and what is happening to it, we should unite to fight the desecration of our beloved Goa. When one returns to Goa after a prolonged absence, one is assaulted by the so called progress, especially in the hinterland of Goa where the rape of our fair land is quite obvious. Now, I dont hark back to the days when we had no electricity, and very few cars, and the bullock carts where the major means of transportation. We must have progress, but the progress has to be responsible, taking into confidence the people who are to be impacted. What we see in Goa today is the high rollers from Dilli and elsewhere pouring their money into concrete jungles, with scarce concern about the environment, the availability of water and sewerage, and the effect it has on the livelihood of people in the neighborhood. Before shooting the messenger, lets ponder carefully what he has written. The truth unfortunately hurts and we tend to get defensive.

[Goanet] Letter to the bleddy Goans -
I fully agree with the views of Rajesh in his response to the letter written by Godfrey, an East Indian. In his humorous way he has told the reality of what is happening in Goa today where there seems to be lack of unity among Goans to solve common problems. He has given an example in Gorai where the locals have come together to fight a common cause against the expansion of Esselworld. Instead of criticizing Godrey for his honest comments we should do our bit in whatever way we can to come together to fight the common causes. Best wishes. Goa Govt, church authority condemn desecration Guardian Angel Church Panaji, May 3 : The Goa government and the Church authorities have condemned the desecration of the Guardian Angel Church in Curchorem, where unknown miscrants had damaged and defaced several statues. The statue of Our Lady of Lourdes and that of Lucy were desecrated on Saturday night. Following the incident, chief minister Digambar Kamat, accompanied by home minister Ravi Naik and local legislator Shyam Satardekar, rushed to the spot and comndemned the incident. They also assured people of taking adequate security measures to prvent recurrence of such incidents. Upset over desecration of the statues, the parishioners yesterday condemned the government's inability to curb repeat of such incidents in Goa, alleging that the elements were out to disrupt communal peace and harmony in the tourist state. The statues were erected in the church in 1956 as they were brought from Portugal through a donor. Meanwhile, local police have apprehended some labourers for questioning in connection with the incident. A dog squad was pressed into service besides taking the finger prints at the scene of offence. http://www.newkerala.com/news/fullnews-100833.html ~(^^)~ Avelino

Re: [Goanet] Deccan Herald interview
Having done quite a bit of editing work for writing on Goan historical topics I would venture an opinion on this. Without getting into any of the basic pros and cons, concerning rationale for how and why things were done, I would say that the relationship between implementation of the inquisitiorial policy in the Region and the dating of Xavier's departure and eventual death need not at all negate his influence in the matter. I suspect that very little of any decision-making that came out of Rome and Lisboa for up to half a century after Xavier's passing would have been without heavy reliance on his judgement. Xavier and Ignatius were like two blood brothers, and the generation of Jesuit decision-makers that followed them would have worked under influence of their stated opinions (plainly indicated and preserved in the correspondence record). I don't think anyone disputes the fact that SFX had a rather jaundiced view of the Indian ethos ('with their superstitions and idolotaries'); he had much more respect for what he percieved as the superior culture in Japan. I do not think that this takes away from his merit as a missionary; it was simply the Zietgeist that characterized the Epoch. SFX earned his missionary spurs in India with his work among the pearl fishers. On 5/3/10, Bernado Colaco ole_...@yahoo.co.uk wrote: I think Gilbert's challenge that SFX left Goa, before the Inquisition was introduced has not been answered below.
[Goanet] Goanet Reader: A Letter To The Bleddy Goans From An East Indian Bugger (Godfrey Pereira)
Although it may have caused distress to some; I found Godfrey Pereira's language reasonable. Btw, I do not know him. There must be men who are still snarling on at least two sides. The side that is stunned at GPs language, which is ridiculously tame by the way, unless one is pretending that the Christian Thou has been offended; and even then. One is barely concerned with ones neighbor. so such matters should rattle only for worthy reasons? Righteous indignation? There must also be snarling and hoo-hahs (kui-kui) on the other side by the whiskey guzzlers -- of the hoarse righteous voices. This is the: I told you so, side. These are the ones who chortle with convictions on all ills -- live angst, seethe angst, spread angst, and cannot have a conversation without a peg, make that three. They are also poor at making baseline analogies. Of course, I do not mean Floriano or for that matter Cecil on either of these two sides. The least that we can do is to bring awareness and help the heavy-lifters do their thing. If one can help them do so, directly, indirectly or in your own special way. Do not let voices muzzle what thoughts and ideas you cherish. Sometime an 'outsider' (prompted or otherwise) is needed to jar our sensibility. This post is not going to do anything other than (not GP), help some feel that this is what it takes to light a fire under Goans. No fire was lit as in causing one to move towards action. But, the piece appeared at a good time and must be seen as a catalyst. venantius j pinto

[Goanet] PUBLIC PROSECUTOR SACKED IN PUBLIC INTEREST NOW ASPIRING TO BE HC JUDGE
Union Minister for Law and Justice Dr. Veerappa Moily’s recent statement that persons with doubtful integrity should not be made judges has to be welcomed. Persons with a documented bad record could in no way be considered for appointment as Judge of the High Court and for that matter for any judicial position. Goa’s controversial Public Prosecutor Ms Winnie Coutinho whose services were terminated on 14th Feb 2008 in public interst continues as Public Prosecutor as well as Additional Government Advocate in the High Court while now aspiring to be a Judge of the Bombay High Court. Information obtained by me under the Right to Information Act has revealed that the Goa Government had by an order dated 14th Feb 2008 terminated the services of Ms Winnie Coutinho as High Court Public Prosecutor in public interest. The termination order was however kept in abeyance at the instance of some powerful politicians the same evening and continues in abeyance despite the decision of the Government to proceed with the termination and not to withdraw the same. A copy of the noting sheets has revealed that the then Chief Secretary Mr. J.P.Singh observed “The above case is symptomatic of the total non-application of mind by the PP Mrs Winnie Coutinho.” Further he notes that “In fact, many complaints have been received from various sources regarding the totally unsatisfactory performance of Mrs. Winnie Coutinho. This relates to non-application of mind, failure to properly present cases in the High Court, asking Investigating Officers to prepare draft briefs which should legitimately be done by her, charging exorbitant bills for photocopying, telephone bills, etc In totality, it appears that the public interest would be best served by relieving her of her duties as PP with immediate effect.” The Home Minister, Ravi Naik approved the proposal for terminating the services of Ms. Coutinho as PP in the High Court on 31.1.2008 and the Chief Minister Digamber Kamat approved the same on 8.2.2008. An order terminating the services of Ms. Coutinho was issued on 14.2.2008. The noting sheets show that Chief Minister Digambar Kamat the same day i.e. 14th Feb directed that the termination order be kept in abeyance. On 18th Feb Chief Minister asked that the file be resubmitted for withdrawing the termination order after Ms Coutinho made a written representation to the government. However the then Special Secretary Home Mr. Diwan Chand and Chief Secretary J.P.Singh disagreed to revoke the termination while stating that Ms Winnie Coutinho in her representation claimed incomparable success in her cases but that there was no supporting data. The Chief Secretary in his noting dated 19th Feb 2008 once again stated that her continuation in service was not desirable. The Home Minister and the Chief Minister concurred with the Chief Secretary’s view in October 2008, that there should not be a withdrawal of the termination Order but that her services ought to be terminated, but the file suddenly went into cold storage and this decision of the Government has to date still not been given effect to. Certain Ministers and other politicians whom Ms. Winnie Coutinho had allegedly helped in their criminal cases pressurized Chief Minister Digambar Kamat to keep Winnie Coutinho’s termination order in abeyance and it is very suprising that she was now is aspiring to be a High Court judge. If such persons with documented bad record are proposed to be elevated as Judges of the High Court, it will spell doom for the judiciary. Aires Rodrigues Ribandar

[Goanet] Episodes of environmental destruction at Bambolim valley and Merces khazans
The regional plan 2021 is a mass harakiri by unsuspecting Goans. Those who believe in it are extremely naive about the dynamics of destruction on ground level and the connivance of all vested interests. RP-2021 is a joint ploy to deny people their powers at grass roots level and centralize everything in the hands of the same old corrupt PDAS and immobilised TCP board. Once notified, people would be technically harassed and tortured for 11 years-thanks to all those who supported this unique idea in India. At CM's residence, I had requested both Arch. Charles correia and Mr. Edgar Ribeiro in August 2007 to accompany me from there itself for witnessing 100 environmental violations in and around Panaji citythey had declined. Now there are 500+ violations which you spot when you travel/take a walk... just in an area of 30-40 sq.kms. in Tiswadi. The government seems to have given full liberty in the meantime to builders, developers and unscrupulous elements to destroy whatever that remains of Goa. Everyday I have to witness and follow environmental destruction wherever I travel in Goa. I stop there and try to contact those who're supposed to take action... here are two sample episodes Episode I:-Destruction of the lush green valley of Bambolim, Tiswadi, Goa On February 8, 2010 I had brought the RFO, Panaji to inspect the sudden clearance of roadside vegetation on the slopes of Bambolim valley close to road to Dona paula from GMC, Bambolim. A private party intends to build a road on steep slope to connect the Bambolim valley to MDR-Dona Paula. There are hundreds of wild trees and a lot of animal and bird life here. That RFO did not supervise or monitor the activity probably because of political pressures. On May 1 st at about 6 p.m. as I was proceeding to visit Dr. Sushrut Martins's house to offer my condolences, I noticed a stack of wood near the roadside at Bambolim after crossing the AIR staff quarters. This plot overlooks 'aldeia de Goa' megatownship. With a lot of difficulty I got DCF Mr. Shetgaonkar to visit and inspect the location at night. Let us see what action takes place now.. [Goanet] GOACAN calls for action from Govt. officials on overcharging on milk packets.
- Do GOACAN a favour, circulate this email to your family members, relatives, neighbours and friends. Help other CONSUMERS to be better informed. - GOACAN calls for action from Govt. officials on overcharging on milk packets --- GOACAN has called for the monitoring of the prices charged to consumers for the milk packets sold by retailers in the markets of Goa and action to be taken on over charging on MRP in view of the price hike announced by the Goa State Co-operative Milk Producers Union Ltd. of the their products under the Goa Dairy brand. In a representation to the Controller, Department of Legal Metrology and the Director, Department of Civil Supplies Consumer Affairs, GOACAN has stated that in the past whenever there is a price hike of the milk packets, consumer forums have received complaints of violations of the Packaged Commodities Rules. These violations are committed by the milk producers where in they use the old sachets having the old printed prices and they then charge new rates which are rubber stamped on these packets. There have also being a large number of cases of over charging beyond the Maximum Retail Price (MRP) as printed on the respective milk packets. This overcharging is causing a huge loss to the consumer who is already affected by the price rise. In this connection GOACAN has requested that all the Taluka Inspectors of the Departments be alerted to take necessary action and impose fines after booking the cases against the culprits. Also, a public warning be issued to the producers retailers to be forewarned that necessary action will be taken in this respect by the Departments. GOACAN has also requested the Departments to publicise the list of the Taluka Inspectors, their Office Address and the Telephone numbers and make an appeal to the consumers to submit complaints to the respective Taluka Inspectors so that the necessary cases can be booked. The Departments should also publicise the relevant sections of the Rules under which these violations are committed and the amount of fines applicable to the seller / retailer for overcharging on MRP on a single packet. Copies of the representations have been submitted to the respective Collectors Chairpersons of the District Consumer Protection Councils in Panaji and Margao. Meanwhile GOACAN will write to the Registrar of Co-operative Societies to ensure that the Goa State Co-operative Milk Producers Union Ltd. provides all retailers selling products under the Goa Dairy brand with an Authorised Retailer display board stating Registration No. and Telephone No. for consumer complaints. GOACAN appeals to consumers to submit complaints of overcharging or tampering of printed price on milk packets of any brand from Goa or outside the State giving details of the name address of retailer / seller to the GOACAN Complaints Cell, Post Box 187, Margao Goa 403 601 or by email to goa...@gmail.com -- GOA CIVIC AND CONSUMER ACTION NETWORK -- promoting civic and consumer rights in Goa -- GOACAN Post Box 187 Margao, Goa 403 601 GOACAN Post Box 78 Mapusa, Goa 403 507 mail: goa...@gmail.com Visit: http://goacan.blogspot.com --

[Goanet] negative MLA's by Goan Observer
THE RESULTS of the ‘exams’ or assessment conducted by the Directorate of Panchayats for the year 2009-10 is likely to be a big disappointment for those who swear by the 73rd and 74th amendment to the Constitution and wax eloquent about decentralised planning. The presumption being that Panchayats and civic bodies are less corrupt than the government of Goa and the Minister for Town and Country Planning. The exam conducted by the Directorate of Panchayats shockingly reveals that only one of the 180 panchayats, Mencurem-Dhumacen, had no complaints of illegal construction. The Directorate of Panchayats, in its assessment of the functioning of panchayats in the state, has provided for negative marks for panchayats against whom there are complaints of encouraging illegal construction. Panchayats which have one to twenty complaints of illegal construction get one negative mark; those against whom there are 21 to 40 complaints receive two negative marks; those against whom there are 41 to 60 complaints get three negative marks and panchayats which have 50 or more complaints of illegal construction get four negative marks. The extent of illegal constructions encouraged aided and abetted by the panchayats is dramatised by the fact that the 180 panchayats taken together have 1106 negative marks. _ Hotmail: Free, trusted and rich email service. https://signup.live.com/signup.aspx?id=60969
[Goanet] Fw: Bidding for the builders and miners
- Original Message - From: soter To: goa...@goanet.org Sent: Sunday, May 02, 2010 12:43 PM Subject: Bidding for the builders and miners The malyalee publisher who strayed into Goa claims that his worst fears about corruption in Panchayats of Goa have been confirmed by the recent report card from the Directorate of Panchayats. It was probably something the self-proclaimed stray migrant Goan was perhaps waiting for, in order to build a case for his real estate and mining patrons.By claiming that the results of the exams or assessment conducted by the Directorate of Panchayats for the year 2009 -10 is likely to be a big disappointment for those who swear by the 73rd and 74th amendment to the Constitutution and wax eloquent about decentralised planning, he has only demonstrated his gross ignorance. Stray Thoughts is part of Goa's menacing problem of stray cattle, and stray dogs. In his eagerness to settle scores with politicians and Goans who refuse to buy his dubious rubbish on the weekend, he is trying to market a lie created by the very culprits who destroy the panchayats. Who will judge those bureaucrats and officers who sat in judgement over the duly elected constitutional representatives of the local bodies to prepare this report card? It was rightly pointed out by Mr. T R Raghunandan, then Jt. Secy to the Union Panchayat Raj Minister during his visit to Goa in 2008, that the player cannot also be the refree. The all - knowing stray publisher has forgotten that there was a report on Goa published by IRMA- Ahmedabad in 2007 -2008 for the Union Ministry of Panchayati Raj which spells out the reasons for the pathetic situation prevalent in Goa's Panchayats which probably this recent report card prepared by the very perpetrators of corruption seeks to cover up. No one denies the fact that rampant corruption prevails in Goa's village panchayats, but it is with the blessings of these very bureaucrats and politicians who prepare report cards for others. The logical question would be, if there is so much illegality in Village Panchayats what were the steps taken by those in authority to remedy the situation? The Central Finance Commission and Central Planning Commission have prescribed a list of reform measures in Panchayat Raj which has to be carried out by the State Government. How much of those recommendations have been implemented? On going through those recommendations one will realise the hollowness of the report card published by the Directorate of Panchayats. -Soter
[Goanet] GOOD OLD G O A NEEDS A BIT OF THIS - WHAT SAY YOU???
Good old Harry Truman.. GOA needs a bit of this. INFO Harry Truman was a different kind of President. He probably made as many, or more important decisions regarding our nation's history as any of the other 42 Presidents preceding him. However, a measure of his greatness may rest on what he did after he left the White House. The only asset he had when he died was the house he lived in, which was in Independence Missouri . His wife had inherited the house from her mother and father and other than their years in the White House, they lived their entire lives there. When he retired from office in 1952, his income was a U.S. Army pension reported to have been $13,507.72 a year. Congress, noting that he was paying for his stamps and personally licking them, granted him an 'allowance' and, later, a retroactive pension of $25,000 per year.. After President Eisenhower was inaugurated, Harry and Bess drove home to Missouri by themselves. There was no Secret Service following them. When offered corporate positions at large salaries, he declined, stating, You don't want me. You want the office of the President, and that doesn't belong to me. It belongs to the American people and it's not for sale. Even later, on May 6, 1971, when Congress was preparing to award him the Medal of Honor on his 87th birthday, he refused to accept it, writing, I don't consider that I have done anything which should be the reason for any award, Congressional or otherwise. As president he paid for all of his own travel expenses and food. Modern politicians have found a new level of success in cashing in on the Presidency, resulting in untold wealth. Today, many in Congress also have found a way to become quite wealthy while enjoying the fruits of their offices. Political offices are now for sale. (sic.. Illinois ) Good old Harry Truman was correct when he observed, My choices in life were either to be a piano player in a whore house or a politician. And to tell the truth, there's hardly any difference! I say dig him up and clone him!! [Goanet] Deccan Herald interview
I think Dan's post is a further provocation since it produces more speculation on the topic. Dan probably comes from a Protestant background who were known to dislike the Catholics and their missionaries. It is believed that the British also wanted to convert the Hindus in the sub continent but gave up because it was too big a job. Instead they resorted to cotton plucking in India and built their country. Britain is a top ranked economy in the world thanks to the base they built from the cotton plucking etc from around the world. Portugal today stands solitary about to be plucked down by the likes of George Soros and company. BC Having done quite a bit of editing work for writing on Goan historical topics I would venture an opinion on this.
[Goanet] : Why boycott elections or contest them?
There should not be any doubt in any Goan's mind that the only way that we can alter the course of history is through the ballot box. If elections are not contested, we cede the authority we have of questioning and indeed of altering the current course that is set by the current Government. We will have given them an open mandate to carry on their destructive course unimpeded. We must therefore turn out one and all to register as voters and on election day, turn out in full force to elect the right people to parliament. People who have the welfare of Goa and Goans at heart. Selfless people who are not interested in enriching themselves at the expense of Goa and its people. It would even be prudent to register a new political party which will field candidates known to be of exceptional character and honesty. Not contesting the elections can also mean that we have surrendered without a fight. We should never surrender our rights to elect a fair just and honest government. The power is in our hands. Let us use it wisely and we will be the winners in the end. Let us show the current scoundrels that we are not cowards. We may be meek and humble but we are truly full of valor and ready to fight for our rights. We need to fight for our rights to a just, honest, trust worthy and representative government who are truly the representatives of the people and who hold the well being and prosperity of Goa and Goans at heart. I appeal to all Goans not to boycott the elections but make a consorted effort to ensure that we elect a truly Goan Government true to our values of honesty, justice and fairness. Manuel ( Eddie) Tavares.

From your email address, you appear (and I could be wrong) to be a man with knowledge of law (perhaps a specialist in both criminal and tort law). Are you suggesting, albeit marginally, that Francis Xavier's writings affected, by way of causation, the actions of those who instituted the unholy Inquisition in Goa several years after his death .and therefore, Francis Xavier bears the responsibility for the unholy Inquisition in Goa? If so, would it be accurate that some one (in the future) would reasonably be able to assign the responsibility of (say) a burning down of a church or a rape of some nuns on that person's reliance on the words of some anti-Jesuits? jc

[Goanet] COLUMN: Trial by Media – Fact or Fi ction?
Trial by Media – Fact or Fiction? By Nisser Dias nisserdias at gmail.com SMS to 9422437029 The country in the last couple of weeks is rife with Indian Premier League news about financial irregularities, use of black money and money laundering, allegations of rigging of tenders, tax evasion, arm twisting, illegal of diverting of scheduled flights, nepotism, the list can go on and on. The media, be it the print, television or even internet has rendered a huge service to the masses by making substantial matter regarding it available for public reading, ironically those affected by the exposure are crying hoarse and terming it as trial by the media. I simply fail to understand, how can bringing out facts and figures in the public domain or for the benefit of the general public be termed as media trial. Ironically, if an individual or group of individuals are accused of impropriety or misdemeanor and the media highlights it, it is termed as trial by media, but for those instrumental in exposing the wrongdoings, the media has done a fantastic job or it is responsible journalism. Thus an individual decides whether reporting is trial by media or responsible journalism depending on which side of law he is placed. The media in India is quite a responsible institution, though on some occasions it tends to slip and sensationalize news items and that is very rare. Let us take the case of the India Premier League (IPL) for example. Who is responsible for opening the can of worms? It is none other then the top boss of IPL, its commissioner Lalit Modi himself, who in a bid to get back at the former Union Minister of State for External Affairs Shashi Tharoor for having lost a huge kickback or stake in the Kochi team, violated the confidentiality clause and disclosed the name of Tharoor’s lady love for accepting free or sweat equity in the consortium on tweeter. Now tweeter too is a form of medium to convey a message or news to that section of the public and this section includes journalists. Thus it but natural for the journalists to provide it to a larger audience, so also it is the duty of the journalists or rather they are duty bound to dig deeper for truth and also bring it into public domain in a bid to root out the rot. Now, this same man, Lalit Modi whose intentions were not very clean while tweeting about the Kochi consortium is the same man who after the entire controversy boomeranged against him thereby exposing his illegal dealing is now saying it is trial by media. Before Tharoor was forced was submit his resignation, in an interview with Bharka Dutt, he listed many things that he did as a minister which he complained that the media did not highlight, but the aspect of Sunanda Pushkar involvement with him and the Kochi consortium was given undue coverage, which according to him was trial by media. Coming closer to home, in the year 2001, for the One Day International cricket match between India and Australia excess tickets were printed and sold allegedly with the knowledge of Goa Cricket Association president Dayanand Narvekar. As the investigation progressed and the local press started to report it on daily basis, GCA members started terming it as trial by media, infact Gomantak Times which was in the forefront then in bring out different aspects of the cricketgate was sidelined to the extent all the accused in the case even refused to speak to it reporters, however no case was ever filed for defamation against the newspapers. Even in the case of IPL gate, Lalit Modi in a sound byte to some news channel, threatened to file a defamation suit, but is yet to do so. Is this not ample proof that as long as the media is reporting as per the appetite of one section, it is positive journalism otherwise it is trial by the media. Then let’s take the case of Jessica Lal case, recently her murderer Manu Sharma’s (son of an influential and wealth politician from Haryana) for life imprisonment was upheld by the Supreme Court. However, when he was acquitted by the lower court, it was the media that raised a hue and cry, forcing the government to appeal in the Delhi High Court. At that time, the accused and his famous senior Supreme court advocate Ram Jethmalani were saying he was being tried by the media after being acquitted by the court, but after his conviction and sentence by the High Court which was subsequently upheld by the Supreme Court, victim’s sister praised the media for its help in getting justice for her sister after 11 long years. In the case of the budding tennis player Ruchika Girhotra, the accused Haryana DGP S Rathore was found guilty of molesting her, which subsequently led her to commit suicide. The accused was held guilty and sentenced to six months imprisonment with a fine of Rs. 1000, though the IPC section provides for imprisonment of two years. Worse still accused Rathore was granted bail immediately after his
