http://www.oheraldo.in/newscategory/Middle/274 The decision of the Goa government to arbitrarily grant licences to the Raheja mega-project in Carmona when the matter is before the District Court is nothing but dictatorship and political hubris. The Town and Country Planning (TCP) Department has issued the final NOC for Raheja to develop approximately 88,000-odd sq metres on the banks of the Sal, sub-divided into 15 plots, with the condition that no secondary permission will be granted unless land for a 10-metre access road is acquired and built. As per a circular dated 29 August 2008 issued by the same department under the directives of the Chief Minister, a mandatory road must be physically present at the site, even while granting the conversion sanads, and much before any physical development. The question is, has our CM done this to save his government owing to Churchill Alemao’s blackmailing tactics? The people of Carmona unanimously opposed the project by a gram sabha resolution on 30 March 2007. The village Regional Plan committee also resolved to oppose widening of internal village roads beyond 5 metres width. On 7 February, a fresh letter was written to all the above authorities, informing them about the revision petition filed before the district court at Margao, and warning that any decision in violation would amount to contempt of court. But none of them has replied. The Rahejas have violated the Forest Act by destroying all the private forest. They have been fined by the Forest Department. They have violated the Environment Act by laying an RCC sewage pipeline to drain waste into the river Sal. They have violated the Town and Country Planning Act by developing plots in the non-development (CRZ) zone. I want to ask the following questions to Chief Minister Digambar Kamat and PWD Minister Churchill Alemao: (1) When there is no possibility of a 10-metre road being built unless people’s houses and compounds are demolished, where the promised 10-metre road come from? (2) Are rules and regulations applicable only to the ‘aam admi’ and not to Raheja? The ‘aam admi’ has to take Forest Dept permission to cut even one tree and follow TCP rules to construct even a small residential house. (3) Can the government acquire and broaden the existing road to 10-metres width? This road was earlier acquired under an award dated 21 July 2000, to be six metres wide. (4) Who are the beneficiaries of this mega project? Our MLA Churchill Alemao says this project will create jobs. The jobs offered may be of security personnel and domestic servants. Goa is a highly educated state; who would want their children to take up these jobs? (5) The Rahejas have laid a cement pipeline to discharge waste into the river Sal. The River Sal is a source of ground water recharge for the locality; our wells are recharged by this river. It is also source of marine food for locals. (6) Carmona village has very little land for housing; most of the land is agricultural. Where will future generations get land for housing if builders are allowed to flout all rules and regulation for huge commercial projects? (7) Can anyone cite one single way in which this project will benefit locals and their future generations?

In a blatant mockery and sheer contempt for fair play, Babush Monseratte, if the pictures of TVs, washing machines and bicycles above and the words of the people who have received them is to be believed, has poured goods worth lakhs of rupees into the homes of mainly poor folk, to buy votes. In addition, toilets are being constructed, money being handed out to repair houses and roofs and cash doles given to buy Nike shoes. To be completely fair, the BJP has in some places asked voters what they want, but the sheer weight, scale and grandeur of Monserattes goodies make them look like saints in front of this Santa. “Two weeks back, Babush’s man, Uday Madkaikar (well that was before he had a fallout with Babush) came here inquiring about what we wanted? We were given an option to choose a washing machine, a fridge or a TV, disclosed one resident who opted for a double door fridge. Madkaikar may have parted ways with Babush, but the promises made to the voters of this ward XXI were kept. Vehicles carrying these goods from electronic shops arrived in bulk and entered the huts and very modest homes of these people, living adjacent to the Altinho slopes. Hutments behind police quarters at Altinho which form part of ward XXI has about twenty houses with voter population of 145 voters. When a team of this reporter and Heralds photographer started visiting homes in the guise of officials collecting data, the adults were initially tightlipped about the new goodies but a twelve-year-old quipped “Everybody here has got electronic goods from someone now”. An elderly lady who has been staying in the locality for over fifty years complains about her pathetic living condition but she is thankful to Santa Monseratte for her brand new 73 cms of LG TV which is quite the showpiece of her house. Of course she has no cable or dish TV and she but we guess that’s only a wish away. For her, this is the Santa’s second visit. Before the last elections, he had given asbestos sheets. But the stakes are obviously higher this time round. Mahesh Chandekar, the BJP candidate from this ward says “I know Babush has given goods in my ward”. At the other end of Panjim, in the posh Caranzalem and Dona Paula areas, there are hutments. The pathways of one such village called Aivon, have gleaming new bicycles ridden by the young lads. The bikes arrived last week. Raju Martins who is also contesting from ward II but on the NCP panel is also aware that money is being sent to buy votes. “I know people have been given sewing machines, fridges, TVs, bicycles,” says Martins. It is learnt that contestants from the BJP panel are trying to buy their way out. “They are also approaching voters asking them what they want, told one of the contestant from Babush’s panel. One of the contestants from BJP panel has distributed shoes in his ward. Interestingly, when the news reached Babush, he ordered his men to ask those voters to return the shoes with a promise to replace them with Nike shoes. New entity gives clarion call — Chalo Azad Maidan PANJIM, FEB 26: Goemchea Rakhondarancho Awaz (GRA), a newly formed collective group claiming themselves to be patriots, has given a call to the people of Goa to come together at the Azad Maidan, here, on March 15 from 2.30 pm onwards to highlight and protest against the rampant corruption in the State administration and the Government’s anti-people policies. Addressing a press conference under the banner of GRA, legal advisor Adv Yatish Naik said, Awaz is a movement which is not led by a single leader but it has representations from several village and civil groups. These people who are fighting for different social causes in their respective areas are the leaders. Today we have some 35 of them.” Adv Naik stated that these leaders had realised it was time to come together and fight under one banner and that’s how GRA was formed. “At the root of the problem is corruption. The meeting of March 15 will press for the Lok Ayukta Bill, but not before its draft is kept open to the public for thorough discussion and debate to see that the law was made fool-proof in a bid to tighten the noose around corrupt politicians.” GRA has resolved to highlight issues such as police-politician-drug mafia nexus, motivated modification of the Regional Plan, illegal mining and ore transportation woes faced by people, land acquisition for Mopa against the wishes of the people, attempts by Indian Navy to acquire Goan islands, etc., in an effort to project that the Goan identity was at stake. It stems from exasperation at a system which has no concerns for the common Goan. It is shameful that our MLA from Colvale is agreeing to these expansion plans. The entire plan should be shelved. Goa has plenty of land to build roads on. It beats me why any govt would build a national highway right thru the centre of a village. They hold seminars on it, find various definitions of it and constantly try to protect it from impurity. They somehow think it's special and different only because it's a culturally syncretic combination of East and West or seemingly westernised. But who in the metros of India or any other major world city, these days, isn't a combination of several influences or westernized? A word which has become synonymous with being democratic, liberal, rational, secular, capitalist, modern and adhering to a certain lifestyle in some quarters, and promiscuous, morally bankrupt and materialistic in others. But the westernization of civilizations has been going on long before the discovery of the internet made instantaneous dissemination of information and overthrow of despotic dictators a reality; long before TV entered our living rooms and introduced us to car-chases, courtroom dramas and gratuitous sex; long before Western music made us rock-n-roll, wear jeans, gyrate and want to hold our partners too close; long before colonization introduced vast swathes of the world to European languages and Christianity. It was always there, right from the beginning, because man is constantly exchanging one value for another and his decision to make that choice is guided every so subtlety by evolution; he has an innate capacity to discern what will best ensure his survival and that of his progeny. Women in Indian metropolises no longer wear the sari, for the same reason that most women in the UK no longer wear the Victorian bustle skirt. It would simply take longer to get to work, drop off kids to school, pick-up the shopping and cook dinner. Survival above all, guides our choice. It's when this natural ability to discern and make choices is thwarted by suppression that a society becomes regressive and turns inwards. But no matter how tight the control, how deep the conditioning, human beings eventually do break free because there is no viable alternative to being free. There is no alternative to human experimentation and discovery, to free dialogue and continuous reformation. The human animal will never suffer bondage quietly. And so wondering about our unique Goan culture is a time consuming activity; it is about 500 years too late and irrelevant. We must stop obsessing with it, as if identity could ever be a definite concept. When pared right down to the obvious, we are a combination of East and West and so is everyone else; we are in a constant state of evolution and so is everyone else. Enough is enough. The Socorro Gram Sabha unanimoulsy took on the Government and the Elected Representatives for paying scant respect to the decisions of this supreme body and forcibly pushing gated housing projects in the village. It refused approval for the proposed budget for 2011-2012 citing the following reasons. 1. The Village Panchayat cannot produce its village development plan to justify the budget projections. 2. The Village Panchayat does not have any annual development plan in place. 3. The Village Panchayat has not prepared ward development plans. 4. There is no transparency and accountability to the Gram Sabha from the VP Body 5. The GS has repeatedly opposed multi-storeyed gated housing projects but the VP Body went ahead and granted permissions. 6. On several occassions the Government and the Director of Panchayats have claimed that GS has no power to stop construction projects in the village. Under such circumstances if the GS, the village people, cannot determine the type of development in their village, the VP Body has no moral right to approach the GS for approval of the budget. Voices in the crowd were heard shouting, Go to the Town Planning and Director for approval now. The Secretary made a passionate appeal claiming that development would come to a stand still but GS members refused to budge and reiterated that approving he budget would mean silent abettment to corruption and abuse of the GS rights from politicians and bureaucrats. Copies of this resolution will be sent to the Governor, Chief Minister, Panchayat Minister, Director of Panchayats and B.D.O. Another proposal to hike house taxes was also struck down after members demanded to know the reasons for the increase. The Village Panchayat coudl nto produce any convincing reasons in the absence of long term village development plans. Another strong point is that though taxes are levied uniformly, development is not done equally in all wards but preference is only given to select wards. Meanwhile, the GS also demanded that the construction permission to the Pinto do Rosario project at Vaddem be revoked until the residence of the priest and the adjoining land be returned to the Chapel of Our Lady of Remedios. Another reolsution to acquire communidade lands for garbage disposal and treatment was unanimously adopted.

In this post I would like to correct all the blunders made by Ferdinando in his latest post appended below with respect to fair use of copyrighted material, publication in scientific journals, appearance of published medical scientific articles in the pubmed/medline databases, the difference between where Linoli's article is published and where my recent peer-reviewed research article is published, and the difference between the 18th century and the 19th and 20th centuries. Here are my corrections: 1. Uploading a copyrighted publication in the public domain and allowing it unrestricted access to the whole world, let alone to the 10,000 or so members of Goanet, is not considered fair use according to the U.S. copyright law. Nobody can upload the text of a copyrighted textbook or scientific journal on the internet for anybody to access it, and claim that it is covered by the fair use provision because it is meant for educational and research purposes. 2. Scientific papers are not published on political, religious and/or conspiracy theorist websites the links to which have been provided time and again by Ferdinando, Fr. Ivo, Gilbert, Barad, etc. They are published in scientific journals. My cited 2010 paper is not published in the same journal as Linoli's paper. Linoli's paper was published in an obscure Italian journal called Quaderni Sclavo di diagnostica clinica e di laboratorio. My paper has been published in a widely read open access peer-reviewed Neuroscience journal called Frontiers in Human Neuroscience. 3. The fact that both Linoli's paper and mine appear in Pubmed/Medline does not mean we have both published our papers on the same site. Pubmed/Medline is a scientific database that archives all papers (especially all medically relevant ones) published since at least the 1920s. They include the best as well as the worst papers. 27th Feb.2011 GOVERNMENT APPOINTS OFFICER TO OPERATIONALIZE KONKANI BULLETIN ON DOORDASHAN Goa’s demand of Regional news bulletin on Panaji Doordarshan, which was being side-tracked on account of adamant attitude of the Managing Director of Doordarshan Shri B.S. Lali, (presently under suspension), now appears to be out of woods, which is clear from the letter dt 23rd Feb. 2011, received by Shri Shantaram Naik M.P. from Mrs Amika Soni, Union Minister of Information and Broadcasting. According to Mrs Soni, the Government has decided to transfer/post Miss Maria Ermelinda Dias, presently working as Director(news), Doordarshan News , New Delhi as Director of Public Information Bureau, Panaji , who has been given additional charge of “operationalizing” the Konkani bulletin in the Regional News Unit of Doordarshan Kendra, Panaji in addition to her own duties as Director of PIB. “I hope with this ,your long pending demand for a Konkani language bulletin from DDK, Panaji will be fulfilled” Mrs Soni says in her letter to Mr Naik. In a statement issued today from New Delhi Mr Naik says that former Union Minister for Information and Broadcasting had clearly assured Goans that a Konkanni bulleting would be started from Doordarsan, Panaji, soon but later on, in a reply to his unstarred question in the Rajya Sabha on 23/11/2009, Mrs Soni stated that, “Prasar Bharati have informed that there is no proposal with them to telecast the regional news bulletin from Doordarshan Kendra, Panaji, Goa”. Mr Naik said that although Mrs Soni was very much in favour of the demand, since Prasar Bharati was an autonomous body she could not do much in to the approach taken by the M.D. of Prasar Bharati. Mr Naik said, however, he continued his efforts towards getting Goa a news-bulleting and that he was confident of becoming successful just as he has succeeded in getting Programe Generating facilitity for Panaji Doordashan, 20 years back and full-fledged studio , four years back. It is this projection that attracts all the undesirables to Goa. As you said it is true e that even if there are more viable options, the traffic too, unnecessarily and unceremoniously diverts through Goa as a result of which our villages have not just lost their peace and tranquility but also a good number of innocent lives. The truck drivers from north on the way south and vice versa, don’t like to miss the opportunity of a rendezvous with Goa to quench their insatiable thirst along the highway bars and carry some on their forward journey, with no fear of the Goan police nor of the check post authorities. Where, even a ten rupee note does the trick. Before we had the road most people of Goa had not heard about Cabo-de-Rama, Nuem and Canaguinim but now they are in the news for all the wrong reasons, and to top it all there were strong rumours that our government was hatching on an idea to privatize the Cabo-de-Rama fort, it was the unity and the efforts of the locals that raised up a strong opposition to the unhealthy issue and for the time being it’s lying dormant but we are ready for it’s eruption, We don’t intend to be pawns on the chess board of our corrupt government. If there is unity among the villagers, government can be hog-tied but unfortunately it is because of the apathy of the people that our corrupt government more often than not rides the rough sod over us. [Goanet] Worker found murdered in Bicholim house
-- Samir Umarye BICHOLIM, FEB 26: A 52-year-old daily wage worker was found murdered in a house at Vathadev-Bicholim on Saturday. According to sources, the body of Babi Viro Moto was found naked and a ‘koita’, the weapon used in the murder, lay by the side. The abandoned house had no electricity and belonged to one Adnyan Beig of Muslimwada-Bicholim. Babi was staying since last two years. His brother and his son lived separately at Dhangarwada-Bicholim. According to sources, Babi had illicit affair with a woman from Honda who would frequent the house. Sources added that the woman had earlier assaulted him on his head with a sharp weapon. The police are now investigating if the same woman is behind the murder. The murder was discovered when Beig had sent a person in search of Babi as he had some work in his house. When the person went to the spot he was shocked to find Babi dead in a pool of blood. Police said Babi was attacked with a sharp weapon and had three injuries, one on his forehead and two at the back. A Bicholim police led by PI Harish Madkaikar went to the site to investigate the case. Fingerprint experts and a police dog squad were also pressed into service. DySP Bossuet D’Silva also visited the site and took the stock of the situation.

There has been unprecedented criticism to Babush distributing TVs and bicycles to the voters. What is happening in Porvorim since August 2010 is even more exciting. It is all done under the name of Porvorim Yuva Front and SHGs. Food items were distributed in temples during Ganesh Chathurti and some bags found their way to christian houses during christmas. The birthday bash was held last friday at the Porvorim Sports ground with bufffet tables laid out and bus loads of people feasting and dancing in the huge pandal that was erected for the purpose. Some say that panch members have even been gifted cars and other goodies. It is a Rohan Khaunte hurricane that has been sweeping Porvorim constituency in the run to the assembly polls. But will all this expenditure be considered during the time of the polls by the Election Commission? Why not monitor any likely candidate 2 years before the elections? But what is surprising is that the press does not see this splash and bash worth highlighting probably because it does not fit the larger SS game plan. -Soter

The Union Law Ministry has recently rightly directed the Attorney General and the Solicitor General of India not to directly entertain any requests for legal opinion without the matter being referred by the Law Ministry. All ministries, departments, Public State Undertakings and Autonomous bodies have also been directed not to seek any legal opinion or advice directly without consulting the Law Ministry. Such a system needs to be enforced in Goa where all sorts of files are being directly sent by departments and other authoririties to Advocate General Mr. Subodh Kantak for legal advice. The files sometimes remain there for months together and there is no way of tracking them. The Advocate General’s office does not keep any record of files sent for legal opinion or advice. So routing all files to the Advocate General through the Law department may bring about the much needed legal discipline. GRA's Clarion Call GRA, has come up with a cause to fight corruption and are organizing a meet on 15th March at Panjim. We do need a mass movement to force the corrupt Kamat government to their knees, a mass movement that can gather the much needed momentum, to go for the kill at the coming Assembly elections. A lot of people are disappointed as it's on a weekday, being a weekday people are not at liberty as such unfortunately a lot of people will not be able to participate even though they would love to do so. There are the school and college students who have to tend to their schools and colleges and parents too are held up with their kids and working people. If we are planning a movement of this dimension then every individual's participation is of utmost importance, I am not trying to discourage GRA's efforts but history speaks for it's self. The GBA meeting last October is a good example, of people's response on a weekday, people concerned should have learnt from that mistake. If we want to bring the people together for a mass movement then it should be at the people's convenience and that happens only on holidays. A lot of people say that the love for Goa should be our prime objective, agreed, but knowing our own weaknesses and limitations, we should make sure that everyone has the opportunity to take part in this mass movement, without any excuses. Even then I pray to every Goan to heed to the clarion call made by the GRA and take part in this movement on 15th March and force the Government of tugs and crooks to their knees, it could be the last chance for Goans from all walks of life to make an effort to save Goa from the clutches of our corrupt politicians. My wife Germana now confined to her chair asks me to sort through old papers which includes personal correspondence dating back to the mid '50s. An intriguiging letter is there from one Rudolph De Mello, who I think hailed from the Verem/Reis Magos locale in Bardez. He had a sister 'Hilda' who had a long teaching career in Toronto. Her husband was Joe (Daniels); we knew the family in our Toronto days. I would hear Germana referring to 'Rudolph', but somehow we never seemed to get an update about him; don't even know if Hilda could have helped. Evidently he was a pretty intelligent guy, but of a political persuasion not conducive to his thriving in the Goan context in 'Portuguese time'. I should think that dear Fidel Castro could have 'used' him! Question in my mind is: what may have become of him in terms of life down the line. Did he migrate; and where; and may he still be out there somewhere??

The Rahejas Saga Continues Rising from the ashes is the right proverb to describe the on going Rahejas saga in Carmona. Legally it has to be demolished because it is illegal and stands no chance as per the law. It is a clear cut violation of the terms and condition of construction by the TPC for the Rahejas project at Carmona, wherein there is a stipulated clause that says this construction is illegal without a 10mtr road. This clause was drafted by the authorities for whatever reasons, has to be adhered to, to legalise this anomaly. Hence at present it stands as an illegal structure and should me demolished. Orlando Dias with the help of his villagers has been fighting tooth and nail against this mega project in his village and for obvious reasons that we all know the PWD minister has been backing Rahejas, justice for truth against the power of money. The PWD minister in his ignorance even approved the 10mtr road on his letter head, trying to hijack the usual democratic process. As the PWD minister, does he become the judge, the jury and the executioner ? Since when has Goa become a part of Libya or Cuba ? Now after all the opposition to the project, the uncanny wise men in the government have come up with a novel idea, a similar modus operandi as the one to save the luxury hotel of mining baron Timblo but here no ordinance was passed but none the less efforts to hoodwink the public is made by a provisional condition before the final NOC for occupancy is given. Here is another attempt to undermine the democratic process with autocratic measures. The authorities know fully well, a 10mtr road is next to impossible unless people's houses and compound walls are demolished. Is the government willing to hurt the very Goans that brought them to power to facilitate a non Goan builder for his money ? I hope Goans from all over Goa support Orlando Dias in is fight for justice to protect his village from being destroyed, plundered and run over by outsiders and illegal mega housing projects. Ah! The price of progress. And everyone wants that progress somewhere else. This attitude of Not in my backyard (NIMBY) is similar to throwing out the rubbish out the window, let someone else worry about the dirt outside. If one wants progress one needs to sacrifice something. If done properly, it can be a good thing, the sacrifice worth it. But do they ever do it properly in Goa? Is there any road-sense there? There should not be any need for honking unless to draw attention to some impeding danger - not necessary at all to overtake. This means drivers ought to be trained to view into rear-view mirrors constantly to be aware of who is coming up behind them, in addition to keeping an eye on the speedometer, etc. Driver training is totally absent in India as a whole, and there is a You-tube documentary by the TopGear team on the sad state of licencing in India - 5 mins on a lonely track, reverse, and that's it - licence granted to drive in the confusion of Mumbai! Re freeways, first of all, no traffic other than motorised vehicles should be allowed on such roads - no cows/bulls/pedestrians or cyclists. There should be secondary parallel roads for such sedentary traffic, and ought to be segregated from each other by proper barriers, some of which can be built in such a way that they can provide sound-proofing. This way, pedestrian cyclist accidents could be prevented. Yes, space is required for such concepts, which is badly lacking in Goa, but it can be done. Whether it will be done is another matter altogether. As Wendell says, perhaps there ought to be a toll charged for the commercial drivers to pass through Goa on their way from Pune to Karnataka, high enough to discourage them. Then again, they'll usually find a reason for passing thorugh Goa - and of course, baksheesh to the border cops could buy any amount of reasons. The drive comes after the Supreme Court issued directives in an interim order on December 7,2009.The state government,on October 4,2010,issued a notification asking all municipal bodies to take action on illegal shrines and submit a compliance report.The BMC began its action in November 2010 by conducting a ward-wise survey of illegal shrines.The survey is now completed and the number of such shrines is fixed at 729. Gordon DSouza,president of the Bombay Catholic Sabha,said,Some of the crosses even have marble inscriptions and date back to 1915 or 1916.These were built to safeguard the villages from plague. Father Warner DSouza,assistant parish priest of Bandras Mount Carmel Church said the BMC wouldnt be allowed to touch the crosses.It should have first looked at the documents we submitted.We will meet corporators and BMC officials on Monday and seek an apology, he said.

Goa is, it seems passing through some birth, re-birth or death mania. Using the word mania could be repugnant in it's context to many. You can chools one or three of the three! Let me explain: Saturday around noon, at the Mapusa Clinic Road at feira-baixa junction a Senior CItizen bought medicines at a pharmacy. He returned to his parked scooter, wore his helmet and did not even start the machine. A car hit him, an expensive car driven by a hefty, muscular young man. The scooter fell upon this Senior Citizen hurting his right leg. The normal tamasha started as this young man came out of his car. I was interested to hear the dialog between two men. and the onlookers who seem to cause more danger to the traffic when such incidents occur. The showdown between a Senior Citizen and this muscular dude. Do you know who I am he thundered to this visibly shaken old man. I admired the latters cool, and his stared at this dada no words were spoken, just stares!. You are not saying anything? said the muscular baccha still this SC kept his cool.Next the dude pushed him. Say something uncle - at this the SC told him if he does it again he will hit back. before the dude was going to show him SC gave him one hit and the dada was on the road. Sorry uncle...sorry, sorry and he put his hand in his pocket and came out with Rs. 300/- at this the SC took the money and flung in the air, while the crowd gathered. One person took the Rs. 100/- note and the dada picked the rest. You hit me and are trying to teach me lessons? said the SC with a cool which brought admiration to the bystandersLet him go said another Senior he is a local dada, a jewlers son. My mind is bombarded with thoughts: a) It does seem that the society at large is passing though some kind of revolution of lawlessness and taking the law in their hands. The road side dada, is a judge, a phulishman (cop) and rules the roost and the road. The money has reached into his brain and in another part of his anatomy. The Rs. 300/- fart proves that. It did not work this time it works with the challan writers. Money and muscle are tools used terrorise people. He probably did not know this uncle would teach him a lesson which his parents did not teach. b) How can we define a mature person then? This young man was immature for his age. His body was big his conscience hardened brains of a crow. It showed his upbringing. His parents had plenty of gold and silver, besides gave him all, maybe one day he will throw his old parents out of their home and fight with his brothers or brother-in-law/s for dowry savings. After all he needs to pay for his car loan. When a child is born, he/she is selfish,and immature and needs to be treated with care while at the same time his tantrums brought in a disciplined but loving way. . But what if these parents don't know how to go about? Rods or canes are better than slaps done in a rage. The dude probably was brought up that way and many on the roads of Goa which are killer roads. Drivers are given licenses without proper tests and bribes are paid through driving schools. No one can see how the money is passed. And back to our definition of a mature person: He.she is one who is able to function happily, usefully, and at his maximum capaciry in a given situation. The Karate uncle showed restraint, . This difinition needs correction at the place of his/her maximum capacity, for it is possible to lay hold of capacities not your own, or that of your ego and to make them your own and expect others to flow one's whims and fancies. There was no proper birth, A mature person accepts the responsibility for being what one is, learns from people and surrounding by simply thinking how others would feel if the same treatment was muted upon them. If we are to be mature we must get hold of a mature faith - or better, it must get hold of us. For the immaturities of our faith will soon show themselves in immaturities in our actions and our attitudes. The creed of to-day becomes the deed of tomorrow. We will see lawlessness on the roads, in the parliament in the judiciary and the end result will be our own destruction. Learn from the Chinese! Our democratic system will eventually became Lalloofied and produce more Lalloos and the Bollywood take us to our doom!. I went home with a thought and admiration for this senior citizen probably a medical doctor or a professional in such field. He treated his leg. Where is Goa heading? And India in general?
