India moves to give long term visas Goans settled abroad LONDON: Union Home Ministry has advised Indian missions abroad to extend long-term visas to Goans settled abroad, NRI Commissioner Eduardo Faleiro has said. Inaugurating a two-day global Goans Convention at the Indian Gymkhana near Osterley here, Faleiro said he had taken up the issue with the Union home minister after receiving several complaints from Goans holding foreign passports that some of our Embassaies and High commissions abroad issue them tourist visas, lasting three to six months. Faleiro, a former Union Minister of State for External Affairs, said that the Union Home Minister agreed that the procedure being followed is not correct and that Goans settled abroad must be given long-terms visas or X (extendable) viasas. The minister informed me that his Ministry is advising the Missions concerned as well as the Foreigners Regional Registration Office, Goa to ensure that long term visas are issued to them and these visas are extended from time to time, Faleiro. He advised all Non-Resident Goans holding foreign passports to apply at the earliest for a PIO (Person of Indian Origin) or OCI (Overseas Citizen of India) card. This will entitle them to stay in India for 15 years or 30 years respectively without any need for a visa. The PIO and OCI cards are renewable. In order to redeem the grievances of non-resident Goans, we have decided that every goan organisation abroad should nominate one representative based in Goa of each country with substantial Goan population and this representative should submit the grievances of Goan expatriates to our office. Our Office will then forward these complaints to the concerned department and we expect redressal within a month. When this is not possible, status reports will be issued to the concerned individual every month indicating the progress in the settlement of his grievances until the matter is finally settled. He said Youth of Goan origin who are not Indian nationals should have an opportunity to discover Goa in particular and India in general so that they may contribute to and promote understanding, goodwill, and cooperation between their country of adoption and the country of origin which is India. For this purpose, Know Goa Programme has been formulated. He said under the programme, 10 youths from Goan diaspora, professionals and students in the age group of 18 to 26 years, will be selected every year to participate in the programme. The fifth edition of the Global Goans Convention organised by the Goan Association (UK) under the patronage of the Indian High Commission in London was attended by Goan expatriates not only from UK and Europe but also from the continents of Australia, Africa and the Middle East. Also present on the occasion were Valerie Vaz, MP, Amitabh Mathur, Minister Incharge of Consular Affairs at the Indian High Commission UK, Rabi Martins, Councillor, Watford Borough and Arjun Vakaria, President of Hindu Organisation Forum in the UK. Valerie Vaz lauded the contribution of the Goan community and increasing visibility of India on the world stage. Vakaria who migrated from Uganda to the UK spelt out the efforts made by the Gujarati community to preserve the Gujarati language and appealed to expatriate Goans to emulate their example by starting classes in Konkani language in the UK, so as to preserve the Goan culture and identity. The post-lunch session of the Convention was devoted to the theme of the Golden Jubilee of Goa's Liberation at which, presentations were made by Dr Damodar Sardesai, Professor Emeritus at the University of California and De Teotonio R de Souza, Head of the Department of History at the Universidade de Lusofona de Humanidades e Tecnologias, Lisboa, and a talk by Dr Stella Mascarenhas-Keyes, Senior Reserch Officer, British Government. The delegates were entertained by a cultural programme of traditional Goan folk art and music, by the well known group, Mand Sammel, from Canacona, Goa, which was specially sponsred for the occasion by the Indian Council for Cultural Relations, Government of India, New Delhi . May your tribe increase four fold. -- DEV BOREM KORUM Gabe Menezes. - Thanks Gabe One of the biggest problems which we citizens face in our wards is the amount of debris and garbage people keep dumping every second and third day on the roads and streets. In the absence of dustbins kept at a few convenient locations in each ward, the whole city has been turned into one big dump yard. Due to the CCP's limited resources, sometimes, it is not possible to clean up the mess instantly and the trash thus lies scattered there un-cleared for at least a couple of days or more, causing a stink and creating health hazards for the nearby locality residents. As a concerned citizen, I have stopped many people from dumping garbage into the St. Inez Nullah. There are other pro-active citizens like Agnel and Patricia Pinto for instance, who too have been doing this regularly. On one occasion, I filed an official complaint against a nearby Restaurant owner who used to frequently dump his garbage there. He has refrained from doing so now. On other occasions, I have even got into verbal disputes with some of my own neighbors and friends over the dumping issue. Sometimes, it is frustrating because whenever you stop someone from dumping, there is a whole queue of people waiting in line to dump. There are people who still do not realize that our streets, our surroundings and our environment are as much a part of our own lives; and which we need to keep as clean as our own homes. This is not to in any way condemn all the citizens. Those who violate the laws are a small minority. By and large, people do support the CCP initiatives and have a good civic sense, but they are made to suffer nevertheless due to such wrongful acts by a minority. Councilors -sometimes rightly, sometimes wrongly – are made to face the stick and the ire of the general public, which is at times unfair. The CCP’s initiative to implement new set of by-laws and regulations to ensure cleanliness of the city are a welcome step to instill some discipline and civic sense in our city. Unless there is the fear of huge fines lingering over one’s head, there will always be the odd people who will keep using the streets as a big dustbin, caring a hoot about the environment. I welcome this fresh initiative by the CCP and am hopeful bye-laws will be unanimously adopted by all the CCP Councilors. But framing bye-laws is not enough. They have to be implemented too. The CCP must go one step further and must appoint honest and sincere street wardens and Municipal Inspectors who will regularly patrol our streets and localities and who are given enough powers to take stringent action against the violators. We will need many more of such initiatives if we wish to restore our city back to its old glory. Regards, Sandeep

In all sincerity, I would want to applaud the Church/Temple authorities to have come up with a strict dress code for tourists visiting these sacred places. My earnest suggestion is not to restrict entry to anyone, including the scantily dressed tourists, Indian, foreign et al. Let the authorities have a pile of large sized 'shawls' at the entrance of Churches and Temples to be rented out at a price to these tourists should they want to venture inside who can drape themselves respectably. Also, they should be cautioned not to speak out loud once inside but to 'whisper' should they desire to communicate with one another. There is not way that footwear should be allowed inside the 'Temples' to observe the age old tradition. This would not be required for Churches as the tradition is done away with. This way, the Church/Temple committees should be benefitting from the rentals of the said 'shawls'. The shawls once rented out should not be re-circulated without sending to the cleaners and those on rent should be appropriately laundry tagged as sterile. A 1-1 draw against lowly Maldives, ranked four places below to India was nothing to rave about, Colaco’s critics had argued. Well in Qatar, ‘a new era in Indian football has just begun’, says Colaco. For the records , Colaco’s boys did what the country had not achieved for a long time. India had not beaten a top Asian side for many years. Qatar are ranked 94th in the world and ninth in Asia while India are at 147th in FIFA rankings. “I see the self belief among the players that they can beat a top side in Asia. The supreme court in this matter has asked the builders to return the land to the farmers, without any thought to all the other stake holders , who have sunk in enormous amounts and more than 50% of the land is rendered uncultivable The court has not specified about the repayment, mode and period Now it appears that farmers are willing to accept enhanced compensation but the responsibility lies on the Greater Noida Authority to a large extent The solution lies in collective bargaining involving the builders ,farmers ,buyers and the authority The loss has to be factored in, in stead of abandoning the project lock, stock and barrel in the light of S.C. judgement, The buyers are to pay monthly installments without any assurance of project completion and loss of hard earned savings for a roof over their heads. May be under the circumstances the Banks could defer the payment The builders in future should not merely depend on Govt. representation to solve the issues of acquisition but take due diligence in buying the property. The PIO and OCI cards are renewable. to the best of my knowledge and belief OCI is valid for lifelong as per the stamp fixed on the passport whereas you have quoted that it's valid for 30 years. Secondly, the Indian mission here in Canada informs the holders of OCI that they should transfer the Visa from old passport to new passport. When this writer contacted the Indian mission in Canada, they were not sure but stated that it is advisable. The writer also contacted the Immigration Office in Bombay to clarify the matter and it has been clearly told that so long as one carries the old passport is good enough to enter India repeat to carry old expired passport with the Lifelong Visa stamped along with the New Foreign Passport is a must. The transfer of the Visa Stamp from old passport to new foreign passport is done at a cost of Dollars 25/- presently. This is confusing to the minds of the fellow OCI holders abroad. 1. The biggest end user Institution of the Konkani language is the Catholic Church which conducts all rituals in Konkani (exceptions being when it is requested by the concerned faithful) 2. The Konkani which is used in the Catholic rituals is unintelligible to most Antons, Bostiaos, Consus, Daniels, Erasmos, etc. 4. Even the Konkani which is used in the school text books presents difficulties to both students and parents. The point in making all these statements is that if Konkani is to be comprehended universally by Goans, then it should make sense to the aam aadmi. One should not have to be a Ph D, M. A. or graduate in Konkani to understand the Konkani that one reads/ hears on radio or T. V. programmes. Imagine the fate of a tiatr which uses Sanskritized or Kannadized Konkani. Given that the greatest segment of tiatr watchers is the catholic population, it has to be a flop. I know that this post is going to be a red flag to some. [Goanet] Mining company bends to the demands of Mulgao people
-- Samir Umarye BICHOLIM: The people from Mulgao under the banner Mulgao Nagrik Kruti Samiti today submitted several demands even as the company partly accepted most of the demands. It may be stated that today the meeting was called by the deputy collector, Narayan Gad to talk over the recent incident in which one person from Mulgao was injured and there was severe loss of property in the village after mining pit gave way and mine sludge entered the village. During the meeting the people of Mulgao submitted several demands and the company only partly accepted the demands. The first demand put forward by the MNKS was regarding the filling of existing pits and buffer zone to be maintained. Existing alignment line along 3/4 bottom up to the lake point should be maintained no further encroachment towards village side should be done reads the first demand which was accepted by the company. Besides this it also accepted the demand for construction of a retaining concrete wall for the a lake till paddy fields in the village and Buffer Zone for Manas Bagwada. Eventhough the company accepted this demand it was not in favour of several other demands put forward by the samiti. Firstly it strongly declined the demand of giving employment to the locals on the ground that there are hardly any vacancies in the company. There was uproar at this point and the villagers strongly demanded employment to the village youths. The company should make necessary arrangments to accomodate youths in the company and if required changes should be made Vasant Gad demanded. But the Sesa Goa managing director Bicholim mines, Krishna Reddy told that he would have to talk to his higher authorities and disclosed that there are hardly any vacancies in the company. The company partly agreed most of the demands and told that these demands would be further discussed with the villagers in the evening. Some of these demands include compensation for a period of five years to paddy fields from Porachopato to Dhaim at Rs 70 per sq mts; Kulagars compensation of Rs 400 per sq mts for each bagaytdar; uncultivated area from Gaonkarwada to Manasbag of Rs 25 per Sq mts. The demand was also made for compensation for effected houses in the village and annual compensation of Rs 50,000 per house. In the evening when the meeting was held in the village it was told that the company has asked for time to discuss the demands with the higher authorities. With regard to the demand of compensation to houses and employment we are asked to make as survey and they have promised to get back to us in next few days Mulgao deputy sarpanch, Vishalsen Gad told Herald we are satisfied with their assurance and most of our demands would be met.

Hey Wilson, You can carry your old passport as long as its not cancelled (very important). The Kanadian passport office (when you apply for a new passport) will clip the old one in the corner, making it inactive (if you decide to keep it). You can try and let them know you have a life-long visa in it, ask to see a senior officer cause the little ***ck at the counter won't understand what you are saying. There is a senior person at the deshi commission (very civil person) who confirmed this is the way its to be done; he is a knowledgable person. My question is what are the rules about staying away from, say Kanada. In the Euro zone, one can stay away as long as you want but in Kanada...?. In the south the temples need to borrow their apparels totally, depositing valuable including purses and in some places it can cost as much as Rs500/ depending on the popularity of the house of worship Every item deposited is priced. Many an unwary visitor to sacred places have lost their foot wear causing embarrassing situation leaving a feeling of disgust, that things are not safe even in the house of God One cannot but feel it is indiscreet method of generating sizable revenues. In such cases those who cannot afford the price are left out in paying obeisance and for others it is awkward situation forced to change in uncomfortable attire Most of the visitors have religious motives but a few maybe drawn out of seer curiosity. Arrows definitely not in a crisis Refuting recent media reports, the General Secretary of AIFF Mr. Kushal Das stated that Pailan Indian Arrows is definitely on course to produce the next set of Jeje Lalpekluas, Raju Gaikwads and Jewel Rajas. “This is a developmental project ably supported by our partner, the Pailan Group and I’m sure it will continue to produce even better results than the first year,” he said. Such reports about “poor and chaotic planning” are baseless, factually incorrect and quite unnecessarily create a negative perception. We certainly have a very good plan in place, he added. Visionaries dare to take decisions and make things happen; results just follow. In an attempt to Catch ’em Young, Mr. Praful Patel, President of the All India Football Federation, taking a leaf out of Late Sir Alfred Ernest “Alf” Ramsey’s famous quote, floated the idea of an U-21 ‘AIFF XI’ in the I-League in 2010. Ramsey, who won the 1966 World Cup as Manager of England, used to say: “The character of a footballing Nation is judged by its ability to sustain the momentum. Results bother monkeys; fling them aside.” The AIFF President thought likewise. That football is all about the pipeline – the supply-line which feeds the Senior National Team, he knew. Nevertheless, there were apprehensions. And they linger on despite the ‘AIFF XI,’ later re-christened as Indian Arrows finishing 9th among 14 I-League Teams. Planning ahead for the future, the AIFF had intended to keep the entire squad together for another year. The initiative was taken by none other than the AIFF President himself who has requested all the Clubs to release their Players on loan for another year in the interest of development of Indian Football.’ In the meeting in Delhi earlier this month the President made this request t to the clubs from whom players had been taken on loan. Unfortunately for various reasons the clubs were unable to accede to this request and accordingly the players were allowed to go back but there was always a back-up plan. Indian Arrows is a developmental squad whose main objective remains to develop and create players for the national side. Last season, a lot of young and unheralded players were drafted into the Arrows squad and by the end of the season; seven players from the batch have already represented the Indian Senior National Team and twelve in the U-23 Pre-Olympic Qualifiers. Presently, all are stars in their own right. The AIFF, in an effort to sustain the momentum, have already roped in players from all over and have even retained some of the existing ‘Arrows’ with new contracts. The search is on for more and as was done last season, the gap will be bridged by U-19 Players who are presently training under Mr. Colm Toal in Shanghai for the Weifang Cup. The AIFF is actively in discussing with Pailan to set up an elite academy and very soon the Pailan World School may well become the hub for football development in India.

“Global Goans Convention” in London – Day 2 Following yesterday’s call to “assert Goan solidarity”, Global Goans united to condemn the illegal mining that is devastating the Indian state Goa in London today. The 'Save Goa Campaign UK' (http://savegoacampaign.org.uk/) has been started by Carmen Miranda, a former director of the Panos Institute, who revealed stark findings on the issue of illegal mining at the Global Goans Convention in London. In a short presentation, Miranda showed delegates a detailed breakdown of how most of the mines in Goa were being leased illegally and were damaging villages across the state and potentially poisoning thousands of citizens. She criticised the inherent corruption that was fuelling the industry based on promises of more jobs but less revenues for the Government, and called on ministers to take urgent action on the issue. According to Miranda, “Goa has been granted 359 of the 769 mining leases for iron ore that have been issued in the country - the highest number of iron ore mining leases in India. Over 25,877,40 hectares are under mining leases and causes irreversible damage to the environment. Goa is being dug out of existence.” Responding, Honourable Commissioner for N.R.I. Affairs, Eduardo Faleiro, said he would take Miranda’s presentation to the ‘Government of Goa’ and ‘Government of India’ with a bid to producing an action plan. He would not give a timescale as to how quickly this would happen. Meanwhile, the group will be petitioning and selling merchandise at the Annual Goan Festival. Elsewhere, Goans from around the world were united on stage with representatives from Belgium, Portugal, Malawi and Australia also addressed delegates in a bid to promote better dialogue between Global Goans and Government of Goa. Responding to criticism, Mr Faleiro promised to publish the minutes from all annual Global Goans Conventions since 2005 and detail actions that have been taken as a result of overseas Goans pursuing agendas during the annual gathering. Mr Faleiro also revealed that Non-Resident Goans holding foreign passports can apply for long-term visas, including the “Person of Indian Origin” or “Overseas Citizen of India” card. He called “Goan Association (UK)” to nominate a representative to handle the grievances of Goan expatriates to his office, as part of a wide-ranging session on NRI affairs. “Our office will then forward these complaints to the concerned department and we expect redressal within a month. When this is not possible, status reports will be issued to the concerned individual every month indicating the progress in the settlement of his grievances until the matter is finally settled,” he announced. The event was closed by C B Patel, the publisher and editor of sponsors Asian Voice, who revealed a study into the demographics of British Goans will be published by the title next week. May your tribe increase four fold. -- DEV BOREM KORUM Gabe Menezes. - Thanks Gabe One of the biggest problems which we citizens face in our wards is the amount of debris and garbage people keep dumping every second and third day on the roads and streets. In the absence of dustbins kept at a few convenient locations in each ward, the whole city has been turned into one big dump yard. Due to the CCP's limited resources, sometimes, it is not possible to clean up the mess instantly and the trash thus lies scattered there un-cleared for at least a couple of days or more, causing a stink and creating health hazards for the nearby locality residents. As a concerned citizen, I have stopped many people from dumping garbage into the St. Inez Nullah. There are other pro-active citizens like Agnel and Patricia Pinto for instance, who too have been doing this regularly. On one occasion, I filed an official complaint against a nearby Restaurant owner who used to frequently dump his garbage there. He has refrained from doing so now. On other occasions, I have even got into verbal disputes with some of my own neighbors and friends over the dumping issue. Sometimes, it is frustrating because whenever you stop someone from dumping, there is a whole queue of people waiting in line to dump. There are people who still do not realize that our streets, our surroundings and our environment are as much a part of our own lives; and which we need to keep as clean as our own homes. This is not to in any way condemn all the citizens. Those who violate the laws are a small minority. By and large, people do support the CCP initiatives and have a good civic sense, but they are made to suffer nevertheless due to such wrongful acts by a minority. Councilors -sometimes rightly, sometimes wrongly – are made to face the stick and the ire of the general public, which is at times unfair. The CCP’s initiative to implement new set of by-laws and regulations to ensure cleanliness of the city are a welcome step to instill some discipline and civic sense in our city. Unless there is the fear of huge fines lingering over one’s head, there will always be the odd people who will keep using the streets as a big dustbin, caring a hoot about the environment. I welcome this fresh initiative by the CCP and am hopeful bye-laws will be unanimously adopted by all the CCP Councilors. But framing bye-laws is not enough. They have to be implemented too. The CCP must go one step further and must appoint honest and sincere street wardens and Municipal Inspectors who will regularly patrol our streets and localities and who are given enough powers to take stringent action against the violators. We will need many more of such initiatives if we wish to restore our city back to its old glory. Regards, Sandeep

Neutralized citizens of Indian origin can apply for OCI that is the permenant lifelong visa for India. When one's foreign passpert is renewed, one has to contact Indian Consulate, who will transfer the OCI stamp to the new passpert. This avoids the trouble of applying for visit visa for India and one can travel to India any time. I have it and it is very helpful. MD.

The Third Provincial Council (of the Archdiocese of Goa), held in 1585, decreed that women should not learn dancing, play or sing *deqhanins.* *I read the above somewhere on the www. The Portuguese pronounced it as 'deqhanins' ..this gives me to think of the fact that since Goa was under the Deccan Muslim Bahmani rule, this dance may have been 'Muslim type of dance' (if one recalls the movie Phakeezah)..can some one indulge on this?* *MD* **
[Goanet] GOA STATE INFORMATION COMMISSION NEEDS A PROPER PREMISES
The Right to Information is one law the politicians and the bureaucracy would like to see buried. This is perhaps the reason why the upkeep and basic amenities at the Goa State Information Commission has been neglected. For years it continues to operate from a overcrowded 78.29 sq meter shop at Shrama Shaki Bhavan in Panaji. The office is very crammed and running in despicable conditions. It is so congested that you would be lucky to leave the premises without being slapped molestation charges! There isn’t even toilet facilities for the Staff and public. Even the Chief Information Commissioner who is a retired Bombay District Court Judge has to use the toilet at the Children’s court on the first floor. The government has also not filled the vacancy of an Information commissioner for almost two years which has resulted in a huge backlog of cases. As the Education department is now shifting to Porvorim, that premises could be used to house the State Information Commission. It could even accommodate the State as well as the North District Consumer Redressal Forums. The Government should seriously consider this unless some politician has already conceived a real estate venture at the Education department premises which is located at a prime location on 18th June Road. [Goanet] THE PIE CRUMBLES ON FAI: IS THERE NEED FOR A SIMILAR LAW IN INDIA?
The pie appears to have atlast crumbled on Fai an American citizen of Kashmiri origin who for many decades under the banner of what in India would be more easily understood as an NGO, was found to be a front for the notorious Inter-Services Intelligence(ISI) which funnelled millions of dollars through circuitious illegal channels to INFLUENCE AMERICAN FOREIGN POLICY ON KASHMIR against India. Whilst the Americans openly accept the need and neccessity for lobbying as a means to influence public opinion in a democratic society ,the OFFENCE lies in Fai not reporting the source of his funds,and which reporting he was under legal obligation to do so. Contrary to the U.S legal position which makes such receipt of funds an OFFENCE,the U.K has reportedly claimed that in U.K there is no law akin to the U.S law, and that in probing similar funnelling of funds by ISI to an Organisation in U.K under their scanner too, they might have to search and take recourse to other laws in U.K. Except for the weak Foreign Remittances Regulation Act( wonder any successful prosecutions have been launched) we are as yet unaware of any law in India that seeks to specifically make it obligatory to report any funds received from foreign governments or any departments of any foreign Govt. In the light of the Govt. of India identifying the Naxal/Maoist threat as being grave to the integrity and sovereignity of India,it leads one to wonder whether such a piece of legislation along lines of the relevant legislation in USA is not utterly neccessary in India, given the fact of Indian citizens being surrounded by countries like Pakistan, China and other satellite countries of China? A law along lines of the U.S legislation,it is opined , would go a long way towards protecting citizens of India.It would also help in strenghtening Parliamentary democracy.
