 India moves to give long term visas Goans settled abroad
   LONDON: Union Home Ministry has advised Indian missions abroad to extend
long-term visas to Goans settled abroad, NRI Commissioner Eduardo Faleiro
has said.

Inaugurating a two-day global Goans Convention at the Indian Gymkhana near
Osterley here, Faleiro said he had taken up the issue with the Union home
minister after receiving several complaints from Goans holding foreign
passports that some of our Embassaies and High commissions abroad issue them
tourist visas, lasting three to six months.

Faleiro, a former Union Minister of State for External Affairs, said that
the Union Home Minister agreed that the procedure being followed is not
correct and that Goans settled abroad must be given long-terms visas or X
(extendable) viasas.

The minister informed me that his Ministry is advising the Missions
concerned as well as the Foreigners Regional Registration Office, Goa to
ensure that long term visas are issued to them and these visas are extended
from time to time, Faleiro.

He advised all Non-Resident Goans holding foreign passports to apply at the
earliest for a PIO (Person of Indian Origin) or OCI (Overseas Citizen of
India) card.

This will entitle them to stay in India for 15 years or 30 years
respectively without any need for a visa. The PIO and OCI cards are
renewable.

In order to redeem the grievances of non-resident Goans, we have decided
that every goan organisation abroad should nominate one representative based
in Goa of each country with substantial Goan population and this
representative should submit the grievances of Goan expatriates to our
office.

Our Office will then forward these complaints to the concerned department
and we expect redressal within a month. When this is not possible, status
reports will be issued to the concerned individual every month indicating
the progress in the settlement of his grievances until the matter is finally
settled.

He said Youth of Goan origin who are not Indian nationals should have an
opportunity to discover Goa in particular and India in general so that they
may contribute to and promote understanding, goodwill, and cooperation
between their country of adoption and the country of origin which is India.

For this purpose, Know Goa Programme has been formulated. He said under
the programme, 10 youths from Goan diaspora, professionals and students in
the age group of 18 to 26 years, will be selected every year to participate
in the programme.

The fifth edition of the Global Goans Convention organised by the Goan
Association (UK) under the patronage of the Indian High Commission in London
was attended by Goan expatriates not only from UK and Europe but also from
the continents of Australia, Africa and the Middle East.

Also present on the occasion were Valerie Vaz, MP, Amitabh Mathur, Minister
Incharge of Consular Affairs at the Indian High Commission UK, Rabi Martins,
Councillor, Watford Borough and Arjun Vakaria, President of Hindu
Organisation Forum in the UK.

Valerie Vaz lauded the contribution of the Goan community and increasing
visibility of India on the world stage.

Vakaria who migrated from Uganda to the UK spelt out the efforts made by the
Gujarati community to preserve the Gujarati language and appealed to
expatriate Goans to emulate their example by starting classes in Konkani
language in the UK, so as to preserve the Goan culture and identity.

The post-lunch session of the Convention was devoted to the theme of the
Golden Jubilee of Goa's Liberation at which, presentations were made by Dr
Damodar Sardesai, Professor Emeritus at the University of California and De
Teotonio R de Souza, Head of the Department of History at the Universidade
de Lusofona de Humanidades e Tecnologias, Lisboa, and a talk by Dr Stella
Mascarenhas-Keyes, Senior Reserch Officer, British Government.

The delegates were entertained by a cultural programme of traditional Goan
folk art and music, by the well known group, Mand Sammel, from Canacona,
Goa, which was specially sponsred for the occasion by the Indian Council for
Cultural Relations, Government of India, New Delhi .

Earlier the Global Goans convention were held in Portugal, Canada, Oman and
Kuwait.

One of the biggest problems which we citizens face in our wards is the
amount of debris and garbage people keep dumping every second and
third day on the roads and streets. In the absence of dustbins kept at
a few convenient locations in each ward, the whole city has been
turned into one big dump yard.

Due to the CCP's limited resources, sometimes, it is not possible to
clean up the mess instantly and the trash thus lies scattered there
un-cleared for at least a couple of days or more, causing a stink and
creating health hazards for the nearby locality residents.

As a concerned citizen, I have stopped many people from dumping
garbage into the St. Inez Nullah. There are other pro-active citizens
like Agnel and Patricia Pinto for instance, who too have been doing
this regularly. On one occasion, I filed an official complaint against
a nearby Restaurant owner who used to frequently dump his garbage
there. He has refrained from doing so now. On other occasions, I have
even got into verbal disputes with some of my own neighbors and
friends over the dumping issue. Sometimes, it is frustrating because
whenever you stop someone from dumping, there is a whole queue of
people waiting in line to dump. There are people who still do not
realize that our streets, our surroundings and our environment are as
much a part of our own lives; and which we need to keep as clean as
our own homes.

This is not to in any way condemn all the citizens. Those who violate
the laws are a small minority. By and large, people do support the CCP
initiatives and have a good civic sense, but they are made to suffer
nevertheless due to such wrongful acts by a minority. Councilors
-sometimes rightly, sometimes wrongly – are made to face the stick and
the ire of the general public, which is at times unfair.

The CCP’s initiative to implement new set of by-laws and regulations
to ensure cleanliness of the city are a welcome step to instill some
discipline and civic sense in our city. Unless there is the fear of
huge fines lingering over one’s head, there will always be the odd
people who will keep using the streets as a big dustbin, caring a hoot
about the environment.

I welcome this fresh initiative by the CCP and am hopeful bye-laws
will be unanimously adopted by all the CCP Councilors. But framing
bye-laws is not enough. They have to be implemented too. The CCP must
go one step further and must appoint honest and sincere street wardens
and Municipal Inspectors who will regularly patrol our streets and
localities and who are given enough powers to take stringent action
against the violators.

We will need many more of such initiatives if we wish to restore our
city back to its old glory.

In all sincerity, I would want to applaud the Church/Temple authorities to 
have come up with a strict dress code for tourists visiting these sacred 
places.
My earnest suggestion is not to restrict entry to anyone, including the 
scantily dressed tourists, Indian, foreign et al.


Let the authorities have a pile of large sized 'shawls' at the entrance of 
Churches and Temples to be rented out at a price to these tourists should 
they want to venture inside who can drape themselves respectably. Also, they 
should be cautioned not to speak out loud once inside but to 'whisper' 
should they desire to communicate with one another. There is not way that 
footwear should be allowed inside the 'Temples' to observe the age old 
tradition. This would not be required for Churches as the tradition is done 
away with.


This way, the Church/Temple committees should be benefitting from the 
rentals of the said 'shawls'.
The shawls once rented out should not be re-circulated without sending to 
the cleaners and those on rent should be appropriately laundry tagged as 
sterile.

While we are on this issue, it is also pertinent to point out that the
Sewage issue is a huge crisis which the whole city faces today and
such problems are occurring everywhere in the city. This is because
the amount of Sewage that is being generated is far greater than the
existing Plant's capacity. For 5 long years, the ruling CCP Council
did virtually nothing about it. It is only now, a couple of months
back, that a proposal has been sent to the Central Ministry under the
JNNURM Scheme for the upgradation of the Sewage Treatment facilities.

The rest of the writer's post does not merit much attention.

Could anyone point me to more information about Dattatraya Vishnu Apte
(1881-1943), whom historian A.R.Kulkarni describes as a Maratha
researcher and historian (in ARK's book Studies in Maratha History)?

I just came across this about Apte: He went to Goa in 1910 and worked
in the Almaid [A.J de ALMEIDA?] College for 4 years. Here, it is said,
Apte and his friends, with a view to secretly collecting arms and
ammunition, tried to contact the officers of the Emden, a German ship
which was cruising near Madras. But at the last moment, the youths
lost courage as the C.I.D. had got wind of their plan. After this
episode, Apte gave up these activities.

I want India to play the Dempo way



When national football team coach Armando Colaco wrote ‘It’s a new
beginning’ after the July 10 international friendly match against
Maldives on his  drawing board in his hotel as his players were
huddled around him. There was a mission behind it. The Goan wanted to
instill in the believe that India can compete against the best in Asia
and hold its head high.



There were a few takers for his bold statement outside the dressing
room atmosphere. Only a handful of die-hard Colaco’s fans could take
it as a gospel truth.



A week later in Qatar on Sunday July 17, the doubts were truly buried
in the Qatari sands. A 2-1 win over the 2022 World Cup hosts was a
moment out of the blue for the Bhangra boys and which came in the
host’s backyard.



A 1-1 draw against lowly Maldives, ranked four places below to India
was nothing to rave about,  Colaco’s critics had argued.



Well in Qatar, ‘a new era in Indian football has just begun’, says
Colaco. For the records , Colaco’s boys did what the country had not
achieved for a long time. India had not beaten a top Asian side for
many years. Qatar are ranked 94th in the world and ninth in Asia while
India are at 147th in FIFA rankings.



“I see the self belief among the players that they can beat a top side
in Asia. They were not concerned about the reputation of Qatar who are
ranked much higher than us. The win was a great achievement as we have
beaten Qatar in Qatar. We have shown that we can compete against the
best in Asia, he said.


Well a win against Qatar, none including yours truly will; not have in
his wildest dream will have imagined that. A win or a draw for the
visitors was nowhere on the minds of the 200-odd Indian fans who were
at the stadium cheering the Indian boys.

Strangely there were no Qatari fans at the stadium to cheer the home team.

The Indians who were present at the stadium savored the most of the
magical moments on the football field.

If earlier, in the Asian Cup and in the recent Under-23 Olympic
qualifiers the Indian fans had to depart the stadium on a sad note,
Sunil Chettri and his team-mates ensured it was different story as
they rewrote the script at Al Sadd stadium, an replica of the Old
Trafford stadium of England.

Colaco was humble as ever. No arrogance, no airs.

Kudos to the boys, they deserve it more than me. A lot of work needs
to be done before the 2014
FIFA world Cup qualifiers against UAE on Saturday.

Colaco’s phone keeps ringing and on Sunday night in Qatar it was no
different. He was the most sought after man of Indian football.

Its 11.30pm in the night and it’s time to retire to bed but the phone
calls keep coming, every time he has to cut his hold back his prayers.
Yes, like all Goans, he does not retire to bed without saying his
rosary.

In UAE on Saturday, Colaco and his boys will face familiar settings
aka like Qatar, lot of Indian crowd support.

But one thing will be different, the match in Qatar was played under
the cooling conditions to beat the oppressive Qatar heat of 45 degrees
and 75 percent humidity, the Indian players will not have the same
luxury in Abu Dhabi.

But Colaco has taken sufficient care to train the boys under the hot
and humid conditions in Qatar and that should hold them in good stead
in the desert heat and humidity.

“It’s time we believe we can do it and we can do it, that feeling has
to sink in’ says Colaco.

The Dempo SC coach then dispels doubts about the lack of quality
coaches in India , a fact which was constant bragged upon by former
English coach Bob Houghton.

‘We do have quality coaches in India. But, we need more coach
education training programmes, we need more academies and we need good
infrastructure.  AIFF should bring more foreign coaches to train our
coaches.’

A new beginning has been made for Indian football but there is a long
way to go. Colaco’s boys have won a few hearts in Qatar with their
short passing game and ball possession, all of which was pleasing to
the eye.

‘No we cannot play the Barca way. I have always said Barca are from a

The Greater Noida Authority acquired the land from the farmers for
development and paid them inadequate compensation The farmers under
assurance of finding employment agreed with reluctance. As usual the
acquisition is heavily loaded against the poor farmers, who are unable
to fight the might of the Government unless helped by political forces
of opposition The purpose of land is changed and the acquiring
authority makes a killing on sale. The land acquired cannot be
returned, though Govt. may subsequently change the purpose.and pay
enhanced compensation In the absence of sensible land acquisition
policy, the problem has affected many parts of India due to lack of
vision of proper compensation ,rehabilitation The one good alternative
is to make the land owners as partners of development process. and
projects. In Noida the builders under representation from the
authority proceeded with the development and sold the houses to many
prospective buyers. As it happens many a times  the protests are
mostly for enhanced compensation. The supreme court in this matter has
asked the builders to return the land to the farmers, without any
thought to all the other stake holders , who have sunk in enormous
amounts  and more than 50%  of the land is rendered uncultivable The
court has not specified about the repayment, mode and period Now it
appears that farmers are willing to accept enhanced compensation but
the responsibility lies on the Greater  Noida Authority to a large
extent The solution lies in collective bargaining involving the
builders ,farmers ,buyers and the authority The loss has to be
factored in, in stead of  abandoning the project lock, stock and
barrel in the light of S.C. judgement, The buyers are to pay monthly
installments without any assurance of project completion and loss of
hard earned savings for a roof over their heads. May be under the
circumstances the Banks could defer the payment  The builders  in
future should not merely depend on Govt. representation to solve the
issues of acquisition  but take due diligence in buying the property.
There is no doubt that the farmers at this stage are instigated by
some vested interests to fuel the agitation Every one concerned must
take the reality into consideration and find a win win solution to
satisfy every one

Erica is Female) admits to hearing a clock tick in his mind in his post on the 
subject and expresses fear about the majority response. Mental health 
professionals and textbooks refer to the sysmptoms expressed by patients 
wherein they claim to hear sounds in their head/voices troubling them, as the 
first tangible sign of breakdown of personality. They opine that the person 
needs psychiatric help.
 
Perhaps Mr Eric Pinto is transiting through such a phase where he is scared 
about the majority reaction to minorities reservation about compulsory remedial 
religious education for School students in Karnataka under pain of them and 
their parents having to leave India. Let me draw the attention of Mr Eric 
Peento to an article in the Herald dated 22nd July 2011 where a Catholic priest 
with four handicapped persons is standing up to the might of the Mafia in 
Italy!!  Also to the exploits of a woman police Officer in Mexico who is 
combating the Mexican Drug Mafia.
 
HOLY DISOBEDIENCE IS ENSHRINED IN THE CONSTITUTION OF INDIA. All citizens have 
the right to follow their own conscience as long as it does not subvert public 
peace and tranquility,does not go against the external relations of the country 
and which exiernal relations are predicated on international 
brotherhood,international peace and international brotherhood. In the discharge 
of duties under the Constitution of India, citizens of India will not be found

to respond, i would have to descend to the rabid level of declamation that
you have achieved. 

there is no special place in heaven or in the after life reserved for those
weaned on the simple and righteous ways of hindu culture and religion. i
grew up in a home steeped in conservativism but we were not tradition-bound.
as such i grew up respecting the enlightenment that set the west free and
scornful of hidebound indian mores that are the source of inequality. and
this lack of an egalitarian ethic is the evil that has sapped, saps and will

These were taken this morning (Saturday, July 23, 2011).  It 
is still a stinking toxic soup of filth and garbage.  True, the
large dark sewage pool has shrunk (for all we know,
the rain showers may have washed out the sewage), but 
if the above is what Sandeep Heble calls duly sorted out 
immediately, the man is beyond repair.

He transfers the sewage problem to the PWD.  Okay.  But
why is the garbage and all the other refuse still rotting there?
Right by the MAIN road through St Inez?  Whom are you
going to transfer this responsibility to?

Now, I know that Bharati Heble comes from the opposition
panel, and it is possible that the ruling panel controlled
by the rotten MLA from Taleigao is uncooperative with
issues in the wards represented by the opposition.  Should
that be the case, we should be hearing of it from Bharati
Heble and others.  If that is not the case, what is the excuse
for the above sorry picture?

The rest of the writer's post does not merit much attention. 


Ms Heble stepped into a pile with her hooey about
dress code at temples.  I think a thorough wash with Dettol 
merits  more attention right now.

Hi Gabe! With reference to your post below particularly with reference to PIO / 
OCI  This will entitle them to stay in India for 15 years or 30 years
respectively without any need for a visa. The PIO and OCI cards are
renewable.  to the best of my knowledge and belief  OCI is valid for lifelong 
as per the stamp fixed on the passport whereas you have quoted that it's valid 
for 30 years.  Secondly, the Indian mission here in Canada informs the holders 
of OCI that they should transfer the Visa from old passport to new passport.  
When this writer contacted the Indian mission in Canada, they were not sure but 
stated that it is advisable.  The writer also contacted the Immigration Office 
in Bombay to clarify the matter and it has been clearly told that so long as 
one carries the old passport is good enough to enter India repeat to carry old 
expired passport with the Lifelong Visa stamped along with the New Foreign 
Passport  is a must.  The transfer of the Visa Stamp from old passport to new 
foreign passport is done at a cost of Dollars 25/- presently.  This is 
confusing to the minds of the fellow OCI holders abroad.  Will u please check  
with our NRI Commissioner and revert back on this issue so that minds are

   LONDON: Union Home Ministry has advised Indian missions abroad to extend
long-term visas to Goans settled abroad, NRI Commissioner Eduardo Faleiro
has said.
 
Inaugurating a two-day global Goans Convention at the Indian Gymkhana near
Osterley here, Faleiro said he had taken up the issue with the Union home
minister after receiving several complaints from Goans holding foreign
passports that some of our Embassaies and High commissions abroad issue them
tourist visas, lasting three to six months.
 
Faleiro, a former Union Minister of State for External Affairs, said that
the Union Home Minister agreed that the procedure being followed is not
correct and that Goans settled abroad must be given long-terms visas or X
(extendable) viasas.
 
The minister informed me that his Ministry is advising the Missions
concerned as well as the Foreigners Regional Registration Office, Goa to
ensure that long term visas are issued to them and these visas are extended
from time to time, Faleiro.
 
He advised all Non-Resident Goans holding foreign passports to apply at the
earliest for a PIO (Person of Indian Origin) or OCI (Overseas Citizen of
India) card.
 
This will entitle them to stay in India for 15 years or 30 years

*Panaji, Jul 23 (IANS):* Goa ministers and brothers Churchill Alemao and
Joaquim Alemao Saturday submitted their resignations from the cabinet as
also the Congress party, after Churchil's daughter was disqualified from
internal Youth Congress elections scheduled next week.

Churchill, the public works department (PWD) minister and a former chief
minister, and Joaquim, the urban development minister, submitted their
resignations to the chief minister's secretariat.

I, along with my brother, have resigned because my daughter (Valanka) was
disqualified from the Youth Congress elections without any necessary
reason, Churchill Alemao told reporters in Margao, 35 km from Panaji.

Valanka, 30, an aspiring politician, had been publicly endorsed by Chief
Minister Digambar Kamat and the Alemaos and was one of the front runners in
the Youth Congress polls. The elections were being conducted by Foundation
for Advance Management of Elections (FAME), an NGO pursuing electoral
reforms and floated by former chief election commissioner J.M. Lyngdoh.

Speaking to reporters here, Youth Congress returning officer Sumit Khanna
said that the disqualification followed after instructions from FAME.

As per directions of FAME, Valanka has been disqualified for contesting any
elections for any post in IYC or NSUI for a period of one year. She was
issued a show cause notice after a complaint claimed that Valanka was using
political clout to win the polls. Her reply to the notice was not found
satisfactory, Khanna said, adding that the polls were scheduled on July 26
and 27.

Kamat was not available for comment.

The Congress has 20 legislators in the 40-member house, and is supported by
the three members of the Nationalist Congress Party and two members of the
Maharashtrawadi Gomantak Party. The opposition Bharatiya Janata Party (BJP)
has 14 members and there is one Independent member in the assembly.

1. The biggest end user Institution of the Konkani language is the Catholic
Church which conducts all rituals in Konkani (exceptions being when it is
requested by the concerned faithful)

2. The institution which kept Konkani alive and kicking during colonial rule
has been the Konkani tiatr.

3. The Konkani which is used in the Catholic rituals is unintelligible to
most Antons, Bostiaos, Consus, Daniels, Erasmos, etc.

4. Even the Konkani which is used in the school text books presents
difficulties to both students and parents.

The point in making all these statements is that if Konkani is to be
comprehended universally by Goans, then it should make sense to the aam
aadmi. One should not have to be a Ph D, M. A. or graduate in Konkani to
understand the Konkani that one reads/ hears on radio or T. V. programmes.
Imagine the fate of a tiatr which uses Sanskritized or Kannadized Konkani.
Given that the greatest segment of tiatr watchers is the catholic
population, it has to be a flop.

I know that this post is going to be a  red flag to some. Let the bulls rage
on ;-)

[Goanet] Mining company bends to the demands of Mulgao people

BICHOLIM: The people from Mulgao under the banner Mulgao Nagrik Kruti Samiti
today submitted several demands even as the company partly accepted most of
the demands.

It may be stated that today the meeting was called by the deputy collector,
Narayan Gad to talk over the recent incident in which one person from Mulgao
was injured and there was severe loss of property in the village after
mining pit gave way and mine sludge entered the village.

During the meeting the people of Mulgao submitted several demands and the
company only partly accepted the demands. The first demand put forward by
the MNKS was regarding the filling of existing pits and buffer zone to be
maintained. Existing alignment line along 3/4 bottom up to the lake point
should be maintained no further encroachment towards village side should be
done reads the first demand which was accepted by the company.

Besides this it also accepted the demand for construction of a retaining
concrete wall for the a lake till paddy fields in the village and Buffer
Zone for Manas Bagwada.

Eventhough the company accepted this demand it was not in favour of several
other demands put forward by the samiti. Firstly it strongly declined the
demand of giving employment to the locals on the ground that there are
hardly any vacancies in the company. There was uproar at this point and the
villagers strongly demanded employment to the village youths. The company
should make necessary arrangments to accomodate youths in the company and if
required changes should be made Vasant Gad demanded.

But the Sesa Goa managing director Bicholim mines, Krishna Reddy told that
he would have to talk to his higher authorities and disclosed that there are
hardly any vacancies in the company.

The company partly agreed most of the demands and told that these demands
would be further discussed with the villagers in the evening. Some of these
demands include compensation for a period of five years to paddy fields from
Porachopato to Dhaim at Rs 70 per sq mts; Kulagars compensation of Rs 400
per sq mts for each bagaytdar; uncultivated area from Gaonkarwada to
Manasbag of Rs 25 per Sq mts. The demand was also made for compensation for
effected houses in the village and annual compensation of Rs 50,000 per
house.

In the evening when the meeting was held in the village it was told that the
company has asked for time to discuss the demands with the higher
authorities. With regard to the demand of compensation to houses and
employment we are asked to make as survey and they have promised to get back
to us in next few days Mulgao deputy sarpanch, Vishalsen Gad told Herald
we are satisfied with their assurance and most of our demands would be
met.

primary education in the State, Congress Observer for Goa Jagjeet Singh Brar
has said the central government has similar plans in most Congress-ruled
states in the country.
Brar, however, assured that Congress would keep the dignity of the regional
languages intact and described Konkani as a “very beautiful and sweet
language”.
“We are in the process of implementing English as the medium of instruction
in most Congress-ruled states in the country,” stated Brar, when asked how
many states have English as medium of instruction at the primary level.
Speaking to reporters along the sidelines of a public meeting of Mayem
constituency at Hirabai Zantye Hall in Bicholim, Brar said: Konkani is a
beautiful language, but we have implemented English and we have a vision for
the future. Those who don’t have such vision are worse than a blind person,”
stated Brar.
Konkani is a very beautiful and sweet language. The Congress will keep the
dignity of the regional languages intact,” added Brar.
Mindful that the matter is presently in the court, Brar declined to comment
further on the MoI issue.

Hey Wilson,

You can carry your old passport as long as its not cancelled (very important).

The Kanadian passport office (when you apply for a new passport) will
clip the old one in the corner, making it inactive (if you decide to
keep it).
You can try and let them know you have a life-long visa in it, ask to
see a senior officer cause the little ***ck at the counter won't
understand what you are saying.

There is a senior person at the deshi commission (very civil person)
who confirmed this is the way its to be done; he is a knowledgable
person.

My question is what are the rules about staying away from, say Kanada.
In the Euro zone, one can stay away as long as you want but in
Kanada...?. This is important cause there are many a senior
citizen/retiree homes in Goa for example.

 DRESS CODE IN RELIGIOUS PLACES
The idea seems to be  to maintain the sanctity and religious decorum
of the sacred precincts By in itself it appears to be a worthy
exercise to enforce what is believed to be appeasing to the resident
Gods People enter the places of worship for a darshan , meeting and
glimpse of their favourite God  In some places their is an entrance
fee and at other places there is strict code of dress emphasis. Some
said that God  can  be reached from outside, as all religious places
are not the real abode of God`s It is only a human approach and system
devised to make it practical The   Gurdawaras require covering of head
and removal of foot wear The service of free polishing is undertaken
as a voluntary penance and sacrifice. In the south  the temples need
to borrow their apparels totally, depositing valuable including purses
and in some places it can cost as much as Rs500/ depending on the
popularity of the house of worship Every item deposited is priced.
Many an unwary visitor to sacred places have lost their foot wear
causing embarrassing situation leaving a feeling of disgust, that
things are not safe even in the house of God  One cannot but feel it
is indiscreet method of generating sizable revenues. In such cases
those who cannot afford the price are left out in paying obeisance and
for others it is awkward situation forced to change in uncomfortable
attire Most of the visitors have religious motives but a few maybe
drawn out of seer curiosity. The popular catholic places of worship,
pilgrimages of historical significance, world over, normally do not
have restrictions of entry and absolute dress code any where One
definitely would discourage showing disrespect during services through
photographs,talking, moving etc.All places of worship must be
respected with dignified self imposed decorum and notice to that
effect be displayed prominently with ushers cautioning visitors People
of different faith specially in India have different sense of
religious practices. The catholic church in Goa has been in the news
recently for loud thinking and is fortunately not aiming at generating
revenues Some churches in Goa enforce dress codes for mariage ceremony
and receiving Holy Eucharist . But the limits of vulgarity  and
indecent exposure like beauty lie in the eyes of the beholder
Nevertheless any distraction that deviates the worshiper is
unwarranted Policing all such acts,identifying and enforcing the
conduct can result in friction It is very difficult however, to
enforce our standards of morality in a tourist dominated scenario  Our
absolute belief that God dwells only in Churches ,Temples, etc must be
reavaluated

There is no shortage of such graphic scenes of the stench and filth in Panjim.
Nothing could be more disgusting than the garbage dump smack in the middle 
ofCampal, where the Municipality trucks unceremoniously dump garbage. The 
residents of Campal have made petitions and representations to all the 
powersthat be, but nothing has happened!
It is rather unfortunate that the need for Campal football stadium has received 
more attentionand support than the stinking mess.

We all had a choice between religion and moral science classes in schools

waiting at the hall for nearly three hours before the guests arrived.
According to sources, several buses were hired to transport the women from
Mayem and Chodan to attend the Congress meeting at Bicholim on Friday.
There were allegations that women were reportedly paid Rs 300 each to attend
the meeting.
Most women were made to sit on the floor in the packed Zantye hall. They
became irritated as the guests did not arrive at the venue for nearly three
hours, sources told Herald.

The women threatened to leave the hall after two-and-half hours of wait,
but were persuaded to remain in the hall, the source added.

problem with Avram's chronicles when wrestling,  schizoid free, with DNA 
splices 
and gene splattered disease cure.  I doubt if Mohammed's moon fixated mobs can 
digest lunar landings.
  They schooling environment remains free of whimsy in much of the West - to

Refuting recent media reports, the General Secretary of AIFF Mr.
Kushal Das stated that Pailan Indian Arrows is definitely on course to
produce the next set of Jeje Lalpekluas, Raju Gaikwads and Jewel
Rajas. “This is a developmental project ably supported by our partner,
the Pailan Group and I’m sure it will continue to produce even better
results than the first year,” he said. Such reports about “poor and
chaotic planning” are baseless, factually incorrect and quite
unnecessarily create a negative perception. We certainly have a very
good plan in place, he added.

Visionaries dare to take decisions and make things happen; results
just follow. In an attempt to Catch ’em Young, Mr. Praful Patel,
President of the All India Football Federation, taking a leaf out of
Late Sir Alfred Ernest “Alf” Ramsey’s famous quote, floated the idea
of an U-21 ‘AIFF XI’ in the I-League in 2010.

Ramsey, who won the 1966 World Cup as Manager of England, used to say:
“The character of a footballing Nation is judged by its ability to
sustain the momentum. Results bother monkeys; fling them aside.”

The AIFF President thought likewise. That football is all about the
pipeline – the supply-line which feeds the Senior National Team, he
knew. Nevertheless, there were apprehensions. And they linger on
despite the ‘AIFF XI,’ later re-christened as Indian Arrows finishing
9th among 14 I-League Teams.

Planning ahead for the future, the AIFF had intended to keep the
entire squad together for another year. The initiative was taken by
none other than the AIFF President himself who has requested all the
Clubs to release their Players on loan for another year in the
interest of development of Indian Football.’

In the meeting in Delhi earlier this month the President made this
request t to the clubs from whom players had been taken on loan.
Unfortunately for various reasons the clubs were unable to accede to
this request and accordingly the players were allowed to go back but
there was always a back-up plan.

Indian Arrows is a developmental squad whose main objective remains to
develop and create players for the national side. Last season, a lot
of young and unheralded players were drafted into the Arrows squad and
by the end of the season; seven players from the batch have already
represented the Indian Senior National Team and twelve in the U-23
Pre-Olympic Qualifiers. Presently, all are stars in their own right.

The AIFF, in an effort to sustain the momentum, have already roped in
players from all over and have even retained some of the existing
‘Arrows’ with new contracts. The search is on for more and as was done
last season, the gap will be bridged by U-19 Players who are presently
training under Mr. Colm Toal in Shanghai for the Weifang Cup.

The AIFF is actively in discussing with Pailan to set up an elite
academy and very soon the Pailan World School may well become the hub
for football development in India.

Following yesterday’s call to “assert Goan solidarity”, Global Goans united to 
condemn the illegal mining that is devastating the Indian state Goa in London 
today.
 
The 'Save Goa Campaign UK' (http://savegoacampaign.org.uk/)  has been started 
by Carmen Miranda, a former director of the Panos Institute, who revealed stark 
findings on the issue of illegal mining at the Global Goans Convention in 
London.
 
In a short presentation, Miranda showed delegates a detailed breakdown of how 
most of the mines in Goa were being leased illegally and were damaging villages 
across the state and potentially poisoning thousands of citizens.
 
She criticised the inherent corruption that was fuelling the industry based on 
promises of more jobs but less revenues for the Government, and called on 
ministers to take urgent action on the issue.
 
According to Miranda, “Goa has been granted 359 of the 769 mining leases for 
iron ore that have been issued in the country - the highest number of iron ore 
mining leases in India. Over 25,877,40 hectares are under mining leases and 
causes irreversible damage to the environment. Goa is being dug out of 
existence.”
 
Responding, Honourable Commissioner for N.R.I. Affairs, Eduardo Faleiro, said 
he would take Miranda’s presentation to the ‘Government of Goa’ and ‘Government 
of India’ with a bid to producing an action plan. He would not give a timescale 
as to how quickly this would happen. 
 
Meanwhile, the group will be petitioning and selling merchandise at the Annual 
Goan Festival.
 
Elsewhere, Goans from around the world were united on stage with 
representatives from Belgium, Portugal, Malawi and Australia also addressed 
delegates in a bid to promote better dialogue between Global Goans and 
Government of Goa.
 
Responding to criticism, Mr Faleiro promised to publish the minutes from all 
annual Global Goans Conventions since 2005 and detail actions that have been 
taken as a result of overseas Goans pursuing agendas during the annual 
gathering.
 
Mr Faleiro also revealed that Non-Resident Goans holding foreign passports can 
apply for long-term visas, including the “Person of Indian Origin” or “Overseas 
Citizen of India” card.
 
He called “Goan Association (UK)” to nominate a representative to handle the 
grievances of Goan expatriates to his office, as part of a wide-ranging session 
on NRI affairs.
 
“Our office will then forward these complaints to the concerned department and 
we expect redressal within a month. When this is not possible, status reports 
will be issued to the concerned individual every month indicating the progress 
in the settlement of his grievances until the matter is finally settled,” he 
announced.
 
The event was closed by C B Patel, the publisher and editor of sponsors Asian 
Voice, who revealed a study into the demographics of British Goans will be 
published by the title next week.
 
The event, which was widely dubbed a “microcosm of Goa - the closest you can 
get to Goa without leaving the UK”, concludes tomorrow with the Goan Festival 
in London.

The match finished even before it started. India conceded two
penalties within a span of three minutes – the first in the 21st
minute and the next in 24th minute to lose the momentum early against
United Arab Emirates in the World Cup Qualifier, something which they
found impossible to recover from. What was worse, the two fouls saw
the red-card being flashed twice in the span of three minutes.

First Debabrata Roy was red-carded for pushing Mohammed Al Shhehi --
Hamdan Al Kamali converting from the spot in the 21st minute; and then
Subrata Pal was red-carded for an infringement on Ismail Al Hammadi in
the 24th minute-- Mohamed Al Shehhi gleefully scoring from the spot.

UAE didn’t look back from there as they consolidated onto the early
lead to beat India 3-0 at the Sheikh Khlaifa Bin Zayed Stadium. Ismail
Al Hammadi completed the rout in the 80th minute.

Down to nine-men, Team India had little options but to defend. Coach
Armando Colaco, quite helpless, replaced Steven Dias with goalkeeper
Karanjit Singh; Sunil Chhetri fell back in an effort to crowd the
midfield with Jeje staying upfront, almost a spectator all throughout.

The start, nevertheless, was promising. India earned two consecutive
corners in the 5th minute and rival goalkeeper Ali Khaseif even missed
the flight of Steven Dias’ second corner. The midfield wasn’t allowing
much space to the rivals and Gourmangi Singh and Raju Gaikwad looked
composed in defence.

The Indians need to be credited for not allowing UAE to run away with
the match in the first half. With India down to nine-men by the 24th
minute, UAE intended to pump in as many as possible. But it wasn’t to
be. Armando may have badly wanted an away-goal but it rarely happens
when a team is reduced to nine-men as early as 24th minute. The
second-leg slated to be played at the Amedkar Stadium in New Delhi on
July 28.

One of the biggest problems which we citizens face in our wards is the
amount of debris and garbage people keep dumping every second and
third day on the roads and streets. In the absence of dustbins kept at
a few convenient locations in each ward, the whole city has been
turned into one big dump yard.

Due to the CCP's limited resources, sometimes, it is not possible to
clean up the mess instantly and the trash thus lies scattered there
un-cleared for at least a couple of days or more, causing a stink and
creating health hazards for the nearby locality residents.

As a concerned citizen, I have stopped many people from dumping
garbage into the St. Inez Nullah. There are other pro-active citizens
like Agnel and Patricia Pinto for instance, who too have been doing
this regularly. On one occasion, I filed an official complaint against
a nearby Restaurant owner who used to frequently dump his garbage
there. He has refrained from doing so now. On other occasions, I have
even got into verbal disputes with some of my own neighbors and
friends over the dumping issue. Sometimes, it is frustrating because
whenever you stop someone from dumping, there is a whole queue of
people waiting in line to dump. There are people who still do not
realize that our streets, our surroundings and our environment are as
much a part of our own lives; and which we need to keep as clean as
our own homes.

This is not to in any way condemn all the citizens. Those who violate
the laws are a small minority. By and large, people do support the CCP
initiatives and have a good civic sense, but they are made to suffer
nevertheless due to such wrongful acts by a minority. Councilors
-sometimes rightly, sometimes wrongly – are made to face the stick and
the ire of the general public, which is at times unfair.

The CCP’s initiative to implement new set of by-laws and regulations
to ensure cleanliness of the city are a welcome step to instill some
discipline and civic sense in our city. Unless there is the fear of
huge fines lingering over one’s head, there will always be the odd
people who will keep using the streets as a big dustbin, caring a hoot
about the environment.

I welcome this fresh initiative by the CCP and am hopeful bye-laws
will be unanimously adopted by all the CCP Councilors. But framing
bye-laws is not enough. They have to be implemented too. The CCP must
go one step further and must appoint honest and sincere street wardens
and Municipal Inspectors who will regularly patrol our streets and
localities and who are given enough powers to take stringent action
against the violators.

We will need many more of such initiatives if we wish to restore our
city back to its old glory.

Wilson, you r right. Neutralized citizens of Indian origin can apply for OCI
that is the permenant lifelong visa for India. When one's foreign passpert
is renewed, one has to contact Indian Consulate, who will transfer the OCI
stamp to the new passpert. This avoids the trouble of applying for visit
visa for India and one can travel to India any time.  I have it and it is
very helpful.

to respond, i would have to descend to the rabid level of declamation that
you have achieved.  there is no special place in heaven or in the after life 
reserved for those
weaned on the simple and righteous ways of hindu culture and religion. i
grew up in a home steeped in conservativism but we were not tradition-bound.
as such i grew up respecting the enlightenment that set the west free and
scornful of hidebound indian mores that are the source of inequality. and
this lack of an egalitarian ethic is the evil that has sapped, saps and will

The term *deknni* seems to have existed already in the 16th century in Goa.
The Third Provincial Council (of the Archdiocese of Goa), held in 1585,
decreed that women should not learn dancing, play or sing *deqhanins.*
*I read the above somewhere on the www. The Portuguese pronounced it as
'deqhanins' ..this gives me to think of the fact that since Goa was under
the Deccan Muslim Bahmani rule, this dance may have been 'Muslim type of
dance' (if one recalls the movie Phakeezah)..can some one indulge on this?*

The Right to Information is one law the politicians and the
bureaucracy would like to see buried.  This is perhaps the reason why
the upkeep and basic amenities at the Goa State Information Commission
has been neglected. For years it continues to operate from a
overcrowded 78.29 sq meter shop at Shrama Shaki Bhavan in Panaji. The
office is very crammed and running  in despicable conditions. It is so
congested that you would be lucky to leave the premises without  being
slapped molestation charges!

There isn’t even  toilet facilities for the Staff and public. Even the
Chief Information Commissioner who is a retired Bombay District Court
Judge has to use the toilet at the Children’s court on the first
floor. The government has also not filled the vacancy of an
Information commissioner for almost two years which has resulted in a
huge backlog of cases.

As the Education department is now shifting to Porvorim, that
premises could be used to house the State Information Commission. It
could even accommodate the State as well as the North District
Consumer Redressal Forums. The Government should seriously consider
this unless some politician has already conceived a real estate
venture at the  Education department premises which is located at a
prime location on 18th June Road. Will Chief Minister Digambar Kamat
look into this or will it like almost every other issue remain
shelved.

The pie appears to have atlast crumbled on Fai an American citizen of Kashmiri 
origin who for many decades under the banner of what in India would be more 
easily understood as an NGO, was found to be a front for the notorious 
Inter-Services Intelligence(ISI) which funnelled millions of dollars through 
circuitious illegal channels to INFLUENCE AMERICAN FOREIGN POLICY ON KASHMIR 
against India.
 
Whilst the Americans openly accept the need and neccessity for lobbying as a 
means to influence public opinion in a democratic society ,the OFFENCE lies in 
Fai not reporting the source of his funds,and which reporting he was under 
legal obligation to do so.
 
 Contrary to the U.S legal position which makes such receipt of funds an 
OFFENCE,the U.K has reportedly claimed that in U.K there is no law akin to the 
U.S law, and that in probing similar funnelling of funds by ISI to an 
Organisation in U.K under their scanner too, they might have to search and  
take recourse to other laws in U.K.
 
Except for the weak  Foreign Remittances Regulation Act( wonder any successful 
prosecutions have been launched) we are as yet unaware of any law in India that 
seeks to specifically make it obligatory to report any funds received from 
foreign governments or any departments of any foreign Govt.
 
In the light of the Govt. of India identifying the Naxal/Maoist threat as being 
grave to the integrity and sovereignity of India,it leads one to wonder whether 
such a piece of legislation along lines of the relevant legislation in USA is 
not utterly neccessary in India, given the fact of Indian citizens being 
surrounded by countries like Pakistan, China and other satellite countries of 
China? A law along lines of the U.S legislation,it is opined , would go a long 
way towards protecting citizens of India.It would also help in strenghtening 
Parliamentary democracy.

All these are BJP gimmicks.  What if in the unlikely case, Europe and the
'West' mekaes it compulsory to learn the Bible, what will Yeddy and Hegde in
Karnataka and the countless Gujarati morons and other Hindus who live in the
west do?
After all there are legal procedures, even the 'Yoga, Suryanamaskara' in
North India has been made 'optional' .  Anyway, Congress is good for Goa.
