The Tariff proposal of the Electricity Department proposes to mop up Rs. 122.75 crores from consumers while Rs. 178.65 crores is the expected budgetary support from the Goa Government so as to address the overall revenue gap of Rs. 301.40 crores. It may be noted that the JERC has issued a Public Notice stating that the Electricity Department Goa has submitted a Petition for approval of Truing Up for FY 2016-17, Review of FY 2020-21, Aggregate Revenue Requirement and Tariff proposal for FY 2021-22. The petition which has been admitted as Petition No. 39/2020 dated 28/12/2020 is available on the JERC website www.jercuts.gov.in The JERC has stated that the last date for submitting objections, suggestions and comments on the petition is *20th January 2021* and in view of the COVID-19 pandemic the Public Hearing will be held through video conferencing mode and the date for the same will be announced later. In a letter to the Tourism Director Shri Menino D'Souza, GOACAN has pointed out that the theme for World Tourism Day 2020 announced by the World Tourism Organization (UNWTO) for 27th September is "Tourism and Rural Development" and the worldwide focus in the context of the COVID-19 pandemic is "Rebuilding Tourism in a Safe, Equitable, Climate-friendly way" must be implemented in Goa. https://www.un.org/en/observances/tourism-day https://www.unwto.org/world-tourism-day-2020 Since the theme and the focus of this World Tourism Day is very relevant for Goa which is also facing the impacts of the COVID-19 pandemic, GOACAN has put forward the following suggestions to Tourism Director.. 1. With reference to the theme "Tourism and Rural Development it is important that the Department works closely with the Directorate of Panchayats which is spearheading the Gram Panchayat Development Plan (GPDP) to be prepared by the Village Development Committee (VDC) in all of the 191 Village Panchayats. Moreover the Panchayats have access to funds allocated by the 14th & 15th Finance Commission for GPDP and the training for the proper use of the same is being provided by GIPARD. It is also very important for the Department of Tourism to also establish contact with the other allied Departments / Agencies such as PWD (toilets & drinking water), DRDA (schemes for SHGs), DITC & Goa KVIB (beekeeping scheme). Transport (last mile connectivity), AHVS (cattle sanctuaries), DMA (Gardens & Parks), GSBB (sacred groves) and the Forest Department (bird festival) among others and explore possible collaborations which can be of an advantage to the local community. 2. With reference to the focus "Rebuilding Tourism in a Safe, Equitable, Climate-friendly way" it is important that the Department takes the local stakeholders into confidence so that they participate in the planning and decision making process. In this regard, GOACAN proposes the formation of a "Tourism and Beach Management Committee (TBMC)" in each of the Village Panchayats of the coastal belt in Goa. This Committee could have representation of all the stakeholders like shack owners, water sports operators, restaurant & guest house owners and lifeguard, waste disposal & event management agency representatives. The Committee could address crucial issues, provide inputs and identify solutions for matters such as waste disposal, security & safety, crime prevention, health & sanitation, disaster management and environmental degradation among others. GOACAN in its letter has also stated, that as Goa prepares itself to enter the forthcoming tourism season during this COVID-19 pandemic, it is important that the Tourism Department moves beyond just being a registering & licencing authority but acts as a catalyst and provides the necessary platform to implement the theme & focus of World Tourism Day 2020. In its letter GOACAN has stated that from newspapers in Goa, it has documented through its Goa-Suicide-Watch, a minimum of 8 suicides from 22nd March to 30th April which is one suicide every five days. While these suicides were reported from the Talukas of Bicholim, Bardez, Salcete and Canacona, GOACAN has stated that it is also aware that not all suicides that have occurred during this period have been reported in newspapers. GOACAN is of the view that there must be an Action Plan which needs to be drawn up through a multi-sectoral consultation that will see the involvement of NGOs, Educational Institutions, Professionals and Government Departments. GOACAN has pointed out that if this Action Plan is to be effective, it is important that there is synergy among the various departments like Health Services, Education, Higher Education,Technical Education, Women & Child Development, Social Welfare and Labour, so that the maximum benefit is achieved of the facilities, schemes and taluka level outreach. It has also stated that Goa Medical College, the District Hospitals, Institute of Psychiatry & Human Behaviour and Institute of Nursing Education need to be important partners in preparing components of the Action Plan. While the lock down will end and business & social life will get active again, GOACAN has stated that it is well aware that there will now be the "New Normal". The letter points out, that worries about loss of wages, lack of job security, inability to explain the long phone calls, internet chats & friendships, missing regular campus life, sudden arrival of family members from overseas, additional pressures on caregivers etc. is taking its toll on people in Goa. GOACAN has stated that a study of the circumstances in which these 8 suicides have occurred, will itself identify some key factors, point in the direction in which interventions need to be made and also help further develop the stages of the Action Plan. The letter has also highlighted that the Action Plan must take into account the preparation of the Gram Panchayat Development Plan (GPDP) for 2020-21 by the Village Development Committees (VDCs) of the 191 Village Panchayats as now they have access to funds from the Central Govt. Effective citizen participation can also be ensured through the involvement of the Village Health, Sanitation & Nutrition Committee (VHSNC) and the Village Child Committees (VCC) at the Panchayat level, the UMEED Day Care Centres in the towns and the Senior Citizen Volunteers of every Police Station. The letter further states that GOACAN is convinced that if the Government of Goa acts quickly, it will be able to implement the Action Plan effectively by the time the World Suicide Prevention Day (10th September) and World Mental Health Day (10th October) is observed. Vikas S.N. Gaunekar, GOACAN has highlighted the need to strengthen Grievance Redressal and Consumer Awareness for Co-operative Societies. In its letter GOACAN has pointed out that financial frauds, cancellation of licences and lack of audits are some of the issues faced by Co-operative Societies that have created a sense of anxiety, uncertainty and mental tension among the consumers. Co-operative Societies will face challenges and problems along the way but the important part of the journey of these Societies must be to focus on preventing problems and finding solutions. GOACAN in its letter has stated that as Goa is confronted with the impacts of the COVID-19 pandemic, there is an urgent need to create a sense of confidence among the Co-operative Societies so as to be able to face the challenges that will arise due to the difficult economic situation. GOACAN in its letter to the RCS has made the following recommendations: 1. There must be an emphasis on increased attendance and participation in the Annual General Body Meetings of the Co-operative Societies. There is also a need to highlight the trends in attendance, participation & decision making at AGMs in the last 10 years by undertaking studies of the same through MOUs with the Economics & Commerce Departments of Government Colleges. 2. There must be an emphasis on effective Grievance Redressal by ensuring that Quarterly Reports of the matters redressed and the Analysis of the same is given wide publicity. 3. There must be Sensitization & Awareness programmes for the office-bearers and the staff of the Co-operative Societies on various related Acts & Rules like Consumer Protection Act, Food Safety & Standards Act, Right To Information Act, Sexual Harassment of Women at Work Place (Prevention, Prohibition and Redressal) Act and the Rights of Persons with Disabilities Act among others. 4. There must be increased Consumer Awareness by organising joint programmes at the District & Taluka level for the members of Co-operative Societies in collaboration with the Department of Civil Supplies & Consumer Affairs, Directorate of Industries, Trade & Commerce, Directorate of Food & Drug Administration, Department of Legal Metrology and the Bureau of Indian Standards (BIS). 5. There must be capacity building programs for Co-operative Societies in the context of Urban Co-operative Banks and Multi-State Co-operative Banks being brought under the supervisory powers of the Reserve Bank of India (RBI) and the recent amendments to the Banking Regulation Act. In a letter to the Director, Shri Narayan Gad, GOACAN has pointed out that a large number of Village Panchayats in Goa have still not yet launched their websites and have not yet prepared their Citizen Charter. It may be recalled that the Goa State Information Commission (GSIC) in its Order had directed the Director of Panchayats to ensure that each and every Village Panchayat has a well formatted and user-friendly website displaying all information held with the public authority in the public domain while also taking steps to implement section 4(1) (a) and 4(1) (b) more so, inview of the Order passed by the Hon'ble High Court of Bombay at Goa in Writ Petition No. 42/2019 as this in turn will help reduce RTI applications and also lead to better transparency, accountability and openness of governance. GOACAN has stated that today as Goa has to deal with the impacts of the COVID-19 pandemic and the Govt is working on a Economic Revival Plan which will help the 191 Panchayats to make their villages self-reliant, the setting up of a Website and the preparation of a Citizen Charter for each Panchayat would be the appropriate step to be taken. Moreover the Website & Citizen Charter could provide the required boost for the effective functioning of the Village Development Committee (VDC), Biodiversity Management Committee (BMC),Village Child Committee (VCC) and the Road Safety & Traffic Management Committee (RSTMC) of the Panchayat. In terms of linkages the Website & Citizen Charter could also help bring the Departments of Social Welfare, Women & Child Development, Agriculture, Animal Husbandry & Veterinary Services closer to their beneficiaries in the village. GOACAN has recommended that the Directorate of Panchayats appoints a Nodal Officer to take this task ahead by coordinating with GIPARD and the Depts. of Information Technology, Public Grievances, Civil Supplies & Consumer Affairs. The Nodal Officer could also provide guidance to the Pachayats on financial assistance, design and content for the Website & Citizen Charter. GOACAN has pointed out that the issue of updating the Citizen Charter & Website of Govt. Depts was also highlighted at the meeting of the State Consumer Protection Council held at the Secretariat, Alto Porvorim in November 2019 which was chaired by Shri Govind Gaude Hon. GOACAN in its letter has expressed concern over the Notice to Customers issued by the Chief Regional Manager of Indian Overseas Bank (IOB) about the merger of three branches in Salcete Taluka and one in Ponda Taluka vide an Advertisement in The Navhind Times on 28th May 2020. It may be noted that in South Goa District the IOB will be merging in Salcete Taluka the Seraulim Branch & the Chinchinim Branch with the Margao Branch, Chandor Branch with the Davorlim Branch and in Ponda Taluka, the Talaulim Branch with the Ponda Branch. As the Advert states with effect from 15th June 2020 (Monday) all the accounts will be transferred automatically to the new branches. GOACAN in its letter to the District Collector has pointed out that:- (1) The merger of the bank branches of IOB is announced to customers while the lockdown due to COVID-19 is in force and the notice time given is 15th June which means from 28th May to 14th June is 18 days, however since there are 5 bank holidays there are effectively only 13 working days left for customers to act. It is now known that this merger process was originally intimated to the DM's office in February 2020 when the lockdown due to COVID-19 was not in force. (2) In the past during the merger of branches of other banks in Goa, GOACAN has received many complaints that issues such as, personal intimation like letter by Registered AD, email, whatsapp was not done, enough notice was not given to the Customers to take suitable action, Complaint Book was not provided for customers to register their complaints, a Nodal Grievance Redressal Officer was not notified during the merger process, the facility of the Banking Ombudsmen was not informed to the Customers, future course of pending complaints was not informed etc. (3) As this merger process is happening during the time of the lockdown when many persons are outside Goa and are in the process of returning to the State, it is important that customers who are seafarers, those working overseas and more particularly housewives & senior citizens living in Goa need to be given special attention. While appreciating the efforts of the DMA in getting these important draft Model Bye-laws prepared at a time when the Municipal Councils of Goa are facing a major challenge of managing and handling solid waste, GOACAN has pointed out that the bye-laws must be seen and discussed by all stakeholders so that the feedback of objections & suggestions is comprehensive. It may be noted that the DMA had issued a Public Notice on 28th April seeking objections & suggestions to the bye-laws from the general public and the views and comments from all the Municipal Councils in Goa vide letter dated 28/4/2020 to the respective Chief Officers. It may be noted that in the last week, GOACAN had received varied LPG related consumer complaints ranging from refusal of home delivery, faulty weighing scales, delayed home delivery and cancellation of booking without notice, to the recent case of delayed emergency response & refusal to provide a free refill after a full cylinder had to be emptied by the Fire Service officials on a complaint of gas leakage in Taleigao,Tiswadi Taluka. In its letter, GOACAN has pointed out that consumer grievances will keep coming, especially from women & senior citizens during the lock down period and to avoid and to avoid further mental tension, the directives be issued in consultation with the LPG Service Providers (HPGAS, Bharat Gas & Indane) for April, May & June so that they are followed by their respective dealers in the Talukas. The directives need to cover (1) the LPG price for the month which gets declared on the 1st of every month, be informed to the DCSCA Head Office for onward communication to the respective DCSCA Taluka Inspectors. (2) A press note be released on how LPG consumer grievances will be resolved during these three months by the respective LPG service providers and the grievance redressal procedure available at the respective offices of DCSCA Taluka Inspectors. (3) A press note be released on how LPG consumers must respond to cylinder leakage & fire and to whom they need to call in case of emergencies. (4) In case of diversion or misuse of domestic LPG cylinders or overcharging or denial of bill or weighing of cylinder, the officials that need to contacted by consumers for redressal of their grievance. It may be noted that each year World Tuberculosis (TB) Day is observed on March 24 to raise public awareness about the devastating health, social and economic consequences of TB and to step up efforts to end the global TB epidemic. The date marks the day in 1882 when Dr Robert Koch announced that he had discovered the bacterium that causes TB, which opened the way towards diagnosing and curing this disease. TB remains the world’s deadliest infectious killer. Each day, over 4000 people lose their lives to TB and close to 30,000 people fall ill with this preventable and curable disease. At the recently held meeting of the North Goa District TB Forum in Panaji, chaired by Additional Collector Gopal Parsekar it was decided to increase the awareness about how TB is spread as well as share information so as to facilitate nutritional support, linkages with social welfare schemes and the rehabilitation of TB patients. GOACAN has decided to intensify its awareness efforts under its Health & Sanitation Campaign to prevent the spread of TB and support Dr. Manish Gaunekar Chief Medical Officer and the team in the Directorate of Health Services (DHS) in their efforts under the National TB Elimination Programme (NTEP). Naik, regards receipt of a large number of complaints from consumers particularly on 15th March World Consumer Rights Day about the overcharging on MRP of masks, including N95 and hand sanitizers and sought action under the Consumer Protection Act & the Essential Commodities Act. It maybe noted that the Govt. of India issued a notification dated 13th March 2020 declaring these products as 'essential commodities' so that action can be taken under the Essential Commodities Act against those involved in overcharging as well as hoarding of these products. GOACAN has requested the DCSCA to issue an Advisory for Consumers giving details of the essential commodities notification as well as providing information as to where consumers can file complaints on the same in co-ordination with the Directorate of Food & Drugs Administration, Department of Legal Metrology and the Department of Information & Publicity. Keeping in mind the Consumer Protection Act, GOACAN has also requested the DCSCA to issue the necessary directions to the Civil Supplies Inspectors & Sub-Inspectors in charge of the Consumer Affairs Cell at the Taluka level to maintain a Complaint Book and to pro actively record complaints received from consumers about the overcharging on these products. The awareness drive which seeks to remind consumers to Assert their Rights and Assume their Responsibilities when they purchase goods & services will end on 24th December National Consumer Rights Day. The activities during the fortnight will cover the rights of the consumers under the Consumer Protection Act 1986, the Standards of Weights & Measures (Packaged Commodities) Rules 1977, the Food Safety and Standards Act 2006 and the BIS Act 2016. Help other CONSUMERS to be better informed. - Customer Outreach Program (COP) an initiative of BSNL and GOACAN to be launched at Raia in Salcete Taluka - A first of its kind consumer interaction with BSNL officials will take off on Saturday 30th November 2019 in Salcete Taluka which will herald a new chapter in the way consumers address the challenges they face in usage of BSNL services. The Customer Outreach Program (COP) being organised by BSNL and GOACAN is meant to address the day to day problems faced by BSNL consumers as well as fill up the information gaps that exist by which consumers will be able to get better outcomes from the infrastructure as well as the service provider. The decision to launch these programs was taken by the BSNL Principal General Manager Yogesh Chandra Mishra after a series of meetings with GOACAN volunteers and feedback provided by ground level consumer surveys conducted by various Consumer Forums. In preparation for this initiative a meeting with senior officials of the BSNL Goa Telecom District was held in Panaji to brief them on the main features of the Consumer Protection Act 1986, the existing Grievance Redressal Mechanism and the experiences of matters that have come before the Consumer Conciliation Committee of the Department of Civil Supplies & Consumer Affairs. The meeting also covered the need to make BSNL consumers aware of the initiatives to settle grievances through 198 and 1500 of billing and other issues as well as to understand the benefits of the BSNL schemes available for landline, broadband and mobile consumers particularly senior citizens. Another issue covered was to jointly identify various non operative landlines of utility departments like health centres, police stations, village panchayats & post offices among others and work to restore them after addressing the reasons for the same. The first BSNL Customer Outreach Program (COP) will be organised in Raia in Salcete Taluka by the DGM South in collaboration with GOACAN and the Raia Civic and Consumer Forum (RCCF).
