Some good articles appearing in english goan newspapers sometimes escape the 
attention of the goanetters.
It is good news for NRIs that they may shortly get  back their rented 
houses/apartments, if they are needed for their own occupation. Mr. Jose Maria 
Miranda, in an article recently in Herald referred to a  Bill in this regard 
passed by the Goa Assembly which , according to him, was pending for over a 
month for the assent of the Governor. However, there was immediately a denial 
from the I  P Dept that the Bill was pending before the Governor. Mr. Miranda, 
however, clarified that this information was conveyed to him by the NRI 
Commission's Office, which now says that it is still pending with the Revenue 
Dept and that the said information was given to them by the said Dept. itself. 
It is understood that the Bill has not yet been forwarded to the Governor and 
one wonders why the Revenue Dept. is sleeping with the Bill and puts the blame 
on the Governor.
 
Incidentally, Mr. Miranda was a Senior Manager at the NRI Centre of Bank of 
India, Margao

we have stayed umpteen number of times at St Bridget enclave,Vakola, and before 
that at their old premises i.e ROSNI NIWAS, but find it hard to digest the 
allegations by one Annie, we have also stayed in their houses at 
Bangalore,Trivandrum, and even last week at Belgaum, and we find their 
hospitality and rates on the lower side vis a vis hotels, In fact they have 
houses all over the world catering to travellers as witnessed on their web site

We called it 'Belgaumche Ambe'
Whereas some call it Bombil or bombe or Bomboimche ambe

These mangoes usually arrive in Goa mid May and available through out the
monsoon June/July/Aug

Also, seen this variety grown in Goa too
When kids, we remember stoning/stealing these raw mangoes from a bhatkar
compound. Raw mangoes taste sweet (not too much sour like any other raw
mangoes). We often said it is like 'Katlecho' (Coconut).

Decamp with gold ornaments worth Rs 8.5 lakh 

MARGAO, APRIL 26   
Dacoits struck a bungalow at the River Sal Estate at Khareband  last night in a 
big way, decamping with gold ornaments worth Rs 8.5 lakh.
The incident sent shock waves in the posh locality as the dacoits carried out 
the operation in a meticulous manner, by overpowering the lone security man 
guarding the house.
The incident is believed to have occurred between 1 am and 1.30 am when around 
6-8 miscreants came into the compound from behind the bungalow owned by Judy 
Pereira and overpowered the security guard. After he was tied and gagged, the 
miscreants barged inside after breaking the main door.
Once inside, they ransacked the house, apparently in search of the cupboard 
keys as evident by the clothes and other items strewn all over the place. Since 
the miscreants could not lay their hands on the keys, they broke open the 
cupboard drawers, to lay their hands on the booty.
Around 17 gold rings, 18 gold earrings, 15 gold chains, 20 pendants, four gold 
coins, one gold tie pin, one bangle, three bracelets and two children bangles 
were looted by the dacoits.
After completing the operation, the dacoits are believed to have feasted on a 
scotch whisky and are reported to have splashed the liquor on the face of the 
security man before leaving the place.
Colva police said the inmates of the house had gone to the house of their 
relative. The security man is believed to have crawled his way to his relative 
house at Khareband at around 5.30 am before intimating the house owner and the 
police about the police.
The police launched a manhunt for the accused persons after a complaint was 
lodged by Raina Fernandes. A police dog which was pressed into service could 
not provide any clue to the Colva police. 
The Colva police have detained two fruit sellers under Section 41 of the Police 
Act for the purpose of investigations. The security guard Gajanan Shetkar is 
also being interrogated by the police.
The police suspect that the dacoity might be the handiwork of the same gang 
which was found active in the Port Town of Vasco. Police said the miscreants 
were wearing half pants and spoke in Malyalam.
Further investigations are on.

Bill passed in House, guidelines to be issued

PANJIM, MARCH 24  The Goa legislative assembly on Tuesday night, unanimously 
passed a bill  legalizing dhirio or bullfighting in Goa though with provision 
for proper guidelines to prevent cruelty to the animals. The house passed the 
private member’s bill moved by Congress legislator from Curtorim, Reginaldo 
Lourenco, which now gives legislative sanction to the traditional sport of 
bullfighting, which was banned following a directive from the Panjim bench of 
the Bombay High Court about a decade ago. 

The legislative sanction however, comes with a rider. “Proper guidelines will 
have to be issued form time to time, to ensure that cruelty to the animals is 
kept in check,” Lourenco said, referring to the existing tradition of 
bullfighting in certain parts of Tamil Nadu. Intervening in the discussion, 
Speaker Pratapsing Rane wanted to know whether bullfighting would cause harm to 
animals. Reginaldo as well as leader of opposition Manohar Parrikar said that 
there would be proper regulation  to ensure safety of animals involved in the 
sport. 

Reginaldo, contended that he had moved the bill as after some study he had come 
to know that the matter falls in the Concurrent List. Proper guidelines would 
have to be framed to check cruelty to animals involved in the sport. He had 
moved the bill in the last assembly session. In the bill, he had said that 
dhirio has been a traditional sport in Goa for many centuries and that it 
needed to be protected. Stating that authorities have been very strict in 
restricting the sport on the pretect of implementing the Act, he said this had 
led to arrest of several promoters and even spectators. Dhirios need to be 
protected with the mandate that the sport would be organised within the 
framework of guidelines of the state government.

Reginaldo received support from all quarters in the house. Public Works 
Department Minister Churchill Alemao, ridiculed the phrase “cruelty to 
animals.” He said when human beings work as rickshaw pullers, is it not 
cruelty? Going a step further, he said “milking a cow is also cruelty”, which 
lead to laughter in the house.

Aldona MLA Dayanand Narvekar congratulated Reginaldo for having done a lot of 
study before moving the bill. However, Home Minister Ravi Naik’s suggestion to 
refer the bill to the Select Committee evoked strong response from members who 
recommended immediate passing of the bill.Tourism Mickky Pacheco, Urban 
Development Joaquim Alemao,  Victoria Fernandes,  Power Mnister, Alexio 
Sequeira, and others demanded that the bill should be passed today itself. With 
chief minister giving the nod, the bill was passed by voice vote.Former chief 
minister and North Goa Member of Parliament Francisco Sardinha had also 
introduced a bill in the Lok Sabha in February this year, seeking to legalise 
bullfighting in Goa, which he claimed could help to promote tourism in the 
State.

With elections round the corner, I can't help but think, what will be different
after this election ? From Panchayats to the Parliament, politics is become a
business for scoundrels, a family entrepreneurship, a safe haven for stinking
mafisos,  castiests, extortionists, rapists and murderers. With all the
electronic development we have distastefully been witnesses to the horrifying
acts in  Parliament and the different Vidhan Sabhas over the years, it's been an
utter disgrace to Indian Democracy. 

 

On one hand we boast of our achievements in science and technology and elected
members act like the barbarians of the stone age era, we are eagerly trying to
compete with the rest of the world to fill up space with electronic gadgets but
fail to alleviate poverty and misery from our land. 

 

We claim to be a secular, peaceful, co-existing entourage of diversity when in
fact our own politicians have been conceiving and incubating communal and
sectarian hatred for the sake of votes and power.

 

We claim to be marching well into the 21st century ideologies, but reluctant to
let go of the ideologies of the early centuries, as modern as we might be on the
outside our minds and hearts are still of the ancient era. It's pathetic to
boast of our most ancient civilization, culture and values and act in the most
uncivilized way today, trumpeting about our past that has no relevance to our
behaviour today.

 

More than six decades of Independence, while people all over the world fight for
equality and we in India are fighting to be declared as SC, ST and BC, are we
marching into the 21st century ? Women all over the world have been empowered
but in India women are still burnt, chased around, trashed and disgraced in
public and the perpetrators roam freely supported by the politicians and the
protectors of the law. 

 

Our Parliament and our Vidhan Sabhas have been dustbins for a long time, the
problem is, are we going to let this continue and till the trash in the bins
decompose and spread fatal contagious diseases that will devour our states and
our country as well ?   

 

We most certainly deserves a better lot to be elected members of our parliament
and Vidhan Sabhas.  We should not let personal egos and likings be a deciding
factor. Can we in a critical time like this rise above the boundaries of
political and personal obscenity and decide as a true statesman and the son of
the soil ?

The  word dotor means doctor in Portuguese, as far as I know and doctors are 
supposed to treat and heal .  What I cannot understand is - why is it used with 
reference to lawyers.  Some (repeat some) advocates in Goa are so corrupt 
that that they are the cause of diseases   in a state which is riddled with 
property disputes. Addressing a lawyer as dotor therefore I feel, is a 
misnomer.

Rs 12 lakh diesel missing from Russian ship

MORMUGAO, JAN 21While the Navy, Coast Guard and Coastal Police claim to have 
stepped up surveillance along the State’s coast, diesel worth about Rs 12 lakh 
is believed to have mysteriously disappeared from a ship, contracted to the 
National Institute of Oceanography (NIO).According to sources, a Russian vessel 
R V (Research Vessel) Akabemik Boris Petrov contracted by the NIO came to the 
port on December 20, 2008 and January 5 for refueling diesel.The source further 
informed that on January 11, when the ship was anchored at the East of the 
breakwaters next to the Mooring Dolphins at midnight, about 175 barrels with 
pure diesel were allegedly off-loaded from the ship by four persons with the 
help of the Russian crew.“All the persons traveled in two black motorised 
canoes under some fictitious names, that were not registered either with the 
Fisheries Department or any other department”, the source said.“The barrels 
were brought to the shore in the motorised canoes and were off-loaded opposite 
the Vasco Ice Plant, where they were later transported in a pickup to an 
unknown destination”, the source added.Each barrel contains about 200 litres of 
diesel, priced at about Rs 34 per litre. While one person picked up 100 
barrels, another man took possession of the remaining 75 barrels.It is 
surprising to note that the Mooring Dolphins are at a distance of about 200 mts 
from the port and despite strict patrolling, security agencies failed to nab 
the culprits.“There are about 15 such illegal operators who smuggle scrap, oil

admitted that the ship has been chartered by NCAOR, but ruled out the 
possibility of pilferage of huge quantities of diesel.“The ship was 
decommissioned on December 20, 2008 for repairs and was re-commissioned on 
January 4,” Dr Sudhakar said.“The ship sailed to the Indian Ocean on the night 
of January 9. We have the ship since 2005, except for a break of 7-8 months for 
repairs, but we have never come across such a complaint”, Dr Sudhakar added.

The Goa Su-Raj Party congratulates Shri. Sudesh Kalangutkar in person, and 
the wheel behind this expose, the 'Jai Damodar Association' of Margao headed 
by Shri. Mahesh Naik for having exposed the inner workings of Goa's 
Transport Department through  the booking of  Shri. Ashok Bonsle, the Deputy 
Director of Transport by the Crime Branch, for indulging in  gross 
illegalities and corrupt practices to defraud the government treasury of 
large sums of money over a period of almost 15 years. Goans have always 
known how our government departments work to defraud the public exchequer, 
but this expose gives an insight to the rot that has been set and solidified 
over a long period of time, seemingly making it impossible  to clean up the 
mess which has become terminal.


The Goa Su-Raj Party has always appreciated the consistency and 
determination with which Shri. Mahesh Naik has worked for many years to 
expose the  corrupt inner workings of Goa's Transport Department to the 
point of being hysterical. And the Party is  glad that he has, at last,  hit 
PAY DIRT. The Crime branch is urged to get to the bottom of this issue and 
thoroughly expose not only Shri. Bonsle who is but a pawn in this cheating 
industry,  but others who may be even bigger fishes in this dirty pond, not 
excluding our  successive esteemed elected people's representatives who have 
been in charge of this Department from time to time and who have positively 
helped or favoured to take it to the point of no return.


At this point, the Goa Su-Raj Party asks these two  pertinent questions. 
Why only Shri. Bonsle?.  Why only the Transport Department?  It is a 
well known fact that every single department of the government of Goa stinks 
to high heavens and must be thoroughly investigated, RTI or no RTI, to bring 
to book all those moving wheels and the wheels within wheels, which have 
helped reduce our Golden Goa to the stink that it presently is.  There 
should be no doubt in anyone's mind that Goa can afford the luxury of being 
paved with 'GOLD' if all the illegal tapings and drainages are severed  from 
the main flow of Goa's treasury.


The Goa Su-Raj Party demands that the government of Goa suspends Shri. 
Bonsle from service with immediate effect until the investigation is 
completed so that he may not be able to destroy/hide or camouflage the 
evidence that may crucify him and others like him.

Indians in India  are regrettably undisciplined and generally  have scant 
respect for the rules and law. IT MUST BE SAID:This culture is encouraged by 
the corrupt administration and behaviour of  most of the political class who 
consider themselves like the police above the law.The Mumbai terrorist attack 
has enabled the police to stop the  Candolim Sunburn Festival which was given 
permission with rules to follow ,which in the normal course would have been  
legally followed only on paper. This is also the case with the  10PM and 
extended 12PM deadlines. I went for a Christmas dance and the band continued at 
full volume after 12pm WITH THE CROWD MERRILY SWINGING! When I asked the 
organisers they said nobody bothers us.We are used to go beyond set norms , 
even after 26/11 ,like the  19 yr old biker racing in Bangalore, not stopping 
and running away when challenged by the security forces.He was shot, and the 
reaction of most of the public is to
 blame the authorities for excessive action! 
I may mention here that people told me that they are scared to complain because 
the police/authorities ,to be politically in good books with vested 
interests/powers that be, give out the name of the complainant and there is 
nobody to protect them! What will it take to get the administration 
to change/improve/learn!

 “DIE HARD” AT MUMBAI
  Those who have seen the movie “Die Hard”  have a parallel in modus 
operandi of the terrorists in Mumbai. It is highly unlikely we have the police 
organization depicted, or the professional toughness of the super hero to 
bring  all the terrorists to book. In America Die Hard happens in Hollywood 
studious and generally not in American cities after 9/11. We have to have a  
capable, professional police force with separation and specialization for 
Crime, Law and Order, Computer and Forensics, Investigation and interrogation, 
Negotiations with Kidnappers etc   using modern equipment and sharing in  
internal world wide up to date intelligence. Most importantly, as propounded by 
our Supreme Court, isolated from the political establishment and politics!
 There has to be policy laid down for coordination between various agencies 
like Rapid Action Forces, Emergency Services, Defence Forces, TV and the Media, 
which entails setting up temporary Command Centers and a designated Officer in 
Charge for overall responsibility and coordination at the Site, so there is no 
confusion till all the organizations can function with full capacity. There 
have to be mock drills held from time to time to test out the organization and 
improve/update it. This will entail complete revamp of all the organizations 
from recruitment to training to weeding out the incompetent and 
indoctrinated/suspicious elements. With Sadvis and army officers getting 
polarized, the situation is getting alarmingly complicated and dangerous. With 
the world in recession, and India relatively comfortably placed, there will be 
those who want to use this opportunity to bring India to its knees, rather than 
accelerate to a superpower.
   The Media must report and inform. It is obvious that the terrorists will 
have mobile phones and their headquarters/control centers watching the drama 
unfold. Surely they
must not be informed about the forces that are being brought to bear, where and 
how? It is imperative commandos obtain surprise, and their and other lives are 
not further risked  television channels, one trying to outdo the other with 
crucial leaks and information for TRP ratings in such life and death 
situations! They also keep repeating the same gory details with inane questions 
to different authorities which are many times “not on the same frequency”. 
Surely there must be an official spokesperson for statements that are quoted by 
foreign reporters updating their channels that come out at variance by what we 
are seeing on the various Indian channels! Even in the absence of our special 
forces having such organization  and backup(Remember Kargill where brave ill 
equipped forces did the job), the job was done splendidly!
 
  Since Mumbai is the headquarters of the Western Fleet and its Dockyards 
and other vital Institutions to our  projected sea power are located there, 
navy  now taking on the well organized  and well funded international Sea 
Pirates, I’m afraid these maybe on the hit list next, and will have to be 
doubly protected at all times with heightened security and awareness. With the 
Defense Minister pulling up our naval chief who had the courage to stand up 
against the wrong done in pay parity with civilian counterparts, and now I hear 
permission has to be taken before engaging sea pirates hijacking vessels 
/before even firing in self defence, I wonder what our stone age geriatric  
bosses ( most lacking in moralty and courage) who cannot take tough 
decisions,will come out with!There is no alternative to professionalism and 
good organization with Prevention better than Cure attitude.

the nuns, priests  Christians were being attacked. When I was in Orissa, we 
heard slogans like pehle Issai, pher Kassai - first Christians, then 
Muslims We now have proof of the attrocities by the 
protectors of the Hindu faith - The Saffron Brigade in Uniform - the 
police  forest officers. Must See Pics on www.thecsf.org thanks to 
our co-ordination with various websites. In Mangalore today, the president 
of the National Women's Commission Ms. Giriji Vyas had first hand proof of 
police brutality, where even nuns and women were not spared.
 
In a fresh incident today, George 
Church at Ujire, Karnataka was targeted by miscreants. Fr. Joseph 
Valiaparambil, from Belthangady Bishop's house said that the Christian 
community of Belthangady was deeply hurt and shocked with the incident. The 
altar and statues of churches continue to be desecrated, with the police arrive 
late and taking no action. The Hindu radicals are trying to divide 
Christians into Catholics  Protestants, by saying that the New Life is 
involved. Then why target Catholic Churches or helpless cloistered 
nuns ? And why not complain or take action against those Christian 
fundamentalists, if at all they do exist ! After all it is the BJP in power. 

 
Again today morning a battery 
of Forest Officers and Gujarat police descended on the village of Nandapeda 
near 
Ahwa in the Dangs, Gujarat. They pulled out the doors and the windows, 
pulled out the wooden ballis which support the roof; they pulled out wood from 
the roof of the huts of the villagers. The 
ATS rounded up a few people. Nandapeda is 
the only village with majority Muslim population in the Dangs district, 
considered the poorest district in the whole of India. The Narendra Modi 
government has been pressurizing the 
Muslims to convert to the Hindu religion or face eviction from their 
land. Some residents have moved the 
Gujarat High Court against the government's pressure of converting and changing 
their religion.

At the begining let me tell you that judging is very difficult sometimes. A 
good judge finds it very difficult to judge. So when appointing judges only 
those who have written and directed konkani tiatrs and have acted in tiatrs 
should be appointed as judges. In the tiatr competition there should be seven 
podd'do tiatr and the curtain should be drawn. A tiatr cannot be a natok. Natok 
competition is different. Sometimes for tiatr competition the stage is set only 
once and the different scenes are shown by changing the lights. Moving stage 
should not be allowed as all participants cannot afford to have revolving 
stage. While declaring best prize for script the judges should not be the same 
as that for the tiatr. These should be those who have published konkani books 
in romi lipi. While distributing prizes Kala academy should have the same 
programme as they have for Marathi competitions. I have noticed that the prize 
distribution for konkani tiatr is done more of a formality. Not much of a 
programme .Once when i took part in the competition in 1984 the prize 
distribution was held in an open space. M Boyer was the chief guest. Batawadas 
were distributed and one cold drink. Some one came up and spoke few words and 
prizes were distributed. MBoyer spoke two and half sentences and the programme 
was over. It was not even held in the hall. Few days later Marathi prize 
distribution for competion held in Marathi was held in the AC auditorium on a 
grand scale. There were speakers after speakers speaking on this and that and 
the programme lasted for nearly four to six hours followed by lunch. There were 
dignitories like CM and many renowned invitees.

For a research paper exploring the Fading Art of Goan Gold and Silver Smithy, 
I'm looking for help/suggestions/contacts for the following:   

• List of museums/ trusts/ individuals/ jewellers who may help gain a 
historical perspective in the goan gold and silver smithy from 16th to early 
20th century.

• Old Jewellery houses/ museums/ individuals who may be able to help  document 
the various jewellery styles  techniques prevalent in the said period through 
examination of the relevant pieces that they possess as well as through their 
collection of old pictures  historical texts. 

The intent is to assemble as much visual material as possible of Goan gold  
silver craft traditions that are extant in the various museums, Goan churches, 
aristocratic houses and private collections. 

This also includes photographs/illustrations of the related interest: 
fabrication process, fabrication units, trading process etc.

In essence: besides Museums, am trying to trace people who may want to share 
their private collections for the documentation purposes.

• List  contacts of any surviving craftsmen/jewellers engaged in this trade 
will be especially helpful.

Am also trying to get the contacts of Dr. P. P. Shirodkar, former Director, 
Archives and Archaeology, Government of Goa. If anyone can help with that, I'll 
be really grateful.

Dears,

Let me start with the GBA.
I believe that the GBA was the best thing that happened to Goa after the 
Opinion Poll and the Language Agitation. That Goa needed a very stable yet 
strong,  People Oriented 'Pressure Group' to keep the increasingly 
self-centered governments of the day in check  was never in doubt. It is in 
this direction, to put together a strong apolitically oriented  'pressure 
group' in place, a consolidated move was made in late 1999,  starting it's 
first deliberations at the 'International Center', Dona Paula,  and moving 
off to  'Caritas' in Panjim which ultimately culminated in the formation of 
the Goa Su-Raj Party.  Why? Because it was generally felt that NGOs and 
Pressure Groups cannot and will not survive the pacifications by the powers 
that be which are strong-willed, and funded by self-interest as well as 
unlimited monetary resources, right from the public exchequer. If it was the 
interest of the assembled persons to fight dirty politics, the only answer 
would be to challenge dirty politics with clean politics. That there is no 
bull-fight if horns of the opposing bulls do not lock in that fight was very 
much hinted at. However, that the bull-fights have been stopped in Goa is 
another matter altogether, and does not give the 'carte blanche' to the 
dirty politicos of Goa to prosper  with vigour J


I would be an active part of the GBA if I had attended the Don Bosco's meet 
when it was formed, by virtue of being the General Secretary of the very 
effective and result oriented environmental group called the Goa 
Environmental Action Group. My political face or not, no one can dismiss my 
environmental activism, where, not to boast,  I have 5  successful Public 
Interest Litigations to my name. And therefore, I was genuinely happy to 
offer my maximum support to the GBA as an organization, from the outside, 
because of my dual face, especially not to give the hungry politicos the 
chance to point fingers for their exclusion. Dr. Oscar Rebello is aware of 
this aspect as I had confided in him, privately. But it was a rude shock to 
me on 18th. December at Azad Maidan when, despite my request,  the President 
of the Goa Environmental Action Group was not even acknowledged by his 
presence,  dismissing GEAG as a non-entity by the very person or persons who 
tom-tom'ed of GBA's apolitical stand and at the same time gave the central 
stage to the General Secretary of the UGDP.  I have spent a good number of 
years actively fighting social issues and I knew that not all was right with 
the GBA to start with. That vested interests had already infiltrated  the 
movement was obvious  and it would be only a matter of time before things 
would come to a clash.


It has come to that now, already, to much recriminations and personal 
attacks which Goa could do without to the cheers of the powers that be. An 
unfortunate thing to happen when Goa is going through a most difficult phase 
of vested interest taken over without abandon left, right and center.


Knowing fully well that Goa's problems will not pass away by ignoring active 
political interest, I had personally phoned Dr. Oscar Rebello, a few days 
before the formation of the GBA, infact, on the evening of the 'Press 
Symposium' held at Don Bosco's (the very day that Patricia Pinto was 
arrested for agitating against the cutting of a roadside tree at 
Caranzalem), telling him that he must contest the Panjim seat in the coming 
2007 assembly elections and that it was my acute belief that he will win the 
seat.   It is a different matter altogether that the GBA under Dr. Oscar 
Rebello,  did not even utter a single word in favour of those candidates, 
including myself (who  contesting the Aldona seat), that electing these 
persons  would make a difference to Goa's stinking politics, hiding behind 
the elusive apolitical curtain, much to the happiness of the Goa's dirty 
political vested interests. I am not blaming Dr. Oscar Rebello for this but 
want to expose the GBA's inner machinations of remaining apolitical, which I 
have forthrightly objected from the start.
To me, if we follow or are seen to follow Mahatma Gandhi as the father of 
the nations, then it is right that we follow his wishes when he said WE 
MUST BE THE CHANGE THAT WE WISH TO SEE IN THE WORLD'  [ How's that for a 
CHANGE?? J]


I have done my bit to help the GBA wherever I could to stop at least one 
major environmental
degradation vide hill cutting (of which Patricia Pinto will know),  but 
mostly I have been a silent observer. It pains my heart to come to the 
conclusion that, however much the GBA or whatever remains of it may tout 
tout,  that it is intact and will perform,  the GBA that Goa had put it's 
faith in,  is  lost forever.  That Goa will muster it's strength to put in 
place another  People's Organization is in doubt, but will do better to look 
at the  'CITIZENS' [OF GOA] INITIATIVE' that has shown it's head, as if on 
the burning

Mining below the water table by endlessly pumping our the water from the pits 
... and deep bore wells in industrial estates ... are inextricably linked to 
the sudden drying up of village wells, ponds, tanks and even the bathing ghats 
at the temple of the Earth Goddess Lairaiee at Sirigao or Shirgao on the banks 
of  Assonora river and in the lap of the Shirgao mines. The CNN-IBN team led by 
Bahar Dutt and Tridip Mondal visited Shirigao on 04 May, 2008, just days before 
the annual zatra ...and filmed the dry Dhondd-anchi Tolli. The NEERI team has 
till December, 2008 to submit its report. Good job by Amicus Curae, Adv. Norma 
Alvares.
 
 I hope the HC extends its time to study the impact on water and dust ... the 
adversities peak in April-May each year. A survey during the monsoons will give 
the three mines a rain-washed CLEAN CHIT. The NEERI team will otherwise have to 
depend on secondary data and interviews, not always reliable in a world where 
money equals power.

PANAJI: The high court of Bombay at Goa has appointed the National 
Environmental Engineering Research Institute to examine damage to agriculture 
and water bodies in the village of Shirgao, Bicholim. The cost of the study—Rs 
25 lakh—will be shared by three mining companies. 

Earlier this year, Shirgao villagers had written to the court seeking justice 
against pollution caused by mining and the letter was taken up as a PIL. The 
villagers had pointed out that water bodies and agriculture had been affected 
due to mining, depriving them of their livelihood. The court had issued notices 
to the mining companies and to the government in the matter.A division bench 
comprising justice S A Bobde and justice R C Chavan has asked NEERI to examine 
whether the depletion in well and surface water bodies in the village is due to 
mining operations.

the migrants coming to Goa to earn a living but selling our rights to
these migrants by our politicians in Power is a serious matter,it's

Take the case of Monti-Dongor at Margao where the migrants enjoys all the 
rights of a niz goenkar.Don't
they have the electricity/water connections?Don't they have the
ration/voters identity cards?The chief ministers should be in a better
position to answer these question,that's his voters bank and he is
ready to do anything thing for his voters at monti-dogor.What is the difference 
between those migrant goenkars and we who call ourselves as niz goenkars?I 
personally don't see any difference,on the contrary they stand above us as some 
of our so called niz goenakars
don't even have a voter's identity card.It's a procedure to be followed
for us but for the migrants somebody else does that work,things are
much more easier for them than us.

still we have not learned much from the same and soon Margao will be

Goa Front was formed to fight against the corrupt Congress by the

much but.Listen dear, if I made it ANYONE can. I worked hard and got
where I never dreamed I would. Dont blame me for now enjoying the fruits of
my hard work. I am not Mother Theresa but I do my bit in my own way.
As for the other points in my vision for Goan villages, at least it is
heartfelt, transparent and not corrupt.If you saw what the government spends
on...its a shame. Pubic money to fy fools down to Cannes. Public money to
pay 90 lakhs for Salman to dance at IFFI. . A shame.
There is a ot of wealth in Goa. I am sure if robbers steal my neighbours
safe they will find more gold there than in my house. All they will find are
books, paintings and music collectons. I know people who say they cant
afford me but their bar and food bill ammounts to more than a garment of
mine.
Someone objected to the village having a village pool.
As a person who lives in a village (unlike many of our intelligensia in
Goa), I have seen how we lost the hills we walked on (hence the need to
build a park is the need of the hour). We cannot swim in our river due to
sand dredging and pollutants (hence a pool). The panchayat made a gutter
that leads no where.(instead of leaving a pavement to walk on for the
elderly and children). Children who played on the hills and plucked wild
fruit have no hills any more.
So you tell me, dont we Goans have to make a plan for our villages instead
of the Governemnt carving up Communidade land for some outsiders??
Our villages are fast becoming towns with no planning at all
That is the essence of my article. As a Goan who is a vllager at heart and
has the interest of my village first and all other Goan villages at the same
time, one cannot fault me for my love and passion or Goa

 Monovikas, to give up their time to set that standard
 of education as good as a city in any part of India??
 As for deciding who those wealthy people are that
 will contribute to the garbage compactor, health-care
 center and pharmacy, we can put an X mark on the
 door of these people.

For development or against development, for preservation or against
preservation seems to be the battle cry resounding throughout the length and
breadth of Goa. There also seems to be a competitive cry of 'I Love Goa
more than they', the fact remaining that no one loves Goa more than
themselves and definitely not more  than their immediate need or greed.
Everyone and every state has to be prepared for progress and growth. Nothing
is static,  everything has to move. If there is no movement towards progress
the movement has to be towards degeneration and that seems to be Goa's
crisis now.  The pertinent question being, what kind of progress and what
kind of growth?

Is progress only limited to some people getting the opportunity to amass
huge wealth, or is it limited to big buildings and industries or is progress
merely industrialization. Growth and prosperity have a much wider scope and
meaning   than setting up of few industries and so on. Any progress would
necessarily be counter productive if it is undesirable in the larger context
of the state. Hence Goa's progress necessarily has to be contextualized
geographically, culturally and socio-economically to the needs of the
state.

Thinking that Goa will progress if if it has industries or IT parks  and so
on, it is just being myopic and certainly tends to have more adverse
repercussions than beneficial outcomes. It is an accepted fact that Goans
outside Goa ( in other states in India and abroad) have excelled in almost
all fields of human endeavour be it business, education, science or
technology. It is a fact no one would dispute. Dd to this the fact that
Goans as a community are well accepted and well received anywhere on this
earth and it speaks about their personal and cultural capabilities. Goans
are thus intellectually inferior to none. If so, for the progress of Goa and

Goans the first natural choice should be education. Goa and the Goan youth
deserve the world's best education and Goa becoming the world's Special
Education Zone (SEZ) should be the choice option.

The state government and the central government could invite the world's
best educational centers and universities to set up their centers/branches
in Goa. For world-class infrastructure some of these five star hotels (
there are too many of them in Goa) could be converted into universities and
the facilities therein could be used for lecture halls, research and
conference centers, guest accommodation, faculty accommodation and
international student accommodation. The  best academic talents would visit
Goa to teach the best of international students. Yes, the only condition for
such renowned centers of education to set up their establishment in Goa
should be that 10 per cent  of the seats should  be open to Goan students.
If there are ten such best centers of education in Goa, with each of them
catering to 1000 students ( a modest estimate) then a 100 Goan students will
get the best of world-class education every year. In five years it will be
500 students and in 10 years it will be 1000. Inviting the best educational
institutions in India to set-up their centers in Goa apart. On a modest
estimate 10 per cent  of the total Goan students would get the best of
education. Needless to say in ten years they will man these institutions.
The visitor who come to Goa will not be drug peddlers, black marketers, and
land grabbers but intellectuals, academicians and youth who are seeking
knowledge.

Tourism of a new kind. Providing this population, which will always be
transitory and temporary, with necessary facilities like accommodation and
their day to day needs during their sojourn in Goa will provide employment
to the local community, which will be an added benefit to the youth getting
world class education. When such world -class education is available in the
vicinity it will be but natural that the existing educational institutions
improve and enhance their quality for they would become redundant otherwise.
So a healthy competition would certainly improve the quality of education in
Goa and ultimately the state. The youth especially will greatly benefit from
the competitive high quality education. There will be an overall movement
towards quality education in all areas and at all stages because comparisons
will draw stark reality and when reality strikes one cannot deny with
wordily camouflage the need for quality and excellence.

Goa should therefore invite as many universities and as many educational
centers as possible ( the more the better) to set up their organization in
Goa. The present thinking in the higher academic circles is to treat the
possibility of a central university as a threat to the present
establishment. Goans should realize that the greatest threat to its future
is the non-availability of quality education and lack of

With reference to the NRI (Goans) Seminar held on November 6, 2007 as a part of 
your visit to Kuwait in order to evaluate the issues related to the NRIs, we 
are pleased to forward a memorandum various issues raised by those affected:-
 
1-  Indian Degrees (Graduation) conferred on successful students by Indian 
Universities not recognized Internationally to avail full benefits.
 
The system of Education in India requires 10 + 2 + 3 to complete the Degree in 
any of the faculties in India (Science/Arts/Commerce etc.).  As per the 
International criteria a student complete four years of  graduation course to 
obtain a Degree.  As a result of this anomaly students holding Indian 
graduation Degrees are unable to get full benefits of their educational 
qualifications due to non recognition of International Educational 
requirements.  Therefore it is pertinent to find ways and means to be match the 
International standards.
 
2-  Goa University Degrees in Engineering:
 
The matter of recognition of Goa University Degrees in Engineering are still 
not being recognized by Kuwait Society of Engineers as of date.  Although it 
was explained to the ordiance present at the seminar that two weeks ago India 
had become a member of Washington Accord as a result of which all Engineering 
Degrees would be  automatically accredited by Society of Engineers worldwide.  
There is no change in the status of recognition.
 
3-  Attestation of Degrees and other documents in Goa:-
 
Please advise who is the authority in Goa who is empowered to attest the 
Educational Degrees and such other related documents, including Driving 
License, so as to guide those in need of such information.
 
4-  ECNR requirements for Domestic and Unskilled Workers:-
 
At present we have a problem in the Middle East where even though Indians found 
employment, job contracts, residence permit etc after having arrived at their 
destination through official means. We are unable to understand why the Indian 
Missions abroad refuses to process the applications for ECNR for subsequent 
visits before the completion of three years continuous stay in that country.  
Why should a national be penalized despite having left the country without any 
hassles and having all the requirements in hand.This situation should 
be taken up with the concerned authorities so as to ease the burden of such 
destitute persons.
 
 
5-  Registration of Births in India of Children born in Kuwait/Middle East:-
 
Those NRI Goans who want to register the Birth of their children in Goa are not 
entertained by the concerned authorities. The reasons for this are not 
explained either.  The registration process may be simplified and advised so 
that we can guide the Community with the formalities to be complied.
 
6-  Non availability of Birth records in Goa:-
 
Whenever NRI Goans need their Birth records and the Registrar of Births is 
approached they are unable to trace the records due to improper maintenance of 
such important records.  Since these records are of vital importance please 
look into this matter to find a suitable solution.
 
7-  Protection of the properties of NRIs affected by the Tenancy Laws:-
 
What are the relief benefits for NRI Goans whose properties are subject to 
Tenancy Laws and what are the ways and means that are available for protection 
of their ownership Rights.  Many of the NRIs here are eager to know how to 
protect their ownership Rights against Agricultural Tenancy, Residential 
Tenancy, occupation of Evacuee Properties/Houses, Commercial (Shops/offices) 
Tenancy/Lease, etc.  The proposed Bill/Law, for Summary Trial of cases, is a 
welcome proposal, but how is it going to afford relief to those NRI’s whose 
properties are held under the Protection from Eviction of Tenants, Evacuees, 
Leases, etc.  It is requested to provide the provisions under which NRIs can 
seek protection of their Rights in each of the said cases.
 
8-  Domicile waiver:-
 
Students who  pursue their studies in Goa after passing out STD X in the Middle 
Eastern countries, do not fulfill the Domicile requirement which is of five 
years thereby disqualifying them from seeking admission in professional courses 
(Medical/Engineering/ITI etc.).  Therefore, it would be  in the interest of
NRI Goans to waive or lower it to a maximum of two years.

In his message, the opposition leader Manohar Parrikar has extended his warm
greetings to the people of Goa on the occasion

Panaji, Nov 7 Diwali, the festival
of lights, will be celebrated in the state with the rest of the country
tomorrow with traditional joy and fervour. 
The unique Goan tradition of displaying the effigies of the demon
Narkasur on the Diwali eve and burning the same at dawn next day was however
affected by the incessant rains which began in the afternoon.  Earlier in the 
day, the people thronged the
market as well as shops around the city buying gift items, sweets and cloths
for the festival. The partial hike in the prices of commodities did not dampen
the festive spirit.


This year, Laxmipujan, which
signifies obeisance to the goddess of prosperity, will be held on November 9.
Laxmipujan is celebrated by businessmen/entrepreneurs in their shops, offices
and industrial units as well as devotees. 
The Diwali festival also includes Bhaubeej, witnessing the sisters
paying respect to their brothers.  The
Governor, Mr S C Jamir, extending warm greetings to the people of Goa on the 
occasion of Diwali, said, “I expect everyone,
irrespective of caste, creed and religion to participate in the celebrations of
this unique festival with renewed enthusiasm and spiritual fervour, greater
co-operation and friendship.”


“The joyous celebrations of this
festival are intended to eliminate all evil vices from our minds like
ignorance, superstition, selfishness, arrogance, jealousy, hatred, animosity,
etc, and to illuminate and enlighten our minds, bodies and souls with the
fragrance of universal love, goodwill, friendship, brotherhood, co-operation,
mutual understanding, mutual trust, righteousness and virtues, in order to make
our life more happy and meaningful,” he added.

Panaji, Nov 7 Un-seasonal rains
accompanied by lightning and thunder played havoc in the state on the eve of
Diwali, uprooting trees, disrupting power supply for nearly four hours and
causing traffic jams in various parts of the state particularly due to
flooding.  The rains dampened the spirit
of the people ahead of burning of effigies of Narkasur and Diwali celebrations.
Prior to the rains, lightning and thunder, darkness prevailed in most part of
the state prompting last-minute buyers among the people to return to their
homes to escape being caught in the rains. The rainfall was around 1.5 inches.  
The Chief Secretary, Mr J P Singh informed
‘The Navhind Times’ that there were no reports of any damage and that he was
waiting for reports from the collectors. He said that power supply has been
disrupted due to thunderstorm.

 Goa district, Mr Swapnil Naik said that there were reports of tree
uprooting and falling of trees on power lines etc. He also said that no report
of damage to any property or life has been received so far, adding that
waterlogging near the bus stand caused traffic jam.  The chief electrical 
engineer, Mr Nirmal
Braganza informed that lightning was the cause of conductors snapping at
various places. He said that power supply to Panaji would be partly restored
from Ponda station in due course of time.

Hi  Fred,

I believe God is a Goan. Its just a belief.

Mahesh Vengurlekar was gheraoed by his students in Goa and asked to resign.

That's not the case with me at Florida Tech where I have just won the Best 
Faculty Award as well as the ourstanding course award from the American 
Society of Engineering for my course in Engineerng Entrepreneurship.


There is a difference and I am eagerly looking forward to spending my 
sabbatical at Padre Conceicao College of Engineering of Goa University !

Hi Stephen,

You said Parrikar is a good CM, then what he has to do with party if at all

he's a good CM.

SGF is a regional party and has formed only due to internal fights 
conflicts between SGF chief and some congressman. while on other hand BJP
is
National party and has spread its roots in entire nation. SGF itself is a 2

(or may be 3 in future) member party in Goa assembly which has got no clear

agenda and i doubt whether it will survive next 5 years as a party( coz
chances of merging it with other party are very high).

Anyways parties are just the tools for contesting elections, and for that
matter elections can be contested independently and won, take the example
of
2 independent MLA's who won in recent elections with a good margin.

Now giving good governance depends on person, and Parrikar is the lone
person who can do so atleast in Goa.

Changing parties doesn't change the attitude and behaviour of the person,
coz moserrate, madkaikar, dhavalikar, kamat have changed their parties and
from those some have changes parties like clothes, every elections, but
that
hasn't changed them, they are still the same person with same attitude(some

dont even have that).

Even If Mr. Parrikar joins any other party, his way of working the govt.
will remain same, he's capable leader and handles the situation much better

then anyone else in 40 member house. But the question in such situation
will
be, whether the other MLA's in that other particular party will support Mr.

Parrikar in his good givings to Goa or not.

The party in which Mr. Parrikar is, is the most stable party among all
parties in Goa with no internal conflicts like Congress. Taking that into
account Parrikar can serve Goa well rather than joining other parties.

And lastly it will also take some time for Mr.Parrikar to settle down if
incase he joins other party, to get familiar with those circumstances and
with the nature of their MLA's.

Lastly, if you aware, just have a walk to Mr. Parrikar's constituency and
see. You'll see more Goans in his constituency then other Urban cities in
Goa..example. Vasco, Margao, Ponda which are highly populated with
Non-Goans. And for that matter non-BJP constituencies are the one which are

mostly crowded with Non-Goans.

and you being the major supporter of BJP from the only goanetter who writes on 
regular basis, I hope you will see to it that BJP rules with an Iron Fist, 
punishing all the culprits, whether from Congress, or from BJP itself.

upliftment of Goans especially the minorities, whereby the minorities who have 
moved to gulf and other places can safely come back knowing fully well that

Dear Friends,

We write this letter to request you to sign a petition to the Governor of 
Gujarat condemning the recent events at the Maharaja Sayajirao University of 
Baroda. A group of people with affiliations to Hindu supremacist groups 
barged into the Fine Arts campus, disrupted the examination and abused and 
threatened students and faculty members. A student was arrested for 
offending religious sentiments, and the Dean of the Faculty was suspended. 
Such attempts to stifle by force the rights to free speech and expression of 
individuals, and to impose on society in general the narrow perceptions of 
certain sections regarding what is permissible and what is not, constitute a 
serious threat to political, intellectual, and artistic freedoms in India. 
These attacks are especially worrisome since it points to a nexus between 
members of the Hindu nationalist BJP, who carried out the attack, the 
police, and the top levels of the University administration including its 
Vice Chancellor Manoj Soni.

The details of the incident are as follows. On 9th May 2007, students of the 
Fine Arts Faculty had put up their installations around the Faculty campus 
as part of their annual internal examination/display. The Fine Arts Faculty 
is one of the best-known institutions within the M. S. University. The 
Faculty has also nurtured many renowned artists and it is here that the 
famous Baroda School of Art developed.


That afternoon, Vadodara-based BJP leader Niraj Jain (accused for the 2002 
Gujarat carnage by Concerned Citizens Tribunal - Gujarat), stormed into the 
Faculty premises, accompanied by local police and some accomplices. They 
manhandled Chandramohan, a final year MA student (and recipient of the 
Gujarat Lalit Kala Academy Award, 2005-06) who had put up some graphic 
prints. They accused him of offending their religious sentiments, saying 
that he had portrayed the goddess Durga in an obscene way. Dr. Shivji 
Panikkar, the Dean in charge, was also threatened with dire consequences by 
Niraj Jain and his cohorts.


Subsequently, Chandramohan was arrested and charged under sections 153A, 
114, and 295 of the Indian Penal Code for promoting enmity between 
different groups on grounds of religion, race etc, committing acts 
prejudicial to the harmony of the public”. His examination works – which had 
been put up only for the sole purpose of the final examination­were 
apparently offensive to public religious sentiments.
Since no citizen can be charged with Section 153 without the sanction of the 
State or Central government, and since in this case no sanction was sought, 
this was in effect an illegal detention.


The police also refused to register a complaint against Niraj Jain when 
students, teachers and other organizations like PUCL approached them.


On May 10, at Chandramohan's bail hearing, alongwith the VHP and BJP crowds, 
at least 40 priests from the Methodist Church had also joined the cacophony 
of voices against Chandra Mohan.


In the meantime, the University authorities not only refused to support the 
students and the staff but insisted that Professor Shivaji Panikkar, Dean in 
charge of the Faculty (as well as author and editor of Saptamatrka Worship 
and Sculptures, 1997; Twentieth-Century Indian Sculpture, 2002; Towards a 
New Art History: Studies in Indian Art, 2003 among others), apologize to the 
BJP.


On the next day, May 11, the students and staff, denied any other form of 
protest, put up an exhibition focusing on the long history of erotic imagery 
in both Indian and Western art. In response, the Deputy Registrar issued a 
verbal request, followed by a written order, that the exhibition be closed 
down. Dr. Panikkar refused to comply as it was a decision by the students 
and this was their way of lodging a peaceful protest. Later in the day, the 
Pro Vice Chancellor, along with some members of the Syndicate arrived at the 
Faculty and locked up the exhibition. The same night, at 10 p.m. a 
suspension order was pasted on the door of Dr. Panikkar's residence. He has 
been suspended for three months, not only from Deanship, but also as the 
Head of the Art History Department. No reasons were given for the 
suspension.


Chandra Mohan was released on 14th May 2007. The suspension order against 
Dr. Panikkar continues, and fearing attacks and arrest, he has been forced 
to go underground.


Over the last few days, art historians, critics, activists, artists and art 
lovers have launched a nation-wide protest against the Gujarat government's

Heart School) will mark its 75th anniversary since it foundation on August
14th 1932.

This was one of the first schools to be established in  Kenya and founded
by the  Goan Community  Mombasa . It is  thefore appropriate that the Goan
Community, Mombasa, recognizes this important  milestone in its legacy of
its founding contribution of education and development  in Mombasa.

The memories of the days at Goan School stir lots of nostalgia about the
vision, sacrifice, success and friendship in several persons of different
faiths and cultures over a number of generations all over the world

To commemorate this occasion  the Goan Community Mombasa is organising a
reunion of all ex-students, teachers and friends of The Goan School during
the week of 12th to 18th August 2007 in Mombasa . More details will be

Hi Helga,

I completely  agree with what you said.

There are very few resident Goan males on this forum so the absence of 
women from Goa is hardly surprising.

Among the expatriate women, I hope the situation is not as glum as you 
paint it to be. Especially since Goan girls back home in Goa  regularly 
out perform the boys in academics and are now fast catching up in the 
professional fields.

What Aristo said about fish cutlets(h) however is partly true. Most 
girls in Goa(and many in the rest of India) are now proud that they 
don't know to cook I guess because cooking has long been symbolic 
of gender discrimination.

I foresaw this situation a while ago, but never left home for long 
enough to take corrective action. When I spent months outside Goa, it 
was usually on company expense so it really didn't matter.  However, 
when the time came to depart to London I spent weeks with every member 
of the family learning to cook everything I liked.

Instead of being condemned to a life of fast food and microwave meals I 
am  now able to cook Goan and Indian food myself(including fish 
cutlets!). This was unheard of a generation ago. Even more amazing is 
that many friends of mine(Aristo not included!)  have realised the fact 
that if you want to eat good food in the future you are going to have 
to cook it yourself, infact your wife will demand it:)). Many have 
taken cookery courses from professionals for which they have suffered 
alot of ridicule from other boys(boys will be boys!).

However they say he who laughs last

While Aristo has to be content with  Sambar Thalis, Chinese Fast Food 
and McDonalds in Bangalore(until he gets married, he thinks), I am 
going to enjoy a dinner of Mutton Xacuti tonight or maybe a Pork 
Vindalho.

I am very impressed at the daughters of my friends who take posts 
overseas, work for big name companies and are very self assured. At the 
NIO where I spent two weeks there were women everywhere (apparently 
they cant find any guys to do fieldwork!!) and they are working toward 
their doctorates in very interesting fields like paleoclimate, 
molecular biology and biotechnology.

An East Indian with a Portuguese surname and an American passport is an NRI
or an ex NRI? Since Eve was a black woman, are we all now mere ex Non
Resident Africans or do we still stick to our second tier status of Non
Resident Africans? 

Please do not overcomplicate the thread, I am enjoying the kasti and the
breeze in Lisbon and I don't want to go to the garage to prove my point.

Dear ROland,
You always manage to make me laugh, especially when we
bring Carmo into the picture. Throw in his penchant
for his kasti and we have not just a contest for first
place in education but a pending patent for the thong.

I was wondering where my strong response came from and
I think it comes from the fact that my brother is
American, having studied in a US college and is no
lesser a person than any counterpart in India. Add to
that my daughter is American, not to mention a handful
of nieces and nephews.

Which begs the bigger question, who are NRI Goans and
where do our loyalties lie? Perhaps we've reached a
point in our cultural evolution, where we have
parallel identities and dual loyalties. Perhaps this
is a good think for humankind, provided it doesn't
lead to too much dysfunction.

Women resolved to wage a united struggle for gender justice at a meeting held on
14th October at Institute Menezes Braganza Hall, Panjim to mark the 20th
anniversary of Bailancho Saad.

Over 500 women, predominantly from rural areas from all over Goa, articulated
the need to take up issues which aggravated violence against women and resolved
to launch a struggle against alcohol promotion. The meeting further resolved to
encourage and assist women in setting up of women's organisation in every
village.

The Guest speaker, Prof Vibhuti Patel from SNDT Women's University, Mumbai,
complimented Bailancho Saad for playing a leading role in championing the cause
of women, remaining a non funded, non hierarchical, autonomous women's
collective..

Prof Patel who is the Director of the Centre for Post graduate and research as
well as the head of the Department of Economics, highlighted the challenges of
globalisation. .She stated that globalisation has led to an increase in
poverty, unemployment, alcoholism and addiction in men, which in turn has led
to an increase in all kinds of violence against women. She pointed out that
agricultural land, water and our natural resources are being taken away in the
name of privatisation, thus depriving women of their traditional livelihood.The
adverse female to male sex ratio all over the country including Goa is an
indication of the deteriorating status of women she stated

She called upon the women to carry forward the women's struggle, which has got
women their rights and urged them not to fall prey to casteism and communal
politics .She cautioned women not to allow religiosity to be taken over by
religious fundamentalism which propagates hate politics and divides women.

Adv  Swati Kerkar, ex chairperson of Goa State Commission for Women spoke on the
Protection of Women from Domestic Violence Act , 2005. Ms Kerkar stated that
this Act came into force after a long drawn campaign by women's organisation
and appealed to the women to get familiar with the Act and avail of the
protection provided by it .While explaining the salient features of the Act
,she pointed out that Protection officers appointed under this Act will enable
women to get speedy recourse in case of violence.

Ms Auda Viegas, president of Bailancho Ekvott, speaking on Collective
Intervention for Gender Justice stated that there is a need for all women's
organisation to be united to be more effective. She lauded the leading role
played by Bailancho Saad  in taking along different organisations and
collectively fighting for women's rights . She stated that every women's
organisation should be supported by other women's organisation whenever new
initiatives are taken to further the cause of women. She pointed out that new
challenges have emerged like trafficking in this present economic scenario and
we need to counter it together.

Earlier Ms Sabina Martins of Bailancho Saad gave a run down of the
organisation's achievements of the last 20 years. .Ms Martins stated that the
organisation had enabled hundreds of women to get their rights and had launched
various campaigns against domestic violence, rape, alcohol promotion, casinos,
derogatory ads, lopsided development, communalism and casteism etc.The
organisation has also campaigned for effective laws and was instrumental in
getting the Dowry Prohibhition Act extended to Goa besides inputting in the
Domestic violence Act, Goa Children's Act, Review of family laws etc. she
stated .Ms Martins called for an united struggle to make further strides in
gender justice.

The celebration was interspersed with song, dance, skit, and poetry where a
large number of women participated. A quiz was conducted on the various
facilities available for women and prizes distributed fpr correct answers.

Thanks for replying.
Goa Sudharop is not about leadership but about
cooperative effort.  We support various projects in
education, safety, environment etc. that our team in
Goa recommends to us.  We advertise the projects or
needs and then raise money as best we can from
generous donors here.  In this way, we are trying to
build cooperation and support for a better Goa.
No private organization can hope to solve such a big
societal problem as slums.  The primary cause of slums
is poverty and lack of public policy solutions for job
and housing needs of the poor in India.  When poor
people do move to places where there might be
employment, neither their employers or local
authorities do anything to provide them with housing,
services, and infrastructure.   In order to remove
slums, you would have to remove poverty through
large-scale public programs.

That was really an awesome article in the Goanet, on the degradation of Goa.
I would particularly touch upon the menace of emerging slums that you so 
evocatively wrote about. It needs a people's movement to stop this menace, else 
Goa will go the Mumbai way. Let's not wait for the Govt to do something, or 
we'll be waiting till the cows come home. Could Goa Sudharop take the 
initiative?

How intellectually put.  You almost had me there.  I was well anchored on 
the shores of Calangute or was it Anjuna and I did almost climb aboard your 
boat...it was then I remembered I was equipped with sight, hearing and 
awareness of my surroundings that I quickly got off before you set assail.  
Have you heard of corruption, influence and free for all high handedness of 
government that exists in Goa and India as a whole.  What one learns in the 
class room and how we as people put into practice are in India are two 
separate issues and its people have now fallen to the pits of 'if you can't 
beat them then join them'.
You are a criminal lawyer and must surely be good and won't doubt your work 
ethics.  Tell me Jos are you able to understand how these politicians are 
able to get away with amassing wealth that is over and above their known 
source of income or have they been constitutionally exempted from criminal 
proceedings for such acts.  Do you think the politicians are doing us a 
favour governing us that gives them the right to steal?  Have you heard of 
lawyers play with their opponents to extend their pay cheque or should I say 
double dipping.  I wonder why cases continue to pile up in courts.
You know what Jos you are a human being too and faced with such predicament 
you too would join hands with such people and take matters in their own 
hands.  But you and I are not in that situation so you and I can not 
understand the plight of such acts.  But lest we forget we the people pick 
from amongst ourselves a public member to represent us and it is only us the 
people that can take action if not properly represented.  Every action has 
its own consequences.
What you say is and can only be practiced in a perfect society.

Remo inspires Vascokars for a clean and green environment

The presence of international pop star Remo in Vasco to release the theme music 
video as part of the campaign ‘Vasco let’s go green’ aimed at a clean and green 
environment made a great impact on the citizens who were present in large 
numbers. Remo earlier planted a tree sapling at the Municipal square in the 
presence of the Chief Officer Elvis Gomes, Chairperson of MMC Shri Sharad 
Chopdekar, Shri Sanjay Shetye of Vinsan Graphics production and several 
councilors and citizens. The Municipal Square was packed with citizens and 
school children who were awaiting the arrival of the pop star to their city 
after a gap of almost two decades for a public function.

The formal function for the launch of the music video was held  at the 
Vidyadhiraj Math Hall opposite State Bank of India. The hall was packed with 
citizens from all walks of life and a good number of school students much 
before the arrival of the Chief Guest. After the end of the function school 
students and citizens were seen clamouring to obtain autographs of the pop 
star. He obliged them all patiently and later also was kind enough to pose for 
photographs with several of his fans in-groups and individually.

Addressing the packed gathering Remo complimented the MMC for the unique 
campaign undertaken with the help of a professional agency Vinsan Graphics 
production for a clean and green environment in the Port city. He was however 
visibly annoyed at the presence of only 4 councilors at the tree-planting venue 
when the total strength of the MMC is 20 councilors. He minced no words in his 
lively address to express his displeasure openly on this attitude displayed by 
the elected ward members. The jam packed audience responded enthusiastically to 
his address. To save the day for the Councilors, the position was however later 
clarified by the compere Dyannesh Moghe of Vinsan Graphics Production,  on the 
request of the Chairperson that there were around 15 councilors present in the 
hall attending the function. 

While thanking the organisers for inviting him to launch the music video he 
said though his professional commitments keeps him on a tight schedule and has 
no spare  time to be part of any committees, he however assured his full 
support to the MMC Vasco for any such public cause.  He was happy to see the 
presence of a large number of students who attended the function together with 
the citizens of Vasco showing their concern for a green environment.

Dr. Manoj Borkar, Founder and Chairman of he Goa Biodiversity Research Centre 
presided over the function and in his addressed called upon the citizens to 
generate less waste, which will control the garbage problem. He observed that 
an ordinary citizen can do extraordinary things with respect to the 
preservation and protection of the environment. Fr. Jose Antonio D’Costa parish 
priest St. Andrew’s parish was a special invitee and addressed the gathering. 

The music video a jingle of 3 minutes duration is shot by State Award winning 
Film director (konkani film Kanteantlem Ful) Dyanesh Moghe with music score by 
Dr. Vijayan Almeida. The jingle features some prominent citizens of Vasco 
besides the two seating MLAs as well as few former Chairpersons of the MMC. It 
will be telecast on the local news video channels to give the campaign a boost 
and to solicit public support for the campaign. 

‘Vasco let’s go green’ is an ambitious campaign set up by the MMC for a green 
and clean environment in the jurisdiction of the MMC. This concept is the brain 
child of the dynamic Chief Officer Shri Elvis Gomes, who with his grit and 
determination has set up a task to bring about a positive change to the city 
which is plagued with the problem of air pollution and depleting green cover. 
Speaking to this writer, he expressed his happiness that the first phase of the 
campaign has been successful in generating tremendous awareness. The awareness 
he said has percolated down  among the citizens and specially the student 
community and he is confident that at the end of the 6 month period, it will 
change the mindset and attitude of the citizens. This he said will bring in the 
desired change in the human behaviour. For the first time the MMC has engaged 
the services of a professional advertisement agency to undertake the campaign 
systematically spreading over a period 6 months. 

The professional agency has successfully completed the first phase of the 
campaign which started on 5th June 2006 (World Environment day). With launching

In response to the calls/requests on the subject incident, a delegation 
visited Mr. R. K. Dewat, Manager - Indian Airlines, to voice the woes of the 
Goan Community.  Mr. Dewat gave a sympathetic ear to the issue besides other 
issues regarding the baggage and service in the air.  Mr. Dewat explained as 
follows:-

1- At the very onset he tendered sincere apologies on behalf of Indian 
Airlines wherein he has put in over 30 years of service and has been always 
considerate to the welfare of the passengers (pax) throughout his career.  
It was pointed out that the stray incidents that occurred were beyond the 
control of the ground staff.   Due to inclement weather conditions at that 
point in time, and due to operational reasons and safety of the pax, the Air 
Command requested for extra fuel to be loaded on the aircraft.  This 
resulted in last moment restrictions on baggage and / or pax off-load. The 
Airlines, in such circumstances, usually off-load cargo or baggage but do 
not deny passengers their right to travel on that flight as it would put 
them and their families to a lot of inconvenience and anxiety.  It was 
brought to his notice that such incidents also occurred in the past.  He has 
assured that, in the future, all such incidents will be avoided at all costs 
now that they have more aircrafts at their disposal.

2- With regards to inflight service, he promised to take up the matter with 
the appropriate authorities and assured improvement in the near future.

3- With regards to the flight schedule,  he informed that it is his active 
consideration to introduce a third flight on a convenient day and time.

4- With regards to the baggage allowance it has been explained that they are 
forced to restrict the baggage when the pax load is high and that during 
lean season they are lenient with the baggage allowing the pax to take in 
excess.  He stated that the Airport staff has been given the instructions to 
be lenient to the destitute Pax.

5- As regards fares too, it is not that the fares have gone up but due to 
the unprecedented rise in oil prices, the taxes have increases as is the 
case with all Airlines.

6- Attention was drawn to the free shipment of human remains on humanitarian 
grounds.

Mr. Dewat assured his full support and cooperation at all times and 
requested to bear with him on the incidents that occurred which were beyond 
his control.
