Dear Mam,

I understand  appreciate the depth of thought process and inputs put behind
this question about use of words *Indian* or *Indic*. I'm very much
convinced since all the languages we are considering belong to different
classes and categories, geographically and origin wise too, and needs to be
labeled under a common name!

But if we consider the label Indian languages, which specifies the origin
and use of the same in India, there are many languages which are
predominantly used not only in India but also in the other surrounding
counties eg. Bangla (Indic Language, Indo-Aryan) which is used in India,
Bangladesh  Burma.
And many other Dravidian Languages which are thought to be specifically
South Indian languages are used in neighboring eastern countries like
Pakistan too.

This question will arise every time when we have to specify Indian
Language or Indic Languages for any given reason.

How about the combination of names of both different language families so
that the language set wont be distributed with respect to the current
territorial boundaries but with regards to their origin and a proper
classification depending upon the origin/birth. viz *Indic - Dravidian
Languages*

This was my personal view over the query, you can always correct me if I'm
misleading.

 project  ( *विकिसूक्तिः*) is out of Incubator and is available as an open

 categorised based on the topics with explanations. Also, it contains the
 idioms and phrases, witty puzzles, sayings of great people, Chitrakaavyam
 etc, everything in Samskrit. It is to be noted that all these, in a single
 webpage is not available anywhere else in such an easily available form. We
 have about 1260 pages under various categories, for a ready review at *sa.
 wikiquote.org*

Hello, Niraj.

To clarify, Wikimedia India, and indeed any other group or individual
Wikimedian in India, _is_ eligible for funding from the Wikimedia
Foundation, via 3 different grant programs, described here:
http://meta.wikimedia.org/wiki/Grants:Start

There exists a fourth funding model which offers less restricted funds to
affiliated entities that meet other, more stringent, eligibility standards,
called the Funds Dissemination Committee (FDC) process.  You can read all
about it at the FDC portal[1], and specifically about the eligibility
criteria for the FDC[2].  At the moment, Wikimedia India does not meet all
of the criteria.  It is likely that it _will_ by the next round of funding
(not the one currently underway), later this year.

So no one has withdrawn financial support from India at all.

Indeed, Wikimedia India has lately been discussing with the Foundation its
intent to submit two new grant proposals to the Wikimedia Grants Program
(that I manage), and I personally encouraged them to do so.

I encourage you (and anyone reading this) to read the information pages on
WMF's various funding models, starting with the link above.

Yes, outreach programs at schools has always been on our agenda. I know
Shushant has passion for it. We are celebrating Gujarati Wikisource's first
anniversary very soon (official announcement will be sent out), which has
been planned at an  educational institute.

We, as a community, have discussed this path a few times in our monthly web
meetings that I hold every first Sunday of month. We'll discuss it within
community once again and get back to you off the list, keeping interested
parties in loop.

Interestingly - People are so sensitive over these words.

I was casual while using those for 'Spoken Wikipedia for Indic Languages'
and request for participation was sent to all mailing lists.
There was debate about Indic vs Indian vs Dravidian on same Mailing list
about usage.

And strong resistance was shown by other mailing lists privately, and
surprisingly on open mailing lists people were open to Use 'F' word and
censored criticism - I was unaware of such strong issues. Its always good
to respect sentiments over language grouping name.

After many mails, As of now Project name is 'Spoken Wikipedia for Indian
Languageshttp://en.wikipedia.org/wiki/Wikipedia:WikiProject_Spoken_Wikipedia/Indic_Languages'
but it will be interesting to know Indic/Indian/Dravidian usage to cover
broader languages.

It might be useful to use Asian Languages term to cover major languages.

 users in Kolkata that the majority of Bangla wiki editors are from
 Bangladesh. This was a casual remark and needs to be borne out by an actual
 survey. It would be an interesting challenge to confront this problem
 rather than avoid it.



 Here’s a brief note on the Indic/Indian question:



 *Indic:* a theoretical concept used to *refer to common characteristics*of 
 the languages falling in the family of languages native to India. Most
 often the term 'Indic' means ''of Indian origin. This usage is in line
 with the assumptions of classical philology that Indian languages and
 customs share a common root and origin. Such assumptions have either 
 been*challenged for their overwhelming homogeneity
 * or have become* theoretically less and less useful* over the years in
 understanding the growth of Indian culture and society. At any rate, Indic
 in contemporary theoretical usage refers to ancient and medieval historical
 texts and languages of the Indian subcontinent and has an archaic ring to
 it.

 *Indian Languages:* a term referring to all the languages which are in
 use in India. Unlike the previous term, it doesn’t contain any hidden
 theoretical or ideological assumptions and may be used to refer neutrally
 to languages which have been in India for a considerable amount of time.
 This usage may be more appropriate to Wikipedia’s NPOV position.

 Eg., While there can be debate about whether Urdu is an Indic language,
 there can be no controversy in stating that Urdu is an Indian language.
 While Nepali and Sinhalese are definitely Indic languages owing to their
 linguistic genealogy, we may choose to, or not choose to, term them as
 Indian languages based on the geographical and political context we’re
 referring to. [Here, I would strongly recommend using the term South Asian
 languages - this usage is common in defining a disciplinary domain as well,
 such as South Asian Studies. Famous university departments such as the SALC
 at the University of Chicago explicitly use the term South Asian Languages
 (and Civilizations, but that is another story).] By the way, South Indian
 languages are technically speaking not 'Indic' at all, since they belong to
 the Dravidian language family. We can't also forget that it is three South
 Indian languages - Kannada, Tamil, Telugu - that are regarded as classical
 languages in India.


 Although there’s no clarity on exact usage of the terms, there’s a general
 consensus about using Indic to refer to ancient and medieval texts. For
 example, see,

We have done outreach sessions at Ahmedabad, Rajkot etc. Also done one
essay writing competition for student and in that there were 300
participation. and the most important thing is that the growth rate of
Gujarati WIkipedia is 150% that is due to dedicated efforts of whole
community.

As Dhavalbhai said we, as a community, have discussed this path a few times
in our monthly web meetings so now we are growing with the sincere
dedication of all community members.

 We have done outreach sessions at Ahmedabad, Rajkot etc. Also done one
 essay writing competition for student and in that there were 300
 participation. and the most important thing is that the growth rate of
 Gujarati WIkipedia is 150% that is due to dedicated efforts of whole
 community.

 This is good Harsh, we should ensure that the momentum continues and do
not hesitate to demand support from the A2K team. Thank you very much for

 Yes, outreach programs at schools has always been on our agenda. I know
 Shushant has passion for it. We are celebrating Gujarati Wikisource's first
 anniversary very soon (official announcement will be sent out), which has
 been planned at an  educational institute.

 Yay! We should make the Wikisource Anniversary celebration big. Kudos to
Sushant!! We could plan this off the list.

 We, as a community, have discussed this path a few times in our monthly

to clarify, the 2lakh that you are referring to was made as a grant to the
Centre for Internet and Society, an independent organisation working out of
Delhi.

The Wikimedia Chapter (India) is independent society registered in India,
under the Karnataka Societies Act. It is a Non-Profit entity comprising of
volunteers. We rely on donations to run the Chapter.

I hope this clears it out.

It will be unfair to call it cheating, however -

1)Chapter is having 1.5 Lack+ Rupees in existing account.

2)Major Chapter Expenses such as Flight Tickets for AGM are covered by CIS.

I am waiting for someone to answer simple query - How much money is
required for next year activities? and Which activities are planned?


Lets have this clarity and transparency, so together we can make sure India
Chapter is also strong (financially) like other Chapters.

facts straight and stop speaking for the chapter.  If you have a question,
you can ask it in the form of a question instead of making unsubstantiated
claims on a public mailing list, which is frankly unproductive since it

I thought you were a Wikipedian but evidwntly you have missed out on an 
important concept called Verifiability. Please substantiate your claim with a 
proper source. 
Also the Annual General Meeting,aka AGM was last held in September 2012 which 
would imply that the next one would be a year later. Where does flight tickets 
for something NINE WHOLE MONTHS AWAY come from?

to all the people in the community. Please let us know what you want
to do. We are here to support you in whatever best way we can. Do not
hesitate to ask for support.

The way you expect clarity and transparency from chapter, chapter also

informal club or group activities, chapter has far more regulatory
compliances. Within that, we do our best to help various events and

And what do you think could be done by that HUGE AMOUNT of 1.5+ Indian
Rupees?

I think chapter has its office in Bangalore and based on my experience, I
know that any property requires paying off few bills, e.g. electricity,
water, property tax, tel/internet (if it has got) and these things are not
so cheap in Today's India as they were in my days of teen (20 years ago).

I don't think this is a simple query Abhishek. Have you seen chapter
website? I'll strongly recomend you visit it. There is a link to Grants
page in navigation menu. If you visit that page, you'll realise that
chapter has funded several activities carried out by communities. Do you
think will it be possible for chapter to tell you today that how many grant
requests it is going to get this year? How much ammount will it be
requested from various communities? Or do you suggest chapter decide a
figure today and put a cap on grants and other expenses once that amount is
used?

This is just one example, don't take it as the only expense of chapter.

are organized later on, would the team consider using something like
MeetBot (http://meetbot.debian.net/Manual.html) to keep logs and
post them ? IRC is very non-inclusive - either you are online and
participating or, you aren't. Posting the logs to a list/page provides
an opportunity to participate for those who couldn't make it.

Abhishek,  where are you getting these ideas from? As our Secretary
stated, please stop speaking for us. Substantiate your claim that CIS
is funding us. The Chapter is financially accountable to it's MEMBERS,
and will put up all Grants, and other details in public. Running a
society in India has a thousand formalities with various Government
departments.

 I don't think this is a simple query Abhishek. Have you seen chapter
 website? I'll strongly recomend you visit it. There is a link to Grants
 page in navigation menu. If you visit that page, you'll realise that
 chapter has funded several activities carried out by communities. Do you
 think will it be possible for chapter to tell you today that how many
 grant
 requests it is going to get this year? How much ammount will it be
 requested from various communities? Or do you suggest chapter decide a
 figure today and put a cap on grants and other expenses once that amount
 is
 used?

 This is just one example, don't take it as the only expense of chapter.

 
 
  Lets have this clarity and transparency, so together we can make sure

Thank you. As you'll note, these are the raw logs (probably off an IRC
client). MeetBot uses a syntax that allows you to take notes, assign
actions and so forth.

I would rather give the last word to Theo. He is closely involved with the 
India chapter, he is the figurehead of the Indian community, he ran for many 
kind of board positions everywhere and ALMOST WON but totally lost and he has 
worked with the Wiki Foundation for YEARS - although mostly unpaid apart from 
that one well paid job with them in the beautiful city of San Fransico for a 
few months, and he did tell me he was in the process of negotiating something 
for himself in India (or was it Brazil? or both?) when I last checked. To be 
fair, I don't think anything has worked out for him, dunno why.


Theo where do all these flight tickets come from? Why is the chapter sitting on 
so much money? How is CIS doing BAD STUFF here? Who is good and who is BAD? 
Etc. Very difficult to level baseless accusations and create noise without 
clear direction. Thank you.

important concept called Verifiability. Please substantiate your claim with a

Also the Annual General Meeting,aka AGM was last held in September 2012 which

 open to all for discussions. You will find these details in the
 upcoming requests. Asaf has already indicated the same on the list.
 
 If you have any activities planned, please let us know. We will plan
 the resources accordingly (budgets, people etc) Same request also goes
 to all the people in the community. Please let us know what you want
 to do. We are here to support you in whatever best way we can. Do not
 hesitate to ask for support.

 voluntarily- just like community does. If community shows trust and
 confidence in the chapter, it will become strong and in turn community

Please take a breath, and rethink why you are on this mailing list of the
Wikimedia India Community.

If you don't want to be part of the community, please unsubscribe. If your
intention is to offend others, please unsubscribe, because you are not
being helpful. If your intention is to discuss, and not act, please leave;
you are not being helpful. Put your feet where your mouth is so to speak.

It saves you and the subscribers a lot of headaches.
