[Wikimediaindia-l] Chapter Update : November-2011 Community Email

Secretary Election

Naveen Francis is elected as Secretary, following the resignation of Gautam
John.
 Outreach and Wiki Acadamies

14 people participated in Wiki Academy organised as part of Tathva at NIT
Calicut on Sep 24, 2011. The attendance was less than expected, as there
were several parallel sessions happening at the same time. Arjuna Rao
Chavala welcomed the participants and provided a overview of Wikipedia and
Wikimedia Chapter. Netha and Viswam covered wikipedia literacy and
essentials. Manoj and Abhishek helped the participants during hands on
session. Pranav Ashok, 3rd year CS student at NIT-Calicut ably took care of
the logistics and organisation of the event. Full

There have been several enquiries for conducting similar events from
different parts of the country following active promotion Wikipedia
Academies through various social media. Chapter is following up with the
proposers to firm up the schedules. Readers are requested to volunteer in
identifying additional co-hosts for Wiki Academies and help in conducting
the same.

Thanks Arjuna Rao Chavala, Abhishek, Manoj K Mohan, Netha Hussain and
Viswanathan Prabhakaran for organizing the Wiki Academy @ NIT Calicut.
First IRC Session

Chapter organised the first IRC session with community on Oct 29. The
discussion focused on organising Wiki Academies across India in the coming

City and Language SIG

Chapter would like to have strong City and Language SIG. Currently very few
members have identified themselves with a city/ language SIG by
participating in the voting process for Chairpersons. All the active people
on City and Language SIG are requested to conduct few events and take up
membership drive to strengthen the groups.

[Wikimediaindia-l] Wikimedia India Chapter November report 2011.

Dear Wikimedia community,

The highlights of the month of November for the Wikimedia Chapter (India)
are provided below:
 Administrative matters Membership

The Chapter membership stands at 185 as of 30 November 2011. This is nearly
double the number of members we had two months ago. The Chapter saw an
increase of 72 members who applied for spot membership at WikiConference
2011 organized last month in Mumbai.
 Donations

Dr Amit Keshri became the first person to donate to our Chapter. We express
our sincere thanks to Dr Keshri and others for their generous contributions
towards the young chapter.
Total donations received in Nov 2011 - INR 3601.
Average donations in Nov 2011 - INR 900.25.
 FCRA

We have applied for FCRA prior permission under the Foreign Contribution
(Regulation) Act with the Government of India on 5 November 2011 to be able
to receive funds

Wikimedia Foundation. The expected time for processing is 3 to 4
months.

New organizations like ours can receive foreign contributions after seeking
project based prior permission from the Ministry of Home Affairs. We are
seeking permission so as to receive the grant amount allotted to us by the
Wikimedia Foundation in the United States

Another alternative is to apply for FCRA registration, which will
facilitate the receipt of foreign contributions. However, such permissions
are only granted to organizations with a proven track record of function in
their chosen field of work for a period of three years.
 Wiki Conference India 2011

The first Annual India WikiConference 2011 [1] was organized in Mumbai on
18-20 November 2011 at the University of Mumbai. The conference was jointly
hosted by the Wikimedia community in Mumbai and the chapter, along with
scores of volunteers from around the country. This was the first time that
the Indian Wikimedia community has come together to participate at a
national level to organize a conference at this scale.[2] The conference
organizing team was lead by Pranav Curumsey (Chair), Pradeep Mohandas
(Treasurer) and Moksh Juneja (Secretary).[3]

Jimmy Wales, the founder of Wikipedia, inaugurated the conference by
delivering a keynote on "Community Building: The Wiki Way in India". He
also said that this event was probably one of the largest Wikimedia events
in the world. Approximately 700 delegates from all over the country
attended the three day national conference. Full and partial scholarships
were given to 98 awardees out of 7070 applicants. MOre than 50
sessions[4]focused on community building, improving quality of
articles, Mediawiki,
establishing partnerships, Wikipedia India Education Program and sharing of
experiences and best practices. Some of the invited speakers included
Professor Krishna Kumar, Anand Kumar and Arnab Goswami. The state of Indic
Wikiprojects track showcased the current state of each Wikimedian community
in India. The conference also received very impressive and enthusiastic
coverage from the national and international media.[5]

As a part of the Chapter track, an overview[6] was presented by President
Arjuna Rao Chavala. The "Noteworthy Wikimedian Recognition" ceremony[7] was
anchored by Arun Ramarathnam, member of the executive committee which
honored several Wikimedians across different Wikiprojects pertinent to
India.[8]

Images and presentations from the conference have been uploaded to the
Wikimedia Commons[9].

Chapter thanks the organizing team for doing a phenomenal job for making
this event successful, and to to all the chapter members and volunteers
spread across the country who contributed so much of their time and effort.
Chapter also thanks Wikimedia Foundation and all other sponsors for their
support and cooperation.
 City and Language SIG

With the objective of increasing the engagement of  members of the chapter
actively in various initiatives that would align to their interests and
passions, the Executive Committee (EC) has come up with focused Task Forces
for coordinating and driving various  chapter activities.

There are two types of Task Forces -  Project Task Forces and Operations
Task Forces. The Project Task Forces are focused on growing Wikimedia
projects. The Operations Task Forces are critical functions to enable the
Project Task Forces and the Chapter in growing the movement.

enable planning and execution.

Call for member participation

We encourage every member of the chapter to volunteer for a Project and/or
 a  Operations Task Force based on his/her interests. This would allow
members to actively participate in chapter activities and strengthen the
various projects and functions. The Task Forces also allow for creating a
leadership pipeline for the chapter EC.

Please review the scope of activities of the various Task Forces by
following the hyperlinks against the names of the task force (above)  on
 the members wiki  and use the discussion pages for seeking clarifications.
You can also reach the leads of the various Task Forces for any
clarifications.

Please sign up to the various Task Forces as per your interest and help in
shaping the chapter initiatives and executing  the same.

they are happy to serve on the Jury, and who I will add on-wiki if and
when they confirm.

As in previous Juries, any Wikimania Foundation Board members may act
as (non-voting) advisors to the Jury if they so choose. I know that
Bishakha Datta and Phoebe Ayers have agreed to take on this role, and
other Board members may join if they wish.

I will serve as a moderator (a neutral non-voting aide to the Jury),
along with another individual who will hopefully confirm that this is
OK with them later today.

Thank you for everyone who contacted me to nominate themselves,
others, or give suggestions; the suggestions were very helpful, and I
hope the resulting Jury will be a success.

To re-iterate my comment in November, I'm sure the whole Wikimedia
community would love to see as many good bids as possible. There are
already a few bids[2] on Meta, but if you or your local community are
thinking about putting one in, you need to get it started and in a
reasonable state by the end of 28 January 2012 at the very latest[3].

Please also consider passing this message on (and translating it!) for
your wiki's community forum for those that don't read these mailing
lists.

[Wikimediaindia-l] Wikimedia India Chapter : December 2011 Report

Greetings from Wikimedia India !!!

We are delighted to present the last monthly Wikimedia India report of the
year 2011, almost a year after the chapter received the formal recognition
from the Government of Karnataka on 3 January 2011. The journey so far
wasn't easy, but we appreciate your continued patronage , support and
participation.
 *Organisational Updates*

*Formation of Task Forces:*

As announced earlier, with the objective of increasing the engagement and
participation of the members of the chapter actively in various
initiatives, the India chapter has come up with focused Task Forces for
coordinating and driving various chapter activities [1]. There are two
types of Task Forces - Project Task Forces and Operations Task Forces. The
Project Task Forces are focused on growing the Wikimedia projects. The
Operations Task Forces are critical functions to enable the Project Task
Forces and the Chapter in growing the movement. The operations group
consists of Administration, Fund raising, & Communications. The Projects
task force consists of City and Langugage SIGs and Special Projects. The
new task forces will be led by the following people:

   - Anirudh Bhati, Head, Fundraising.
   - Arun Ramarathnam, Chair, Special Projects.
   - Srinivas Gunta, Head, Administration.
   - Sudhanwa Jogalekar, Chair, City and Language Special Interest Groups.
   - Tinu Cherian, Head, Communications, PR & Media Relations.

*Membership:*
The Chapter membership stands at 190 members as of 31 December 2011.

*Donations:*
Total donations received in Dec 2011 - INR 700
Average donations in Dec 2011 - INR 350

*FCRA:*
Our application for FCRA prior permission under the Foreign Contribution
(Regulation) Act with the Government of India is still pending. An official
from the Home Ministry has visited Arjuna Rao Chavala, President.

*Internet Relay Chat(IRCs):*
>From time to time, Wikimedia India conduct planned online IRC chat
sessions. The Dec 17, 2011 was anchored by Arun with the focus on Chapter
City & Language Special Interest Groups. [2]

*Board Meetings:*
The Chapter Executive Committee had two Tele-conference meetings in the
month of December (dated 07 Dec and 14 Dec, 2011). The Wikimedia India
chapter and Wikimedia Foundation had one joint co-ordination call on 21 Dec
2011, which was attended by Arjuna Rao Chavala, Arun Ramaratnam, Naveen
Francis, Sudhanwa Jogalekar, Tinu Cherian, Anirudh Bhati, Asaf Bartov and
Hisham Mundol. The summary of the joint coordination call was shared
earlier [3].
Community City and Language Special Interest Groups

City and Language Special Interest Groups are a mechanism to engage the
diverse interests of members across India. The objective is to grow the
wiki projects in their areas of interest by reviewing the status, planning
and executing events of interest through growing the community involvement.
The leadership of these groups is part of the extended leadership of the
Chapter.

The Wikimedia Chapter is proud to announce the appointment of the next

   - *Wiki Academy @Jaya Engineering college * ( 10 Dec 2011) : The first
   Wiki Academy in Jaya Engineering college, Chennai,[5] was organized by the
   Wikimedia chapter and co-hosted by Jaya FOSS Club. Odia Wiki Chair &
   Chapter member, Subhashish Panigrahi explained basics of Wikipedia, how it
   is edited by millions of volunteers, how Wikipedia is exclusively
   encyclopedic and kind of articles and notability of articles in Wikipedia,
   how Wikipedians communicate and form community, and organization of
   Wikimedia foundations and active projects. Then he took the audience
   through active editing by signing up, searching for articles, choosing
   articles to create. Then he demonstrated about creating an article by using
   the Edit too

On behalf of the Wikimania 2013[0] selection Jury[1], I can announce
that we have awarded the conference to Hong Kong. Congratulations to
the bidding team, and to the London team who also did a particularly
excellent job.

There were five official bids: Bristol, Naples and Surakarta, as well
as the two finalists of Hong Kong and London[2]. The Jury and the
bidding teams discussed them in three public IRC meetings in April. We
determined that Hong Kong and London were the strongest contenders,
and decided to focus on these two as the finalists. After further
e-mail enquiries, and considering evaluation by Wikimedia Foundation
staff, a final, private meeting was held to reach a final decision.

The Jury was pleased by the high quality in both the final bids, and
required over three hours' discussion to reach the final verdict. We
considered each bid according to the criteria[3], focussing on
following factors: Venue, Program, Geo-location & Logistics, Local
Opportunities, Accommodations, Team & Chapter, and Budget & Finances.
We found consensus that the Hong Kong bid was the stronger, especially
because of their strong advance planning; solid support by the local
Wikimedia Chapter, the community, local government, and a partner
organisation that is experienced in planning conferences; and their
good combination of venue and accommodation.

The Jury has confidence that the Hong Kong bidding team will pull off
a magnificent Wikimania, and we are pleased for our global community
to return to Asia once again. With a motivated group of volunteers who
have experience in organizing smaller Wikimedia activities, and a
partner with experience in organizing larger-scale events, they have
found a good mix to create a successful conference. The Jury did also
identify some weaker points in each the bids, and will be happy to
share those privately with the teams so that the Hong Kong team can
use that to their advantage in organizing Wikimania 2013, and the
other teams can use the feedback to improve their bids for a future
year.

We thank all candidate teams - the process is gruelling and requires a
very substantial time investment. They are all to be commended for
their submissions.

To use this soap-box for a moment, as Moderator I would like to remind
the community that we hope that this time was the last that we use
this ad-hoc process to decide on the Wikimania venue, and encourage
everyone to engage with the discussion on Meta[4] about how we might
select Wikimania 2014 and beyond in a more open, community-led way.

To have Narayam functionality, loggedin users have to

Unfortunately, no woman has volunteered for first election of Executive
Committee of Wikimedia India.
And there was no woman in the founding members too.
May be for the next election we may see new members taking up the task.

On the participation of woman for Wikimedia India,
Noopur has volunteered as Delhi sig chair.
Mitra and Noopur are members of communication team.
And few has volunteered chapter's activities and has signed up for
different sigs.

[Wikimediaindia-l] Wikimedia India Chapter : Feb-May,2012 Report

Dear all,

Greetings from Wikimedia India !

We sincerely regret the lack of communication in the past few months (last
communication was in Feb 2012), though we had few IRC sessions. We thank
you for your patience.
Organisational Updates

Chapter audit including the accounts of WCI 2011 are in progress. Income
tax department has responded to our income tax exemption (12A registration)
application and requested for additional information. Chapter will be
filing the same shortly.

Ec has drafted Election rules to put in place the defined mechanism for
conducting EC member elections, EC office bearer elections and also other
official appointments of the chapter. We will be sharing this with members
and community for feedback.

*Membership:*
Membership renewals and fresh memberships are under process. We expect to
complete the backlog with in a week. Membership at the end of Mar 31, 2011
was 197. We request all members who have not yet sent in their renewal
applications and fee to do the same so as to reach Chapter office on or
before 30 June 2012 which marks end of grace period for renewal.And we also
welcome Wikimedians to join the chapter.

*Donations:*
Total Donations at the end of Mar 31, 2011 was Rs 19701/-

*FCRA:* FCRA approval was received. We have received a sum of approx 6.5
lakhs from Wikimedia Foundation in April 2012. We have spent Rs 37550/-
towards WikiSangamotsav.

*Internet Relay Chat(IRCs):*
We had one Chapter SIG IRC 4th May 2012, in which events, membership
renewal and grants were discussed.

*Board Meetings:*
We had eight meetings, including one face to face meeting in the last four
months. We met with Hisham and Barry and had discussions on the plans of
India programs.

*WikiConference 2011*
We made good progress on the scrutiny of WikiConference Mumbai 2011
accounts. We expect to submit the documents to the auditor in 1-2 weeks.

*Colloboation with India programs team* Though considerable effort was
spent by Wikimedia Chapter EC, Hisham, Barry and others towards defining a
colloboration framework, we could not reach consensus as the approaches
differ. Chapter will continue to cooperate with India programs in an ad
hoc, case-by-case manner.

Greetings from Wikimedia India !
Organisational Updates

Chapter audit is expected to be complete in couple of weeks.

Income tax department has responded to our income tax exemption (12A
registration) application and requested for additional information. Arjuna
Rao Chavala along with Chapter Consultant Mr MN Rao met with IT authorities
and clarified how the Chapter activities are charitable. As IT authorities
could not be convinced fully, it is decided to withdraw the application and
reapply at a later date.

*Elections*
Election rules were approved by the EC. Election Committee consisting of Mr
Gautam John and Mr Balasundara Raman were appointed. Further communication
regarding Elections will follow soon from Election Committee.

*Membership:*
Membership as of 31 June, 2012 is 76, which includes all the renewals that
were processed till 18 July 2012.

*Donations:*
Donations till date for the current FY is Rs 100/-


*Internet Relay Chat(IRCs):*
IRC on WLM was conducted and

have been volunteered for core team of WLM India.

*Board Meetings:*
We had one meeting in June.

Subject: Election Notice for Wikimedia Chapter EC Elections

The Election Committee appointed by Wikimedia Chapter Executive
Committee for notifying and conducting the Election to Wikimedia
Chapter EC election,hereby announces the election to the Wikimedia
Chapter EC for the two yearterm.

A detailed ‘Rules & Regulations for the Election’ is available which
includes the Nomination Form for Candidature (at Page 7). There
are 76 members who are on the membership roll as on 23 June 2012
and are eligible to participate in the Election and contest the Election
(as per by-laws,based on the date of election and AGM
scheduled for 23 Sep 2012).As per the communication from EC,
5 vacancies are to be filled.

Please note the following details:
*1. *Date of election: 23rd September 2012.
*2.* Timing for voting in person: As per AGM Agenda which will be
communicated by Chapter later.
*3. *Place of election and for sending postal ballots:
Wikimedia Chapter, No.194,
2nd 'C' Cross, Dommaluru 2nd stage,
Bangalore 560071. India.

*4.* Last date and time of receiving nominations: 12th August, 2012
[http://wiki.wikimedia.in will be used as the electronic medium for
submitting and processing nominations. Each nomination is to be
placed on a sub page and linked from the Elections page at
http://wiki.wikimedia.in/Nominations_for_the_Executive_Committee
Members proposing and seconding and the candidate have to
sign using their user-ids on wiki. They also need to identify their
membership number on their User pages for validation.
Nomination pages will be locked to prevent editing on the day
following the due date.]
*5. *Last date for withdrawal of nominations: 26th August, 2012
*6. *Date of declaration of Final List of candidates:
28th August, 2012

The Executive Committee and the Election Committee will host an IRC
on Monday, 30th July, 2012 between 9PM and 10PM.

The page(http://www.wikimedia.in/wikipedia.html) was designed for the url
www.wikipedia.in.
But the efforts for retrieving the domain name has been temporally stalled.

And www.wikipediaindia.org was brought for the same purpose, but not
published because no of letters in the url is high.

Job Description for Executive Manager

The candidate will be the first staff member of the organisation and will
have the exciting opportunity of growing the organisation to maximise its
impact. The staff size is expected to grow 5 people over 2-3 years.

The successful candidate will initially report to President of the
Wikimedia India or a designated Executive Committee(EC) member. Most
interactions will be with the EC and extended leadership team of the
Chapter, Members, Community and partner organizations. Hence the candidate
needs to be flexible about working hours. This position is based in
Bangalore, India. Salary will be commensurate with Qualification. More
details of work expected from the Candidate are given below.

   1. Help develop short term and long term plans for the growth of
   Wikimedia project readers and Editors
   2. Support Wikimedia India events

Experience

Recently retired professionals with at least latest three years of
experience at Senior leadership level will be given preference. For other
candidates, 5-10 years over all experience with at least 3 years in

Skills

   1. Excellent written and oral communication skills

Greetings from Wikimedia India !
Organisational Updates

The second Annual General body meeting was held on 23 Sep 2012. Annual
report for 
2011-12<http://commons.wikimedia.org/wiki/File:WMIN-Annual-Report2011-2012TwoUp.pdf>was
released on the occasion.

*Elections*
Elections were conducted during the AGM. Karthik Nadar Nikita Belavate,
Pranav Curumsey, Srikanth Ramakrishnan and Viswa Prabha were declared
elected.

*Membership:*
Membership as of 30 Sep, 2012 is 126. M/s Arnion Technologies Pvt Ltd,
Ahmedabad became the first institutional member, following the grant of
membership on 19 Sep 2012.

*Donations:*
Amount of donations processed during the month is Rs Nil.

*Board Meetings:*
Board did not have in person meetings in September.However AGM was attended
by five EC members.

*Executive Manager*
EC after an exhaustive search and selection process has appointed Sowmyan
Tirumurti as Executive Manager of the organisation. This is the first
position to be staffed. Mr Sowmyan has over 40 years of experience in
Aerospace, and Computer peripherals industry. He has worked with Indian
Space Research Organization, DCM Data Products, ORG Systems, TVS
Electronics, and Honeywell Technology Solutions in India. He has held roles
related to R&D management, Quality improvement, Cost improvement,
Marketing, Sales and service support, Strategy planning, Supply chain
management, Contract management, and Compliance monitoring.

After retiring from Honeywell Technology Solutions in 2008, he has explored
many web based content delivery methodologies meant for continuing
education. He has promoted webcasting at low bandwidth, created a web site
for lessons on Six sigma and Hoshin kanri, taught Japanese language through
a Youtube channel, and attended Massive Open Online Courses (MOOC) on
Coursera and Udacity.

Sowmyan joined Wikimedia India on 1st October 2012 as Executive Manager
based in Bangalore. His primary role is to support the members and the
community in organizing and running the various promotion programs.

 Wiki loves monuments

Here are some statistics and updates from India:

   - 16,796 photos have been uploaded from India thanks to Wiki Loves
   Monuments 2012.
   - There were 2,230 participants from the country, meaning India had by
   far the most participants.
   - Anupamg <http://commons.wikimedia.org/wiki/User:Anupamg>, Thamizhpparithi
   Maari <http://commons.wikimedia.org/wiki/User:Thamizhpparithi_Maari>,
   Sthitaprajna <http://commons.wikimedia.org/wiki/User:Sthitaprajna>,
   Darwinacitizen <http://commons.wikimedia.org/wiki/User:Darwinacitizen>and
   Vu2sga <http://commons.wikimedia.org/wiki/User:Vu2sga> were the top five
   contributors from India.
   - Taj Mahal(Indian Monument N-UP-A28-a) is the world wide winner - a
   monument which was clicked by maximum no of photographers. It was
   photographed by 114 different users in Wiki Loves Monuments 2012.

First round of filtering is going on and it is expected to be completed by
Oct 15,2012.

[Wikimediaindia-l] Open Data and National data sharing and accessibility policy

Hello,

Belated Translation Day Greetings.

As you are aware, through National data sharing and accessibility
policy(NDSAP) now we are able to source the images/videos from GOI websites
to Wikimedia Commons.
NDSAP is not implemented in many states

.

If NDSAP is implemented in a state, we can reuse images from state
govt websites in Wikimedia Commons. It will also help in maps in
wikipedia (district
map ,
national
park map 
,highway
 map
)
because OSM can use gis data

from open data govt portals.

Kerala state is yet to implement NDSAP.
For that, we wikimedians User:Ranjithsiji
 , User:Mujeebcpy
  and myself had created open
data video (derived from open data NZ)

We were able to circulate the message among the govt officials and talk to
them about the importance of open data.(User:Manojk

)
Kerala state has started the process to implement NDSAP policy.
