I would suggest to configure the minutes required for resolving an incident in
a field and either use sql query or a hidden table to count the no of records
and then multiply with value in the field

As is said SQL is one way. Using table count, i am not that comfortable and
does not sound to me a good solution as i need to run a refresh each time a
request is raised. This will lead to unnecessary slowing down of the system. In
a day total of approx 2k tickets are raised.

I don't know of a command-line license add (or import) facility off the
top of my head, but it's moot. Your server needs to be operational and stable
regardless.
Check your error log. There are probably messages for shutdown and
startup, and maybe a fatal error.

the hour of the day. How could you expect it to give an accurate result if
you give it a delta as opposed to an absoulute number of seconds

We get this exception in 703 version. Reason is - somehow definition format for
