Here is a picture of what is happening. In red, I have highlighted people who are playing in community servers. I cannot join them through the friends list (I know that their servers are not full). The only way to join them is to some how have the IP of their server or to pester them for invites.

You can also set your bot quota to one lower than your maxplayers, or set maxplayers to one above your bot quota. That way, instead of displaying 1/1 players, it will show 1/2. When a second player joins, it will show 2/3, etc. So it will always display a free slot, even though it doesn't correctly
